CR Associates is currently supporting the City in updating the Mobility Element of its General Plan. The planned roadway and active transportation networks are mostly consistent with those from our previous efforts, with minor adjustments to better accommodate future land uses. Utilizing “RIVCOM”, CR Associates delivered the travel demand modeling in-house, which included base year calibration and analysis of future-year alternatives such as forecast traffic volumes and vehicle miles traveled. Additionally, we conducted a goods movement study and established the City’s first truck route network. The General Plan Update is now available for public review.

Technical Approach/Experience
ENGINEERING DESIGN
When providing engineering design, CRA always
considers a balance between “all users” including
pedestrians, bicyclists, recreational users, trail users, as well as trucks, buses, light rail, freight rail, and automobiles. We also use the latest and best design
criteria and guidelines and utilize fundamental design
resources including, but not limited to:
City of Hemet Standard Drawings
City of Hemet Grading and Erosion Control
Standards
City of Hemet General Notes
2024 “Greenbook” Standards
Caltrans Highway Design Manual (HDM)
Caltrans Standard Plans
California Manual on Uniform Traffic Control
Devices (CA-MUTCD)
National Association of City Transportation
Officials (NACTO) via Caltrans Deputy Directive
64-R1
Transportation Research Board (TRB) and Federal
Highway Administration (FHWA) planning and
design guides
CRA believes in working hand-in-hand with city staff
and getting stakeholder input in the early stages
of a design project. We will develop conceptual
layouts with supporting details (e.g., curb-to-curb
improvements, cross sectional transitions, striping,
traffic calming devices, landscaping elements,
sample intersection treatments) to bring forth to the
community for input. As we obtain both city staff
and community input, we take the approach
to focus and refine the design to a significant level
of completeness.
This approach identifies and resolves project
constraints so that we can, not only establish
project limits, sight lines, controlled speeds, and
other fundamental roadway design principles, but
also balance design components such stormwater
treatment requirements and resolve utility conflicts.
We believe we are well equipped to tackle any and
all projects identified in the City’s Capital
Improvement Program!
TRAFFIC ENGINEERING DESIGN

Our experience in developing PS&E documents for
permitting, public bid, and low-bid construction
ensures that contract documents are concise and
well-organized to avoid costly delays and change
orders. We provide construction support throughout
the project, offering quick, clear, and well-thoughtout solutions for RFIs and shop drawings presented by the contractor. We understand that each project
has specific needs, which may include data collection,
surveying, right-of-way mapping, utility investigation, and stakeholder and community engagement. Once
the project scope is determined, CRA will obtain
necessary as-builts and right-of-way information from
the City. This information will be verified in the field to ensure consistency and conformity. Field verification
may include items such as confirming roadway

