Cumulalive Mitigation Mesure AIR-l-Land: Implement East Sacramento Regional Aggregate Mining Truck Managemcnt Platr or Other Measu16 to Reduce Exposure ofSensitive Rec€ptors to Operatiotral Emission! ofToric Air Contaminantr from Quarry Truck Traffic The City of Folsom is a participat in the development of m E6t Sermento Regional Aggregate Mining Truck Maagement Pla (TMP), a cooperative effofi led by the Couty of S@@ento, with the input of the Cit of Folsom, the Crty of Racho Cordova md other interested parties, including rgrresentatives ofquarry project applicmts. When the County Boad of Supewimrs approved entitlwents for the Teichert quary prcject in November 201 0, it also adopted conditions ofapproval ad a dwelopment agreement that requires Teichert's participation in, ad fair shae funding o{ a TMP to implement roadway capacity ad safety improvwents required to improve the compatibility of truck traffic from the qumies with the future urbe development in the Folsom Spoific Pla aea ad other jurisdictions that will be affected by quarry truck hafiic. The development agreement adopted by the County for the Teichert prcj@t imposes limits on the mounts of anual aggregate sales from Teichert's feility until a TMP is adopted. The City of Folrcm does not have dirot jurisdiction over the Teiche4 DeSilva Gates, or Walltom quarry prcject applicets as these projects ae located within the uninorporated portion ofthe County. The County, 6 the €ency with the primary authority over the qumies, has indieted that it intends to prepae il environmental malysis in acordae with CEQA prior to adoption of a TMP. The City's authority to control the rctivities of the quarry trucks includes restrictions or other etions, such c the approval md implementation of spoialized road improvements to ac@modate qudry truck traffic, that would be applicable within the City's jurisdictiona.l boundaies. For the foregoing r6ons, the City ofFolsm considers itself a "responsible agenry" (as that tem is defined at State CEQA Guidelines, CCR Section I 5381), in that it h6 sme discretionary power over rcme elements of a futurc TMP, if such TMP calls for imprcvements or olhq rctivities on roadways within the jurisdiction ofthe City. In a responsible agency role, the City would follow the process sprcified in the CEQA Guidelines for mnsideration ad approval ofthe ovironmental aalysis prepaed by the County for a TMP afto such documentation is prepded ed adopted by the County. (State CEQA Guidelines, CCR Section 15096.)
Bemuse no final project description for a TMP ha been developed as ofthe completion ofthis FEIR/IEIS, the City would have to speculate d to those portions of a TMP that might be propored for implmentation within its jurisdiction, or the impacts that could aise from the implementation of a-yet unertain rcmponents. Accordingly, fomulation of the pr@ise meas of mitigating the potmtial cumulalive air quality impacts pursuat to the TMP is not cmently fesible or practical. However, c the prefened, feasiblg md intended mitigation strategy to address the cumulative impacts ofqudry truck trafiic through the SPA, the City shall implement, or cause to be implemented thore portions of the TMP (o described above) that ae within its authority to control. In implmenting the TMP, the City sha.ll ensurc that the TMP or traffic meures imposed by the City within the SPA reduce the risk of cacer to smsitive .septors along routes within the SPA from toxic air contarninet emissions to no more thm 296 in one million (SMAQMD 2009. Mach. Re@mqded Protocol for Evaluating the Location of Sensitive Lad Ures Adjrent to Major Roadways, Vosion 2.2:7), or such different threshold of significace madated by SMAQMD or ARB at the timg if my. With this mitigation, the cumulative air quality impacts from truck toxic air contarninats would be less tha significat.

