Underground Classification Requirements
Under California law, all tunnels (except horizontal directional drilling, which is at District Manager’s discretion), underground chambers, and excavations, and all pipejacking and boring projects 30 inches or greater in diameter, are required to be Classified by the Division prior to bidding. This requirement is provided for in California Labor Code, Section 7955 [http://leginfo.legislature.ca.gov/faces/codes_displayText.xhtml], and Title 8 of the California Code of Regulations, Section 8422 [http://www.dir.ca.gov/title8/8422.html].
In order to proceed with classifying any underground projects, we require the following information:
1. The complete name and mailing address of the owner of the completed facility or structure.
2. The physical location and size (outside diameter and overall length) for each tunnel.
Note: Location should either be a street address or the distance from nearest street intersection.
Example: The 42-inch-diameter, 280-feet-long tunnel bore located beneath the Union Pacific Railroad tracks, approximately 1,500 feet northeast of the intersection of Third Street and Highland Avenue, Oakland, Alameda County.
3. One copy of half-size plan and profile drawings showing the relationship and identity of any existing utilities.
4. One copy of any geological information and/or soils reports that are proximate to, or representative of, the conditions existing at the site of the underground construction work, especially as they relate to the presence of flammable gases and hydrocarbons.
5. Any current or past use of the surface area which may have caused contamination of the soils by fuels, oils, solvents, or other chemicals such as: gas stations; auto body and paint shops; industrial and agricultural fuel tanks; chemical manufacturing and processing facilities, etc.
6. Location of any utilities in the area.
Please provide the copies of your plan and profile drawings, pertinent geological reports and logs, a statement on past historical use, and any other factors bearing on the possibility of encountering flammable or toxic gases in the area where the underground construction activity is being undertaken.
Additional Information
Please mail or deliver your classification request (most are too large for our email server), and address your request to the office located closest to the project, not to a specific individual. Provide contact name, company/agency, telephone number, mailing address, and email address. We try to respond within two weeks; it may be longer depending on workload. We do not charge a fee for an underground classification. However, if a Permit to Use Diesel Equipment Underground is required, the fee is $50 (payable to “State of California”). Subject: Dewatering Evaluation and Geotechnical Engineering Support Southern Pump Station, El Centro, California
AECOM Technical Services, Inc. (AECOM) is pleased to provide Nicklaus Engineering, Inc. (NEI) this report of geotechnical engineering support at the proposed Southern Pump Station, El Centro. As outlined in our proposal dated June 8, 2022 this geotechnical study supplements a previous geotechnical investigation by Geotechnics (2007) with additional information for groundwater conditions for construction dewatering at the pump station and for sewer installation. Analytical laboratory testing was performed on groundwater samples extracted from the monitoring wells that were constructed for this study. The geotechnical evaluations included trenchless evaluations of proposed crossings of Imperial Irrigation District (IID) water and drain facilities and below the Union Pacific Railroad. These trenchless pipeline installations are currently proposed using jack-and-bore installation. As described this report, pipe jacking appears to be the most economic and appropriate method for the trenchless crossings.
Please reach out to us if you have any questions or comments on the information presented herein.