width, conducting sign inventory, and assessing and
confirming existing signal equipment (both above
ground and below ground). Project specifications will
follow the boilerplate provided by the City, and cost
estimates will utilize recent bid results.
We have collaborated with several railroad agencies
and CPUC to design for complex design features
for signals adjacent to railroad crossings, including
railroad pre-emption analysis, queue cutter signals,
and pre-signals. Additionally, we have obtained
numerous Caltrans encroachment permits related
to traffic engineering design. CRA is also a teaming
partner on the SR-91 Eastbound Corridor Operations
Project (ECOP) and the I-15 Express Lanes Southern
Extension, so we are familiar with Caltrans District
8 standards and practices. We are also in the final
design phase of the Coachella Valley Arts and
Music Line, which will feature nearly nine miles of
interactive Class I and Class IV bikeways in the Cities of La Quinta, Indio, and Coachella. The project will
incorporate safety features such as bike signals and
blank-out signs at 21 signalized intersections in total!
PLAN CHECK SERVICES FOR TRAFFIC
ENGINEERING PLANS
Through our vast on-call experience, we have
supported agencies with various types of plan
check services for traffic engineering plans, such as
roundabouts, cycle tracks, traffic signals, and traffic control. We work closely with city staff to provide
detailed feedback and recommendations. Our plan
check process involves identifying risks, safety,
constructability, inconsistencies, and compliance
with standards, guidelines and best practices. Our
plan check process is designed to identify and
resolve potential issues early in the process, thereby
avoiding costly delays and modifications during
the construction phase. Upon receiving the project
documents, our team conducts an initial review to
understand the scope and complexity of the project.
This includes checking for completeness, verifying
that all required information and plans are included,
and identifying any immediate areas of concern.
In addition to our technical capabilities, we prioritize clear and effective communication with city staff and
stakeholders. Our team provides regular updates and
collaborates with all parties involved to facilitate a
smooth review process. By leveraging our extensive
experience and technical expertise, we ensure that
the cities we support receive high-quality, reliable
plan check services that contribute to the successful
implementation of these projects.
COMPLETE STREETS ROADWAY
DESIGN
CRA is highly experienced in active transportation
infrastructure design. With a deep understanding
of the various NACTO Guides, American Public
Transportation Association Standards, FHWA
Planning and Design Guides, and the California
MUTCD, we have proactively applied our knowledge
to advance innovative bike and pedestrian
infrastructure throughout the region. We have led the
planning, analysis, design, and grant funding pursuits
of numerous Class I, Class II, and Class IV facilities
and pride ourselves on leading the design of the
first protected intersection in Southern California, in addition to several subsequent protected intersection
projects. We understand what it takes to move
transformative infrastructure from “Concept to
Concrete”.
Additionally, our team’s complete/green streets
knowledge and experience is unmatched. CRA staff
are especially passionate about this line of work
and are dedicated to helping the City of Hemet
achieve its goal of providing safe, livable, and vibrant corridors that accommodate all modes. We have
the expertise to strategically prescribe, analyze, and
design custom solutions to create streets where
bikes, pedestrians, transit, automobiles and all other
modes can safely interact with one another. Our
past projects include raised crosswalks, road diets,
pop-outs, and transit stops, as well as low impact
development green infrastructure, signal design,
lighting, landscape and irrigation, street furnishings, and utility relocation work that these types of projects also demand.

12th Street and D Avenue Roundabout
CRA staff are also exceptionally equipped to
handle the complexities of roundabout analysis
and design. Many of our roundabout projects are
focused on limiting impacts to existing conditions
while also achieving safety, mobility, and budgetary
goals. We have the practical knowledge to initially
assess improvement feasibility at a high level, and
to also get into the fine details of redesign at the
preliminary and final engineering stages to define
critical design criteria and solutions. Roundabouts
often require more coordination than typical roadway
improvements – we understand the need to work with
utilities, adjacent landowners, and other stakeholder
at early stages to ensure a successful project.
TRAFFIC ENGINEERING
As a firm that regularly provides on-call services to
local jurisdictions, CRA has unparalleled knowledge
of policies, ordinances, standards, and guidelines
throughout Southern California. We often bring state
and nationwide best practices and our own creativity
and innovation to our clients.
SB 743 IMPLEMENTATION AND
TRAFFIC IMPACT STUDIES
The world of transportation analyses changed in
a big way with the adoption of SB 743. Since July
1, 2020, SB 743 has changed CEQA requirements
to de-emphasize environmental impacts related
to automobile capacity and level of service and
increases emphasis on impacts related to vehicle
miles traveled (VMT). CRA has experience in
preparing and reviewing VMT-based Traffic Impact
Analysis (TIA) on both project- and program- levels.
When preparing or reviewing VMT-based TIS, CRA
will ensure that the County of Riverside Transportation Analysis Guidelines for Level of Service Vehicle
Miles Traveled (County’s TAG) are followed, while
also ensuring our approach is consistent with the
latest case law. Our experience with VMT impacts
and VMT mitigation (such as the Transportation
Demand Management Program) as well as VMTbased transportation/development fee programs will allow us to ensure that the VMT reductions associated
with each TDM program or mobility infrastructure
improvement is consistent with those identified in
Appendix F of the County’s TAG. VMT reducing
measures will be evaluated using methodologies
17.F