As a altemative (or in addition) to implementing the TMP within the SPA, the following measures rculd (md should) be voluntaily implemented by the qudry prcject applicmt(s) (Teichert, Desilva Gates, md Grmite [WalltoM]) to help msue exposure of sensitive receptors to TACs generated by quarry tuck trafiic to the 296-in-one-million threshold of significace idqtified above. The City encouages implementation of the following memures:
> The qurry prcject applicat(s) should meet with the City of Folsom to discuss mitigation strategies, implemmtation, ed @st. > A site-specific, projetJevel screming aalysis ad,/or Health Risk Assessment (HRA) should be onducted by the City of Folsom ad funded by the truck applim(s) for all proposed sensitive reeptors (e.g., residences, schools) in the SPA that would be located along the sides of roadway segments that de identified in Table 4-4 c being potentially significilt undq ey of the malyzed scmaios. Erch prq@t-level malysis shall be performed rccording to the standads set forth by SMAQMD for the purpose ofdisclosure to the public ad deision makers. The prcjectJevel aa.lysis shall rcount for the location of the receptors relative to the roadwy, their distace from the roadway, the prcjected future tmffic volume for the yw 2030 (including the proportion ofdiesel trucks), ad emission mtes representative ofthe vehicle fleet for the yw when the snsitive lmd uses would first bsome operational md/or ooupied. Ifthe incrmental incrw in cacer risk detmined by in the HRA exceeds 296 in one million (or a diffaent threshold of signifiroe reommoded by SMAQMD or ARB at the time, if ay), then proj rct design mitigation should be mployed, which may include the following:

The life ofthere trees should be maintained through the duration ofthe quarry prq@ts.

The plating cos! od ongoing maintenace ofthere trees should.be funded by the quarry prcject applicat(s). . To improve the indoor air quality at afected receptors, implement the following mecures before the occupacy ofthe affected residences md rchools:
. equip all affected residenes od school buildings developed in the SPA with High Efticiency Pilticle Anesting (HEPA) filter systms at all mechilical air intake points to the interior rooms; . use the heating, ventilation, md air conditioning (HVAC) systems to maintain all residential units under positive pressure at all times;
. locate air intake systems for HVAC as fa away from roadway air pollution sources m possible; md . develop ad implement a ongoing edu€tion md maintenmce pla about the filtration systems ssciated with tryAC for residences ad schools.

To the extent this indoor air quality mitigation would not a.lready be implemented a part ofthe Folsom South ofU.S. 50 Specific Plm project development, this mitigation should be paid for by the qudry prcject applicat(s) before my quilry trucks de allowed to pass on my roadway that is within 400 feet ofay residence or school within the SPA.

Cunulative Mitigation Measure NOISE-I-Land: Implement East Sacramento R€gional Aggregate Mining Truck Manag€ment Plan or Other Measures to Reduce Exposure ofSensitive Receptors to Operational Noise from Quarry Trock Tmllic.

The City of Folsom is a participat in the development of a E6t Srcrmento Regional Aggregate Mining Truck Maagement Plm (TMP), a cooperative effort led by the County of Srcrmmto, with the input of the City of Folsom, the City of Rmcho Cordova ad other interested parties, including reprcsfltatives ofqudry project applicats. Whm the County Botrd of Supenircn approved entitlements for the Teichert quarry prcjet in November 2010, it also adopted conditions of approval ad a development agr@mqt that requires Teichert's paticipation in, md fair shae funding of, a TMP to implement roadway capeity md sfety improvmmts required to improve the compatibility of t uck trafiic fiom the quilies with the future ubil development itr the SPA md othrjurisdictions that will be aflected by qudry truck traffic. The development agrement adopted by the County for the Teichert prcject impoFs limits on the mounts of mnual aggregate ules from Teiche*'s frcility until a TMP is adopted. The City ofFolsm does not have direct jurisdiction over the Teichert, DeSilva Gates, or Walltow qudry projst applicmts * these projots re located within the unincorporaled portion ofthe County. The County, 6 the agency with the primary authority over the quuies, hc indicated that it intflds to prcpae a ovironmental malysis in &ordace with CEQA prior to adoption ofa TMP. The City's authority to onaol the rctivities ofthe quarry trucks includes restrictions or other etions, such as the approval ad implematation of spaialired road improvements to accommodate qudry truck taIfic, that would be applicable within the City's juisdictional boundaies. For the foregoing resons, the City of Folsom considers itself a "responsible agency" (as that tm is defined at Stale CEQA Guidelines, CCR Setion 15381), in that it has some discretionary powq over some elements ofa future TMP, if such TMP calls for improvemmts or other @tivities on roadways within thejuisdiction ofthe City. In a responsible agency role, the City would follow the process specified in the CEQA Guidelines for consideration md approval ofthe environmmtal aalysis prepaed by the County for a TMP after such docummtation is preptred ad adopted by the County. (State CEQA Guidelines, CCR Section 15096.) Because no final prcject descdption for a TMP h6 beo developed as ofthe completion ofthis FEIR/FEIS, the City would have to speculate CUMULATIVE. NOISE