1 1. Introduction
AECOM Technical Services, Inc. (AECOM) and Nicklaus Engineering, Inc. (NEI) prepared this report of geotechnical engineering support at the proposed Southern Pump Station, El Centro.
The construction plans for the Southern Pump Station dated March 2021, were prepared by PSOMAS for the City of El Centro (City). We understand PSOMAS, the Engineer, has requested this geotechnical/dewatering evaluation to reduce subsurface construction uncertainty, particularly with respect to groundwater.
1.1 Project Description
The City of El Centro plans on installing a new pump station and approximately 12,000 feet of sewer pipe as shown on the project plans prepared by PSOMAS1. The project location is shown on Figure 1. The pump station wet well will be approximately 36 feet below grade. The sewer pipelines will include a 12 inch diameter force main and gravity lines varying from 8 to 21 inches in diameter. The sewer will be installed using typical cut and cover methods, with jack and bore methods proposed below the Union Pacific railroad (UPRR) tracks and several Imperial Irrigation District (IID) pipeline and canal crossings. The approximate layout of the pipeline pump station and proposed crossings is shown on Figure 2. Refer to the construction drawings for more detailed information.
1.2 Purpose and Scope of Work
This geotechnical study supplements a previous geotechnical investigation by Geotechnics (2007) with additional information for groundwater conditions at the pump station and for sewer installation, which will require construction dewatering due to the shallow groundwater table based on previous borings.
Geotechnical and dewatering evaluations presented in this report are to provide supplemental information to the contractors to aid with dewatering design by the contractor. As described below, the supplemental geotechnical investigation included additional test borings at the proposed pump station and along the pipeline route. Monitoring wells were completed in the borings for groundwater sampling, in-situ permeability (“slug”) testing and to collect groundwater level data. Samples of groundwater were analyzed for potential constituents of concern generally as outlined for water quality monitoring in the Imperial Irrigation District Drain Water Quality Plan. The field and laboratory information were evaluated to assess options for trenchless construction. Pavement recommendations are provided for Danenberg Road. 1 PSOMAS, Construction Plans City of El Centro Southern Pump Station, submitted March 2021

2 2. Geotechnical Investigation
2.1 Previous Investigations
The project design was based on the previous geotechnical investigation report for the project performed by Geotechnics (2007). Approximate locations of previous borings, including five (5) borings and eight (8) CPTs, drilled to depths between 20 and 50 feet bgs are shown on Figure
2. Logs of previous borings are included in Appendix A.
2.2 Geotechnical Borings
The current field investigation consisted of four (4) hollow stem auger borings drilled to depths between 31.5 and 51.5 feet bgs. Borings were located following review of utilities, site conditions, traffic and safety. Borings were not allowed within IID easements therefore borings were limited to City of El Centro public right of way. Approximate locations are shown on Figure
2. Logs of the borings are included in Appendix B.
2.3 Groundwater Sampling & Analysis
The borings were completed as 2-in diameter polyvinyl chloride (PVC) monitoring wells with factory slotted screen, sand filter pack, an upper bentonite-cement grout seal and protective cover. The well screens were placed at or near the bottom of the boring; approximate 10- to 20-foot screen lengths were used, depending on subsurface conditions. Monitoring well construction details are shown on the boring logs, Appendix B.
Field permeability “slug” tests were performed in the completed wells by AECOM geotechnical personnel. The test data were analyzed for hydraulic conductivity using spreadsheets and recovery curves using several well recognized procedures, described in Appendix B.
2.4 Geotechnical Laboratory Testing
Relatively undisturbed soil samples were recovered at 5-foot intervals and sample were tested in the NEI geotechnical laboratory. Several shallow soil samples were collected along the Danenberg Road at the proposed road grade for R-value tests. Test results are shown on the corresponding sample location on the logs of the borings in Appendix B. Laboratory test results are provided in Appendix C.
2.5 Analytical Testing
After the monitoring wells were developed and purged, groundwater samples were collected for analysis. Samples were collected with a submersible pump or bailer. Samples were analyzed at Eurofins analytical laboratory for potential contamination and other constituents in general accordance with water quality analyses required of dischargers as outlined in the Imperial Irrigation District Drain Water Quality Plan. Analytical test results are provided in Appendix D.
Test results indicating screening level exceedances are summarized below.