ON-CALL SERVICES FOR TRAFFIC ENGINEERING SERVICES
CRA P#2024.118 3. Section I – Experience
outlined in the County’s TAG, which are consistent
with CAPCOA’s Handbook for Analyzing Greenhouse
Gas Emission Reductions, Assessing Climate
Vulnerabilities, and Advancing Health and Equity.
When it comes to preparing or reviewing a LOSbased Transportation Analysis, CRA will ensure that the County’s TAG are followed. Our approach can be
summed up as “for the public good” with the goal of
ensuring that any approved document is defensible,
technically sound, reflects field conditions, and
that any proposed physical improvements are
implementable and consistent with both the City’
Roadway Circulation Master Plan and the Roadway
Classification Cross-Sections. Through our work for
public agencies, CRA staff always aims to provide
a clear, fair, defensible, and comprehensive review
process. This means that at the on-set of a project,
CRA, in coordination with the City, will provide clear
and concise feedback on the Scoping Agreement.
For example, project trip distribution in the Scoping
Agreement can be the most debatable yet critical
component to a traffic study, CRA will review and
comment on these assumptions based on Big Data
(origin/destination) and census data information. In
addition, we ensure that traffic-specific factors such
as peak hour factor, signal timing, queuing, and
cumulative volumes are based on both historic and
anticipated growth consistent with specific plans, the
general plan or regional plan. We also verify that the
proposed improvements against the design plan,
truck/vehicle turning templates, ultimate buildout of
the Mobility Element, and other relevant documents.
To streamline the review process, CRA keeps track of
our comments in a signal coloring system, where red
= need to resolve, yellow = need minor adjustment,
green = applicant addressed the previous comments.
TRAFFIC OPERATIONS
CRA brings a fresh perspective to the application
of state-of-the-art traffic operational analysis tools
including VISSIM, Synchro/SimTraffic, VISTRO, Traffix,
Rodel and SIDRA, for roundabouts. For internal staff
training, CRA has developed step-by-step guides
on the learning and mastering of each software
application.
We know when and how to apply these advanced
analytical tools in a cost-effective manner, focused
on efficiently extracting the necessary key variables
and performance indicators as measures of project
benefits and worthiness. We understand the correct
application of these tools, coupled with the necessary
expertise related to mobility planning, design and
multimodal integration.
For example, we regularly apply traffic operations
to our roadway design and traffic calming design
projects to include treatments such as bicycle
phasing, lead pedestrian intervals, and pedestrian
scrambles. We have second-to-none experience in
the analysis of transportation facilities (intersections, roadway segments, corridors, etc.) and we pride
ourselves in our “ground truthing” approach which
consists of first understanding the existing conditions of any facility we analyze in order to provide feasible recommendations that will work and are appropriate
in the context of the community. Our PS&E work
with SANDAG on a number of regional bikeway
projects relies on accurate traffic analyses to both
communicate with local agency partners and to
inform traffic operational effects resulting from the
installation of bicycle or pedestrian facilities.
When it comes to traffic calming, we always take a
holistic and detailed look at the roadway or areas of
concern. The key items are to identify the cause(s)
behind the speeding issues, determine whether
the concern is based on perception or on actual
field conditions, as well as the potential solutions.
These potential solutions are then vetted based
on level of effectiveness, construction cost, equity,
17.F

CRA P#2024.118 3. Section I – Experience
Example Micro-Simulation
maintainability, and other environmental concerns.
For example, sometimes edge striping is selected
over speed cushions because it is a relatively lowcost solution and reduces the traveled speeds to acceptable levels, whereas a speed cushion, which
may provide further travel speed reduction, however,
would use-up a significant amount of the budget.
We also understand the needs to maintain traffic
calming measures, especially those in high traffic
volume areas. As such, we are conscious about the
return of investment for the City, the staff and funding availability of the public works department, and the
ability of the street-sweeping contractor to clean
around any potential traffic calming measures.
Computerized multimodal, micro-simulation is
another valuable tool that CRA can offer in support of
local agency review and public outreach for projectlevel efforts. This tool can be used to easily convey complex technical concepts and information in an
understandable manner via graphical outlets. Our
micro-simulation capabilities provide highly realistic
visual representations of the interface between
automobile travel and other travel modes (e.g.
cycling, walking, bus, rapid transit, and light rail).
Our use of microsimulation analysis proved to be
essential for communicating the potential impacts
and benefits of the 6th Avenue Promenade Feasibility
Study in 2018. The community was able to clearly
see the potential project effects and provide input
on preferred alternatives. This project recommended
removing a free-left turn lane coming off the I-5
freeway onto 6th Avenue, adjacent to Balboa Park.

