CITY OF HEMET | Request for Proposal for On-Call Environmental Services HELIX prepared an IS/MND and biological and cultural resources technical studies to evaluate this project located in the City of Moreno Valley. The project proposes to construct and operate a new 2.2-million gallons per day (MGD) potable water storage tank, approximately 2,300 linear feet of 18-inch-diameter transmission pipeline, a paved access road, and a 0.5-MGD-capacity detention basin. A key issue was the presence of a coastal California gnatcatcher pair. HELIX worked closely with EMWD and the Western Riverside County Regional Conservation Authority to successfully obtain incidental take coverage under the Western Riverside County MSHCP .
HELIX prepared an IS/MND and biological and cultural resources technical studies to evaluate this project located in the unincorporated County of Riverside adjacent to the City of Murrieta. The project proposes 6,700 linear feet of a new 36-inch-diameter sewer main, a segment of which would be located within private easements on undeveloped land, requiring focused surveys for burrowing owls, coastal California gnatcatchers, and rare plants.
HELIX worked with the District to expedite the CEQA schedule by preparing the administrative draft IS/MND and technical studies concurrently with the spring surveys, so that the bulk of the environmental analysis could be completed and subsequent review would be focused on the survey results. HELIX also evaluated several alternatives and advised the District regarding selection of the preferred alignment based on environmental constraints. **This project was completed as part of HELIX’s multiple, consecutive of on-call agreements for environmental consulting services for the Eastern Municipal Water District.

CITY OF HEMET | Request for Proposal for On-Call Environmental Services HELIX conducted a cultural resources monitoring program for the Pure Water Oceanside Monitoring Well Cluster 1, 2, & 3 Project in a highly culturally sensitive area close to the San Luis Rey River, including habitation sites in the area of Mission San Luis Rey, as well as the ethnohistoric Luiseño village of San Luis Rey. Monitoring was conducted by HELIX archaeologists and Luiseño Native American monitors from Saving Sacred Sites (San Luis Rey Band of Mission Indians) intermittently from 2020 through 2021. The project consisted of the drilling of three injection wells and three monitoring well clusters within a residential neighborhood in the City of Oceanside.
Archaeological monitoring was required per the Conditional Use Permit (CUP) for CUP18-00021, specifically the measures set out under Mitigation Measures CUL-1 through CUL-8. **This project was completed as part of HELIX’s multiple, consecutive of on-call agreements for environmental consulting services with the City of Oceanside Water Utilities Department.

Mr. Morales has 23 years of experience consulting on issues pertaining to hydrology, environmental science, and regulatory permitting throughout southern California. He specializes in arid/wetland delineations, jurisdictional resource assessments, Clean Water Act Section 404 permitting for the U.S. Army Corps of Engineers (USACE), Clean Water Section 401 permitting for the Regional Water Quality Control Board, and California Fish and Game Code Section 1602 permitting for California Department of Fish and Wildlife; regulatory permitting and compliance; and compensatory mitigation development.
He has completed over 300 jurisdictional delineations during his tenure as a consultant and has extensive experience with a range of services including due diligence, regulatory strategy/planning, habitat conservation plan compliance, storm water quality assistance, streambed mitigation development/implementation, biological planning and management, conservation easement negotiations/support, and CEQA peer review. Biology Project Manager
Mr. Meloni is a Biology Project Manager with 21 years of professional experience including a wide range of monitoring, restoration, and environmental assessment activities throughout Southern and Central California. He has prepared Habitat Mitigation and Monitoring Plans (HMMPs), Resource Management Plans, Biological Assessment Reports, permit application packages, and Jurisdictional Delineation Reports. He has managed multiple restoration projects and conducted habitat restoration monitoring and reporting, focused surveys for sensitive and rare plant species, sensitive species translocation, exotic species eradication, vegetation mapping, GPS mapping, and data collection. Mr. Meloni is experienced in the restoration of coastal sage scrub, chaparral, oak woodland, alluvial fan scrub, native grassland, riparian woodland, emergent marsh, seasonal pond, and wetland habitats. This includes the evaluation of a restoration site’s progress toward achieving the performance criteria and remedial measures to restore a site more efficiently. Mr. Meloni is proficient in the collection of quantitative data used to assess restoration sites. Data collection methods include measuring tree heights and canopy size, performing line transects, performing point intercept transects, and quadrat sampling. He has prepared numerous annual monitoring reports. Principal Cultural Resources Specialist
Ms. Robbins-Wade is a HELIX Cultural Resources Group Manager, Principal Archaeologist, and Senior Project Manager. With 44 years of experience, she manages and oversees archaeological, historic, and interpretive studies and programs, including contract management; design and implementation of survey, research, data recovery, and construction monitoring programs; preservation plans and report preparation. Ms. Robbins-Wade has experience with a broad range of project types, including private developments and public infrastructure.
She manages the preparation of cultural resources studies both as stand- alone reports and in support of CEQA and NEPA compliance efforts. Ms. Robbins-Wade has a strong working knowledge of local, state, and federal laws addressing the protection of archaeological and historical resources. Her Native American consultation experience includes coordinating Native American tribal consultations conducted pursuant to CEQA as revised by Assembly Bill 52 (2014 Session), as well as providing support for federal agency government-to- government consultations with federally recognized tribes pursuant to Section 106 of the National Historic Preservation Act. Mr. Tomsovic is HELIX’s Habitat Restoration Discipline Leader. He has 26 years of professional experience in the environmental consulting industry and holds a California Department of Pesticide Regulations Qualified Applicators License (QAL). As a discipline leader, Mr. Tomsovic works with HELIX's restoration teams across all office locations to leverage the newest science and integrate activities. As a restoration ecologist and senior project manager, he has successfully designed, implemented, and managed hundreds of restoration projects throughout California ranging in size from
0.1-acre to over 600 acres. CITY-WIDE ROUTINE MAINTENANCE OF EPHEMERAL DRAINAGES
Hemet, California
Michael Baker was retained by the City of Hemet to conduct a review of past permits obtained for the city by a previous consultant. The permits included city-wide coverage for maintenance of jurisdictional areas throughout various city drainage facilities and had a significant number of irrelevant conditions. Michael Baker conducted field visits at over 40 facilities and was able to reduce state and federal jurisdictions by 30 percent. The goal of the evaluation was to determine whether the sites exhibited a changed condition and document the existing condition for future use. With this information known, baseline mapping was updated, mitigation defined, and final permits are under way.
As part of the site visits, Michael Baker inventoried vegetation types and characteristics of each facility in order to establish appropriate maintenance objectives for the facilities. The intent of the inventory was to create a Workers Awareness Program that would be in compliance with conditions of approval from the regulatory permitting agencies. Specific criteria had been established for the various facilities that regulated the time and type of maintenance activities that were allowed. The existing permits allowed routine maintenance to occur within jurisdictional areas that were comprised of natural drainages, channelized ditches and retention basins. The routine maintena nce entailed phased vegetation removal, desilting, mowing, trimming and herbicide applications. Special considerations described to maintenance c rews performing the prescribed work included location of wetland vegetation, bird breeding season, and proximity to sensitive plant species.
Michael Baker assisted the City of Hemet in navigating and complying with the permit conditions of approval, as well as inven torying and delineating of city-wide jurisdictional areas. Michael Baker secured a non-jurisdictional concurrence/approved jurisdictional delineation from the USACE and a waiver from the RWQCB.

