PROFESSIONAL SUMMARY
Nicholas Jacobson has more than 15 years of professional experience, currently serving as Senior Engineer. His experience includes providing design engineering services for a variety of municipal projects, including water distribution systems, groundwater wells, master planning for water, sewer, and recycled water, sewer rehabilitation, development impact analyses, and water loss audit validations. Nick has also provided construction administration services for municipal projects, giving him the technical continuity to support a project from design through completion.
RELEVANT EXPERIENCE
Water System Improvements at Cantua Creek and El Porvenir, County of Fresno, Fresno County, California, Project Manager/Engineer
Mr. Jacobson provided project management and project engineering services for water system improvements for two communities (Cantua Creek and El Porvenir) in western Fresno County. The project involved switching both communities from surface water to groundwater and replacement of the existing surface water treatment facilities with new wells, pump stations, hydropneumatic tanks and other associated facilities. In addition, an 8-inch interconnection pipeline was designed to connect nearby Cantua Creek Vineyards IV (CCIV) to Cantua Creek to alleviate an ongoing water quality issue in CCIV. The project was split into two phases. The first phase consists of drilling two pilot holes and production wells in each community using the reverse mud rotary method. The first phase is complete. Phase 2 design consists of the well site improvements, including manganese treatment design and interconnection pipeline, and distribution system replacements for both communities. Phase 2 is in construction and scheduled to be completed in July 2026. The distribution system design was split out of the project due to funding being provided by DWR as opposed to Proposition 1 funds. The distribution system replacement portion has been designed and constructed.
Teviston Drought Resilience Water System Improvement Project, Teviston Community Services District, Tulare County, California, Project Manager/Engineer
Mr. Jacobson provided project management and project engineering services for the preparation of a preliminary engineering report to satisfy state funding requirements. It is anticipated that this project will provide potable quality water to the

community of Teviston with a new well, water distribution facilities and a potential consolidation with a nearby community.
As part of the project under a Proposition 1 planning grant process, a test well was designed and constructed to determine the water quality and quantity in the area underlying Teviston. The test well was drilled using the casing hammer method.
Results of the test well were included in the Preliminary Engineering Report (PER) as support for the selection of the overall project. Several project alternatives were analyzed including a new well and site improvements, new well and site improvements with well head treatment, and consolidation into nearby water utilities. Ultimately the project included a new well (Well 4), a storage tank, booster pump station, hydropneumatic tank, chlorine dosing and monitoring equipment, electrical gear, and an emergency generator. The project is fully constructed and serving the community as of February 2026.
The project was completed within grant funding and schedule constraints.
Tipton-Mineral King Sewer Repairs Design, City of Visalia, Tulare County, California, Project Manager/Engineer Mr. Jacobson provided project management and project engineer support for the project consisting of rehabilitation of approximately 1,000 linear feet of 21-inch, 700 linear feet of 8-inch, and 350 linear feet of 6-inch, 300 linear feet of 12-inch, and 1,300 linear feet of 10-inch sanitary sewer and storm drainpipe using cured-in-place pipe liner. The project includes measures to deal with existing perchloroethylene (PCE) soil contamination. PCE is a chlorinated solvent which can weaken epoxy resins; therefore, a special resin was selected to better stand up to the PCE. Design of the project is complete. Bidding and construction are expected to early 2025.
Water System Improvements, Self Help Enterprises, Las Deltas Mutual Water Company, Fresno County, California, Project Manager/Engineer
Mr. Jacobson provided both project management and project engineering support for the evaluation of the existing Las Deltas Mutual Water Company water distribution system. A Preliminary Engineering Report (PER) was prepared in 2016 by a third party that evaluated various project alternatives that would remedy the ongoing issues in Las Deltas. A project was selected as part of the PER. The funding source, DFA then scrutinized the findings of the report, specifically the recommended HUD tank replacement size and asked to have an independent analysis of the HUD tank size. In addition, DFA requested to understand if the HUD tank was still needed or if it could be bypassed and demolished. A high-level analysis of the system as a whole was performed. Recommendations for the system were documented in a memo. In addition, a hydraulic model of the Firebaugh and Las Deltas systems was developed to evaluate the ability of the Firebaugh system to provide adequate water service to Las Deltas without the HUD tank. Ultimately it was determined that the HUD tank is a critical piece of infrastructure and for Firebaugh to continue to provide adequate service to Las Deltas, the HUD tank would need to be replaced.
TCP Mitigation Study, City of Bakersfield, Kern County, California, Project Engineer Mr. Jacobson provided project engineering support for a TCP mitigation study. The study included hydraulic modeling to determine how the City of Bakersfield would operate their system due to widespread TCP contamination in 48 of the 64 existing wells. The modeling effort was performed in Innovyze's InfoWater software. The model included nearly 570 miles of pipeline along with multiple surface water sources in addition to the groundwater wells.
New Water Supply, FC Tracy Holdings, LLC, San Joaquin County, California, Project Manager/Engineer Mr. Jacobson provided project management and engineering services for the establishment of a new water system to support the business operations of FC Tracy Holdings LLC. FC Tracy constructed a new produce processing facility. Given the proximity to nearby water systems, FC Tracy elected to establish a new water system. An SB 1263 technical report was prepared to gain permission from the Water Board to establish a new standalone system. Upon approval of the technical report, a new production well was designed along with the needed sand separator and hydropneumatic tank and site electrical/controls. The well was completed to a depth of about 1,300 feet. The well produces 1,100 gpm and has a 100 hp motor. Provost & Pritchard oversaw the construction of the well and associated facilities. Project was completed in Fall 2021.
Maintenance District One (MD-1) Water System Improvements, County of Madera, Madera County, California, Project Manager
Mr. Jacobson provided project engineering and project management support for water system improvements in the community of Hidden Lakes in Madera County, CA. The project is currently in the design phase. Design will include six bid packages which will cover the abandonment and replacement of the existing water distribution system and related water distribution system facilities. Bid package one will be taken to a 100% design level and is currently nearing 60% complete. The design of the remaining bid packages 2-6 are currently at a 30% level. Construction of each bid package will also be on a caseby-case basis as determined by the MD-1 community.