VMT per capita and VMT per employee were evaluated using the SANDAG Series 13 Regional Transportation Model. TDM effectiveness was evaluated using the California Air Pollution Control Officers Association (CAPCOA) “Quantifying Greenhouse Gas Mitigation Measures” report. Chula Vista Downtown Parking Management Study, Chula Vista, CA: Project Manager – CRA prepared a parking analysis and parking management plan for the City of Chula Vista’s 180-acre downtown parking district. As a part of the Study, CRA evaluated existing parking demand (inventorying parking supply and collecting occupancy) and estimated future parking generation and associated impacts based on anticipated development scenarios using the firm’s innovative Destination-based Occupancy technical approach. CRA also made adjustment recommendations to Chula Vista’s in-lieu fee program and parking and transportation demand management measures to accommodate future parking conditions. Chula Vista recently enacted temporary measures to allow on-street outdoor dining, and CRA assessed the impacts to parking from this program and assisted with the development of a permanent outdoor dining structure ordinance. West Hollywood On-Call Parking Services, West Hollywood, CA: Project Manager – As a part of this parking on-call services contract, CRA conducts parking management studies for two parking districts within the city.
The studies include monitoring the parking supply, occupancy, and enforcement; and updating the in-lieu fee programs for each parking district. CRA evaluates parking demand (inventorying parking supply and collecting occupancy) using the firm’s innovative Destination-based Occupancy technical approach. This approach was also used to optimize the siting of signage directing visitors to parking options and Electric Vehicle (EV) charging stations. The study is a part of a five-year contract with biannual updates to reflect changes in mobility patterns. Additional components include app-based parking reservation evaluation and implementation, and other next-gen technology research.

Vehicle Miles Traveled (VMT) Analysis for Village Specific Plan, Town of Apple Valley (2021 - 2021)
GTS developed the vehicle miles traveled (VMT) analysis for the proposed Village Specific Plan in the Town of Apple Valley, San Bernardino County, CA. The project encompasses multiple parcels north and south of State Highway 18 between Navajo Rd and Central Rd. The project area is divided into 5 planning areas each consisting of one or more planning Traffic Analysis Zones (TAZs). The project primarily consists of non-residential land uses – retail, office, and industrial and some multifamily residential. The VMT analysis demonstrated that while the vehicle miles traveled per employees only shows a slight significant impact, the project has no significant impact with inclusion of number of customers in the service population estimates which is the widely used and reasonable efficiency metric. GTS also assessed the project OD (origin-destination) VMT per service population in cumulative conditions and noted cost effective mitigation measures from the most recent California Air Pollution Control Officers Association (CAPCOA) manual to offset the VMT impact.

Development, Hesperia, CA (2021 - 2021)
GTS performed the vehicle miles traveled (VMT) analysis for the Mariposa Road / Fashion Court commercial development project located on two sites to the southwest and southeast corners of Mariposa Road and Fashion Court intersection in the City of Hesperia. The project proposes to construct a McDonalds, a drive through restaurants, retail and quality sit-down restaurants. This VMT analysis evaluated the project using the 2016 and 2040 model years obtained from the San Bernardino County Transportation Authority (SBCTA).
Although this project can be screened out for VMT analysis based on its size (less than 50,000 SF) per the City’s Traffic Impact Analysis Guidelines for Vehicle Miles Traveled (VMT), a detailed VMT analysis was carried out to accommodate for the non-local trips given the proximity to the freeway.
The analysis demonstrated that while the vehicle miles traveled per employees only shows a significant impact, the project has no significant impact with inclusion of number of customers in the service population estimates which is the widely used and reasonable efficiency metric.

TRAFFIC SIGNAL OPERATIONS SUPPORT SERVICES:
It is noted, we are including an explanation of our traffic signal support services for the City’s review. We understand these particular services may not be needed; however, they are provided as part of our experience information for the City’s consideration.
As mentioned, HCI currently manages the traffic signals and signal systems of (12) cities on a daily basis. Consequently, we have a very good understanding and are infinitely familiar with both the Econolite control equipment as well as the Centracs and Aries Traffic Management System softwares for traffic signal systems management. In regards to coordination timing and separate time-referencing devices, all signal controller time clocks that we manage are constantly updated through our Centracs and Aries Traffic Management softwares, which are always connected to the GPS time via internet.
HCI’s project-specific experience includes extensive knowledge on the local agency’s signal controllers. HCI staff continuously (daily) interfaces with the signal controllers in our client cities which currently use the Econolite ASC/2S, ASC/3, and the latest Cobalt system controllers, the ASC/2M master controllers, and managed by the Centracs and Aries Traffic Signal Management systems.
HCI staff’s “hands-on” traffic signal timing experience comprises all levels of timing applications, including timing input into signal system controllers manually and from our traffic signal management center through our licensed system software, designing and installing special “custom” traffic signal operational circuitry, and maintaining signal interconnect operations.
Our same team members have been working with several City staffs during the past several years in monitoring their City’s systems.
Lastly, throughout the past years, HCI has maintained a good working relationship with Caltrans, as several projects have been implemented that successfully interfaced with freeway interchange traffic signal systems.
In conjunction, HCI staff continues our on-going excellent relationships with most traffic signal, lighting, and signal maintenance contractors (and their technicians) including Econolite Group (Aegis), Siemens ITS, Computer Services Company (CSC), Bear Electric, St. Francis, as well as with Caltrans and the County of Riverside for any shared City/State or City/County intersections.

