SUBJECT: Glendora Bus Fleet Electrification - Acquisition of Three Electric Minibuses
RECOMMENDATION
That the City Council:
1. Authorize the purchase of three (3) Karsan Model eJEST battery-electric minibuses in the amount of $937,676.25;
2. Authorize the City Manager, or his designee, to execute the purchase order and related documents; and
3. Approve a supplemental appropriation and an increase in estimated revenues in the amount of $1,000,000 in Proposition C funds (Fund 232).
STRATEGIC FOCUS AREAS
Goal 4: Enhance and Modernize the Organization (EMO)
Goal 5: Improve and Maintain the City’s Infrastructure and Facilities (IMCIF)
EXECUTIVE SUMMARY
The City of Glendora continues to advance its transition to a zero-emission transit fleet in compliance with the California Air Resource Board's (CARB) Innovative Clean Transit (ICT) regulation, adopted in 2018, which requires all public transit agencies to gradually transition to a 100 percent zero-emission bus (ZEB) fleet by 2029. With the City's acquisition of two GreenPower EV250 buses and electric charging infrastructure completed in 2024, and City Council's approval of the Short Range Transit Plan (SRTP) on June 24th, 2025, staff now seeks approval for the next phase; the purchase of three (3) Karsan eJEST minibuses in the amount of $937,676.25.
LEGISLATIVE HISTORY / PREVIOUS ACTIONS
In 2018, CARB adopted the ICT regulation requiring full transition to a zero-emission transit fleet by 2029, with incremental purchase requirements by 2026.
In 2022, the City Council authorized participation in Southern California Edison's ChargeReady Transport Program and approved initial grant-funded acquisitions of EV chargers and two GreenPower EV 250 buses.
In 2024 Metro awarded the City $1,000,000 under the Zero Electric Vehicle (ZEV) Call for Projects. The original scope identified four 32-foot buses, chargers and yard improvements.
On June 24, 2025, the City Council approved the implementation of the Short Range Transit Plan.
On August 19, 2025, Metro approved a scope modification approving the purchase of three Karsan minibuses, expanded yard improvement/design fees, and inclusion of the SRTP as an eligible project cost.
DISCUSSION
The Karsan eJEST minibuses are well suited to Glendora's fixed route transit operations. At a length of 19 feet, they provide adequate passenger capacity while offering greater flexibility in service deployment compared to the larger 32-foot GreenPower EV 250 buses. The acquisition of three minibuses allows the City to expand the zeroemission fleet from two to five vehicles total, ensuring operational resiliency and progress towards compliance with the City's Short Range Transit Plan.
The Short Range Transit Plan, approved by the City Council on June 24, 2025, serves as the operational blueprint for the City's zero-emission fleet transition. The Plan identified the need and specifications for routes, transitioning to battery-electric operation, and analyzed ridership patterns and service levels to determine optimal bus size and capacity. The Plan confirmed the 19 foot eJEST minibuses are well matched for Glendora. The eJEST minibuses also integrate seamlessly with the chargers previously installed under Southern California Edison's ChargeReady Transport Program, ensuring operational compatibility.
The Karsan eJEST is currently the only battery-electric minibus of its size that is readily available in the United States with established distribution and service support. While other electric vans and larger shuttles exist, they are either passenger minivans not designed for transit operations or larger, retrofitted shuttle buses that do not provide the same maneuverability or operational suitability for Glendora's fixed-route and dial-a-ride services. The eJEST therefore represents a uniquely available solution that aligns with the City's Short Range Transit Plan.
In accordance with Glendora Municipal Code § 2.40.090(c)(3) and (4), competitive procurement is not required when goods can only be obtained from a sole source or a single source in a timely manner, provided that the designee is satisfied the best price, terms, and condition have been negotiated. Given the limited availability of comparable vehicles within the U.S. Market, staff has determined that procurement of the Karsan eJEST qualifies under this provision.
The acquisition of the three buses is not included in the City's approved FY 2025/2026 budget, however funds have been secured through the Metro Proposition C Zero Emission Vehicle (ZEV) Grant. The Grant was initially approved for the purchase of four GreenPower EV-250 buses, however the grant was successfully modified for acquisition of the two GreenPower EV-250 buses (acquired in 2024) and the proposed three Karsan eJEST minibuses. The cost of the three minibuses is notably less than the cost of the two larger GreenPower EV-250 buses. As part of the modification approval, Metro required that the City match percentage equaled or exceeded the original percentage. To ensure that the City match met or exceeded the original proposed match, staff researched all related costs to the zero emission transit fleet transition and included them in the revised scope; Metro has approved the revised scope. To date, none of the $1,000,000 Metro ZEV Grant has been received. All activities completed thus far were funded through other grants or local funds, leaving the $1,000,000 grant available to cover the acquisition of the 3 Karsan eJEST minibuses and City branded wrapping. The following table has been accepted by Metro.

eJEST provides solutions to transportation

The Karsan eJEST mini-bus can be an
effective solution for improving transportation
in suburban areas in North America. Low
population density in suburban areas makes
it economically challenging to develop and
maintain public transportation systems.
Due to its size (19ft) and full-capacity of
22 passengers, it is the best choice for the
development of on-demand transportation in
suburban areas. The eJEST can also navigate
through narrow streets and tight turns, which
is ideal for suburban areas with winding
roads and smaller lanes.

Sustainable
Transit
Municipalities are increasingly opting for electric transportation as it offers numerous benefits over traditional fossil fuel-based vehicles. Electric vehicles are environmentally friendly, emitting little to no harmful pollutants and reducing carbon emissions, which helps to combat climate change. They are also quieter and more efficient, requiring less maintenance and operating costs in the long run. Furthermore, the use of electric vehicles can help to reduce the dependence on oil and enhance energy security. Overall, the adoption of electric transportation aligns with the goals of many municipalities to create more sustainable and livable cities.
Replacement of one 40-foot bus