COUNTY-WIDE LONG-TERM ROUTINE MAINTENANCE PERMITTING PROGRAM Orange County, California
Michael Baker assisted in preparing and processing environmental documentation for the County -Wide Long-Term Routine Maintenance Permitting Program for the County’s 13 watersheds covering approximately 800 square miles.
The project included routine maintenance activities within multiple existing flood control facilities and beneath existing bridges crossing over waterways. Flood control maintenance activities included channel maintenance (e.g., cleaning, silt removal, slope maintenance and repair); landscape maintenance and vegetation control/removal; insect and rodent control; rip-rap installation; structural inspection and cleaning; storm drainpipes and underdrains installation; headwalls fabrication and installation; concrete lining removal/replacement; and backfill of washouts repair. Bridge maintenance activities included maintenance of waterway side slope and invert cladding in the immediate vicinity of the bridge (repair/restoration of cladding immediately upstream, downstream, and under the bridge) to prevent stream flow from undermining the bridge structure, including riprap, grouted riprap, and concrete. Activities also included repair of concrete bridge elements within the channel (spalled and cracked wingwalls, abutments, piers, girders and underside of deck); and cleaning and painting of st eel bridge members.
Michael Baker conducted initial research and investigation of the flood control facilities to gather existing conditions info rmation. Michael Baker used GIS to identify flood control facilities and organize them into various exhibits and spreadsheets. After facility inform ation was organized, Michael Baker regulatory specialists reviewed the data and categorized the facilities into different tiers, depending on the layers and data compiled.
The spreadsheet was broken down by watershed and included facility identification (name); existing conditions (e.g., concrete , earthen, etc.); anticipated maintenance; and the surrounding areas land use within the 500 -foot buffer. Michael Baker conducted multiple site visits throughout the County.
Michael Baker prepared the O&M Manual and the CEQA Initial Study/Mitigated Negative Declaration (IS/MND) for the project and prepared and processed the necessary approvals through the USACE, State Water Resources Control Board, CDFW, and California Coastal Commission (CCC).

Mr. Beck has extensive experience in the regulatory and environmental disciplines. He successfully leads federal, state, local, and private-sector clients through the Clean Water Act, California Porter-Cologne Act, California Fish and Game Code, Endangered Species Act, and the California Coastal Act. Mr.
Beck, a Professional Wetland Scientist, has conducted hundreds of jurisdictional delineations throughout the southwest. Mr. Beck proactively leads delineation field crews and regulatory specialists that effectively draft, coordinate, and process regulatory agency applications. Utilizing his accurate jurisdictional mapping, Mr. Beck effectively drafts and negotiates state and federal regulatory applications for all types of projects. Overall, Mr. Beck's years of significant regulatory coordination has led to trusted relationships with regulatory staff at all levels.
Mr. Beck excels in the restoration of riparian ecosystems, both as standalone projects and mitigation for jurisdictional impacts. Mr. Beck has prepared a variety of successful restoration and monitoring plans for projects throughout California.
As President of the Western Chapter (CA, NV, AZ, HI), Mr. Beck is actively involved with the Society of Wetland Scientists. Responsible for preparing the delineation of jurisdictional waters for the 2,200-acre La Entrada Specific Plan Project. The development consists of a master planned resid ential community that includes three village areas with mixed-use community cores, significant sustainability elements, and a robust parks and op en space plan.
Michael Baker performed an extensive literature review and conducted multiple field surveys to document baseline conditions a nd map the extensive of jurisdictional features that could pose a constraint to development. Once jurisdictional features were mapped, M ichael Baker qualified project impacts and provided the client with a permitting and mitigation strategy.
Integrated Mitigation Project, Riverside County, California. Riverside County Transportation District. Principal-In-Charge. Michael Baker prepared a geometric design plan illustrating the creek layout, grading, alignments, and stabilization facilities. Once the h abitat designs were finalized, Michael Baker landscape architects prepared plans for the quantities and placement of native species within each v egetative community.
Michael Baker Biologists conducted surveys to document the existing conditions of the site and identified and biological cons traints with local wildlife using the site for foraging or habitat. Additionally, the CRAM was conducted to establish baseline conditions of the existing drainage.
La Pata and Camino Del Rio Transportation Project, Orange County, California. Orange County. Project Manager. Michael Baker was retained to support OC Survey with pre-project biological survey for the La Pata Avenue Extension project. The project consisted of two phases, monitoring while OC Survey staked the project site disturbance limits and biological monitoring during vegetation removal prior to the bird nesting season. Michael Baker led the initial effort which was to document the placement of survey lath for the future vegetation cle aring. The work effort included review of on-site surveyed / staking areas implemented by OC Survey. The purpose of the monitoring is to ensure consist ency between on-the-ground staking and environmental clearances.
Ephemeral Washes Environmental Planning Project, Victorville, California. City of Victorville. Michael Baker provided environmental planning services for flood control system maintenance for the Victorville Public Works Department. To help restore the city's flood c ontrol system to its baseline design capacity and to maintain its future effectiveness, Michael Baker provided environmental planning, natural res ources, and regulatory permitting services to identify specific maintenance activities, methods, and procedures for 127 flood control facilities and detention basins to comply with all state and federal environmental regulations. Michael Baker also provided staff training, agency coordination, the delineation of jurisdictional waters, a biological habitat assessment, California Environmental Quality Act (CEQA) analysis, an initial stud y/mitigated negative declaration (IS/MND), and cultural resources identification study.
Mathis Trail Mitigation Site, Aliso Viejo, California. Orange County. Project Manager. Responsible for project management. Michael Baker provided professional services for the Mathis Trail Mitigation Site located in the sensitive Aliso and Woods Canyon Wildernes s Park. The mitigation site consists of created riparian scrub habitat in an area previously occupied by non -native grassland. The site was a requirement to mitigate for impacts associated with County Park's Mathis Service Road/Trail Repair Project. Michael Baker prepared construction drawings for the mitigation site and designed a native plant palette appropriate for the habitat type. Michael Baker staff prepared the riparian restorat ion and enhancement plan for the site and conducted five-year monitoring and reporting. Monitoring included qualitative assessments throughout the y ear, along with qualitative assessments in the spring. The site was also photo-documented for progress.

Michael Baker prepared the Delineation of Jurisdictional Waters and is currently processing a Section 1602 Streambed Alterati on Agreement through the California Department of Fish and Wildlife (CDFW) for the Santa Ana River Fire Hazard Removal Project. Michael Baker's work effort also included conducting a Biological Habitat Assessment and Riverside County Multiple Species Habitat Conservation Plan (MSH CP) Consistency.
Santiago Canyon Bridges Maintenance, Orange County, California. Orange County. Project Manager. Responsible for project management.
Michael Baker prepared the Delineation of Jurisdictional Waters and Biological Habitat Assessment for the Santiago Canyon Bri dges Maintenance Project, located in the unincorporated areas of Orange County, California. The project consists of the rehabilitation and maintenance of ten bridges that cross over Santiago Creek, Silverado Creek, and Trabuco Creek. The purpose of the project is to ensure public safety and extend the longevity of each bridge through the rehabilitation of existing pier walls, spalls, and guard railings. Project activities will also include repairing concrete voids and cracks along existing bridge infrastructure and the placement of rip rap to prevent additional scour and e rosion that has occurred at many of the bridge locations.

Mr. Winkleman, a senior wildlife biologist and project manager, has many years of experience in field and laboratory research, environmental data acquisition, construction monitoring, and regulatory compliance. His specific areas of expertise are in herpetological and ornithological ecology and identification.
He has conducted field surveys and research for a wide range of transmission, solar, aqueduct, housing, and transportation projects, as well as for scientific research, to identify and inventory native species, including special - status species. He has experience and permits to conduct protocol surveys for several listed species. He is experienced in conducting resource impact assessments under California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) provisions. He has prepared various sections for CEQA and NEPA environmental documents, including environmental impact statements and environmental impact reports, biological technical reports, biological assessments for Section 7 (Endangered Species Act) consultation, biological monitoring reports, and biological survey reports. Mr. Winkleman is a recognized expert in southern California avifauna and serves as both a local data reviewer for the Cornell Lab of Ornithology's eBird database in Orange County as well as Orange County's quarterly report author for the national quarterly publication North American Birds, published by the American Birding Association.

Responsible for conducting a biological resources field survey and preparing a biological resources assessment and Western Riverside County Multiple Species Habitat Conservation Plan consistency analysis. Michael Baker is preparing a categorical exemption report for the city of Murrieta's Glen Arbor Dog Park Project.
Overall, the Michael Baker team is providing professional engineering design services in preparing survey mapping, site research, environmental documents, stormwater analysis, structural bridge feasibility analysis, precise grading, and estimates.
RCTC SART 2. Riverside County Transportation Commission (RCTC). Biologist.
Responsible for conducting focused surveys for the federally threatened Coastal California Gnatcatcher. At the request of the U.S. Fish and Wildlife Service, the surveys were not full-protocol and did not utilize playback of audio recordings, but otherwise followed the survey protocol including tracking and mapping nesting habitat and territories. The survey report documented the survey results and identified potential impacts to the local gnatcatcher population while also providing recommendations for how to avoid or minimize those impacts.
South Norco Channel Stage 2 Improvement Project, Norco, California. Riverside County Flood Control Water Conservation. Senior Biologist. Responsible for conducting a biological resources assessment survey and writing a biological technical report and Western Riverside County Multiple Species Habitat Conservation Plan consistency analysis. Michael Baker is providing design and engineering services to replace nearly 5,800 feet of mainline channel with a new channel sized to contain the 100 -year storm event. For the project, Michael Baker is performing data collection, design survey, hydrology and hydraulics, development of the channel conceptual plan and final plans, specifications, and estimates (PS&E), environmental documentation, regulatory permitting, and FEMA floodplain mapping and processing.