SECTION I - EXPERIENCE (continued)
Approach
The specific approach to our traffic signal operations and management services that HCI provides to our client agencies includes the following:
HCI typically provides a Traffic Signal Systems Specialist for the monitoring support on all the City’s traffic signals. The Specialist sets up the Scheduled Operations on the Centracs or Aries Traffic Management systems specifically for our client City’s systems in order to automatically perform a variety of tasks. Specifically, the Centracs/Aries functions and Specialist’s time spent on these services include performing the following daily sub-tasks:
1. The Scheduled Operations automatically gather and store historical data and real-time information on all the City’s traffic signal operations programmed;
2. The data is reviewed daily to verify that all traffic signals are working properly;
3. Any malfunctions logged are immediately reported to the City’s designated traffic signal maintenance contractor, for dispatch;
4. The historical data is also analyzed to identify traffic volumes and patterns in order to assist in determining if adjustments to signal timing is necessary;
5. Verify if all timing is programmed correctly in each master and local controller.
HCI staff typically reports traffic signal problems and malfunctions to the City’s traffic signal maintenance contractor within (24) hours. HCI staff coordinates all work associated with the City’s contractor and also provides verification to the City of their completed work. HCI staff often assists the City in resolving traffic signal control complaints by speaking by phone/email/in person with the resident(s)/City personnel on their specific request/complaint. HCI staff completes the necessary investigation and makes recommendations to the City on identified traffic signal improvements, such as equipment upgrade, more efficient signal phasing, significant timing adjustments, any new coordinated signal control systems, etc.
Upon request, HCI staff may also drive each project arterial during peak-periods in order to verify and fine-tune coordination timing. If necessary and approved by the City, HCI also coordinates/gathers updated traffic counts as part of the investigation.
The above approach has proven to be a valuable service to our client cities, as the on-going scheduled signal management has minimized overall time in troubleshooting, repair, and maintenance company efforts by City staff on their citywide traffic signal system. In turn, this controlled management service actually saves the City on the amount of time and personnel required to monitor and repair signal related issues.

As part of our on-call traffic engineering and on-going signal management services, HCI staff remains available to provide assistance to the City contract officer and/or contractors during the construction phases, as applicable, either in person, or via email or phone.
As we specialize in traffic design, HCI prides itself on timely design phase submittals, complete internal plan-checks of our own designs or other consultants’ designs, and consistently providing a quick turn-around for addressing comments. We typically provide 60%, 90% and final submittals on our designs within 4 to 8 weeks, and rarely have significant comments on our own design plans.
Upon review and final approval by the City of the preliminary engineering plans submitted, a final set of the plans, specifications, and construction estimate (PS&E) are typically submitted within a week, including a construction item list with quantity extensions and definitions suitable for bidding. Our typical turn-around for plan-check services is within one to two weeks from receipt.
Similarly, HCI can control costs by providing accurate and timely invoices through internal control measures. HCI prides itself on consistently working with the City to quickly address requests and staying in budget. HCI’s ability to take a request from the City for a traffic design all the way through completion of construction, including signal timing and operations tasks, ensures greater accuracy, efficiency, and timely results.

