BACKGROUND/ANALYSIS:
The City of Hemet Sewer and Storm Drain Divisions are responsible for the regular maintenance and inspection of the City’s wastewater collection and stormwater drainage infrastructure. Maintenance of these systems is subject to federal, state, and regional regulatory requirements. A major maintenance function performed by both divisions is clearing blockages and removing accumulated debris from wastewater and stormwater collection infrastructure. This work requires crews to use high-pressure water, or “jetting,” to clear materials from pipelines and other infrastructure to maintain the free flow of wastewater and stormwater runoff.
Currently, the City operates two combination trucks capable of both jetting and vacuuming and one jetting-only truck. The jetting-only truck, Vehicle No. 4606, is a 1994 Ford diesel Jet Rodder. At approximately 32 years old, the vehicle has exceeded its useful service life and requires frequent maintenance and repairs, resulting in increased costs, operational downtime, and reduced reliability in the field. Additionally, the vehicle is powered by an older diesel engine that has been identified by the South Coast Air Quality Management District (South Coast AQMD) for replacement.
South Coast AQMD performed a compliance assessment of the City’s fleet and informed the City that Vehicle No. 4606 is out of compliance with South Coast AQMD Rule 1196 and must be removed from service. Rule 1196 establishes clean-fleet requirements for certain heavy-duty vehicles operated by public agencies within South Coast AQMD’s jurisdiction, including requirements related to the acquisition of alternative-fuel, dual-fuel, and other qualifying heavy-duty vehicles to reduce toxic air contaminants and criteria air pollutant emissions.
Staff recommends the purchase of one new, unused 2028 CNG Freightliner Vactor 211-18" Combination Sewer Cleaner Truck to replace Vehicle No. 4606. The proposed vehicle will provide both high-pressure jetting and vacuum capabilities. The three-axle configuration will also provide increased debris capacity, enabling crews to remove larger quantities of material from sewer and storm drain infrastructure.
The purchase of the CNG-powered combination truck will provide the Public Works Department with a reliable, dual-purpose vehicle capable of supporting both Sewer and Storm Drain operations. By combining jetting and vacuum capabilities in a single vehicle, certain maintenance activities that may otherwise require the deployment of two vehicles can be performed with one truck. This will improve operational efficiency and reduce traffic-control requirements and lane closures, thereby improving safety for City crews and the traveling public.
The new vehicle will also improve the Department’s ability to respond reliably to sewer and storm drain emergencies. Additionally, the increased equipment capacity will enhance the Sewer and Storm Drain Divisions’ ability to perform routine and preventive maintenance of storm drain inlets, pipelines, channels, and related infrastructure. This capability is increasingly important as the City addresses regulatory requirements associated with its Municipal Stormwater Program permit.
A portion of the vehicle purchase is eligible to be funded using available revenues in the City’s AB 2766 Subvention Fund No. 224. The AB 2766 Motor Vehicle Registration Fee Subvention Program, administered by South Coast AQMD, provides funding to cities and counties for eligible programs and projects designed to reduce motor vehicle emissions.
18.G.
AB 2766 revenues are generated through a motor vehicle registration fee surcharge collected by the California Department of Motor Vehicles and distributed through South Coast AQMD to eligible local jurisdictions. These funds may be used for qualifying projects that reduce motor vehicle emissions and support the objectives of federal and California clean-air requirements. Recipient jurisdictions are also required to provide South Coast AQMD with annual programmatic and financial information regarding the use of AB 2766 revenues.
Eligible uses of AB 2766 revenues include the replacement of conventionally fueled vehicles with qualifying alternative-fuel vehicles. The proposed purchase falls within the Alternative Fuel Vehicle Purchase project category because the new CNG-powered combination truck will replace an older diesel-powered vehicle. The project will therefore both replace an aging and unreliable piece of equipment and advance the emission-reduction purposes of the AB 2766 program.
Local jurisdictions are required to obtain approval from their governing bodies for projects funded with AB 2766 fee revenues. Accordingly, City Council approval of this purchase will authorize the use of eligible AB 2766 Subvention Fund No. 224 revenues toward the acquisition of the replacement vehicle.
DISCUSSION:
City of Hemet Sewer and Storm Drain staff evaluated multiple combination sewer cleaner truck options before recommending the purchase of a new, unused 2028 CNG Freightliner Vactor 211-18" Combination Sewer Cleaner Truck from Haaker Equipment Company. The proposed vehicle meets applicable clean-air and emissions requirements and provides the operational capabilities necessary to support both Sewer and Storm Drain maintenance activities.
Staff recommends purchasing the vehicle from Haaker Equipment Company utilizing Sourcewell Cooperative Purchasing Contract No. 101221-VTR (Attachment No. 3). Sourcewell is a cooperative purchasing organization that conducts competitive solicitations and awards contracts that may be utilized by participating public agencies. Utilizing a competitively solicited cooperative purchasing contract is permitted under the Hemet Municipal Code and allows the City to obtain competitively established pricing while reducing the administrative costs and time associated with conducting a separate City solicitation.
Haaker Equipment Company provided the City with a quote through Sourcewell Cooperative Purchasing Contract No. 101221-VTR in the amount of $881,668.88 (Attachment No. 2).
Staff also evaluated leasing or renting a replacement vehicle as an alternative to purchasing the proposed combination truck. The available rental option identified by staff was approximately $14,800 per month, or $177,600 annually, and was limited to a diesel-powered vehicle. At that rate, rental costs would total approximately $888,000 over five years, before accounting for potential rental-rate increases or other associated costs.
Given the long-term operational need for this specialized equipment, the age and condition of Vehicle No. 4606, and the need to comply with applicable clean-fleet requirements, staff determined that purchasing the proposed CNG-powered combination truck provides greater long-term operational and financial value to the City than renting a diesel-powered replacement vehicle.

STAFF REPORT
Meeting: City Council Meeting - Sep 08 2026
Department: Public Works
Submitted by: Noah Rau, Interim City Manager
Gregg Holyoak, Public Works Operations Manager;
☐ Receive and File ☒ Consent Calendar ☐ Business Item ☐ Public Hearing TITLE:
A Resolution Approving the Third Amendment to the Agreement with Jim McComas Auto Body for Auto Body Repair Services
RECOMMENDED ACTION:
It is respectfully recommended that the City Council adopt the following resolution (Attachment 1):
RESOLUTION NO. 2026-149 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HEMET, CALIFORNIA, APPROVING AN INCREASE TO THE FISCAL YEAR 2026/2027
COMPENSATION AMOUNT WITH JIM MCCOMAS AUTO BODY FOR AUTO BODY REPAIR SERVICES FROM $50,000 TO $85,000, AUTHORIZING THE ADMINISTRATIVE SERVICES DIRECTOR TO ESTABLISH SUPPLEMENTAL APPROPRIATIONS IN THE AMOUNT OF $40,000
FROM MEASURE U FUND BALANCE, AND AUTHORIZING THE INTERIM CITY MANAGER TO
EXECUTE ALL DOCUMENTS RELATED TO THE AGREEMENT
EXECUTIVE SUMMARY:
Staff is recommending that the City Council approve the Third Amendment (Attachment 2) to the Agreement with Jim McComas Auto Body to increase the Fiscal Year 2026/2027 compensation amount by $35,000, from $50,000 to $85,000.
The increase is necessary due to an unanticipated major repair to a Hemet Police Department vehicle following a traffic collision. The initial repair estimate exceeded $35,000, and the final repair cost may increase once the vehicle is disassembled and the full extent of the damage is identified.
The requested increase will provide sufficient compensation for the anticipated repair and other auto body repair needs during the remainder of Fiscal Year 2026/2027.
BACKGROUND/ANALYSIS:
18.H.
The Fleet Maintenance Division oversees the maintenance and repairs of all City-owned vehicles and equipment.
In 2022, the City conducted a formal competitive solicitation for auto body repair services. Jim McComas Auto Body was determined to be the lowest responsive and responsible bidder. The City entered into an agreement with Jim McComas Auto Body on September 14, 2022, for a three-year term, with two one-year options to extend. The agreement established a compensation amount not to exceed $50,000 per year.
On June 23, 2025, the First Amendment was executed, exercising the first one-year option to extend the agreement through September 13, 2026.
On June 15, 2026, the Second Amendment was executed, exercising the second and final one-year option to extend the agreement through September 13, 2027.
At the beginning of Fiscal Year 2026/2027, Fleet Maintenance anticipated utilizing approximately $45,000 to $50,000 for auto body repair services during the fiscal year. However, a 2024 Ford Expedition used by the Hemet Police Department was involved in a traffic collision and sustained significant damage to the front corner of the vehicle. The vehicle was taken to Jim McComas Auto Body for an estimate, with the initial repair estimate exceeding $35,000.
Staff determined that repairing the vehicle is in the City's best interest. The vehicle is a 2024 model with approximately 14,000 miles and was in overall good condition prior to the collision. Replacing the vehicle, including police equipment and upfitting, would cost approximately $85,000 or more and could require approximately eight to ten months before a replacement vehicle is available. Repairing the existing vehicle is expected to provide a newer vehicle at a substantially lower cost and return the vehicle to service in a significantly shorter timeframe.
The proposed Third Amendment would increase the Fiscal Year 2026/2027 compensation amount by $35,000, from $50,000 to $85,000. The amendment does not extend the term of the agreement, which remains in effect through September 13, 2027.
DISCUSSION:
The requested action will provide Fleet Maintenance with sufficient compensation to address the anticipated auto body repair expenditures during Fiscal Year 2026/2027.
The additional $35,000 is attributable primarily to the unanticipated repair of the Hemet Police Department vehicle. Approval of the Third Amendment will allow the City to continue utilizing the existing agreement for necessary auto body repair services without interruption.
The proposed amendment is limited to the Fiscal Year 2026/2027 compensation amount and does not modify the existing agreement term.
STRATEGIC PLAN INTEGRATION:
GOAL FIVE: ORGANIZATIONAL EFFECTIVENESS
To identify the work needed inside the City organization to effectively provide services to the community and ensure financial stability.
Objective 1: Operate in a financially sustainable manner.
18.H.
FISCAL IMPACT:
Funding for auto body repairs is included in the Fleet Maintenance Division’s operating budget.
However, due to the unanticipated nature and cost of this incident, Staff recommends authorizing the Administrative Services Director to establish supplemental appropriations of $40,000 from Measure U fund balance to fund this one-time repair. This action would increase the total authorized contract amount with Jim McComas Auto to $85,000 for the current fiscal year.
ALTERNATIVE(S):
1. Do not approve the proposed purchase order to Jim McComas Auto Body and the budget transfer from Measure U budget to the Fleet Maintenance operating budget.
2. Provide alternative direction to the Interim City Manager.

A Resolution Authorizing the Purchase of a Stertil Koni ST1085 Heavy Duty Mobile Column Lift from Southwest Lift and Equipment Utilizing Sourcewell Contract No. 121223-SKI RECOMMENDED ACTION:
It is respectfully recommended that the City Council adopt the following resolution (Attachment. No. 1) RESOLUTION NO. 2026-150 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HEMET, CALIFORNIA, AWARDING THE PURCHASE OF ONE STERTIL KONI ST1085 HEAVY DUTY MOBILE COLUMN LIFT IN THE AMOUNT OF $98,543.53, FROM SOUTHWEST LIFT AND EQUIPMENT UTILIZING SOURCEWELL CONTRACT NO. 121223-SKI, AND AUTHORIZING THE
INTERIM CITY MANAGER TO EXECUTE ALL DOCUMENTS RELATED TO THE PURCHASE
AND DECLARING THE OLD LIFT SURPLUS TO BE SOLD AT AUCTION EXECUTIVE SUMMARY:
Staff recommends the purchase of the Stertil Koni heavy duty mobile column lift using approved budget for fiscal year 2026/2027 from the Major Machinery and Equipment fund in Fleet Maintenance.
Purchase of this new unit will replace an old lift system with ongoing repair costs and hard to acquire parts, and give our Public Works Fleet Maintenance staff a safe, reliable lift to service heavy equipment.
BACKGROUND/ANALYSIS:
The Fleet Maintenance Division is responsible for servicing and maintaining more than 400 Cityowned vehicles and pieces of equipment, including approximately 40 heavy-duty vehicles such as fire apparatus, dump trucks, aerial trucks, and sewer cleaning vehicles.
The City's current mobile column lift system was purchased in early 2002 and, after more than 24 years of service, has reached the end of its useful life. The system has required increasingly costly hydraulic pump repairs, and replacement parts are becoming obsolete and difficult to obtain.
18.I.
Continued reliance on the existing system presents concerns regarding reliability, maintenance costs, and the ability to efficiently service the City's heavy-duty fleet.
Replacement of the existing system with a new mobile column lift system will provide Fleet Maintenance personnel with reliable equipment necessary to safely perform maintenance and repairs on heavy-duty City vehicles. The replacement will also reduce the risk of equipment downtime and help ensure the Fleet Maintenance Division can continue supporting the operational needs of City departments.
DISCUSSION:
Use of a heavy-duty mobile column lift allows the Fleet Maintenance Division to safely and efficiently service vehicles of varying sizes and wheelbase lengths. The proposed lift system includes six mobile column lifts with a combined maximum lifting capacity of 111,000 pounds, providing sufficient capacity to lift and service the various heavy-duty vehicles within the City's fleet.
The proposed system incorporates current safety features and utilizes wireless communication between the individual lift columns. The wireless system eliminates communication cables between the columns, reducing potential trip hazards and obstructions on the shop floor while providing Fleet Maintenance personnel with a safer and more efficient working environment.
As part of the City's ongoing efforts to operate in a fiscally responsible and efficient manner, the Public Works Department proposes utilizing Sourcewell Contract No. 121223-SKI (Attachment No. 3) for this purchase. Cooperative purchasing agreements allow the City to utilize competitively solicited contracts established by qualified public purchasing agencies. This procurement method provides access to competitively established pricing while reducing the administrative time and costs associated with developing specifications, advertising a solicitation, evaluating bids, and independently awarding a contract.
Funding for this purchase is available in the Fleet Maintenance Division's Major Machinery and Equipment account (684.10.4550.65400) and was included in the City Council-adopted Fiscal Year 2026-27 budget.
FISCAL IMPACT:
Funding for this purchase was approved as part of the Fiscal Year 2026-27 adopted budget and is available in the Fleet Maintenance Division's Major Machinery and Equipment account.

Power supply
The Stertil-Koni wireless mobile column lifts operate on 24 VDC and are easily recharged by means of a 110 VAC
wall receptacle. The Stertil-Koni cabled mobile column lifts operate on three phase at 208/230, 460/480 and
575 VAC, as well as single phase at 220 VAC.
Fast lifting and lowering
The ST 1085 and ST 1100 only take 94 seconds to reach
its maximum lifting height of 73". This makes them one of the fastest mobile column lifts in the world.
Reliable hydraulic technology
• Extended column life and minimal maintenance
thanks to low-friction design
• Stringent testing before leaving the factory
• Manual lowering in case of a power outage
• Maximum protection of the cylinder and
seal against damage
Adjustable pick-up forks
ST 1085 mobile column lifts have a fork length of 14",
ideal for picking up a variety of vehicles, including vehicles with super single tires in a safe and secure manner.
The fork length for the ST 1100 mobile column lift is 12".
Both models can handle wheels with rim diameters from
R12 to R22.5 with an adjustable fork that is easy to
move manually and includes a mechanical lock.
Retractable wheels
Both the wireless and the cabled mobile column lifts are available with retractable wheels. This unique Stertil-Koni design is the best available on the market. This prevents high point loading on the floor and reduces the floor
surface pressure by a factor of 10. The system is fast, efficient, very stable and extremely reliable.
Adjustable lowering speed
If you need to lower the vehicle more slowly for precision placement of under carriage components, this is easily
done with a single touch.
18.I.
Unique synchronization
The synchronization system is activated at a height
difference of just 9/16". This ensures a safe and smooth lifting and lowering cycle, even in cases where the
distribution of the vehicle weight is extremely uneven.
Lifetime guarantee
The innovative synthetic runner wheels within the column come with a lifetime parts guarantee.
Easy to move
Stertil-Koni mobile column lifts are indeed mobile, thanks to the synthetic roller wheels and hydraulic pallet jack mechanism with patented overload protection.
Safe working space
As an extra safety feature, we have also designed ample working space between the column and the vehicle.
This ensures that the vehicle will not come into contact with the column in the event of sagging vehicle suspension.
