City Council Meeting Agenda Report Item # _____
Meeting Date: October 28, 2024
Subject: Rejection of Bids for the Serramonte Library – Elevator, Energy Efficiency, ADA Upgrades, HVAC, and Roof Replacement Project
Recommended Action
Staff recommends that the City Council reject all bids received on October 8, 2024 for the Serramonte Library – Elevator, Energy Efficiency, ADA Upgrades, HVAC, and Roof Replacement Project.
Background
The Serramonte Library – Elevator, Energy Efficiency, ADA Upgrades, HVAC and Roof Replacement project is a combination of four separate Capital Improvement Projects (CIP) planned at Serramonte Library which include the following:
• Serramonte Library Elevator,
• Serramonte Library Energy Efficiency,
• Serramonte Library Americans with Disability Act (ADA) Upgrades, and • Serramonte Library Heating, Ventilation, and Air Conditioning (HVAC) Unit(s) and Built- Up Roof (BUR) Replacement.
On May 23, 2022, the City Council accepted and appropriated the California State Library Targeted State Funded Grant of $2,000,000 for projects proposed at Serramonte Library and at Bayshore Library. Of the $2,000,000, $1,800,000 was allocated for the Serramonte Library project. The project at Serramonte Library propose s to install an elevator to allow ADA access to the first floor, upgrade obsolete and inefficient lighting throughout the first and second floor s of the facility to new energy efficient lighting, remodel the first -floor restrooms to further remove accessibility barriers on the first floor, and replace the HVAC units and built up roof.
On May 22, 2023, the City Council authorized a professional services agreement with Interactive Resources, Inc., for design services of the Serramonte Library – Elevator, Energy Efficiency, ADA Upgrades, HVAC, and Roof Replacement project.
Discussion
On October 8, 2024 , the City received ten (10) bids for the subject project , ranging from $2,253,000.00 to $3,265,000.00. The Engineer’s Estimate for the project was $2,577,578.00.
Upon evaluation of the bid s and reexamination of the bid instructions, it became apparent that the bid instructions were interpreted differently, resulting in inconsistent bids. In fairness to all of the bidders and to ensure that the City receives consistent bids that accurately reflect the scope of work, staff recommends the rejection of all bids . If all bids are rejected, staff and the designer will revise the bid documents to clarify the bid instructions and rebid the project.