3 3. Site and Geologic Conditions
3.1 Geologic Setting
The site area is underlain by ancient lake bed deposits within Lake Cahuilla, a prehistoric lake in California and northern Mexico. The ancient lake filled with the Salton Trough, a thick sequence of sediment filled a subsiding basin which now forms a broad flat depression with ground surface elevations below Mean Sea Level. The alluvial sediment sequence is likely many hundreds of feet thick below the project area.
3.2 Surface Conditions
The project area is mostly flat within residential development, agricultural and open space land bordered by Highway 86 and the Union Pacific Railroad. Existing roads have unimproved shoulders. Existing utilities include overhead electrical power lines and buried utilities as shown on the drawings. IID has existing below ground pipelines along with the Date Drain a series of open cut channels (ditches). Land surface elevations range between about -25 and -30 feet below MSL.
3.3 Subsurface Conditions
The alluvial soils (also described as lacustrine or lake bed deposits) encountered in the borings generally consisted of a fine-grained layered sequence with variable thickness of clay, sandy silt and silty sand. The clay layers were most dominant including soft to very stiff silty clay and fat clay (CL- and CH-type soil). Stiff to very stiff sandy silt (ML-type soil) was also encountered. The silt was described as cohesive. Medium dense silty sand layers (SM-type soil) appeared less pervasive; few lenses of sand were encountered in the borings. Geotechnics (2007) also noted some silty and sandy granular soils were encountered in their borings but the sands were less prevalent.
3.4 Groundwater
All of the borings encountered groundwater at depths between 11 and 17 feet bgs. Groundwater levels may have some variability due to precipitation and other man-made factors, discussed below.
8.a
Packet Pg. 1084 Attachment: Volume II - Technical Specifications (4185 : Approval of Plans and Specifications - Southern Pump Station Project) Dewatering Evaluation and other Geotechnical Engineering Support – Southern Pump Station AECOM
4 4. Geotechnical Considerations
Geotechnical design and construction recommendations including shoring, foundations, backfill and other criteria were provided by Geotechnics (2007). It is currently proposed to use jack and bore installations at the railroad and all IID crossings, seven under crossings in total. Casing will be required at all the proposed under crossings, as shown on the drawings. The casing will be designed to withstand railroad loads at the UPRR crossing. Based on the borings, construction dewatering will be required due to the shallow groundwater table over the site area.
4.1 Construction Dewatering
For dewatering evaluations, key geotechnical information needs are 1) depth to groundwater, 2) soil type and 3) hydraulic conductivity (permeability, determined by slug testing). These data were evaluated for the sewer pipelines as shown on Tables 1 and 2.
Excavation depths for the open trench sections are anticipated to range between 13 feet bgs up to as much as 22 feet bgs. According to Geotechnics (2007), water depths should be lowered 3 feet below the excavation bottom to provide a firm base for bedding2. All excavations will be shored.
2 Pipe bedding and backfill details are shown on Detail D, Sheet C-24

7 As shown on Table 1, groundwater control will be predominantly in stiff clays and cohesive silt with few layers of silty sand. The force main excavation may be mostly above groundwater. The relatively shallow depths to be dewatered and anticipated fine-grained soil conditions appear locally favorable for open pumping (“sump well systems”) where water is collected in sumps and pumped away for open trench construction areas. These conditions generally include:
Stiff clays with few lenses of sand which are not connected to a significant water source, Low to moderate dewatering head (ranging between a few feet up to about 10 feet), Low to moderate hydraulic conductivity (between about 1x10-4 and 1x10-3 cm/sec, see Table 3 below),
Backhoe or excavator operation from the ground surface, Relatively flat slopes, and
Excavation support (shoring) will be required which may reduce groundwater flow depending on the shoring method used.
Some conditions may be relatively unfavorable for open pumping, thereby pre-drainage with wells and/or cut off of flow from the excavation may be advisable. Such conditions may include:
Excavations made proximate to source of recharge, potentially such as IID canals when carrying sustained flow,
Soldier beams and lagging, where excavations of a vertical face to place lagging boards could be difficult or dangerous under lateral flow conditions, Adjacent structures and/or existing utilities that could be endangered by soil sloughing, and Other conditions that may warrant pre-drainage or cut-off.
Well point systems are effective in a wide range of soils including pumping a few gallons per minute in fine sandy silts or substantially more in coarse sands and gravels.
Local reaches of the sewer excavation and some Tunneling Pits (access shafts) may require wells, especially excavations where the dewatering head is close to 10 feet or more. The proposed wet well at the pump station is approximately 36 feet bgs. Groundwater was measured in MW-2 at approximately 12 feet bgs. Groundwater may need to be lowered on the order of 24 feet in clayey soil for construction of the wet well. This effort likely requires dewatering with wells.
Based on the subsurface information provided and the subsurface permeability from the slug tests, the contractor should evaluate the dewatering rates and volumes required. In addition, the contractor should evaluate the water treatment that may be required to meet discharge requirements. Analytical test results are discussed below.
4.1.1 Anticipated Soil Conditions
Subsurface soil conditions are fine-grained soils, mostly stiff clays (CL and CH-type soil) with only few sand layers or lenses. Moisture content of the mostly cohesive silt was near or above the liquid limit, which suggests seepage pressures could pose instability problems in the trench excavations. The adjacent slopes are nearly flat and can probably support moderate seepage without becoming unstable. None of the soil layers within the borings would appear to be “hard” or “impervious”.