The project includes a pilot study, Preliminary Engineering Report and preparation of construction bid documents.
Expert Witness, PFAS, Multi District Litigation, Various Locations, California, Expert Witness Mr. Berryhill served as the plaintiffs testifying water treatment expert for the PFAS Multi-District Litigation (MDL), which resulted in more than $10 billion in nationwide aqueous film-forming foam settlements with 3M, Du Pont, Tyco, and BASF.
The scope of his expert reports and testimony included the five “bellwether” cases related to PFAS contamination at Stuart, FL, Sioux Falls, SD, Ayer, MA, Watertown, SD, and Morristown, NJ. His expert reports and testimony included evaluation of PFAS and geochemical water quality, description of current local and national regulatory framework, an evaluation of nontreatment mitigation alternatives including well replacement and blending, an evaluation of potential treatment process alternatives, identification of the preferred treatment technology, sizing and schematic design of the primary treatment process as well as necessary pre- and post-treatment processes, and development of capital and O&M cost estimates.
TCP Mitigation Alternatives Evaluation, City of Tulare, Tulare County, California, Project Manager Mr. Berryhill served as project manager for this project which consisted of evaluating mitigation alternatives for 1,2,3-TCP contamination at several City of Tulare wells. Work included conceptual cost opinions and site layouts for GAC treatment for the removal of TCP from the drinking water wells.
PS 70 TCP Treatment Plant Design, City of Fresno, Fresno County, California, Principal-in-Charge Mr. Berryhill served as the principal-in-charge for this project that involved the expansion of an existing 1,200-gpm GAC treatment plant to remove TCP from the water. The existing treatment plant utilized a combination of air stripping and three GAC treatment vessels operated in parallel to remove TCE, PCE, and carbon tetrachloride from the water. Unlike those three contaminants, pairs of vessels operated in series are required to reliably and cost effectively remove TCP. It was necessary to design modifications to the manifold piping and the existing GAC vessel foundation to add a fourth GAC vessel to the site. An existing GAC vessel from another wellsite was relocated for this project. The design team worked with the City to address constructability challenges created by a very tight site and limited site access.
Highway Treatment Plant Condition Assessment, Golden State Water Company, Los Angeles County, California, Project Manager
Mr. Berryhill performed a condition assessment on the 2,000-gpm Highway water treatment plant. The Highway plant utilizes a strong base ion exchange perchlorate removal system and a 32-vessel strong base ion exchange nitrate removal treatment system. The assessment included evaluation of the physical condition, operational practices, and troubleshooting of an unusual treatment performance event.
Disinfection Byproduct Mitigation Study, City of Lindsay, Tulare County, California, Project Manager The City operates a surface water treatment plant treating Friant Kern Canal water and is out of compliance with maximum contaminant limits for both total trihalomethanes and five haloacetic acids. Mr. Berryhill served as project manager for this project which consisted of evaluating means of mitigating the disinfection byproduct levels including changing the point of chlorine addition; improving organics removal at the treatment plant; reducing water residence time in the distribution system; and tank mixing and/or aeration.
TCP Feasibility Study, City of Tulare, Tulare County, California, Project Manager Mr. Berryhill was responsible for conducting a feasibility study for 1,2,3-TCP mitigation in the City of Tulare’s groundwater wells. Fourteen of the City’s wells are contaminated with TCP at levels above the public health goal and anticipated MCL. The project report evaluated alternatives and costs in order to provide recommendations to the City to mitigate the TCP in the City’s water supply.