Ms. Malik is a restoration ecologist with experience in voluntary restoration projects for wetlands, riparian systems, and coastal sage scrub habitats, as well as a wide variety of compensatory mitigation projects required for jurisdictional impacts. With a background in chemistry, Ms. Malik brings a unique analytical skill set to her projects.
Ms. Malik identifies mitigation site opportunities and designs site plans that will provide beneficial results for stakeholders involved as well as the local watershed. She identifies native species to be included in the plant palette and works with landscape contractors to design the placement of plants. Additionally, she is responsible for baseline studies, including conducting jurisdictional delineations, vegetation mapping, and California Rapid Assessment Method (CRAM) analysis at project sites.
She is directly involved with the implementation of her projects and collaboration with contractors, as the first stages are key to establishing a successful site. Ms.
Malik conducts qualitative and quantitative monitoring at sites, with some activities involving water and soil sampling, tree height measuring, and invasive species prevention (e.g., ISHB). Through the project design, additional intermittent channels and seasonal wetlands were created to regulate flows within the project site. The project additionally included the creation of multiple native habitats, including Western sycamore scrub, Southern willow scrub, saltgrass meadow, native grassland, and co ast live oak woodland. Michael Baker prepared a geometric design plan illustrating the creek layout, grading, alignments, and stabilizatio n facilities. Prior to the start of construction, Michael Baker Biologists conducted surveys to document the existing conditions of the site and identif y and biological constraints with local wildlife using the site for foraging or habitat. Additionally, the California Rapid Assessment Method (CRAM) was conducted in order to establish baseline conditions of the existing drainage.

RE: Statement of Qualifications for On-Call Environmental Services for the City of Hemet MIG, Inc., is pleased to submit our proposal and qualifications to the City of Hemet (City) to provide on-call California Environmental Quality Act (CEQA) compliance services. MIG has a 40+ year track record of working interactively with our public and private clients, becoming an extension of their staff.
Our environmental team has prepared and reviewed hundreds of CEQA documents and associated technical studies. MIG offers a full range of environmental services that are provided by seasoned CEQA practitioners and technical subject matter experts. Our highly capable environmental professionals have analyzed all manner of environmental projects throughout California. Our environmental staff also performs mitigation monitoring, field monitoring, and related services.
We also have substantial experience providing environmental planning services in Hemet and the nearby Cities of Menifee, Perris, and Moreno Valley. Recent experience in Hemet includes the S2A Modular Home Factory, third party peer review of biological studies for the Rancho Diamonte project, and preparation of Objective Design Standards in response to recent changes in state law regarding review of housing projects. We are very familiar with Hemet and the environmental and development challenges that it faces.
From our local office in Riverside, our environmental staff are accessible and can quickly respond to the consulting needs of the City. Our Director of Environmental Services Bob Prasse has extensive experience with all types of environmental projects, including infrastructure and parks projects, industrial parks and warehouses, large-scale mixed-use developments, General Plans, Specific Plans, and “big box” commercial centers. MIG’s CEQA work is guided by three principles:
first, the methodology and content of our CEQA
documents are consistent with the most current CEQA
statutes, guidelines, and case law; second, mitigation
recommendations are realistic and feasible; and third,
findings are effectively presented through clear and
concise writing, informative graphic design, and skillful oral presentation. These principles result in legally sound CEQA documents that fully and clearly inform the public, decision-makers, and interested agencies.
CEQA/NEPA DOCUMENTS
MIG’s dedicated environmental staff have the
background and experience to properly scope and
prepare environmental impact analysis documents for
a wide variety of projects. MIG prepares clearly written, legally defensible environmental impact reports (EIRs)
and other CEQA/NEPA compliance documentation;
for example, Initial Studies/Negative Declarations/
Mitigated Negative Declarations (IS/NDs or IS/MNDs),
Environmental Assessments/Findings of No Significant
Impact (EA/FONSI), Environmental Impact Statements
(EIS), and Categorical Exemptions/Exclusions.
We specialize in preparing both “project-specific”
environmental documents for site-specific industrial,
residential, commercial, institutional, and mixed-use
developments, as well as broad-based “program EIRs”
for specific plans, general plans, and other policy plans.
MIG’s program EIRs anticipate CEQA streamlining
opportunities, with impact analyses and performance-
based mitigation measures that can be applied to future individual projects. So far, MIG has prepared such
consistency checklists for over 20 projects in Redwood
City, San Bruno, and El Cerrito, where no further CEQA
documentation is required; all the projects have been
approved. This streamlining process saves time and
money for both the applicant and the lead agency,
enabling beneficial projects to proceed without delay.
MIG has successfully completed over 300 EIRs, as
well as numerous other CEQA and NEPA compliance
documents for public agencies.
We also provide third-party peer review services for all types of CEQA and NEPA environmental documents and
technical studies.
VISUAL IMPACT ASSESSMENTS
MIG’s graphic and computer simulation staff specialize
in computerized view simulations and visual impact
analyses. Our team can prepare and/or review visual
simulations, urban design height analyses, shade
studies, and other illustrative plans needed for all types of projects. Our team has extensive experience creating illustrations and analyzing environments—allowing for
objective review and understanding of projects.
BIOLOGICAL SITE SURVEYS/SPECIAL-STATUS
SPECIES SURVEYS
MIG’s experience in biological studies and impact
assessments includes the preparation of biological
surveys to evaluate existing conditions and the
presence of sensitive habitat or special-status plant or animal species, as well as applicable laws pertaining
to the resources found. Biological impact assessments
evaluate the effects of a proposed project on biological resources and are used to support CEQA/NEPA
documents and permit applications.
MIG also provides the technical support required
for Endangered Species Act Section 7 or Section
10 consultations and California Fish and Wildlife
Endangered Species Act 2081 permits.
REGULATORY PERMITTING
MIG’s wetland delineators maintain current training and can identify whether specific areas are covered under
the jurisdiction of the U.S. Army Corps of Engineers
(USACE), Regional Water Quality Control Board
(RWQCB), California Department of Fish and Wildlife
(CDFW), U.S. Department of Fish and Wildlife (USFWS),
California Coastal Commission, and local regulatory
agencies.
MIG assists cities or projects in obtaining permits from various regulatory agencies, including, but not limited to, the 404 Nationwide or Individual Permits from USACE,
the Lake and Streambed Alteration Agreement from
CDFW, and the 401 Water Quality Certification from
RWQCB. MIG prepares technical studies required for
these permits as well as the permit applications.

