CITY OF INDIO

CAPITAL IMPROVEMENT PROGRAM
FY2025/2026 AND BEYOND

PROJECT DETAILS
Project Title: Avenue 50 and Jackson Intersection Improvements Project Status: Project Priority in CIP Category:

Project Scope/Description and Limits:

Insert Location Map Here.

Improve the intersection of Jackson Street and Avenue 50 to include two lanes in each direction along Jackson Street and along Avenue 50. The improvements include widening Jackson Street between Avenue 49 and Avenue 52 to the south approximately 1,000 feet into the County of Riverside jurisdiction. In addition, Avenue 50 will be widened west approximately 1,000 feet and east to the city boundary with the City of Coachella. Jackson Street and Avenue 50 will be widened to the ultimate condition with two lanes in each direction and a center median/left turn lane. The improvements will include the installation of a new traffic signal at Avenue 50, Avenue 51, and Avenue 52.

Project Justification:

In it's existing condition, this intersection is a major impedance to proper traffic flow and has been known to have long vehicle queues on each intersection segment during the peak hours. In addition, this intersection has severe drainage issues that must be addressed. In accordance with the Mobility Element of the General Plan, Jackson Street and Avenue 50 are identified as requiring two lanes of traffic in each direction.

Current Status:

Phase 1 Under Construction. ROW Acquisition underway for Phase II CIP Category:

Install a new Traffic Signal at the intersection of Monroe Street and Avenue 52 Project Justification:

This 4-way stop is near hitting warrants and is heavily impacted during the festivals. Heavy traffic volumes and high speeds have led to unsafe driving conditions at the intersection of Avenue 52 and Monroe Street. A traffic signal at this location will serve to calm traffic. The County and La Quinta would be requested to share in 50% of the cost (an additional $400k).

STAFF REPORT

To: City Council
From: Bryan H. Montgomery, City Manager
Prepared by: Brian Tully, Chief of Police
Conflict: No
Subject: Acceptance of Fiscal Year 2024-2025 Enhancing Law Enforcement Activities Subaccount ("ELEAS") funds in the amount of $140,034 and approval of the enclosed expenditure plan.

RECOMMENDATION:

Accept the Fiscal Year 2024-2025 Enhancing Law Enforcement Activities Subaccount ("ELEAS") funds in the amount of $140,034, approve the enclosed expenditure plan (Attachment 2), and authorize the City Manager to sign the expenditure plan and other relevant documents.

SUMMARY:

The Riverside County Sheriff's Department ("RSO") disburses ELEAS funds (formerly known as "SLESA") to local cities on a monthly basis to support frontline police services. The City proposes using ELEAS funds to support the purchase of public safety equipment and supplies, offset training and personnel costs, and pay for other law enforcement services. Fiscal Year 2024-2025 ELEAS funds will be incorporated into the next fiscal year's budget.

BACKGROUND INFORMATION:

In 1996, the California State Legislature enacted Assembly Bill 3229, creating the Supplemental Law Enforcement Account ("SLESA"). These funds are distributed to cities and counties to support frontline police services. Each entity is guaranteed a minimum of $100,000 per fiscal year, and any additional eligible funding ("revenue growth") is distributed on a per capita basis. Although the funding source has been renamed to Enhancing Law Enforcement Activities Subaccount ("ELEAS"), the same process still applies. The City of Indio's Fiscal Year 2024-2025 ELEAS allocation is $140,034 (Attachment 1).

Senate Bill 823 requires that the Chief of Police of a participating city, or the chief administrator, submits a written request to the city council outlining the annual revenue appropriation and planned expenditures of ELEAS funds. The City's proposed spending plan is reflected in Attachment 2. The City Council is expected to act upon this recommendation at a public meeting.

The Riverside County Sheriff Department Specialized Accounting Unit no longer requires cities to submit the annual ELEAS expenditure plan and year-end summary forms, which were previously submitted to the fiscal agent. Nevertheless, participating agencies must continue to spend these monies in accordance with the provisions established by the California State Legislature. County staff also recommends cities continue to use the expenditure plan form (Attachment 2) as the AGENDA ITEM #13.1
