PROGRAM COMPONENTS
Downtown Kitchen Grant
The Hemet Kitchen Grant offers financial assistance to aspiring restaurateurs. This program aims to stimulate economic growth and revitalize the community by supporting the creation of new culinary businesses. Specifically, the grant provides funding to offset the costs associated with building a restaurant kitchen. To qualify, applicants must demonstrate a 20% financial commitment as a matching contribution to the project.
Project must be completed within eighteen (18) months of building permit issuance. This requirement ensures that recipients have a vested interest in the success of their ventures and fosters a sense of ownership and responsibility.
The City of Hemet will provide periodic reimbursement of expenses after it deems the project is advancing , and upon the certificate of occupancy, submission of invoices, and proof of payment. If the project is anticipated to extend beyond the required completion date, prior written City Manager approval is required to extend the performance period.
Grant funding is to be used for labor and materials directly related to the Kitchen Grant construction only. Program funds are to be used for Kitchen development and revitalization rather than a simple routine maintenance or equipment (e.g. tools).
Fee Exemption
Applicants for the Kitchen Gran Program are exempt from Planning and Building permit fees.
Note, fee exemption does not apply to any mandated fees by the State of California or fees required by other public agencies.

Re: Request for Exemption – Downtown Kitchen Grant (Kimball’s Bistro, 130 E. Kimball Ave.)
Honorable Mayor and Members of the City Council,
On behalf of Simon Chu and Kimball’s Bistro, I respectfully request the Council’s consideration of a limited exemption to the reimbursement provisions outlined in the Downtown Kitchen Grant Agreement executed on August 20, 2025 First, we wish to express our sincere gratitude for the award of $150,000 through the Downtown Kitchen Grant Program. This grant reflects the City’s commitment to revitalizing Downtown Hemet, and we deeply appreciate being entrusted as a partner in that vision.
At the same time, the current stipulation that expenses incurred prior to the signing of the contract and issuance of the Notice to Proceed are not reimbursable greatly limits the scope of qualifying expenditures. In our case, the Kimball’s Bistro project was already underway prior to the City’s adoption of the grant program, and substantial investments in eligible equipment—such as commercial-grade ranges, refrigeration, and ventilation systems—had already been made in good faith to advance the project. These expenses directly align with the program’s intent, yet under the current language they are excluded from reimbursement.
We respectfully request that the Council authorize an exemption to allow reimbursement for eligible expenses incurred prior to the grant’s execution, provided that:
1. The restaurant has not previously opened to the public;
2. The expenditures fall within the program’s eligible equipment and improvement categories; and
3. Complete invoices and proof of payment are submitted for City verification.
Recognizing these early investments would ensure that the Downtown Kitchen Grant fully achieves its purpose: supporting serious operators who have committed to downtown revitalization, regardless of whether their investment preceded the program’s rollout.
Without such an exemption, businesses like Kimball’s—who took initiative and acted early—are inadvertently disadvantaged.
17.B.
We are grateful for the City’s partnership and leadership in fostering a thriving culinary scene and respectfully submit this request for your consideration.
Sincerely,
Jason Strain
Assistant to Mr. Simon Chu