AIR QUALITY IMPACT AND HEALTH RISK
ASSESSMENTS
MIG prepares the technical air quality analyses
necessary to obtain CEQA, NEPA, and other permitting/
regulatory approvals from regional, state, and federal air agencies. MIG prepares area and fugitive (e.g., dust and emissions from soil disturbance and material transfer), mobile, and stationary source emissions estimates using agency-recommended models. The emissions estimates
developed by these models and methodologies are
compared to regulatory thresholds of respective air
quality management districts, CEQA significance
thresholds, or other state or federal regulatory
requirements as appropriate.
MIG is skilled in quantifying the emissions levels from all aspects of a project, comparing emissions levels
and concentrations against applicable thresholds,
and developing project design features or mitigation
measures that reduce project emissions and associated
risks.
ENERGY
MIG also has expertise in evaluating the new energy
impact requirements of the recently amended CEQA
Guidelines, including how project energy consumption
is estimated using information from air quality emissions estimates or modeling conducted for the project. MIG
will then evaluate whether the project will result in the wasteful, inefficient, or unnecessary consumption of
energy resources, including mobile sources. Energy-
saving factors analyzed will include site layout and
orientation, proximity to regional arterials, building
design, and any trip-reducing or other energy-saving
operations that result in the efficient use of available energy resources.
GREENHOUSE GAS (GHG)/CLIMATE CHANGE
IMPACT ASSESSMENT
In California, local land use authorities are required
to consider the effects of project- and plan-level
greenhouse gas emissions as part of the CEQA review
process. Many of the models (e.g., CalEEMod) and
inventories (e.g., OFFROAD) MIG uses to estimate
emissions of criteria air pollutants like particulate matter also quantify GHG emissions from common GHG
sources like vehicles, electricity consumption, space
heating, etc.; however, the methods for evaluating
GHG emissions levels can differ from traditional air
quality analyses because GHG emissions represent a
global impact, and there are myriad state, national, and international goals, policies, and programs adopted
for the purposes of reducing GHG emissions. GHG
emissions are also produced from less common but
high-emitting sources, such as refrigerants and electrical insulators, that fall outside the scope of traditional air quality analyses.
MIG tracks the latest information from state, national, and international governing bodies regarding climate
change projections and impacts, GHG regulations, and
GHG efficiency targets, and uses this information to
prepare clear, concise analyses of whether project- and plan-level GHG emissions would constitute a significant cumulative contributor to climate change impacts.
Our analyses include the GHG reductions that would
occur from existing regulatory and policy requirements, as well as reductions from voluntary design features and mitigation measures included in a project’s design or
developed as part of the environmental review process.
NOISE IMPACT ASSESSMENT
MIG performs noise monitoring and impact
assessments for environmental analysis, mitigation
monitoring, and other compliance purposes. MIG has
the necessary expertise and equipment to monitor
pre- and post-project noise levels, documenting in-situ attenuation patterns, and evaluating the effectiveness
of noise-reducing insulation and infrastructure. MIG has monitored noise levels from construction equipment,
traffic, public events (with and without amplified sound), and various types of stationary equipment (e.g., HVAC
units, generators, concrete batch plants).
MIG collects and analyzes project-specific noise data
to assess the compatibility of pre- and post-project
noise levels with zoning and general plan requirements.
MIG staff can clearly articulate noise impact findings
to decision-making bodies and have worked with
community members, project architects, municipal staff, and project proponents to develop mitigation in the
form of operating restrictions, sound barriers, and sound power output limits that provide community and project
benefits.

City of Hemet | On-Call Environmental Services 5 MIG prepared technical studies and an Initial Study/Mitigated Negative Declaration for a new TESLA-powered modular smart home factory with a showroom and model display area on approximately 32.1 acres in the City of Hemet. The Project consisted of five buildings, including manufacturing space, front retail stores (for associated vendors), a model home display village, and office space totaling approximately 250,000 square feet of floor area. The model home display village included five fully functioning model homes. The project was a Net Zero facility with all solar use, a battery storage system, and a Tesla truck delivery system. The project also included on-site passenger vehicle parking, truck trailer parking, interior drives, ornamental landscaping, and a water quality basin. Project issues included a fault line that traversed the project site, drainage/hydrology biological resources, traffic and noise.

In 2020, the City of Hemet received a grant from the California Department of Housing and Community Development to undertake three projects aimed at streamlining approval processes for multifamily housing developments and mixed-use projects with a significant housing component. One planned strategy was creating Objective Design Standards (ODS) that would allow for ministerial approval of such projects. MIG was hired by the City to craft the ODS and to engage the public in the process.
Consistent with State housing laws, the ODS for Hemet are designed to provide clear, measurable, objective standards regarding site design, architectural treatments, and other development standards that apply in addition to typical zoning standards such as height, setbacks, open space, and parking.
Developers seeking to have applications approved via a staff-level ministerial process can design projects consistent with the ODS. The ODS ordinance allows for deviations from the standards but requires discretionary review by the Planning Commission for any application that does not comply. Developers have the option of selecting the streamlined process, which can save significant time and money, or follow a more traditional but less certain project review path.
MIG conducted workshops with the development community and Hemet residents to understand development qualities important to the community and to test options for the ODS. The ODS carefully balance community sensibilities and objectives with developers’ desires to have some measure of flexibility for the streamlined process.

MIG was tasked under its existing on-call contract with the City of Hemet to peer review documents prepared by another consultant pursuant to requirements of the Western Riverside MSHCP. MIG assisted the City by reviewing a Determination of Biologically Equivalent or Superior Preservation (DBESP) for the project. MIG recommended minor revisions to improve the DBESP to the City. Overall, the DBESP prepared was found to adequately document the MSHCP-protected resources and mitigation measures suggested were consistent with those typically required for projects within the boundaries of the Western Riverside MSHCP. This project is complete and was within the scoped budget.

Menifee Villages Specific Plan Amendment EIR Addendum
The project includes a Specific Plan Amendment to transfer dwelling units between Planning Areas, add a new Planning Area, reduce the amount of commercial development capacity, and make revisions to definition of density designations. Under the City of Menifee’s on-call contract, MIG is in the process of preparing an EIR Addendum and peer-reviewing CEQA documents, specifically Western Riverside MSHCP Consistency Analyses and burrowing owl survey reports prepared by another biological consultant for the specific plan update. While peer-reviewing the reports prepared by the biological consultant, it was discovered that several vernal pools were undocumented in the report findings despite being visible in multiple photographs provided in the report. To confirm the findings in person, MIG’s Biologist was asked to visit the site with the City and the developer to identify the vernal pools present at the site. The vernal pools constitute Riparian and Riverine resources per the Western Riverside MSHCP. After demonstrating to the City that sensitive resources were present, the City requested that MIG conduct protocol-level vernal pool surveys, perform a jurisdictional delineation, and prepare a Determination of Biologically Equivalent or Superior Preservation (DBESP). This portion of the project was completed within the scoped budget. A separate task order was issued to examine vernal pools present onsite after the peer review.

MIG was contracted to prepare technical studies and an Initial Study and Mitigated Negative Declaration for the Madera a Citrus Trail Residential project. The project included the construction of 103 new single-family homes, ranging between 1,544 and 1,858 square feet each, along with associated landscaping and internal roadway improvements. The residences were designed in three plan types with various architectural styles associated with each plan, and ranged in height from 27 feet to 30 feet. All three house plan types included two stories and two-car garages. The project also included 206 garage parking stalls and 70 guest parking stalls, totaling 276 parking stalls. Approximately 65,470 square feet (1.5 acres) of the site was designated for landscaping. Landscaping was included on the front, side, and backyards of the housing units, sidewalk landscaping within the development area and on outwardly facing Colton Avenue and Wabash Avenue, as well as the private community park located within the center of the project site. The remainder of the site was paved, including sidewalks, private streets within the neighborhood, and driveways. Vehicle access to and from the project site was provided via three new private internal streets connecting Colton Avenue and Wabash Avenue. From these streets, drive aisles provide direct access to the residential units. Project construction was anticipated to begin in early 2024 and last approximately 14 months. The project also included a General Plan Amendment (GPA) from Low Density Residential to Medium Density Residential; a new Specific Plan for residential development with applicable development standards; and a Tentative Tract Map to subdivide approximately 9.01 acres for condominium purposes.

MIG was contracted to complete an Initial Study and Mitigated Negative Declaration (IS/MND) for a Battery Energy Storage (BESS) Facility in the City of Grand Terrace, California. The Project site consisted of a single parcel totaling 9.86 acres. The Project consisted of lithium-ion energy batteries installed on racks, inverters, switchgear, and other associated equipment to directly interconnect into the Southern California Edison (SCE) Highgrove Substation (point of interconnection) located immediately adjacent to the north of the Project site. Project issues included potential impacts to federal and state jurisdiction waters, biological resources, water quality, and fire safety.

MIG was contracted to prepare an Environmental Impact Report for the development of the Duke Realty Warehouse Logistics Center, an approximately 1,192,671-square-foot, nonrefrigerated warehouse building on approximately 54.8 net acres of land at the northwest corner of Palmetto Avenue and Alabama Street in unincorporated San Bernardino County near the City of Redlands, California. Implementation of the project required several discretionary approvals by the County of San Bernardino (lead agency), including certification of the Final EIR, adoption of a Mitigation Monitoring and Reporting Program, Airport Land Use Commission approval, Site Plan Approval, approval of a Conditional Use Permit to allow the construction of the proposed warehouse building, and approval of a Tentative Parcel Map to consolidate four parcels into one large parcel.
MIG responsibilities for the project included third-party peer review of technical studies (air quality/greenhouses gases, biological resources, cultural resources, and geotechnical/soils studies) as well as preparation and processing of the EIR. Key issues for this project included historical resources (agricultural irrigation flumes), tribal cultural resources, biological resources (nesting migratory birds), air quality (VOC and NOx emissions), greenhouse gas emissions, paleontological resources, and cumulative traffic impacts (intersection Level of Service).