SECTION I - EXPERIENCE (continued)
Quality Control/Quality Assurance (QA/QC)
HCI employs the following QA/QC program that outlines the definition of roles, responsibilities, expectations, review requirements, and quality standards of all services, documents, and procedures in order to ensure a high standard of work:
a) Service Request or Plan Review:
Our service tasks and submitted documents go through three levels of review prior to response: Initial Peer Review, Project Manager Review, and QA/QC Review. This three-tiered review allows for error mitigation on three separated levels of detail: ground level (signal design and management check, drafting, calculations, and document formatting), project management level (signal design and management decision, and project intent compliance) and quality assurance level (signal design and management confirmation, completeness of document and ensure “biddable” or “implementable” plans). Our service tasks and plan checks look at the 5C’s: consistent, correct, clear, constructible, and complete.
b) Communication:
HCI will stay in constant communication with the City contract officer to ensure we understand the service request and have all necessary milestones in place and that we meet those milestones. As previous clients can attest to, our team will allocate as many engineering and support staff to the project to ensure the schedule is maintained and that the City is satisfied with the delivery of the project. We make it a point to accommodate our client's needs, and we guarantee satisfaction with our ability to deliver. By making ourselves consistently available to the City, we avoid delays and any defects to the final traffic PS&E or any signal services that could occur as a result of miscommunication or misunderstanding.
c) Scheduling:
For the remote possibility there is a delay, our project manager will develop strategies to bring the project back on track using all necessary means at no additional cost to the City.
Above all else, clear communication will be the critical item in bringing any schedule slippage back on track. Our staff will actively communicate with the contract officer and affected parties to reschedule or reallocate resources in an effort to expedite all necessary items. Tasks can be reorganized to allow for staggering of work items.

With use of GIS and Excel software, LLG processed data by translating the information and extracting relevant information from each collision. With so many collisions and hierarchal information for each collision, the key to successful review and analysis of the data is a clear process and good data management practices.
Using GIS and pertinent shapefiles, LLG mapped out the collision data for each community. The GIS collision figures included the following key elements:
- All Intersection/Segment Collisions
- Mode Share by Census Track
- Pedestrians Involved Collisions (All and Youth)
- Bicyclist Involved Collisions (All and Youth)
- Senior Involved Collisions
While maps assisted with evaluating determining any "hot spot" intersection and segments, the trends analysis helped with understanding over-represented collision trends on County maintained roadways. Up to 50 types of queries were conducted with the data available, which helped identify data-driven emphasis areas. The

LOCAL ROADWAY SAFETY PLANS (LRSP) FOR 23 COMMUNITIES IN THE COUNTY OF SAN DIEGO collision analysis also calculated the collision rate
for various roadways and intersections and
identifies collision trends by type, demographics,
locations, and other parameters.
LLG developed a process to help determine the top
10 intersection and top 10 segment locations. This
process is unique as it will consider the collision
frequency and collision rate and factor in
severity/vulnerable users and the healthy place
index. This ensures that locations for focused
assessment and improvements are chosen
equitably.
Based on the analysis findings and in-depth assessment of potential human-related risk factors or contributing roadway factors, and input from various stakeholders, LLG determined a set of recommended proven countermeasures, policies, and strategies. LLG
collaborated closely with County staff in the
Engineering, Planning, and Public Health
departments. These recommendations are
consistent with the emphasis areas identified and the
4E approach to roadway safety.
LLG is currently assisting the County with the Active
Transportation Plan (ATP), Highway Safety
Improvement (HISP), and Safe Streets for All (SS4A)
grants. This includes assisting with the application,
data analytics, concept plans, and cost estimates.

CITY OF HUNTINGTON BEACH SB 743 IMPLEMENTATION PROGRAM GUIDELINES LLG prepared the City of Huntington Beach VMT Guidelines which are generally based on the recommendations provided in the OPR Technical Advisory on Evaluation Transportation Impacts in CEQA (dated December 2018), and the County of Orange Transportation Implementation Manual (dated September 2021). The VMT Guidelines have been tailored to serve the local land use conditions and the General Plan goals and policies adopted for the City of Huntington Beach.
The VMT for the City of Huntington Beach has been calculated by summing the distance traveled by all types of vehicles, including passenger cars, trucks, buses, and motorcycles, within a given area over a specific time period. For land development projects, VMT is simply the product of the daily trips generated by new development and the distance those trips travel to their destinations.
This document will present the VMT methodology, thresholds for project-specific and cumulative impacts, and TDM mitigation measures the City will use for CEQA. LLG will also develop a toolbox of mitigation measures compliant with the revised CEQA guidelines
(i.e., TDM strategies), and identify
quantifiable levels of effectiveness.
Further, this document serve as a
guide for land development projects
and analyzes the potential
transportation impact by the
adopted screening criteria, VMT
methodology, and threshold within
the city of Huntington Beach that
requires environmental review in
compliance with CEQA. The main
objectives of the VMT guidelines are
to reduce VMT, promote sustainable
transportation modes, and achieve
environmental, social, and economic
benefits.
The Orange County Transportation
Analysis Model 5.0 (OCTAM 5.0) was
be utilized to develop regional and
local area VMT data metrics and
thresholds.