8 The alluvial soils penetrated by the wells appear to have low to moderate hydraulic conductivity, generally consistent with silt and silty sand, based on the slug tests (Appendix B). Table 3 summarizes soil hydraulic conductivity (K) based on the slug tests.

4.1.2 Groundwater Conditions
The depth to groundwater is estimated to range between 11 and 16 feet bgs, as shown on Tables 1 and 2. The alluvial aquifer is unconfined in the shallow subsurface with sustained recharge possible from relatively remote sources over a broad area of the basin. Artesian conditions were not suggested by the slug test responses. There appear to be no “hard” or confining layers within the depths explored (about 51.5 feet bgs).
The pipeline trench excavations will be parallel to and within about 50 feet of existing open cut ditches along the Date Drain. Depending on channel flow, the IID ditches may be a contributing source of seepage during construction. The excavations also pass through subdivision irrigation that could contribute to shallow seepage and below ground utilities may be leaking.
4.1.3 Preliminary Evaluations for Groundwater Disposal and Possible Treatment
Analytical laboratory testing was performed on groundwater samples extracted from the monitoring wells. The City of El Centro requested water quality analyses performed per “General Waste Discharge Requirements, Low Threat Discharges to Surface Waters, within the Colorado River Basin”3. Accordingly analyses were performed generally per Attachment B, Table B-1 “Screening Levels for Conventional and Non-Conventional Pollutants” and Table B-2 “Screening Levels for Priority Pollutants” of the NPDES Order.
A complete summary of analyses is shown in Tables B-1 and B-2 in Appendix D. Note that Tables B-1 and B-2 are duplicated from the Order. Analytical lab reports by Eurofins are provided in Appendix D.
Table 4 summarizes sample analyses that exceeded screening levels for Municipal and/or Non-Municipal Designated Waters per the Order. Additional sampling may be required to determine the upstream receiving water for hardness (per Order Table B-3). Potential treatment options and other considerations are provided on Table 4. 3 California Regional Water Quality Board, Colorado River Basin Region, Order R7-2015-0006 NPDES NO.

12 Receiving waters (i.e., discharge points) are not known at this time. Additional sampling may be required to determine the upstream receiving water for hardness. We anticipate sampling results presented in this report could be compared to Screening Levels for Hardness-Dependent Priority Pollutant Metals (Table B-3 of the Order) when receiving waters are defined. Table B-2 (Appendix D) provides a preliminary assessment based on assumed receiving water hardness levels.
Some discharges may need minimal treatment, such as settling out sediment or dechlorination, in order to remove specific pollutants prior to discharge and/or application of Best Management Practices (BMPs) to ensure that the discharge does not create conditions of pollution or nuisance.
4.2 Trenchless Construction Options
We compiled anticipated trenchless conditions (anticipated ground conditions, installation diameter, and drive lengths) per Table 2. The proposed trenchless crossings for the sewer pipeline are beneath IID canals or pipelines and at the UPRR crossing (sewer and force main).
The proposed trenchless crossings range between about 25 and 130 feet long (longest at the UPRR crossing). Casing ranging between 16 and 30 inches is required at all of the trenchless crossings. Details are shown on the drawings by PSOMAS.
The proposed trenchless crossings all have similar ground conditions in the subsurface. The Tunnelman’s ground behavior (Heuer, 1974) in the anticipated stiff clayey soils may range from “firm” to “raveling” although soil behavior at the face will depend on seepage. The ground conditions at trenchless depths are expected to be mostly stiff or cohesive, with perhaps moderate seepage at the face. However, if fine sands or silty sands are present, even small inflows could cause “running” ground. Several crossings may have “mixed face” conditions, i.e., partly in sand and partly in clay. There appear to few cemented or hard layers that would pose alignment problems.
Trenchless options include horizontal directional drilling (HDD), microtunneling and jack and bore which are some methods used to install small diameter pipelines. All these methods vary in the way they bore, for example horizontal directional boring is carried out at an angle from the surface while other methods utilize entry and exit pits dug to the depth of pipe ingress.
In our opinion HDD installation would be difficult for the relatively short trenchless lengths proposed, and some dewatering would still be required at the entrance and exit points. Many of the crossings are too space constrained for HDD. We considered other trenchless methods using jack and bore with some measure of “built-in” groundwater control namely:
1) microtunneling and 2) pipe jacking, discussed below.
4.2.1 Microtunneling
This is a pipe jacking method utilizing a closed face, accurately guided, remote controlled microtunnel boring machine (MTBM) which supports the ground and ground water by exerting slurry and face pressure. Microtunneling is generally undertaken from shaft to shaft located at each end of the drive. The jacking shaft allows for a drive in two directions with smaller retrieval shafts at the end of the drives. Shafts are constructed to a depth just below the required pipe invert. Dewatering would be required at the shafts, but not along the trenchless alignment.
Typically MTBM working diameters of 30-in outside diameter are possible which would accommodate the larger casing size required for 21-inch pipe. The required smaller diameter casing sizes and relatively short drive lengths may not be within the normal operating range for