Ifthe incremental increre in traffic noise levels ae detemined to ex@ed the threshold of significace roommended by the City of Folsom, then design mitigation should be employed, which may include the following:
> Model the benefits of soudwalls (bom/wall combination) along the quary truck haling roadwys ad affeated receptors not to exceed a total height of eight feet (two-foot bem md six-foot concrete mason.wall). lf this mitigation mruure is detemined by the City of Folsom to be inadequate, additional three dimensional traffic noise modeling should be conducted with the inclusion ofrubberized opha.lt at the expense of the qudry truck applicilt(s). No qudry trucks should be allowed to pcs on ay roadway segment immediately adjacent to or within the SPA util said mitigation has ben agred upon by the City ofFolsom md fees for construction of sid mitigation de paid by the quary truck applicat(s).
> Implemot the installation of rubberized aphalt (quiet pavment) on rcadway segments adjeent to sensitive recepto6 that ctrry quarry trucks if rcundwalls do not prcvide adequate reduction offaffic noise lqels. The inclusion ofrubboized ophalt would provide a additional 3 to 5 dB oftra.fiic noise reduction. The cost ofonstruction using rubberized asphalt should be bome by the quary truck applicat(s). Said mitigation fee should be determined in consultation with the qutrry prqect applicilt(s), the Folsom South ofU.W. 50 Specific PIa project applicmt(s), ad the City of Folsom. No quarry trucks should be allowed to pos on my rcadway segment immediately adjrcent to or within the SPA until said mitigation fees {e paid. > To improve the indoor noise levels at affected receptors, implement the following meures before the occupecy of the a.ffected residences ad rchools:
. Conduct an interior noise mlysis once detailed construction plans ofresidences adjacent to affected roadways are available to detemine the required window package at second and third floor re@ptors to achieve the interior noise level standard of45 dB Ldn without quarry trucks.
. Determine the interior quarry truck traffic noise level inseases at second and third floor receptors adjacent to affected roadways compared to no quarry nuck conditions. Window package upgades are expected to be necessary due to the traffic noise level increases caused by quarry trucks along affected roadways. Qutrry huck applicant(s) should pay for the cost ofwindow package upgrades (incrased sound trasmission class rated windows) required to achieve dre interior noise level standard of45 dB Lda with the inclusion ofquarry fuck faffic.

To the €xtent this noise mitigation would not already be implmented as part of the Folsom South of U.W. 50 Specific Plan project development, this mitigation should be paid for by the quarry project applicant(s) before any quarry trucks are allowed to pass on any roadway that is within 400 feet ofany residence or school within the SPA.

A detailed listing of the portfolio holdings as of September 30, 2024 is included in Attachment 2 to this report.

The Local Government Investment Pool (LAIF) yield typically moves in the same direction as market yields, but is less volatile, lagging somewhat behind market moves. This can be seen in the chart on the next page, illustrating the historical monthly change in yield from July 2021 through June2024 for LAIF and two-year US Treasury securities. The effective rate of return for the City Portfolio is also included.

12/10/2024 Item No.20.

After a rapid ascent of the Federal Funds Rate in 2022 and 2023, the Federal Open Market Committee (FOMC) paused from July 2023 until September 2024, when tates were cut by 50 basis points to 4.75-5 .00%. In November rates were cut further by 25 basis points to 4.50-

4.75%. The Consumer Price Index (CPD for October was up 2.60Yo year-over-year while the iobless rate for October was 4.l0oh. Both these numbers remain relatively unchanged since August, and point to the FOMC rate hikes finally having an impact in slowing down inflation.

The forecast was for rate cuts to continue, in an effort to stall any recession that may have come with slowing down the economy too much, with the consensus expecting to hit equilibrium around the3.50% mark, but with the White House changing parties, and the threat of tariffs and economic sanctions to come, it's very likely the FOMC will become much more deliberate to see what effects, if any, the policies of the new administration have on the economy. Due to this expected change in strategy by the FOMC, the bond market has rebounded, as 1 0 year Treasury rates fell from a high of 4.7 \Yo in April 2024 to a low of 3 .63o/o in September, and have now bounced back to the 4.30-4.40Yo range as of the end of November.