11.1 – Coordinate with City Staff to
discuss the Project, evaluate existing
transportation systems within the
City and identify pertinent traffic
safety issues for the Safety Plan/Report. The Safety
Plan/Report will provide a framework to identify
potential safety enhancements to reduce trafficrelated accidents on the City transportation network.
11.2 – Evaluate safety data based on coordination
with City staff to determine the data source and the
time period of data to be utilized. The data includes
collisions, traffic volumes, number of lanes, and
posted speeds. Work with City staff to formalize the
safety plan approach, goals, and objectives to serve
multimodal mobility needs safely and equitably.
11.3 – Analyze the collision data for the City’s
publicly maintained roadway network to identify
high collision locations. Identify high-injury corridors and intersections (those with the highest number of
fatalities and severe injury collisions). Process the
collision data and translate it into tabular or
graphical formats.
11.4 – Develop a comprehensive Stakeholder
Engagement Plan and engagement components.
Work with City to hold Community Workshops to get
feedback on traffic safety concerns from the public.
11.5 – Identify and document deficiencies within the
existing transportation network based on safety
concerns regarding traffic data and collision data
analysis as well as feedback received from the public
in the Community Workshops and the stakeholders.
11.6 - Determine emphasis areas with
considerations to the 4 “Es” (Education,
Enforcement, Engineering, and Emergency Medical
Services) based on the collision analysis.
11.7 – Identify strategies to address these emphasis
areas based on the emphasis areas conditions and
the goals, and achieve the project goals,
recommendations, and countermeasures to reduce
the likelihood of future crashes.
11.8 – Prepare the Safety Plan/Report that details
all of the items mentioned above, our findings,
assessment, and conclusions. The report will be
suitably documented with tabular, graphic, and
appendix materials. The report will be submitted to
the City and revised to address any City comments.
The proposed plan will include a methodology to
regularly review and update the Safety Plan/Report
plan once it has been approved and adopted by the
City.

and allow future development within the City to be
fully compliant with Senate Bill (SB) 743.
13.2 – Develop the City of Hemet Transportation
Analysis Model that will tier-off RIVCOM and will
allow for micro-level detail, validation, and
refinement within each Traffic Analysis Zone (TAZ)
within the City’s jurisdiction. It should be noted that the City currently relies on the RIVCOM, prepared by
WRCOG, for its modeling needs.
13.3 – Verify in the field the existing roadway
network for the base year model. All planned
buildout network improvements will be confirmed
for inclusion within the future year scenario.
13.4 – Coordinate with the City and confirm all
Existing and Buildout model inputs.
13.5 – Review every TAZ within the City with
microscopic detail and the most recent adopted
socioeconomic data and land uses will be inputted
and validated, in addition to the network
assumptions. Socioeconomic data will be consistent
with the City’s General Plan for the base model and
General Plan for the updated base model,
respectively. The socioeconomic data will be
reviewed by the City and will include the number of
households, population demographics,
employment, etc., within each TAZ.
13.6 – Calibrate the Hemet Transportation Analysis
Model to allow for more precise, detailed integration
of City land uses to improve long-term induced travel
modeling capabilities.
13.7 – Conduct sensitivity modeling for the above
analysis scenarios. Land use data will be organized by
existing TAZs.
13.8 – Evaluate the scenarios noted above for the
Baseline and Cumulative conditions, and summarize
the following types of VMT:
• Project generated VMT per Capita (VMT/Cap),
VMT per Employee (VMT/Emp) and/or VMT
per Service Population (VMT/SP) and
compared it to the appropriate benchmark
noted in the City’s Guidelines.
• Project effect on VMT: comparing how the
Project changes VMT on the network by
looking at Citywide VMT.
13.9 – Calculate the Baseline and Buildout City
average VMT per Capita (VMT/Cap), VMT per
Employee (VMT/Emp), VMT per Service Population
(VMT/SP) and/or Citywide VMT.