13 this system, and thereby may not be cost-effective. A schematic microtunneling diagram is presented below.
4.2.2 Pipe Jacking
The Drawings include the requirements for casing installation (ahead of the carrier pipe) at each trenchless crossing. We suggest considering using Auger Boring and/or Pipe Ramming construction methods for the installation of casing. With the use of a Pilot Tube4 these methods are known as “Jack-and-Bore Guided Pass Methods”.
Auger Boring is a jack and bore method of installing a steel casing pipe where the steel pipe is advanced by pipe jacking while simultaneously excavating the ground at the face and continuously transporting the material back to the starting shaft by a continuous flighted auger.
Initially the small diameter pilot tube is pushed through the ground with no soil removal or dewatering. The auger bore (attached to the casing) follows the pilot tube removing soil. The carrier pipe is then installed in the casing. Auger boring is applicable for crossings through clays, silts and consolidated sand and gravel above the water table. Below the groundwater may be possible and is limited by ground type or depth below groundwater (see Table 2). If flowing or running sand is encountered there could be ground loss at the face which could pose settlement problems. Therefore alignment dewatering should be assumed.
Pipe Ramming is a method of installing steel casing where the steel pipe is advanced by a pneumatic hammer unit acting on the end of the pipe, as the pipe advances through the ground the material is ingested into the inside of the steel pipe to be removed later normally at the completion of the drive. Pipe ramming is applicable for shorter crossings and possibly up to 150 feet in the anticipated silt, clay and sand. As shown on Table 2, the estimated pipe depth below groundwater ranges between about 2 and 10 feet. It’s possible dewatering could be reduced for the shorter alignments. Some alignment dewatering should be assumed.
Pilot tube guidance may be used for both methods if required for alignment and grade control purposes. The pilot tube itself does not require dewatering. For either method, the contractor will still need to provide positive groundwater control at the Tunneling Pits when launching or 4 Pilot Tube Guided Boring method (PTGBM) is a multi-stage method of accurately installing a product pipe to line and grade by use of a guided pilot tube and followed by upsizing to install the product pipe. The system must use a guidance system to insure accuracy.
8.a

