TITLE:
An Ordinance of the City Council of the City of Hemet Amending Section 2-36 of the Hemet Municipal Code Related to the Compensation of City Councilmembers Pursuant to Senate Bill 329
RECOMMENDED ACTION:
It is respectfully recommended that the City Council:
(1) Waive full reading and introduce by title only an Ordinance of the City Council of the City of Hemet Amending Section 2-36 of the Hemet Municipal Code Related to the Compensation of City Councilmembers Pursuant to Senate Bill 329; and
(2) Direct the City Clerk to place the Ordinance on the Consent Calendar for the next regular meeting of the City Council for second reading and adoption.
BACKGROUND:
State law regulates maximum compensation for Councilmembers and when those adjustments can become effective. The compensation schedule for general law cities has not been adjusted since 1984, meaning that Councilmember compensation has not kept pace with inflation. On June 29, 2023, the Governor approved Senate Bill No. 329 (Dodd) (“SB 329”) that increases the maximum amount of salary. SB 329 authorizes a city council to pass an ordinance to provide each member of the city council a salary based upon the population of the city, as specified.
According to the author Senator Dodd’s statement in the April 24, 2023 Assembly Floor Analysis, "City Councilmembers have one of the hardest jobs in California government. They deal with a wide range of issues, from street maintenance to emergency response duties. And all too often, they do this job with little financial compensation. No one runs for City Council in order to make money. But the low levels of pay make it harder for them to balance their careers and personal obligations with the calling to serve the community... the Legislature has not raised the base pay amounts for City Councilmembers since 1984,” and the increases authorized by SB 329 are designed to address recent inflationary increases and economic realities, “enable city councilmembers to balance their

careers and personal obligations with the calling to serve their community,” and “also make it easier for members of marginalized communities to serve.”
SB 329 increased the maximum amount of salary, based upon the population of the City that may be approved by an ordinance passed by the City Council. The amount for Hemet is $1,900 per month.
An Ordinance has been prepared for introduction that establishes an increase in Councilmember compensation to $1,900 per month to be effective when a new Councilmember commences a new term, which will be following the upcoming November elections.
STRATEGIC PLAN INTEGRATION:

FISCAL IMPACT:
Appropriations for the increases to councilmember's salaries have been included into FY 2024-25 approved budget; therefore, no additional fiscal impact is necessary.

2024-2025 Community Development Block Grant - Ad Hoc Committee Appointment
RECOMMENDED ACTION:
It is respectfully recommended that the City Council:
Form the CDBG Ad Hoc Committee with the appointment of two Council Members for the 2024-2025 Fiscal Year.
BACKGROUND:
The City of Hemet is an entitlement city of the Community Development Block Grant (CDBG) program and as such receives annual grants on a formula basis from U.S. Department of Housing and Urban Development (HUD). The purpose of CDBG is to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services, with maximum feasible priority given to activities which benefit low and moderate income persons. The City of Hemet is responsible for developing its own programs and funding priorities within the CDBG (HUD) requirements, as well as monitoring sub-recipients of the funds awarded under this grant.
In order to receive CDBG funding the City is required to prepare an Annual Action Plan. This plan identifies the City’s priorities and objectives for CDBG funding during the 2025-2026 program year.
CDBG funds can be used for a variety of activities including but not limited to, afterschool activities, child care, education, health programs, job training, public transportation, and senior or youth programs. In addition, CDBG can fund public facilities development or improvements such as clinics, community centers, domestic violence and homeless shelters, economic development activities, fire stations, libraries, parks and playgrounds and street improvements. The participation of residents, service providers, government agencies, community organizations, businesses and other interested parties is an essential part of developing the City’s Annual Action Plan (AAP).
In Fiscal Year 2023-24, Council Member Kendrick and Council Member Lilienthal were designated as the CDBG Ad Hoc Committee members.
