Staff recommends that the City Council approve the Professional Services Agreement with Onward Engineering for Consulting Services in the Public Works Division in the amount of $148,000 and authorize the City Manager to execute the agreements.

1. CALL TO ORDER
The special joint meeting of the Eastvale City Council and Jurupa Community Services District Board of Directors was called to order at 6:00 p.m. by JCSD Board President McLaughlin.
2. ROLL CALL
Present: Councilmembers Dinco, Plott, Yow, Mayor Pro Tem Rigby, and Mayor Lorimore JCSD Board of Directors Folsom, Moreno, Nava, Vice President Anderson, and President McLaughlin.
Absent: None
City Staff
Present: Interim City Manager Garcia, City Attorney Vega, and City Clerk/Communications Director Donohue were present at Roll Call.
JCSD General Manager Berch, Director of Parks & Recreation Lawson, Executive Services Manager / Secretary to the Board of Directors Ayala, and District Legal Counsel Riddell and Byrens.

5. CITY COUNCIL/BOARD OF DIRECTOR BUSINESS
5.1 Update Regarding Transfer of Frontages Maintenance from JCSD to City of Eastvale (City of Eastvale and JCSD)
General Manager Berch and Interim City Manager Garcia reported on the status of the transfer agreement, and the work accomplished to date by both agencies.
City Attorney Vega elaborated on the parachute clause and explained the need for both agency staffs to receive direction on the matter by both governing bodies.
Both governing bodies had various comments, concerns, and questions regarding the parachute clause of the subject agreement.
Legal Counsels Riddell and Byrens, as well as City Attorney Vega provided responses to questions and comments accordingly.
After significant discussion and dialogue, both governing bodies agreed to hear the matter further in their respective closed sessions and provide staff with direction thereafter. Accordingly, staff from both agencies would coordinate a date and time for the next joint meeting.
5.2 Leal Property Development Update (City of Eastvale) Interim City Manager Garcia announced that this item would be pulled from tonight’s agenda.
5.3 Volunteer Programs (City of Eastvale)
Community Safety Director Terfehr provided an informational PowerPoint presentation on volunteer opportunities within the City of Eastvale.
5.4 Upcoming Events (City of Eastvale and JCSD)
Parks Director Lawson provided an oral report on upcoming JCSD events.
City Clerk/Communications Director Donohue provided an information PowerPoint presentation on upcoming Eastvale events.
5.5 Drought Update (JCSD)
Community Affairs Supervisor Tarzi provided a PowerPoint Drought presentation regarding ongoing drought conditions, and local and state regulations.

5.6 Opportunities for Future Collaboration and Partnerships Mayor Lorimore inquired about establishing the date and time for the next Joint Meeting, at which time both agencies agreed that both agency staffs could coordinate a date and time once both agencies have direction on the subject agreement matter.
Councilmember Rigby proposed that the following topics be considered for future discussion: Parks Operations Budget and ECP Phase II.
ADJOURNMENT – JCSD Board President McLaughlin adjourned the regular meeting at 7:38 p.m.

The regular meeting of the Eastvale City Council was called to order at 5:30 p.m. by Mayor Lorimore.

On motion of Councilmember Yow and second by Councilmember Plott, the City Council voted unanimously to approve the Consent Calendar.

11.2 Acceptance of Public Improvements associated with Parcel Map 35865 from Campus Eastvale Property Owner, LLC
The City Council adopted Resolution 22-60, accepting as complete the Public Improvements for Parcel Map 35865.
11.3 Reaffirm the City Owned Parcel Located at Hamner Place as Necessary for Future City Use
The City Council reaffirmed the City Parcel located at Hamner Place (APN 152060061) as necessary for future City use and provide preliminary feedback and direction to staff on future use concepts to come back to the City Council at a later date for discussion and decision.
11.4 Third Amendment for Professional Services Agreement with Infinity Technologies for Information Technology Services
The City Council:
1. Approved the third amendment to the professional services agreement with Infinity Technologies; and
2. Authorized the Interim City Manager to execute all necessary documents.

There was a consensus to receive and file the Single Audit Report on Federal Award Programs for fiscal year ended June 30, 2021.
13.3 Modify Contract with Griffin Structures for the Civic Center Project Finance Director/City Treasurer Wells and Community Development/Public Works Director Gibson-Williams presented a PowerPoint presentation.

The City Council discussed the item and provided feedback.
On motion of Mayor Pro Tem Rigby and second by Councilmember Dinco, the City Council voted unanimously to:
1. Authorize the City Manager to execute the First Amendment to the Agreement with Griffin Structures to reduce the Scope of Services, retaining Gri ffin as the Owner Representative/Program Manager for the Civic Center project and eliminating subconsultants, and reducing the total compensation amount to $1,845,353; and
2. Schedule a City Council Workshop for Civic Center Project Planning on November 30, 2022.
13.2 Contract Amendment to Gensler for Planning and Pre-Design Services for Downtown Eastvale
City Engineer Chung provided a verbal presentation.