MIG worked with the City of Santa Fe Springs to update its General Plan and prepare the Program EIR. The 2040 General Plan is a comprehensive revision to the General Plan adopted in 1993 and 1994. MIG was hired in early 2020 to completely overhaul the General Plan, including preparation of a new Environmental Justice Element. A major component of the project was updating the Housing Element for the 6th Cycle Regional Housing Needs Allocation of 950 housing units, which represents an 18.2% increase from the existing number of housing units. The 2040 planning horizon for the Planning Area, including the City’s Sphere of Influence, is estimated to result in increases of approximately 4,572 dwellings and approximately 1,489,300 square feet of building space.
An estimated increase of approximately 13,890 residents and 4,788 jobs is projected for the 2040 horizon year. Our work also included technical reports on air quality and greenhouse gas/energy, as well as a technical analysis of noise and vibration. Project issues included air quality, greenhouse gas emissions, noise, hazardous materials, and transportation.

Pam Steele has extensive experience on “both sides of the counter” offering a full range of planning, environmental, and development consulting services to public agencies and private-sector clients. Early in her 30-year career, she was a Building Department employee whose frequent interaction with planners shifted her path toward contributing to a project from beginning to end—from due diligence to entitlement and permit approval to occupancy.
Having served as a Planning Director and as a development project manager, Pam’s strength lies in bringing people and perspectives together to create projects that provide public and private benefits. She has prepared and managed specific plans and amendments, community and master plans, and multilayered environmental reviews and clearances for industrial, commercial, residential, and medical projects. Pam distills and articulates the needs of public agencies and private developers to foster collaboration and mutual understanding. Bob Prasse is a fountain of knowledge and expertise in urban planning and environmental analyses. A college class on the economics of environment peaked Bob’s interest in the factors affecting the built environment, which led to a 35+-year career working with public agencies and developers throughout Southern California. With his analysis, communications, and writing skills, Bob helps clients anticipate and adjust to changing conditions while still meeting project goals related to general and specific plans, zoning ordinances, development reviews, and entitlement services. In addition, he has managed, prepared, and processed CEQA and NEPA documentation for a wide range of planning projects, including large-scale mixed-use communities, public facilities, general plans, retail centers, and warehouse/logistics complexes.

Kent Norton has 44 years of experience in CEQA/NEPA compliance for public- and private-sector clients encompassing transportation, aviation, public works, schools, residential, recreational, and mixed-use land developments. He has authored and managed a wide variety of environmental compliance documents for projects ranging from an Initial Study/Mitigated Negative Declaration (IS/MND) for relocation of aviation uses at a regional airport and road widening/improvements, to a subdivision of 13,000 acres in the San Bernardino desert and the World Logistics Center Specific Plan EIR that addressed 41-plus million square feet of warehousing on 2,600 acres in the City of Moreno Valley. He is a past State President of the Association of Environmental Professionals (AEP) in California and a member of the American Institute of Certified Planners (AICP). In addition, he is a Registered Environmental Property Assessor (REPA) and has prepared dozens of Phase I Environmental Site Assessments.

Chris Dugan’s knowledge of local, state, and federal environmental regulations contributes to the successful preparation of required documentation and appropriate mitigation measures. His undergraduate studies drew him to investigate how human development affects people and the planet. His specialization in air quality, noise, and greenhouse gases ensures that development proceeds in a responsible manner to protect critical resources. Chris skillfully takes complex information from engineers, scientists, and other data sources and clearly conveys it in a way that is meaningful and helpful for decision-makers and the public. He uses the latest technology to make the process more efficient, accurate, and comprehensive–resulting in better outputs as well as enhanced reporting and presentation. Chris has developed and tailored emissions inventories using CalEEMOD, EMFAC, OFFROAD, etc.; performed screening and refined dispersion modeling (e.g., SCREEN, AERMOD); and developed mitigation measures to control and reduce stationary, area, fugitive, and mobile source emissions. Given that air and noise resources are essential quality of life factors, he is committed to delivering independent, objective analysis and consultation that enable clients to make the best choices from environmental, regulatory, and community-based perspectives.

A highly versatile biologist and botanist, Betty Kempton offers a depth of experience and expertise acquired over 17 years of work on a variety of environmental planning and consulting projects. An undergraduate botany class sparked her interest in plants and led to a lifelong passion. Betty views each project as an opportunity to discover something beautiful while planning for the benefit of both people and the planet. From biological assessments and surveys to monitoring and jurisdictional delineations, her extensive knowledge, GIS mapping skills, and fluid communication style allow her to convey complex information to project sponsors, partners, and stakeholders efficiently and accurately. Betty has worked with local, state, and federal agencies on a variety of projects, including public utilities, transportation, water districts, and residential and commercial developments.

Phillip Gleason
SENIOR AIR QUALITY AND NOISE ANAL YST | MIG
Phil Gleason specializes in the preparation of Air Quality, Greenhouse Gas, and Noise technical environmental analyses. In his time at MIG, Phil has prepared emissions estimates and CEQA impact assessments in accordance with U.S. EPA guidance (e.g., AP-42) and regional air agency permit handbooks. In his analyses, he often uses mass emissions modeling programs and emission factor databases, as well as dispersion modeling programs, for comparison of pollutant concentrations to ambient air quality standards. Phil is also versed in the preparation of human health risk assessments using model data for toxic air contaminants and hazardous air pollutants. In addition to his knowledge of air quality models and assessment techniques, Phil has also utilized the SoundPLAN noise modeling software to determine the significance of noise generated at industrial sites.
Phil has experience interpreting and enforcing various regulations including the Clean Water Act; Safe Drinking Water Act; Resource Conservation and Recovery Act; and Federal Insecticide, Fungicide, and Rodenticide Act. Phil’s past experience working for a regulatory agency has assisted him in carrying out inspections of new trial segments, which are conducted to ensure compliance with the project’s SWPPP.

Kevin Shannon has over 30 years of experience in the planning and environmental review. He is experienced in processing entitlement projects, including surface mining permits and in managing a broad spectrum of environmental documentation for private-and public-sector clients. He has worked with project sponsors, stakeholders, and subconsultants regarding entitlements, preparation of scopes of work, schedules and fees, and technical study peer reviews.
Kevin's accomplishments include providing entitlement to private applicants, compelling environmental documentation for relocation of a radio station transmitting tower array and other projects, preparation of an entitlement feasibility study for a proposed interstate freeway media sign, and preparation of environmental documentation for a controversial proposed ready-mix cement plant in an urban in fill site.

MNS Engineers, Inc. (MNS) is pleased to submit a statement of qualifications to provide on-call environmental services for the City of Hemet (City). The MNS team has a longstanding history of providing support services to regional agencies including the preparation of environmental documents (CEQA/NEPA), technical studies, compliance and regulatory permitting assistance, regulatory agency coordination, and biological resources planning.
MNS understands the City needs ongoing planning support for a range of projects throughout the City. While we have attached a detailed statement of qualifications, key factors that make the MNS team uniquely qualified to provide Environmental Services include:
Dedicated Principal in Charge and Project Manager. Leading MNS’ team is Principal-in-Charge, Peter Minegar, AICP, and Project Manager, Shelah Riggs.
Shelah and Peter are both based locally in MNS’ Riverside Office with a combined 35 years of experience providing CEQA, NEPA, and Regulatory Permitting Services in the Inland Empire.
Proximity to City of Hemet. MNS maintains nine California offices, including one in Riverside, where our proposed Principal in Charge, Peter Minegar and Project Manager/Regulatory Permitting Lead, Shelah Riggs, are located. The Riverside office is a short drive from the City of Hemet , enabling MNS professionals to be on call to meet the City’s needs on any given day. Ms. Riggs has provided CEQA and regulatory permitting support to numerous local cities, including City of Calimesa, Rancho Cucamonga, Murrie ta, Moreno Valley, Yucaipa and Riverside.
Local Public Works Experience. Proposed Project Manager, Shelah Riggs, has successfully completed more than 45 flood control, park maintenance/expansion and road and bridge improvement projects throughout Riverside and San Bernardino County, including the recently awarded West Hemet Line C Project for the City of Hemet. Additionally traffic design, construction management, and coordination with Caltrans is conducted by the MNS bridge and traffic engineering department.