14 retrieving boring machines from starting and receiving pits to maintain excavation support and to prevent seepage and loss of ground.
In our opinion, pipe jacking appears to be the most economic and appropriate method for the proposed trenchless crossings. However, the contractor should evaluate the dewatering and discharge cost considering the anticipated subsurface conditions. If the Contractor proposes to install casings using an alternate method suitable for the existing subsurface conditions, and capable of meeting the specified tolerances, a complete submittal of the methods and materials should be made, subject to the approval of the Engineer.
A schematic pipe-jacking operation is presented below.
4.2.3 Access Shafts
Trenchless crossings will require construction access shafts, locations of Tunneling Pits are shown on the drawings. Details for the shaft construction are not available. We anticipate construction of the shafts would be handled with contractor submittals during construction.
Possible shaft construction methods would include drilled soldier pile and timber lagging support or a round shaft of bolted steel segment rings and ring beams or temporary box shoring. Sealed shaft methods of Secant piles or Cast in Situ RC Caisson sinking methods are also possible.
The upper portions of proposed tunneling pits will pass through possible unstable fill and alluvium above groundwater, but this ground is likely to have low water flows and stand for a period of time and may not require a sealed shaft method.
Shaft dewatering will be required in the saturated alluvium below the groundwater table.
Estimated dewatering depths at the trenchless crossings range between about 2 and 10 feet bgs, as shown on Table 2. The quantity and flow of the water at the tunnel invert and shaft base is dependent on the contractor’s construction method and may require dewatering or grouting to reduce water flow to an acceptable level. The commitment to dewatering will need to be made in advance to permit construction of wells, initiate drawdown, evaluate performance of the system, and augment the system as needed.

15 4.3 Other Considerations
4.3.1 Instrumentation and Monitoring
Settlement is the primary source of potential damage to street utilities and other structures during tunnel construction. Settlement can result from over excavation due to loss of ground at the tunnel heading, steering adjustments, and other effects. Empirical methods are available and could be provided to estimate magnitudes of surface settlement due to the soft ground tunneling.
Existing conditions should be documented prior to construction. This could consist of a reconnaissance and survey of pavement, sidewalk, structures and any other improvements within 100 feet of the pipeline alignment centerline. The reconnaissance survey will serve as an aid in evaluating possible damage due to settlement resulting from the tunneling operations.
The survey system of vertical control should be established prior to construction and elevation should be surveyed periodically during construction and according to IID and railroad requirements, if applicable.
4.3.2 Muck Disposal
Disposal of excavated soil may have high water content, possibly including free water. For the soil to be re-used as structural fill may require processing to reduce its water content to near optimum.
4.4 Pavement Recommendations
The structural design of flexible asphalt concrete (AC) pavement depends primarily on anticipated traffic conditions, subgrade soils, and construction materials. Near-surface soils were tested in the laboratory; thus, an R-Value of 10 was assumed for pavement recommendations. We have evaluated pavement structural sections for a range of loadings that correspond with Traffic Indices (TI) of 7.5 and 9.0. The project civil engineer should evaluate an appropriate TI. Based on our experience we recommend a TI of 7.5 for residential roads that are not heavily trafficked and a TI of 9.0 for areas with higher anticipated traffic. Based on the assumed loadings and R-Value of 10, recommended pavement structural sections are presented in Table 5 below.
Table 5. Recommended Asphalt Pavement Sections

7.5 5.0 15.0
7.0 11.0
9.0 6.0 18.0

Note:
1. An R-Value of 10 was assumed for pavement section recommendations.
The recommended pavement sections assume properly prepared subgrade consisting of at least 12 inches of subgrade soils compacted to a minimum of 95 percent relative compaction,
8.a

16 using the latest version of ASTM D1557 as the compaction standard. The AC and Class 2 Aggregate Base (AB) materials should be placed and compacted to a minimum relative compaction of 95 percent. Construction materials (AC and Class 2 AB) should conform to the current Standard Specifications for Public Works Construction (Green Book) or the construction standards of the City of El Centro. We recommend that a qualified geotechnical professional observe and test the compaction of subgrade, AB, and AC materials.

17 5. General Conditions and Limitations
Geotechnical engineering and the geological sciences require interpretations based on limited subsurface data. Relatively small portion of the pertinent soil and groundwater conditions along the proposed tunnel alignments have been observed. The recommendations made herein assume that soil and groundwater conditions will not deviate appreciably from those found during our field investigation. Professional judgment discussed herein is based on an understanding of the proposed construction and partly on general experience. Actual subsurface conditions encountered during construction will likely vary from those discussed in this report. If variations in subsurface conditions are encountered during construction NEI/AECOM should be consulted for further recommendations.