City of Exeter
Department of Public Works
137 North F Street
Exeter, CA 93221
Exeter’s infrastructure funding environment has grown significantly more demanding. Federal Highway Administration, California Water Boards, and Department of Water Resources programs each carry distinct compliance tracks, Caltrans Local Assistance requirements, and audit exposure that compound the burden on City staff already managing day-to-day operations. Staying on schedule for reimbursement, maintaining LAPM compliance across multiple concurrent task orders, and representing the City through state and federal audits requires a dedicated team with federal-aid administration as a core competency — not a secondary one.
That is the need this SOQ addresses. QK has assembled a team of specialists aligned with the full scope of Exeter’s on-call requirements:
civil engineering and project leadership, survey and right-of-way, CEQA and NEPA coordination, construction engineering and management, landscape architecture, and dedicated funding and grant support throughout every phase of project delivery. Our team understands the Caltrans District 6 environment, the Local Assistance Manual, and the coordination requirements that determine whether federally funded projects advance on schedule or stall.
Underlying that expertise is something Exeter should not have to rebuild from scratch with any consultant: working knowledge of the City’s infrastructure systems, accumulated through decades of planning, design, and delivery work across water, sewer, storm drain, and transportation. That institutional foundation transfers directly to every task order, reducing ramp-up time, improving estimate accuracy, and supporting faster coordination with funding agencies from day one.
We also recognize that strong partnerships are built not only on technical capability, but on responsiveness, accountability, and consistency over time. QK is committed to bringing renewed focus, senior-level involvement, and disciplined project delivery to every assignment under this contract. We value the opportunity to continue supporting the City of Exeter and look forward to working collaboratively with City staff and project partners to help deliver successful federally and state-funded projects for the community.
Sincerely,
Amber Aguayo