On motion of Councilmember Dinco and second by Councilmember Yow, the City Council voted unanimously to authorize the City Manager to execute a contract amendment with Gensler for $230,000, for a combined amount not-to-exceed $250,000, to perform planning and pre-design services for Downtown Eastvale.

On October 18, 2022, the Finance Commi ee reviewed the a ached list of invoices for services performed and goods purchased and have recommended the Warrant Register for payment.
Background
The invoices have been reviewed by the Finance Department for completeness, proper approvals, and if applicable, in accordance with underlying contracts. All items were properly supported.

Staff recommends that the City Council receive and file the City Treasurer’s Report.
Summary
In accordance with the City of Eastvale’s Investment Policy, adopted July 28, 2021, the City Treasurer is required to submit a quarterly treasurer’s report to the City Council. The report shall include types of investments, credit ra+ngs, ins+tu+ons involved, dates of purchases, dates of maturity, amount of deposits or cost of the security, current market value of the securi+es, interest rates, investment fund balances, and a statement as to whether investments are in compliance with the Investment Policy and whether there are sufficient funds to meet the City’s cash obliga+ons for the next six months.
Background
The Schedule of Investments includes a breakdown of the City’s investments by “Ac+ve” or “Inac+ve” Deposits. “Ac+ve Deposits” are those accounts which receive revenues, whereas “Inac+ve Deposits” are available for use but are not earning revenues. Detail reports for the PFM Managed Investment Por3olio, with all supplemental informa+on required by the City’s investment policy, are included in the report.

Also included is a cash breakdown report per the City’s fund balance reserve policy showing funds restricted, commi@ed, designated, and unassigned as of September 30, 2022 and the investment income received at September 30, 2022, broken down by investment type. The City of Eastvale’s Schedule of Investments complies with the City’s Investment Policy. The City has sufficient funds to meet its expenditure requirements for the next six months. Total cash and investments as of September 30, 2022 is $148,134,968 (book value). Ac+ve deposits total $136,134,070; inac+ve deposits total $12,00,898. Net investment income received for fiscal year 2022-23 through September 30, 2022 (three months of fiscal year) is $489,316. The net yield on investments is 2.05%.

Monthly distribution yield represents the net change in the value of one share (normally $1.00 per share) resulting from all dividends declared during the month by a fund expressed as a percentage of the value of one share at the beginning of the month. This resulting net change is then annualized by multiplying it by 365 and dividing it by the number of calendar days in the month.
YTM at Cost The yield to maturity at cost is the expected rate of return, based on the original cost, the annual interest receipts, maturity value and the time period from purchase date to maturity, stated as a percentage, on an annualized basis.
YTM at Market The yield to maturity at market is the rate of return, based on the current market value, the annual interest receipts, maturity value and the time period remaining until maturity, stated as a percentage, on an annualized basis.
Managed Account A portfolio of investments managed discretely by PFMAM according to the client’s specific investment policy and requirements. The investments are directly owned by the client and held by the client’s custodian.
Unsettled Trade A trade which has been executed however the final consummation of the security transaction and payment has not yet taken place.

Questions About an Account PFMAM’s monthly statement is intended to detail our investment advisory activity as well as the activity of any accounts held by clients in pools that are managed by PFMAM. The custodian bank maintains the control of assets and executes (i.e., settles) all investment transactions. The custodian statement is the official record of security and cash holdings and transactions. PFMAM recognizes that clients may use these reports to facilitate record keeping and that the custodian bank statement and the PFMAM statement should be reconciled and differences resolved.
Many custodians use a settlement date basis which may result in the need to reconcile due to a timing difference.
Account Control PFMAM does not have the authority to withdraw funds from or deposit funds to the custodian outside the scope of services provided by PFMAM. Market Value Generally, PFMAM’s market prices are derived from closing bid prices as of the last business day of the month as supplied by Refinitiv or Bloomberg. For certain short-term investments or where prices are not available from generally recognized sources the securities are priced using a yield-based matrix system to arrive at an estimated market value. Prices that fall between data points are interpolated.
Non-negotiable FDIC-insured bank certificates of deposit are priced at par. Although PFMAM believes the prices to be reliable, the values of the securities may not represent the prices at which the securities could have been bought or sold. Explanation of the valuation methods for a registered investment company or local government investment program is contained in the appropriate fund offering documentation or information statement.
Amortized Cost The original cost of the principal of the security is adjusted for the amount of the periodic reduction of any discount or premium from the purchase date until the date of the report. Discount or premium with respect to short term securities (those with less than one year to maturity at time of issuance) is amortized on a straightline basis. Such discount or premium with respect to longer term securities is amortized using the constant yield basis.