Field Explorations
The current field investigation consisted of four (4) hollow stem auger borings. Borings were located following review of utilities, site conditions and safety. The borings were not allowed within IID easements and were limited to City of El Centro public right of way. Approximate locations are shown on Figure 2. Logs of the borings are included in this Appendix.
The borings were drilled by Pacific Drilling to depths between about 30 feet bgs and up to 51.5 feet bgs at the pump station. Using a truck-mounted drill rig. Soil cuttings were drummed on site and moved to the pump station site for characterization and disposal. The soil was characterized as non-hazardous and was properly disposed offsite.
The borings were completed as 2-in diameter polyvinyl chloride (PVC) monitoring wells with factory slotted screen, sand filter pack, an upper bentonite-cement grout seal and protective cover. The well screens were placed at or near the bottom of the boring; approximate 10- to 20-foot screen lengths were used, depending on depth to groundwater. Monitoring well construction details are shown on the boring logs, this Appendix.
The wells were developed by pumping, surging and bailing to begin the action of dewatering by pulling in groundwater to the well. Groundwater samples were collected after several well casing volumes were removed and the water began to clarify. Stabilized groundwater levels were measured in the monitoring wells. The monitoring wells were fitted with protective locking covers then left in place. The wells are available for additional sampling and/or monitoring, if needed.
AECOM/NEI assume the wells will be properly destroyed by the contractor as part of the project construction.
Field permeability “slug” tests were performed in the completed wells by AECOM geotechnical personnel. A weighted, capped length of PVC pipe (i.e., the “slug”) was lowered into the well, providing the sudden change in water level. We used a data recording transducer to monitor the water level response, both with the slug below water, and after removing the slug (after levels have recovered). We were not able to test MW-4 due to the limited depth of water within the well. The test data were analyzed for hydraulic conductivity using spreadsheets and recovery curves using several well recognized procedures, summarized in Appendix B.

Slug Tests Results
The purpose of the slug testing is to analyze the local hydraulic conductivity (K) of saturated water-bearing units. Slug testing involves inducing an instantaneous change to the water level in a well and then measuring the water levels over time. The rate at which the water level returns to a previously measured static water level is governed by the hydraulic properties of the materials across which the well is screened. Slug testing is accomplished by rapidly lowering or raising a solid cylinder (slug) into the well to displace a known volume of water. A nylon rope is attached to the slug to lower and raise it within the well. Both “slug-in” (falling head) and “slugout” (rising head) displacements are recorded for the tests. Slug tests were performed in the completed wells by AECOM geotechnical personnel. The test data were analyzed for hydraulic conductivity using spreadsheets and recovery curves using several well recognized procedures.

Geotechnical Laboratory Tests
Relatively undisturbed soil samples were recovered at 5-foot intervals and sample were tested in the NEI geotechnical laboratory for moisture content, dry density, sieve analyses, and Atterberg limits. Several shallow soil samples were collected along the Danenberg Road at the proposed road grade. R-value tests were performed for evaluation of the design pavement section.
Test results are shown on the corresponding sample location on the logs of the borings in Appendix B. Laboratory test results are provided in this Appendix.

Analytical Laboratory Tests
Groundwater samples were collected from the monitoring wells then transferred from the site to the analytical laboratory in iced containers under chain of custody transfer protocol. The Eurofins analytical laboratory analyzed samples for potential contamination of concern generally as outlined for water quality monitoring in the Imperial Irrigation District Drain Water Quality Plan. Analytical testing included pesticides, volatile organic compounds, semi-volatile organic compounds, Title 22 metals, polycyclic aromatic hydrocarbons, and other constituents of concern. Analytical lab reports by Eurofins are provided in this Appendix.
The City of El Centro requested water quality analyses performed per “General Waste Discharge Requirements, Low Threat Discharges to Surface Waters, within the Colorado River Basin”. Accordingly analyses were performed generally per Attachment B, Table B-1 “Screening Levels for Conventional and Non-Conventional Pollutants” and Table B-2 “Screening Levels for Priority Pollutants” of the NPDES Order.
A summary of the analyses is shown in Table B-1 and B-2 in this Appendix. Note that Tables B-1 and B-2 from the Order are duplicated as Tables B-1 and B-2. Table B-3 inputs are preliminary and are based on assumed water hardness conditions for receiving waters. Additional sampling may be required to determine the upstream receiving water for hardness (per Order Table B-3).
