STAFF REPORT
TO THE CITY COUNCIL
DATE: June 13, 2023
FROM: Joseph A. Hughes, City Manager
PREPARED BY: Chuck Dantuono, Director of Administrative Services/ City Treasurer John Toon, Assistant Chief Admin, Cal Fire
SUBJECT: Purchase of new Type 6, Wildland Fire Engine.
RECOMMENDATION: 1. Authorizethe CityManagerto optoutof thepurchaseoftheTypeIIIWildland Fire Engine with Boise Mobile Equipment &
2. Approve the purchase of a Type 6 Fire Engine through HGACBuy, a cooperative purchasing program for governments.
FISCAL IMPACT: $ 339, 051. 54.
PUBLIC NOTICE: The agenda for this item was posted at the three required locations.
BACKGROUND: On March 23, 2021, the City Council approved the purchase of a new Type III WildlandFireEngine "piggy -backing" offthe Statecontract. Thevendoris BoiseMobileEquipment, and the total price ( State contract price plus our modifications) was $ 368, 461. 04 with a build time of 300- 365 days. Recently, and afterdelayingdeliverytimesthreetimes, staffwas notifiedthat BoiseMobile Equipment will be increasing the price by $ 30, 075 to $ 398, 536. 04 because of inflation and supply chain issues. Boise Mobile Equipment also notified the City that we can opt out of the contract if desired.
Soon after, staff located a Type 6 Fire Engine that would essentially perform all the duties that a Type III Engine could, but for considerably less money. The Type 6 Fire Enginewould be assigned to FireStation
2. This Enginewill take approximately 330-365 days to build. Payment will not be due until then.

Thankyoufor beinga loyalBMEcustomer. Foryears, we havestrivedto providethe best products and services at an affordable rate.
Althoughwe havetried our bestto keepthe price of ourapparatuslow, ourcosts have increased significantly. With delayed deliveries, chassis surcharges, vendor price increases, and higher fees for labor and overhead, BME will not be able to build apparatus underthe old contract price. BMEhasfound it necessaryto goto the Departmentof GeneralServices (DGS) andrequesta price increaseof $30,075for eachapparatus, which is outstanding on contract # 1- 17- 23- 21B.
BMEorderedCalFire/customer (tag -on) chassiswhenthe POwasissuedinitially, andthen theywerefinallyacceptedbythechassismanufacturerwhentheorderbankopened. But dueto supplychainissues, chips, andmanufacturingdifficulties, International/ Freightliner, unfortunately, hastaken18-24 monthsto buildachassisfrom the time of order.
DGSgrantedBMEthe increaseof $30,075for eachapparatusutilizingcontract #1- 17- 23- 21B. This is a mandatorypriceincreasefor allState, cities, counties, specialdistricts, CaliforniaState Universityandthe Universityof Californiasystems, K-12schooldistricts, andcommunitycollegesempoweredto expendpublicfunds (CaliforniaPublicContract Code Section 10298).
BMEwould like to complete the trucks, but we understand that this price increase is significant and beyond our control. If this change is not acceptable or agreed upon, BME will work with your agency to cancel or void the PO / Contract and move forward with other options.