Section B: Exceptions
MNS reviewed the RFP and the City of Hemet’s Agreement for Services. We request our suggestions be considered by the City in an effort to reduce the amount of liability. Please contact us with any questions or concerns in regard to these changes. We are certain we can come to an acceptable agreement with the City in regard to the services agreement. Only sections with comments are provided in this section.
1. Section 8. Intellectual Property Rights Assignment: Request that the following underlined wording be added to the first sentence: “Except for Consultants pre- exiting intellectual property, including but not limited to concepts, data, materials and standards, and for no additional compensation, Consultant hereby assigns to City all of Consultant’s rights, title, and interest in and to the content of all deliverable materials created by Consultant or its employees, agents, or sub consultants, including copy rights, in connection with the Services performed under this Agreement.”
2. Section 11. Standard of Performance : Request removal of “ and warrants,” “faithfully, competently”, and “at a minimum” from Standard of Performance as these words can extend the definition of standard of performance.
3. Section 17 (a). Indemnification: Request that the following underlined wording be added to the section and the strikethrough wording be removed: “To the fullest extent permitted by law, Consultant shall indemnify, protect, defend (with legal counsel reasonably approved selected by the City) and hold harmless City and any and all of its elected and appointed officials, officers, employees, representatives and agents (“Indemnified Parties”) from and against any and all claims, actions and proceedings (whether at law or equity, administrativ e or judicial), demands, orders, judgments, losses, injuries (including, without limitation, injury to or death of an employee of Consultant or sub consultants), liabilities of every kind (including, without limitation, incidental and consequential damages, court costs, and litigation expenses, and fees of expert consultants or expert witnesses incurred in connection there with and cost of investigation), damages, costs and expenses, including reasonable attorney’s fees and costs, (collectively "Claims") th at to the extent arise out of, pertain to, or relate to, directly or indirectly, in whole or in part, performance of Services by Consultant, its officers, agents, employees, representatives, sub consultants, anyone directly or indirectly employed by any of them, or anyone that they control. Consultant’s duty to indemnify, protect, defend, and hold harmless Indemnified Parties, shall not include any Claims arising from the sole negligence or willful misconduct of the Indemnified Parties. In no event shall the cost to defend charged to the Consultant exceed the Consultants professional's proportionate percentage of fault as determined by a court of competent jurisdiction
4. Exhibit C Insurance (B) OTHER PROVISIONS: Request that the following underlined wording be added to the section and the strikethrough wording be removed: Each insurance policy required by this Agreement shall be endorsed and state the coverage shall not be suspended, voided, canceled by the insurer or either Party to this Agreement, reduced in coverage or in limits except after thirty (30) days' prior written notice ( 10-days for cancellation for non- payment of premium) by certified mail First Class US mail, return receipt requested has been given to City.
5. Exhibit C Insurance Workers Compensation Insurance: Request removal of “agents” which could be interpreted to include third parties that MNS is not contracted with.

MNS provides services to State agencies, counties,
districts, regional bodies, cities, local agencies – all as part of 631 on -call contracts, of which more than 100
are currently active.
Past Project Experience
The City of Hemet recently awarded the preparation of
technical studies, CEQA Initial Study, and resource
agency permits to the MNS Team for construction and
operation of the West Hemet Master Drainage plan Line
C Project, including the Seattle Basin. Ms. Riggs is
assisting the City in mapping state and federal
jurisdictional waters within the project alignment and
identifying feasible mitigation strategies. Our team is currently preparing the jurisdictional delineation,
biological resources report, and negotiated the 1602
Streambed Alteration Agreement, 404 Nationwide
Permit, and 401 Water Quality Certification to allow
construction of the facilities.
The project involves the preparation of CEQA Guidelines updates and templates, including a master mitigation,
monitoring and reporting plan (MMRP), CEQA
templates, and District Rules for preparing CEQA
technical reports and analysis. In addition, MNS will
develop templates for regulatory permit applications
and Western Riverside County Multiple Conservation
Habitat Conservation Plan (MSHCP) documents to
streamline and standardize District project deliverables from internal staff and consultants. MNS is creating an Standard O perating Procedures M anual that will
document all CEQA, NEPA, technical reporting, and

turf grass, and the construction of outdoor meeting
space, fishing docks and decomposed granite
walkways. The existing 1.02 -acre duck pond would be
drained to facilitate the grading and construction of a new approximately 3 -acre duck pond. The proposed
duck pond would incorporate water circulation and
filtering design to improve and maintain pond water
quality. Natural areas around the lake would be
landscaped with aquatic and wetland plant species..
Key issues include public perception and use of the
existing lake by migrating birds. Shelah prepared the jurisdictional delineation and managed the biological
resources report. She coordinated with local bird
watching and counting personnel and resource
agencies to obtain design concurrence.
The City of Yucaipa proposed to address city wide
flooding and debris management through
construction of the Wilson Basin project, which
consisted of a 120 acre basin/recreational lake
constructed in accordance with the City Master Plan of
Drainage (MPD). This regional flood control facility, along with several other improvements to Wilson
Creek, was a critical component in reducing peak flow
rates in Wilson Creek and Oak Glen Creek
watersheds. Significant benefits to the community
includes the provision of t rails, parkland, fishing
opportunities, as well as capturing mud and debris
flows, more recently from the recent Apple and El
Dorado fires and regional groundwater recharge.
Ms. Riggs assisted the City in reassessing the habitat
and vegetation communities within the project area
and identifying feasible mitigation strategies. She
prepared the jurisdictional delineation, biological
resources report, and negotiated the 1602 Streambed
Alteration Agreement, 404 Individual Permit, and 401
Water Quality Certification to allow construction of the facilities. The City had been coordinating with the
resource agencies for more than 8 years a nd had
reached a stalemate in terms of mitigation options that could be approved with the data collected by the City’s previous consultant. With the assistance of Ms. Riggs, all permits were issued within 2 years and the entire
facility has now been constructed.

Regulatory Permitting
At MNS, we understand the complexity of the regulatory
permitting process and have in- house resources to
assist with state and federal waters/wetlands impacts

Biological Resources
MNS biologists and our subconsultant, PAX
Environmental, provide a range of biological resources
support services including vegetation mapping,

authorizations, and permits to survey a wide range of
species, including burrowing owls, riparian birds, small mammal trapping and rare plants.
In addition, our team has a strong background in

Traffic Analysis
Traffic Operations Analysis
MNS maintains an in -house traffic engineering
department, which we have teamed with Ganddini, a
local traffic, air quality and noise modeling company
offering traffic analysis services needed to support the environmental review process for the purposes of
demonstrating General Plan compliance. The traffic
operations analysis services typically include an
evaluation of both existing conditions and the effects of future development to identify the infrastructure
requirements needed to maintain acceptable
operations. We also provide services ranging from
conceptual planning/feasibility studies to detailed
traffic engineering recommendations. This includes
site plan development and access, trip generation
studies, traffic study reports, parking
utilization/demand studies, and traffic mitigation
phasing strategies.
Vehicle Miles Traveled (VMT) Analysis
Changes to California Environmental Quality Act
(CEQA) Guidelines were adopted in December 2018,
which require all lead agencies to adopt VMT as a
replacement for automobile delay -based level of
service (LOS) as the measure for identifying
transportation i mpacts. Ganddini offers VMT analysis
services needed to support the environmental review
process. VMT analysis services typically include an
evaluation of project -generated VMT for baseline,
baseline plus project, cumulative, and cumulative plus
project conditions and in some cases an additional
assessment of a potential project’s effect on the travel of vehicles within a specific geographic region. Our
team provides a full range of VMT analytical services
including due diligence level screening evaluations ,
project-specific VMT modeling using travel demand
models throughout California, and the development of
targeted VMT/trip reduction programs needed to
satisfy CEQA mitigation requirements.
Traffic Engineering
Our team provides a full range of traffic engineering
design capabilities including traffic signal design,
signal warrant studies, roundabout design, signing and
striping, and traffic control plans for the maintenance and protection of traffic. Work products include
concept plans, improvement plans, traffic safety
recommendations, and evaluations of traffic control
devices and other traffic- related intersection and
roadway design features.
Air Quality Technical Studies
Our teaming partner, Ganddini also provides a full suite of air quality consulting services including air quality, greenhouse gas, and health risk assessment technical
services to meet national, state, and various local
compliance standard requirements.
Air Quality
In determining potential air quality impacts, Ganddini
utilizes industry-standard models to study the source-
specific pollutant regional and localized emissions. Our team has extensive experience using air quality Models
accepted for use in California incl uding CalEEMod,
EMFAC, CALINE4, and CAL3QHC.