2 PROJECT MANAGERS
QK structured this team around a two-pronged project management approach designed to give the City of Exeter both consistent day-to-day support and licensed engineer accountability on every work product. Rather than routing all communication through a single point of contact who divides attention between client coordination and technical oversight, QK separates those functions deliberately, so both are equally addressed. This structure keeps a single, consistent point of contact in front of Exeter staff while maintaining licensed engineer oversight on every work product that requires it.
JEFF COWART pe
PRINCIPAL-IN-CHARGE | PROJECT MANAGER
Jeff Cowart, PE, will serve as the Principal-in-Charge and Project Manager responsible for this contract. Jeff oversees technical quality, PE sign-off on all engineering work products, and serves as QK’s point of escalation for scope, schedule, and budget decisions across task orders.
NEYBA AMEZCUA
SUPPORTING PROJECT MANAGER
Neyba Amezcua serves as Supporting Project Manager and the City’s primary day-to-day contact. Neyba manages task order coordination, tracks deliverable schedules, prepares and monitors Caltrans Local Assistance documentation, and maintains direct communication with City staff throughout each project phase. The City will hear from Neyba first on routine matters, with Jeff directly available for technical questions and decisions requiring licensed engineer input.
SUBCONSULTANTS
QK’s in-house capabilities cover the full scope of services identified in this RFQ across civil engineering, survey, environmental, construction management, and landscape architecture. For geotechnical investigation, field boring, laboratory testing, and pavement design recommendations, QK partners with BSK Associates, a Central Valley geotechnical firm with established experience on federally funded infrastructure projects. 4 PROJECT + MANAGEMENT APPROACH
Each task order begins with a structured scoping conversation between Neyba, John, and City staff to define deliverables, schedule, and constraints before QK prepares a cost estimate. QK returns draft task orders with a complete cost estimate, including staff hours by person, hourly rates, anticipated reimbursables, and total notto-exceed amount, within the 10-calendar-day window specified in the contract. Jeff reviews all cost estimates for technical completeness before submission.
Once a task order is executed, Neyba tracks progress against the approved budget and schedule, flags variances to City staff before they become problems, and coordinates with QK’s discipline leads to keep deliverables on track. The City receives progress updates at agreed intervals and at each major project milestone.
FEDERAL-AID PROJECT
ADMINISTRATION
QK’s approach to Caltrans Local Assistance treats
LAPM compliance as a project management function,
not a separate administrative task. From the first
Request for Authorization through final reimbursement
invoices, Neyba coordinates directly with Caltrans
District 6 Division of Local Assistance to keep
documentation current and approvals moving. QK
prepares all required LAPM exhibits, progress billings, and authorization packages in-house, and manages
the coordination sequence with FHWA, DWR, SWRCB,
and other agencies as each task order requires.
QK’s experience with federal-aid project delivery
includes several roundabouts for the City of Woodlake,
Chowchilla’s HSIP project, Chowchilla’s CMAQ Alley
Replacement project, and others. That experience
translates directly to Exeter’s on-call needs: QK staff understand the pacing, documentation, and agency
coordination that determine whether a federally
funded project stays on schedule or falls behind
waiting on approvals.
AUDIT REPRESENTATION
Jeff, Neyba, and the construction management team
jointly represent the City at local, state, and federal project audits. QK maintains complete project records,
field documentation, certified payroll compliance,
and financial records in formats consistent with the
requirements of 48 CFR Part 31 and 2 CFR Part 200
throughout each task order. No audit preparation
sprint is needed at closeout because documentation
stays current through the life of each project.
SCHEDULE + BUDGET CONTROL
QK tracks task order budgets against actual hours
weekly. When a task order reaches 75% of its
authorized amount, Neyba notifies the City proactively
so the City can evaluate scope, authorize additional
funds, or adjust deliverables before the budget ceiling is reached. QK does not bill beyond an authorized notto-exceed amount without prior written City approval.
Federal-aid projects stall when compliance is
treated as paperwork that follows the work. QK
builds LAPM documentation into the project
management workflow from day one. Neyba
coordinates directly with Caltrans District 6
Division of Local Assistance on every task order,
tracking authorizations, progress billings, and
agency approvals as active project milestones.
The result: projects stay on schedule because
the administrative track keeps pace with the
technical one.

