1 ASSESSMENT

WHEREAS, on June 4, 1991, the City Council of the City of Fairfield, California (Council), pursuant to the provisions of the Landscaping and Lighting Act of 1972, adopted Resolution No. 91-136, A Continuing Resolution Directing Preparation of Annual Reports for Maintenance Assessment Districts; and

WHEREAS, said resolution directed the undersigned to prepare and file a report pursuant to Section 22565 et seq. of said Act.

NOW, THEREFORE, the undersigned, by virtue of the power vested in me under said Act and the order of the Council, hereby makes the following assessment to cover the portion of the estimated cost of the maintenance of improvements and the costs and expenses incidental thereto for the Landscaping and Lighting Maintenance District No. 7 – Rolling Hills (District).

The amount to be paid for the expenses is as shown in section 5 of this report.

Reference is made to the original assessment diagram for the District dated May 1988, which is hereby amended by the assessment roll contained herein.

I do hereby assess the net amount upon all assessable lots or parcels of land within the District by apportioning that amount among the several lots or parcels in proportion to the estimated benefits to be received by each such lot or parcel from the maintenance of the improvements.

Each lot or parcel of land assessed is described in the assessment list by reference to its parcel number as shown on the assessor's maps of the County of Solano for the fiscal year (FY) 2025- 2026 and includes all such parcels excepting those portions thereof within existing public roads or right of way. For a more particular description of said property, reference is hereby made to the deeds and maps on file and of record in the office of the county recorder of said County.

2 METHOD OF APPORTIONMENT OF ASSESSMENT

Commercial parcels are assessed for maintenance of arterial street landscaping and community open space within the District based on their areas as a percentage of the total net assessable area within the District. The remaining assessment for arterial street landscaping and community open space is apportioned on an equal basis to each of the r esidential lots within the District.

Lots within the Rolling Hills development are assessed an additional amount for maintenance of the parkway strips adjacent to the lots.

4 SUMMARY STATEMENT OF INFLUENCING FACTORS

FOR MAINTENANCE DISTRICT BUDGET

The FY 2025- 2026 assessment levy for the Rolling Hills district is proposed to remain at the FY 2024-2025 rates of $300 per parcel in the Rolling Hills development, and $250 per parcel in the Serpas Ranch development. These assessment levies are the maximu m rates allowable by the district’s adopted assessment ranges. On May 3, 2022, the Council issued a General Fund loan of $410,000 to the District to supplement assessment revenue and support services through FY 2022 -2023. The loan was issued at 0% interest with a five -year repayment term, commencing in FY 2023 -2024 and concluding at the end of FY 2027-2028.

Assessments levied in FY 2025-2026 will be applied to the third of five annual loan repayments of $82,000.

8 – Kolob Estates (District).

The amount to be paid for the expenses is as shown in section 5 of this report.

Reference is made to the original assessment diagram for the District dated April 1989, which is hereby amended by the assessment roll contained herein.