Greenhouse Gas Emissions
Our team has been at the forefront working both
collaboratively and tirelessly with local agencies and
project proponents on how best to address
greenhouse gases in CEQA documents due to the
evolving nature and lack of technical guidance.
Health Risk Assessment
Whether a project is adjacent to an existing freeway or is a result of toxic air contaminants as a result of
construction or operations, our team’s staff has
extensive experience with the analysis and mitigation
of air toxics and health risks. RE has a strong technical background in the preparation of air toxic health risk
assessments. Our staff utilizes industry -standard
modeling methodology including AERMOD and HARP to
accurately determine if potential health impacts may
occur as a result of a project.
Energy Analysis
Our team's staff is also at the forefront of addressing potential energy impacts as required by CEQA. Energy
Analysis Reports are commonly required to satisfy
CEQA and ensure that the energy implications of a
proposed project are considered through the
quantification of anticipated energy usage associated
with the construction and operation of a proposed
project, as well as a determi nation of whether the
project results in an efficient, typical, or wasteful use of energy.
Noise Technical Studies
Ganddini has more than 25 years of experience in
Southern California providing the full spectrum of
environmental noise measurement and analysis
services. This includes baseline, or ambient, noise
measurements for characterizing the existing
environment, compliance noise level measurements
and source- specific reference noise level
measurements of activities and equipment. RE’s
services include noise analyses that comply with CEQA
and NEPA requirements, as well as preliminary noise
studies to establish the barrier height requirements for tentative tract map approval, interior noise level
analyses to provide detailed building assembly
requirements as part of a final noise study, focused
operational stationary-source noise level analyses and
focused construction source noise level analyses with
mitigation plans. In addition, our noise group maintains a strong technical background in the application and
development of noise prediction models.
Noise Level Measurements
Ganddini provides both short and long-term noise level
measurements to assess the existing noise
environment and effectively analyze the contributions
of a given project on future ambient noise levels. Noise level measurements are used to provide an
understanding of existing conditions as they relate to
local regulations and to the noise- sensitive land uses in a given study area. Our team is experienced with
collecting noise level measurements for a variety of
projects including residential, commercial, ind ustrial, and warehouse developments as well as conducting
noise monitoring for evaluating construction and
operation compliance with local ordinances. All noise
level measurement equipment meets the latest
American National Standards Institute (ANSI) standard
specifications for sound level meters.
Traffic Noise Prediction
Ganddini provides traffic noise impact analysis
services to support tentative tract map approval and
environmental evaluations based on CEQA and NEPA
requirements. Our team is experienced with developing
traffic noise level analyses for a variety of projects
including residential, commercial, industrial, and
warehouse developments with complex traffic mixes.
Our Staff uses the Federal Highway Administration
(FHWA) Traffic Noise Prediction Model programs and
procedures to evaluate the existing and future noi se
environment related to both the off -site and on- site
traffic noise levels.
Stationary Source Noise
Through the use of reference noise level
measurements, Ganddini analyzes the impacts of
operational stationary-source noise impacts on future
noise environments as well as preparing noise
monitoring reports evaluating compliance with local
ordinances. RE’s staff maintains reference noise levels on a variety of noise sources and can provide
additional measurements to meet the needs of clients.
Reference noise level measurements allow staff to
forecast the future noise levels of commercial,
industrial, and warehouse projects, amongst others,
and identify any potential impacts to noise- sensitive
land uses in the vicinity of a project. Our team has

Construction Noise
Ganddini has prepared detailed studies for
construction activities to meet a variety of local
regulations and demonstrate compliance with CEQA
mitigation monitoring and reporting plans. Our team
utilizes state -of-the-art three- dimensional computer
modeling to predict construction noise levels in a given study area at nearby sensitive receivers. Our team
develops site- specific noise reduction measures by
examining the existing environment and determining
the most reasonable and effective method to reduce
the noise levels from heavy machinery to nearby
noise-sensitive land uses. Our experience includes the
preparation of construction noise mitigation,

On-Call Management
The MNS team has a long history of providing On -Call

Manager/Project Manager, will serve as your primary
point of contact for all new task orders, ensuring a
consistent touchpoint for staffing, invoicing, team
assignments, QA/QC, and scheduling.
On-Call Communication
Effective communication and documentation are
essential for successful planning services. The MNS
planners assigned to work with the client will coordinate closely with client staff and follow development review and communications protocols. If our planning team
uncovers any technical findings or project issues during their review, they'll promptly inform the designated
contact, including any potential impacts on cost or
timeline. This way, both the client and the Project
Applicant will have all the information they need to make informed decisions.
Approach: Information Management
Effective information flow is vital for the success of any project. Community and Environmental Planning
projects generate significant amounts of information,
which must be communicated promptly and clearly to
all relevant parties. At MNS Engineers, we ens ure that project files are accurately maintained, including
correspondence, agendas, meeting minutes, and data
from public outreach and technical analysis. This
comprehensive record serves as the foundation for the
Client’s response and future references.
A critical part of our approach is regular project progress meetings. We initiate each project with an all -inclusive kick-off meeting at the start of the project, where
communication channels and project responsibilities
are clearly outlined to all stakeholders. This sets the stage for ongoing collaboration and keeps everyone on
the same page throughout the project's lifecycle.
Cost Management
MNS will take charge of setting up and maintaining a
solid cost management system for the project. By
creating a Work Breakdown Structure (WBS) in our
timekeeping system, the Project Manager can track
weekly project charges against the budget, drill down
into the details of those charges, and predict budget
variances based on the estimated percentage of
completion for each task in the assignment. We’ll send
out progress bills monthly, and the Project Manager will review and approve all project costs in an invoice format that meets the Client's requirements.

PAX Environmental (Biological and Cultural Resources)
PAX Environmental. (Pax) is a veteran-owned environmental consulting firm founded in 2012. Pax currently employs ~ 55 environmental professionals and offers a range of professional services including protocol level special -status species surveys, nesting bird surveys, ecological restoration, longitudinal monitoring and evaluation of conservation and restoration activities, archaeological literature review, surveying and monitoring, and tribal consultation support.
Based upon past experience with the City of Hemet, we understand that habitat mitigation needs usually include seasonal ponds/vernal pools, riparian streambeds, and wetlands. Pax has an experience team of restoration specialists to design and implement habitat mitigation projects.

The proposed project required the preparation of an Initial Study/Mitigated Negative Declaration and associated technical studies for drainage improvements on the March Air Reserve Base (MARB). The project proposed an approximately 6,000 -lineal-foot underground reinforced concrete box (RCB) storm drain partially located within the limits of the City of Perris and lands owned by March Joint Powers Authority and MARB in southwestern Riverside County. The objectives of the Project were to provide flood protection to MARB and the adjacent area by constructing the regional storm drain needed to convey 100 -year runoff to an existing downstream facility. The project required continued coordination with the United States Air Force, as well as a focused analysis of potential impacts to protected species.