Objective: The City of Porterville sought to fully reconstruct its downtown Main Street corridor from Morton Avenue to Olive Avenue, addressing decades of deferred infrastructure needs beneath and along one of the city’s most heavily traveled routes while delivering improvements to pedestrian circulation, drainage, and pavement structure that will serve the community for decades.
Description: QK provided civil and transportation engineering, landscape design, and land surveying services for the full reconstruction of the Main Street corridor. The project was structured into four sequenced phases to align construction with available funding while maintaining corridor continuity: Phase 1 addressed underground facilities, drainage improvements, and water main replacement across the corridor; Phases 2 and 3 delivered street reconstruction across sequential segments including new pavement, barrier curb and gutter, and intersection signal improvements; and Phase 4 will complete the intersection reconstruction with decorative concrete. Pedestrian connectivity was treated as a design priority throughout, with crosswalk improvements and streetscape enhancements integrated at every phase. QK coordinated geotechnical investigation and materials testing to support pavement design for each bid package.
Primary Outcome: The reconstructed corridor restored reliable infrastructure to one of Porterville’s primary downtown routes, improved vehicular and pedestrian mobility, and delivered a phased construction program that maintained business access throughout construction.
The City Manager cited the project as a demonstration of responsible stewardship of public resources and community investment in downtown identity.

Objective: The City sought to relieve traffic congestion at the Castle Rock Street and Sierra Avenue intersection, which had grown increasingly inadequate as school, recreation, and residential traffic volumes increased.
The City needed CEQA and NEPA clearance to advance the federally funded project through Caltrans Local Assistance and into construction.
Description: Working under QK’s on-call engineering services contract with the City of Woodlake, QK provided civil engineering, land surveying, and full CEQA and NEPA environmental documentation services for the construction of a single-lane roundabout at Castle Rock Street and Sierra Avenue. QK prepared both the NEPA and CEQA documents along with multiple technical studies required to support environmental review. Working directly with the City and Caltrans, QK completed the environmental analysis and agency review process, providing the environmental clearance the City needed to advance to construction. The $3.1 million project included the roundabout, curb and gutter, ADA ramps, sidewalks, streetlights, paving, on-street parking, landscaping, irrigation, and sewer and storm drain improvements.
Primary Outcome: The completed roundabout relieved traffic congestion at a heavily used intersection serving residential, school, and recreational traffic; improved bicycle and pedestrian safety; and delivered full ADA accessibility. Air quality improvements benefited nearby residents, park users, and elementary school students. Landscaping at the roundabout corners and center enhanced the visual character of the area. QK’s environmental work, which included navigating both CEQA and NEPA concurrently through Caltrans review, kept the project on schedule for construction.

SCOPE OF WORK
June 9, 2026 Regular Meeting of the Exeter City Council
9 SCOPE OF WORK
SCOPE OF SERVICES
A task order under this contract might start with
a phone call from Zachary Boudreaux to Neyba
Amezcua. A water line needs to be replaced on a block
that has been on the City’s radar for two years. There
may be federal funding available through Caltrans
Local Assistance, but the authorization window is
tight. Neyba logs the request, pulls up the City’s CIP
priorities, and starts the scoping conversation that
same day.
Within 48 hours, Neyba has drafted a scope
outline and looped in Jeff Cowart to review the
technical requirements. If the project needs federal
environmental clearance, Jaymie Brauer is brought
in early in the process. Before design starts, before
survey crews go out, Jaymie is already coordinating
with Caltrans District 6, because NEPA and CEQA
timelines set the pace for everything that follows. She schedules the Caltrans District 6 field review, begins
the Preliminary Environmental Study using Exhibit 6-A,
and maps the Area of Potential Effects while the team
is still scoping the engineering.
If special studies are needed, such as cultural
resources, biological assessment, or air quality,
Jaymie coordinates those concurrently rather than
sequentially, so the environmental package moves as
a unit rather than a sequence of single steps.
While Jaymie works the environmental track, Antonio
Westerlund’s team is in the field. Antonio directs
control surveys, topographic surveys, and right-of-way
retracement to build the base data the design team
needs. For projects with right-of-way complexity, he
prepares the ROW certification per Caltrans LAPM
Exhibit 13-A or 13-B. His survey data goes directly
to Rebekah Godett, who begins preliminary civil
engineering from a foundation of accurate field
conditions rather than assumed geometry. On projects
requiring geotechnical evaluation, BSK Associates
runs the field borings and lab testing in parallel with survey, so pavement design recommendations arrive
when the design team needs them, not after.
Rebekah carries the civil design through preliminary
and final phases, developing roadway geometry,
drainage, grading, utility coordination, ADA access
improvements, and the full Plans, Specifications, and
Estimate package. Jeff signs the PS&E as engineer of
record.
On projects with a landscape or streetscape
component, Greg Hauser leads the landscape
architecture scope, with our in-house team supporting
design development and construction documentation.
Both know how to work within the cost constraints of
federally funded projects, where scope changes middesign create documentation burden, not just rework.
Neyba manages the Caltrans Local Assistance
coordination track throughout. She prepares
the Request for Authorization to Proceed with
Preliminary Engineering, tracks the agency review
clock, prepares progress invoices formatted for
Caltrans reimbursement, and stays in contact with
the District 6 Local Assistance office so the City is
never waiting on a surprise. When the project is ready
to advance to construction, she prepares the Request
for Authorization to Proceed with Construction and
packages the award documentation.
Once a contractor is on site, Greg Thompson takes
the lead. Greg runs the construction management
operation: daily RE reports, shop drawing review,
certified payroll verification, payment request
evaluation, and change order investigation. Stephanie
Bell supports Greg on inspection and contract
administration, providing the support that keeps
the work accountable to the contract documents.
When materials and soils testing is required, Greg
engages a qualified third-party testing firm and
oversees sampling and testing of soils, asphalt
concrete, concrete, and steel, with results reviewed
and documented throughout construction. Greg and
Stephanie maintain as-built drawings as construction
progresses so the closeout package reflects what
was actually built.
June 9, 2026 Regular Meeting of the Exeter City Council
10 Susan Long works across the full project lifecycle.
Before a task order is scoped, Susan may already
have flagged a funding opportunity that fits the
City’s CIP priorities: an HSIP cycle, a CMAQ call
for projects, a DWR funding round. She helps the
City identify applicable programs, prepares grant
documentation, and supports compliance reporting
and audit requirements tied to each funding source.
Her involvement at the front end means the City is
positioned for funding before a project reaches the
design queue, not after.
Jeff is available throughout every phase for technical
decisions, licensed engineer oversight, and escalation
when a project hits a complication that needs principallevel judgment. Neyba closes the loop with City staff at every milestone, so Zachary always knows where
the project stands without having to ask.
Geotechnical Subconsultant: BSK Associates provides
geotechnical investigation, field boring, laboratory
testing, and pavement design recommendations on
task orders requiring those services, subject to City
approval.

11 COST CONTROL + BUDGETING METHODOLOGY
Every task order begins with a written scope, schedule, and itemized cost estimate before any work proceeds.
QK returns completed estimates to the City within the
10-calendar-day window specified in the contract,
broken down by team member, hours per task, hourly
rate, anticipated reimbursables, and total not-toexceed amount.
Neyba tracks actual hours against each authorized
budget weekly using Deltek, QK’s project management
platform. When a task order reaches 75% of its not-toexceed amount, she notifies City staff in writing so the City can assess scope, authorize additional funds, or
adjust deliverables before the ceiling is reached. QK
does not bill beyond an authorized amount without
prior written City approval.
Construction cost estimates are prepared in-house and
cross-referenced against the RS Means nationwide
cost database and QK’s internal database of recent
Central Valley construction costs. John performs
constructability reviews of improvement plans during
design, identifying field conditions or constraints
that could affect cost or schedule before the bid
package goes out. Changes caught at design cost a
conversation. Changes caught during construction
cost a change order.
For projects with multiple phases or funding sources,
QK tracks budgets separately by phase and by funding
program. QK’s financial management system complies
with Generally Accepted Accounting Principles and
has passed Caltrans pre-award audit review, so when
an auditor arrives, the documentation is already in
order.

CONFLICT OF INTEREST STATEMENT
QK is not aware of any possible conflicts of interest with other clients affected by actions performed by the QK on behalf of the City.
LITIGATION STATEMENT
QK has filed a claim against a subconsultant due to design errors in a project for a client. The case is currently set for Kern County Case No. BCV-22-102417.
In this situation, the subconsultant acted as the primary process designer, while QK served as the site engineer.
Since QK was the prime, the client filed the claim against QK. QK has resolved the claim with the client and has assigned the client’s right to pursue the subconsultant for reimbursement. Consequently, QK is now seeking reimbursement from the subconsultant for the claim paid to the client.
CONTRACT AGREEMENT STATEMENT
QK does not have any issues or request changes to the Contract Agreement. Our proposal terms shall remain in effect for ninety (90) days from May 8, 2026.
FEDERAL AID PROVISIONS
QK acknowledges that the DBE goal for this contract is 0%, consistent with the USDOT Interim Final Rule issued October 3, 2025. While no numeric goal applies to this solicitation, QK’s commitment to DBE participation does not begin and end with a contract requirement. QK actively seeks qualified DBE and small business partners on task orders where their services strengthen the team, and that practice continues on this contract. We will include certified DBEs wherever the scope and subconsulting opportunities support it.

Jeff grew up in the Porterville area and developed an early instinct for problem-solving through hands-on work on his family farm. That grounding carries forward in how he approaches every project: practical, informed by real-world constraints, and attentive to what communities actually need from their engineering partners. Before joining QK, Jeff spent more than a decade as an engineer for the City of Visalia, giving him a working understanding of how public agencies operate from the inside.
At QK, Jeff brings that municipal perspective directly to Exeter. As Principal-in-Charge, he provides senior technical oversight and licensed engineer accountability across every task order under this contract. Jeff has led multi-phase capital improvement delivery for Central Valley cities operating under the same Caltrans Local Assistance framework Exeter depends on, including federally and state funded street reconstruction, infrastructure rehabilitation, and right-of-way engineering.

John brings a city-side perspective to every deliverable he reviews, shaped by a 21-year career with the City of Hanford, where he served in progressively responsible roles overseeing municipal engineering and public works operations. That background gives him a practical frame of reference that goes beyond technical compliance: he understands how plans will be used, what field conditions look like, and what long-term operations and maintenance demand from a design. His involvement adds a layer of oversight that helps cities receive engineering solutions that are clear, reliable, and built to last.
Before his municipal career, John developed his foundation in civil engineering through more than a decade in private consulting. He joined QK following his retirement from Hanford, applying his public agency experience to QA/QC review and contract city engineering support across the Central Valley. Cities and project teams rely on him to catch what others miss and to deliver feedback that makes work stronger before it leaves the door.

Jaymie brings an eclectic career to her environmental work, with roots in community development planning before building deep expertise in CEQA compliance and environmental documentation management.
She served as a senior-level planner with the Kern County Planning and Community Development Department before advancing to Principal Planner, developing a working knowledge of Central Valley land use, infrastructure, and regulatory dynamics that informs her environmental analysis on every project she touches.
At QK, Jaymie manages environmental documentation for public agencies across a range of project types directly relevant to Exeter’s federal and state funded program: road improvement, highway safety, municipal infrastructure, and utility projects. For this contract, she leads CEQA and NEPA coordination, preparing Preliminary Environmental Studies, processing Categorical Exclusions through Caltrans District 6, and managing technical studies so environmental clearance stays on the critical path rather than behind it.

GREG THOMPSON pe, qsd|qsp, casp
Role: Lead Construction Manager
Greg grew up in Toronto watching construction projects from the sidewalk, developing an early fascination with how sites transform into places that serve people. That curiosity drove him into civil engineering and eventually into construction management, where he found the work he was looking for: complex projects with real coordination challenges and outcomes that leave a measurable mark on a community. He thrives in environments where contractors and owners need someone who can translate between them and keep relationships functional under pressure.
Greg’s interest in solving access challenges led him to pursue additional certifications in accessibility, and he now serves as QK’s CASp lead. For Exeter, he brings that dual background directly to the on-call contract:
construction management authority across federally funded infrastructure task orders, paired with ADA oversight that catches compliance issues at the plan review stage, before they reach the field.

GREG HAUSER, PLA, ASLA
Role: Landscape Architecture Lead
Greg leads QK’s Landscape Architecture practice, bringing design depth across public infrastructure, streetscapes, and community facilities.
His work on federally and state funded projects spans the full delivery cycle from master planning and construction documentation through construction administration, with particular strength in transportation corridor enhancements, roundabout landscaping, and public realm improvements where aesthetic quality and long-term maintainability both matter to the client.
At QK, Greg has served as Licensed Landscape Architect on projects requiring Caltrans coordination and federal-aid compliance, including the Castle Rock Street and Sierra Avenue Roundabout in Woodlake, a CMAQfunded project delivered through Caltrans Local Assistance. He serves as QA/QC Lead for landscape submittals at each design milestone and brings the same accountability to Exeter: design that meets agency requirements, holds up through construction, and reflects well on the City for years after closeout.

Susan approaches planning work with a genuine curiosity for complexity, drawn to the challenge of piecing together intricate funding puzzles and developing strategies that help communities move projects forward. She brings extensive experience in grant writing, grant administration, program and project development, outreach, and marketing, giving her a broad toolkit for advancing projects from concept through implementation.
Her particular strength is identifying the right funding source for the right project at the right time, then building the application and compliance framework to see it through.
At QK, Susan brings that capability directly to Exeter’s federal and state funded infrastructure program. She identifies applicable funding opportunities across FHWA, DWR, SWRCB, and other programs, prepares competitive applications, and supports the City in meeting the compliance and reporting obligations that come with awarded funds. For a city that depends on grant funding to deliver capital projects, Susan’s involvement from the front end protects both the investment and the schedule.

RE: Letter of Funding Commitment — Regional Funding for the City of Exeter, Kaweah Gateway: Exeter’s Connected Safety Corridor (2027 ATP Cycle 8 Application) Dear Commissioners:
On behalf of the Tulare County Association of Governments (TCAG), I am writing to confirm our commitment of $2,000,000 in Measure R Transit Bike and Environmental funding toward the City of Exeter’s Kaweah Gateway: Exeter’s Connected Safety Corridor project along Kaweah Avenue.
TCAG serves as the federally designated Metropolitan Planning Organization and Regional Transportation Planning Agency for Tulare County. In this role, TCAG administers regional transportation funding programs that support local agency capital projects advancing the goals of our Regional Transportation Plan / Sustainable Communities Strategy.
Commitment Details:
Amount: $2,000,000
Funding Source: Measure R Transit Bike and Environmental Funding Project Phase(s) Supported: Construction
The Kaweah Gateway project advances regional priorities reflected in the Regional Transportation Plan / Sustainable Communities Strategy, including reducing vehicle miles traveled, improving safety for active transportation users, addressing the needs of disadvantaged communities, and supporting safe student travel. The proposed corridor improvements, consisting of Class I and Class IV bikeways, enhanced crossings, calming, and lighting along State Route 65, are consistent with the active transportation network goals identified in our 2025 Regional Active Transportation Plan. The Kaweah Gateway project is described on page 85 of the 2025 Regional Active Transportation Plan.
TCAG has worked closely with the City of Exeter throughout the development of this project, including coordination with Caltrans District 6 on State Route 65. We are committed to the ongoing partnership through design, allocation, and construction.
June 9, 2026 Regular Meeting of the Exeter City Council
The funds committed in this letter are non-ATP cash funds and have not been allocated by the California Transportation Commission on a project-specific basis. If funded by the 2027 Active Transportation Program, TCAG will work with the City of Exeter and Caltrans to ensure the regional funding committed here is available and consistent with the project’s delivery schedule.
Thank you for your consideration of the Kaweah Gateway: Exeter’s Connected Safety Corridor project to help improve the safety and livability of students and community members. If you have any questions, please contact myself at (559) 623-0450 or [email protected] Sincerely,