Fontana Foothills Commerce Center Project Environmental Impact Report. City of Fontana, CA. Environmental Planner. Assisted in the preparation of an Environmental Impact Report. The project involves the development of a new logistics warehouse facility consisting of two warehouse and distribution buildings totaling 754,408 SF, as well as associated infrastructure and utility improvements, parking, and landscaping. Pursuant to Senate Bill 300 (SB 330) requirements, 13.65 acres of land was required to be rezoned to offset the development site’s lost dwelling unit potential. Due to time constraints with the proposed project, the EIR was certified in less than 12 months.
Collier Elementary School Safe Routes to School (SRTS) Project, City of Wildomar, CA. Environmental Planner and Task Manager. Preparation of Preliminary Environmental Studies (PES) Form and Categorical Exclusion (CatEx) for review and approval by Caltrans District 8 relative to Safe Routes to School improvements including a new sidewalk; crosswalk and curb ramp; crosswalk upgrades; and school crossing legends and signs. On-Call Services Contract for Closed, Illegal, and Abandoned (CIA) Site Investigation Program DESCRIPTION OF SERVICE:
For ten consecutive on-call services contracts, Ninyo & Moore has and continues to assist CalRecycle with their CIA Sites Program, which has involved the investigation of more than 110 waste disposal sites statewide. We routinely conduct comprehensive historical studies/ Phase I Environmental Site Assesments (ESAs) that include obtaining, summarizing and compiling extensive background information and preparing geo-referenced photographs/ figures/overlays, etc. We prepare practical work plans that meet project objectives, conduct Phase II ESAs that successfully characterize and delineate contamination/wastes, provide contamination/waste volumes, and, based on planned redevelopment, future land use(s), and results of the investigation, we develop/provide appropriate remedial action recommendations.
Our success on the CalRecycle contracts requires simultaneously conducting work at multiple sites statewide for various CalRecycle personnel and working closely with LEAs statewide.
For this contract, we have maintained the same project manager for the past 19 years.
The continuity, extensive experience, and long-term relationships we have established as a result of this contract has resulted in regulatory staff often contacting us for advise on how to best proceed with obtaining and/or maintaining regulatory compliance at waste dispose sites. Our significant experience enables us to develop scopes of work that satisfy the project objectives and, when appropriate, advocate for or recommend reduced scopes of work, and/or monitoring and/or reporting at sites.
Projects have included waste disposal sites/pre-regulation dumps on tidelands properties.
For these sites, wastes/contamination were placed directly onto the former tidelands surfaces resulting in the creation of new or additional landmasses. For these tidelands properties, we prepared work plans consistent with the project objectives (e.g., site development/regulatory compliance); conducted Phase II ESAs; and provided preliminary remedial actions, taking into account future site uses (e.g., bayfront redevelopment) by recommending buildings not be constructed overlying wastes or utilizing those areas for parking, walkways, covering wastes with alternative cover design, and/or partial onsite re- consolidation.

Since 2001, Ninyo & Moore has provided on-call environmental consulting services on over 200 school sites/education facilities, including schools that are the location of former burn sites or closed pre-regulation landfills, within the jurisdiction of the San Diego Unified School District (SDUSD). Projects have included Phase I ESAs, Supplemental Site Investigations (SSI), Preliminary Environmental Assessments (PEAs), Phase II ESAs, Human Health Risk Assessments, Remedial Action Work Plans, Operation & Maintenance Plans, Remedial Program Management, unexploded ordinance document review and support, select Title 5 requirements, preparation of specifications, public participation/community outreach activities, and data management. The scopes of work are varied and involve working with the Department of Environmental Health and Quality (DEHQ), Regional Water Quality Control Board (RWQCB), Air Pollution Control District (APCD), Local Enforcement Agency (LEA), and/or Department of Toxic Substances Control (DTSC).
Ninyo & Moore has been instrumental in addressing and resolving regulatory compliance issues, which reduced fines levied against the SDUSD; reducing down-time on construction projects with the preparation of Master Soils Management and Community Health and Safety Plans; successfully negotiating with regulatory agencies for alternative institutional controls and engineering to provide effective barriers for the SDUSD’s burned waste sites; and assisting the planning process for future school site modernization and construction projects by preparing an Environmental Conditions/Hazards report documenting potential impacts from known environmental concerns/conditions on the over 200 schools and facilities. By working closely with the SDUSD on approaches to Phase II ESAs and Remediation projects, we have been able to achieve timely completion of projects, regulatory compliance, and significant cost savings.

DESCRIPTION OF SERVICE:
Ninyo & Moore, was awarded a five-year contract (that recently received a three year extension), which included conducting environmental site assessments at County-owned waste disposal properties and proposed acquisition properties. Scope of services include:
historical studies, work plan and health and safety plan preparation, field investigations (drilling, landfill gas installations, sampling, analytical testing), and report preparation.
Ninyo & Moore provided as-needed environmental services for the numerous burn sites county wide. The primary objectives at these pre-regulation waste disposal sites were to address LEA requirements as indicated in closed disposal site inspection reports by assisting Kern County Public Works (KCPW) with bringing their sites into regulatory compliance.
To date, we have assisted KCPW at 14 of their burn sites. Typically, our environmental services have consisted of conducting a site and vicinity reconnaissance focusing on identifying likely/known locations of waste disposal based on our developing GIS-compiled data including historical aerial photographs and Solid Waste Assessment Questionnaire (SWAQ) Field Investigation information, conducting geophysical surveys to help locate/ confirm waste disposal areas, evaluating current site conditions focusing on waste disposal locations. Several of the sites had complicated waste disposal histories with what appeared to be numerous and multiple overlapping waste disposal trenches/areas. Several sites had exposed wastes at locations extending onto adjacent properties, one onto an adjacent school.

As Principal Geologist for Ninyo & Moore, Mr. Blamer’s environmental consulting experience includes managing, coordinating and directing a wide variety of environmental projects comprising numerous property types. His experience includes soil and groundwater investigations of a wide range of contaminant types, remediation of soil and groundwater, site history research and data compilation, hazardous building materials services, and litigation support and expert witness. Mr. Blamer applies his expertise to properties ranging from residential development to complex, large facilities including operations such as chemical plants and refineries, and represents both public- and private-sector clients. He provided review of various submittals such as an Interim Guidance Environmental Import Soil Evaluation Process Chart for evaluation of import soil to the CVB, which received concurrence from the RWQCB, and the Soil and Water Management for Site Preparation for the CVBMP that is being utilized during earthwork/construction activities.
SDUSD As-Needed Environmental Consulting Services Contract, San Diego, California: Technical Advisor for site investigations and technical guidance for remedial services at San Diego school sites and District- owned facilities. Projects have included Phase I ESAs and Addenda, preliminary environmental assessments (PEAs), SSIs, Removal Action Work Plans, RAPs, Phase II ESAs, Operations & Maintenance Plans, unexploded ordinance document review, and support, select Title 5 requirements, public participation/community outreach activities, and monitoring/ technical support during construction. Our field services, are charged at a 4-hour minimum, and 8-hour minimum for hours exceeding 4 hours. QUALITY ASSURANCE
Ninyo & Moore has quality control programs for all services that facilitate compliance with project performance standards, schedules, and budgets. These comprehensive quality assurance plans utilize management approach manuals that delineate the interrelationship between management and technical staff, and describe specific quality control procedures to be used during the project. The programs address time and budget management, client liaison, field and laboratory data collection, data compilation and analysis, report preparation, job safety, regulatory compliance, and peer and principal review.
One important goal of our quality control program is to produce technical project data of known and acceptable quality on all work assignments. Ninyo & Moore’s policy is to maintain professional standards in all aspects of project tasks and management. Quality is achieved through:
• A separate quality assurance group to monitor quality on work assignments with independent corporate oversight. • A detailed set of proven quality control procedures and protocols to cover all project aspects. • A centralized document control system that ensures chain-of-custody control and a paper trail for all controlled documents. • Detailed procedures for auditing, post-auditing, and non-conformance reporting. • A training program for orienting all personnel on the quality control procedures. • Involvement of project principals with specialty knowledge and experience. Please accept the attached submittal a s PlaceWorks’ proposal to provide on-call environmental services for the City of Hemet.
PlaceWorks is a 100 percent employee-owned planning, design, and environmental consulting firm , with approximately 140 employees in six offices. Serving both public - and private-sector clients throughout the state, PlaceWorks provides environmental review, comprehensive planning, urban design, landscape architecture, community outreach, and Geographic Information Systems (GIS) services. Our talented, multidisciplinary team thrives on working with communities to tackle complex problems and develop workable solutions.
PlaceWorks has a robust stand -alone practice in environmental review under both the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA), offering all the types of project-related environmental review services requested by the City, including preparation of initial studies, exemptions, negative declarations, mitigated negative declarations, tiered documents such as addendums, NEPA categorical exclusions, environmental assessments, and environmental impact statements. We also provide in -house technical expertise in the fields of aesthetics (photo simulations and night-lighting modeling), noise, air quality, greenhouse gas (GHG) analysis, energy analysis, and hydrology and water quality.
To complement our in- house services and best meet the needs of the City, we are partnering with HANA Resources who will provide biological resources and archaeological/tribal cultural resources support.
PlaceWorks has reviewed and understands all parts of the Request for Proposals ( RFP). We acknowledge receipt of all addenda (Q&A Sets 1 -6). We are proposing the following exceptions to the City’s Professional Service Agreement:
