PROJECT MANAGEMENT APPROACH
West Yost understands that Indio Water Authority relies on on-call engineering services to supplement in-house
staff, maintain momentum across multiple concurrent
projects, and respond efficiently to changing priorities. Our project management approach is designed to function as
a seamless extension of IWA’s team, balancing structure with flexibility to deliver high-quality work on schedule and within budget.

We bring extensive experience supporting public agencies through on-call engineering contracts across California, delivering planning, design, construction support, and
regulatory coordination for water, wastewater, and
stormwater infrastructure. Our demonstrated experience
includes hydraulic modeling and master planning, pipeline rehabilitation and replacement (including trenchless
installations), pump station modifications, water storage tank replacements, and pressure regulating stations. This experience confirms our ability to successfully execute the full range of services anticipated under IWA’s on-call contract.

Project Management Plan Framework
For each task order, West Yost will prepare and implement a concise Project Management Plan tailored to the scope and complexity of the assignment. This plan establishes clear objectives, defines roles and responsibilities, and provides transparency into scope, schedule, and budget
from project initiation through closeout.

Key elements of the Project Management Plan include:
■ Defined project objectives and scope
■ Task-level schedule and budget
■ Assigned project manager and supporting team
■ Clear communication protocols and points of contact
This framework allows IWA staff to quickly understand
how each task will be executed, tracked, and managed,
minimizing ramp-up time and supporting efficient
decision-making.

Effective Project Managers and Resource Management
Each task order is led by a dedicated project manager
who applies West Yost’s proven project delivery tools
to maintain schedule adherence, budget control, and
consistent quality. Our project managers are supported by an in-house management structure that provides oversight and access to additional resources as needed.

scheduled in coordination with IWA staff to help engage the appropriate participants involvement, using a hybrid in-person/virtual format as appropriate.

Schedule Management and Budget Control
West Yost treats schedule and budget management as
active, ongoing processes and not as passive reporting
exercises. Project schedules are developed at the outset and revisited regularly to identify and mitigate potential delays.

Our internal project management protocol includes
monthly project reviews with each West Yost project
manager conducted by a firm principal. These reviews
focus on project budget, schedule, staffing, and risk
identification, allowing issues to be identified and resolved before they affect delivery. Throughout the life of each task order, we maintain regular communication with IWA
staff and internal team members, monitor staff resource utilization, adjust workload allocations as needed, and apply a systematic approach to closely track work progress and expenditures.

Budget performance is monitored using
West Yost’s Deltek accounting system,
which provides real-time visibility into labor
charges and task-level expenditures. Project
managers review budget status continuously
and participate in monthly internal reviews
with firm principals to proactively address
risks, adjust staffing, and maintain alignment
with IWA’s expectations.

Project Status Reporting
To support transparency and accountability,
West Yost will provide a concise project
status report with each monthly invoice.

These reports summarize:
■ Work during the billing period
■ Deliverables submitted
■ Budget and schedule status
■ Upcoming tasks and milestones
■ Any issues requiring coordination or direction
This consistent reporting allows IWA to quickly assess
project health across multiple task orders.

Quality Assurance and Quality Control
Quality is a core value at West Yost and is embedded
throughout our project delivery process. Our QA/QC
program includes multiple levels of review and oversight appropriate to the scope and risk of each assignment.

Key QA/QC practices include:
■ Assignment of an independent QA/QC lead
■ Internal kickoff meetings to confirm expectations and review requirements
■ Scheduled reviews of deliverables prior to submittal
■ Documentation and resolution of review comments
■ Ongoing coordination between project managers and
senior staff
These practices help confirm that deliverables are
technically sound, coordinated, and aligned with IWA
standards; reducing rework and supporting efficient
implementation.

Problem Solving and Issue Resolution
West Yost approaches complex challenges through a
collaborative, solution-oriented process that combines
technical expertise, operational awareness, and regulatory understanding. We emphasize early identification of
issues, evaluation of practical alternatives, and clear communication to support timely decision-making.

Lift Station 55-14 Decommissioning, Coachella Valley Water District, Coachella, CA: Served as Quality Control Manager for the alternative analysis and sewer infrastructure engineering design consulting services for its Lift Station 55-14 Decommission project.

As a result of nearby Caltrans construction, the project required fast-track evaluation of a means of providing a temporary sewer forcemain alignment around the Airport Boulevard Bridge Crossing of Highway 111. Dudek evaluated options for both the temporary forcemain and the new gravity pipeline alignment to facilitate decommissioning of the lift station. The project included the design and preparation of two separate construction bid packages within a fast-track 3-month design period to allow the District time to bid and construct the project ahead of the deadline with Caltrans. Dudek engineers also provided assistance during the bid procurement and construction phases of the project.

Avenue 54 Trunk Sewer, Coachella Sanitary District, City of Coachella, CA: Performed preliminary studies, calculations, design, and project administration for the design of 5 miles of new sewer interceptor between Polk Street/Avenue 54 and Van Buren Street/Avenue 52, comprised of 18- to 36-inch-diameter polyvinyl chloride (PVC) pipe and associated concrete manholes.

Associated technical studies included topographic and alignment surveys, utility search along alignment, hydraulic calculations focused on minimizing maintenance, and geotechnical as needed. Also obtained necessary permits and approvals from the Santa Fe Pacific Railroad to cross their ROW. The new design intercepted six existing sewers and crossed three Coachella Valley Water District irrigation supply lines and two irrigation drain lines. The 132-foot-long railroad undercrossing was encased in 48-inchdiameter steel pipe and constructed using jack-and-bore methods. PVC pipe was chosen after conducting an engineering analysis of vitrified clay pipe versus PVC.

Mountain Avenue West Basin Final Design, Eastern Municipal Water District, Perris, CA: Project Manager for the preparation of construction documents for a 50-acre recharge facility. The facility is located close the residential neighborhoods and a public park and well as critical transportation and utility infrastructure, so reducing operational risks associated with the recharge facility was paramount. The project features three separate basin facilities––one for de-silting and flow distribution and two for recharge operations, capable of recharging up to 37,000 acre-feet per year. Mitigation and safety features for the project included rigid dust control measures, embankment slope lining with soil cement to reduce lateral transmission of recharge water and eliminate slope erosion, a perimeter berm to reduce aesthetic and noise impacts and reduce overflow potential, basin water level monitors tied into the Supervisory Control and Data Acquisition system, and eleven groundwater monitoring wells around the site.

Coachella Canals Wasteways Improvements, Coachella Valley Water District, Coachella, CA: Project manager for the structural evaluation and rehabilitation of four wasteway/evacuation channels, totaling 43,850 linear feet that drain the East Side Dike for the Coachella Valley Water District. The project included field investigations and non-destructive evaluation of the existing Portland Cement Concrete trapezoidal channels; hydrology and hydraulic analysis of the aging channels to confirm their conveyance capacity using the latest hydrology methodology (versus original design methods); coordination of topographic surveys for the channels, as well as geotechnical investigations; preparation of recommended design details and cost estimates; and final Plan, Specifications, and Estimates document preparation. Durbrow Agricultural Drain, Coachella Valley Water District, Coachella, CA: Project manager supporting the District’s operations and maintenance program for agricultural irrigation and drainage structures. A segment of the Durbrow Drain was identified as a persistent maintenance issue and prioritized for replacement. Durbrow Drain was constructed in the early 1950’s to connect tile drains in the Coachella and Thermal areas to a main line conveyance system. It was designed with open “butt” joints to facilitate dewatering. While initially effective as a French drain style system, the butt joints resulted in significant root intrusion causing significant blockage and frequent, costly maintenance of the drain. Engineers evaluated the existing pipe and provided recommendations for replacement, researched right-of-way (ROW) and easement around the existing pipe alignment (the segment is located between the California Department of Transportation ROW for Highway 86s and Southern Pacific Railroad ROW), and provided design services for approximately 10,000 linear feet of replacement pipe varying in size from 30 inch to 18 inch diameter.

The Authority shall not be liable for compensation or indemnification to Consultant for injury or sickness arising out of performing services hereunder. Consultant expressly waives any claim Contractor may have to any such rights.

SECTION 9. STANDARD OF PERFORMANCE. Consultant represents and warrants that it has the qualifications, experience and facilities necessary to properly perform the Services required under this Agreement in a thorough, competent and professional manner. Consultant shall at all times faithfully, competently and to the best of its ability, experience and talent, perform all Services. In meeting its obligations under this Agreement, Consultant shall employ, at a minimum, generally accepted standards and practices utilized by persons engaged in providing services similar to the Services in the same geographic area as are required of Consultant under this Agreement, and shall use such skill, prudence, and diligence as other members of Consultant’s profession commonly possess and exercise. In addition to the general standards of performance set forth this section, additional specific standards of performance and performance criteria may be set forth in Exhibit “A” “Scope of Services” that shall also be applicable to Consultant’s work under this Agreement. Where there is a conflict between a general and a specific standard of performance or performance criteria, the specific standard or criteria shall prevail over the general.

SECTION 13. RESERVED
SECTION 14. CONFLICTS OF INTEREST.
(a) Consultant covenants that neither it, nor any officer or principal of its firm, has or shall acquire any interest, directly or indirectly, which would conflict in any manner with the interests of Authority or which would in any way hinder Consultant’s performance of the Services. Consultant further covenants that in the performance of this Agreement, no person having any such interest shall be employed by it as an officer, employee, agent or subconsultant. To the extent applicable, Consultant further covenants that it has not contacted with nor is performing any services, directly or indirectly, with any developer or property owner or entity owning property within the Authority (or a study area) and further covenant and agrees that it shall provide no service or enter into any agreement with any developer or property owner or firm or partnership owning property within the Authority or the study area prior to completion of work under this Agreement. Consultant further agrees to at all times avoid conflicts of interest or the appearance of any conflicts of interest with the interests of Authority in the performance of this Agreement. (b) Authority understands and acknowledges that Consultant may be, as of the date of execution of this Agreement, independently involved in the performance of non-related services for other governmental agencies and private parties. arrangement or financial inducement. No officer to employee of the Authority has or will receive compensation, directly or indirectly, from Consultant, or from any officer, employee or agent of Consultant, in connection with the award of this Agreement or any work to be conducted as a result of this Agreement. Violation of this provision shall be a material breach of this Agreement entitling the Authority to any and all remedies at law or in equity. (g)During the time of their tenure with the Authority and for one thereafter, no member, officer or employee of Authority, or their designees or agents, and no public official who exercises authority over or responsibilities with respect to the services under this Agreement shall have any interest, direct or indirect, in any agreement or sub-agreement, or the proceeds thereof, for work to be performed in connect with the services performed under this Agreement.

SECTION 15. CONFIDENTIAL INFORMATION; RELEASE OF INFORMATION. (a) All information gained or work product produced by Consultant in performance of this Agreement shall be considered confidential, unless such information is in the public domain or already known to Consultant. Consultant shall not release or disclose any such information or work product to persons or entities other than Authority without prior written authorization from the Executive Director, except as may be required by law.
(b) Consultant, its officers, employees, agents or subconsultants, shall not, without prior written authorization from the Executive Director or unless requested by the General Counsel of Authority, voluntarily provide declarations, letters of support, testimony at depositions, response to interrogatories or other information concerning the work performed under this Agreement. Response to a subpoena or court order shall not be considered "voluntary" provided Consultant gives Authority notice of such court order or subpoena.
(c) Consultant shall promptly notify Authority should Consultant, its officers, employees, agents or subconsultants be served with any summons, complaint, subpoena, notice of deposition, request for documents, interrogatories, request for admissions or other discovery request, court order or subpoena from any party regarding this Agreement and the work performed thereunder.

Authority retains the right, but has no obligation, to represent Consultant or be present at any deposition, hearing or similar proceeding. Unless Consultant is adverse to Authority, Consultant agrees to cooperate fully with Authority and to provide Authority with the opportunity to review any response to discovery requests provided by Consultant. However, this right to review any such response does not imply or mean the right by Authority to control, direct, or rewrite said response.
(d) If Consultant, or any officer, employee, agent or subconsultant of Consultant, provides any information or work product in violation of this Agreement, then

Authority shall have the right to reimbursement and indemnity from Consultant for any damages, costs and fees, including attorney’s fees, caused by or incurred as a result of Consultant’s conduct.

SECTION 16A. INDEMNIFICATION. (NON-DESIGN PROFESSIONALS) INDEMNIFICATION BY CONSULTANT. To the fullest extent permitted by law, Consultant shall indemnify, protect, defend (with legal counsel reasonably acceptable to Authority) and hold harmless Authority and any and all of its elected and appointed officials, officers, employees, representatives, volunteers and agents (“Indemnified Parties”) from and against any and all losses, liabilities, demands, cost and expenses, including attorney’s fees and costs, caused in whole or in part by the negligent or wrongful act, error or omission of Consultant, its officers, agents, employees or subconsultants (or any agency or individual that Consultant shall bear the legal liability thereof) in the performance of services under this Agreement. Consultant’s duty to indemnify and hold harmless Authority shall not extend to the Authority’s sole or active negligence or willful misconduct.

DUTY TO DEFEND. In the event the Indemnified Parties, individually or collectively, are made a party to any action, lawsuit, or other adversarial proceeding arising from the performance of the services encompassed by this Agreement, and upon demand by Authority, Consultant shall defend the Indemnified Parties at Consultant’s cost or at Authority’s option, to reimburse Authority for its costs of defense, including reasonable attorney’s fees and costs incurred in the defense of such matters to the extent the matters arise from, relate to or are caused by Consultant’s negligent acts, errors or omissions. Payment by Authority is not a condition precent to enforcement of this provision.

In the event of any dispute between Consultant and Authority, as to whether liability arises from the sole or active negligence or willful misconduct of Authority or its officers, employee, or agents, Consultant will be obligated to pay for Authority’s defense until such time as a final judgment has been entered adjudicating the Indemnified Parties as solely or actively negligent or to have acted with willful misconduct. Consultant shall not be entitled in the absence of such a determination to any reimbursement of defense costs including but not limited to attorney’s fees, expert fees, and costs of litigation.

SECTION 16B. INDEMNIFICATION. (DESIGN PROFESSIONALS)
IF THIS CONSULTANT IS A DESIGN PROFESSIONAL AS DEFINED IN CAL. CIV.

CODE § 2782.8, this Section shall supersede and replace all other indemnity provisions contained in the Authority's specifications, which shall have no force and effect.

DESIGN PROFESSIONAL INDEMNITY OBLIGATIONS. To the maximum extent permitted by law, Consultant shall defend, hold harmless and indemnify Authority, and any and all of its elected and appointed officials, officers, employees, agents, and designated volunteers (collectively, “Indemnitees”), from and against any and all claims, losses,

liabilities, damages, costs and expenses, including attorneys’ fees and costs, to the extent they arise out of, pertain to, or relate to the negligence, recklessness, or willful misconduct of Consultant
Consultant’s duty to defend shall consist of reimbursement of defense costs incurred by Agency in direct proportion to the Consultant’s proportionate percentage of fault.

Consultant’s percentage of fault, for both indemnity and defense, shall be determined, as applicable, by a court of law, jury or arbitrator. In the event any loss, liability or damage is incurred by way of settlement or resolution without a court, jury or arbitrator having made a determination of the Consultant’s percentage of fault, and the parties cannot mutually agree on Consultant’s percentage of fault, the parties agree to mediation with a neutral third-party to determine the Consultant’s proportionate percentage of fault for purposes of determining the amount of indemnify and defense cost reimbursement owed to the Authority.

APPLICABLE TO ALL CONSULTANTS:

PROMPT PAYMENT OF JUDGEMENT. Consultant shall promptly pay any judgment rendered against Authority or any Authority Personnel for any such claims or liabilities incurred due to Consultant’s.

CLAIMS. Any claim by Consultant against Authority hereunder shall be subject to Government Code §§ 800 et seq. The claims presentation provisions of said Act are hereby modified such that the presentation of all claims hereunder to the Authority shall be waived if not made within six (6) months after accrual of the cause of action.

SECTION 17. INSURANCE. Consultant agrees to obtain and maintain in full force and effect during the Term of this Agreement the insurance policies set forth in Addendum “1” “Insurance” and made a part of this Agreement. All insurance policies shall be subject to approval by Authority as to form and content. These requirements are subject to amendment or waiver if so approved in writing by the Executive Director. Consultant agrees to provide Authority with copies of required policies upon request.

INSURANCE DOES NOT EXCUSE INDEMNIFICATION OBLIGATION. Consultant’s obligation to indemnify shall not be restricted to insurance proceeds, if any, received by Consultant or Indemnitees. This indemnification obligation shall survive this Agreement and shall not be limited by any term of any insurance policy required under this Agreement.

NONWAIVER OF RIGHTS. Indemnitees do not and shall not waive any rights that they may possess against Consultant on the basis of acceptance by Authority, or the deposit with Authority, of any insurance policy or certificate required pursuant to this Agreement.

WAIVER OF RIGHT OF SUBROGATION. Consultant, on behalf of itself and all parties claiming under or through it, hereby waives all rights of subrogation and contribution against the Indemnitees.

SECTION 18. ASSIGNMENT. The expertise and experience of Consultant are material considerations for this Agreement. Authority has an interest in the qualifications and capability of the persons and entities who will fulfill the duties and obligations imposed upon Consultant under this Agreement. In recognition of that interest, Consultant shall not assign or transfer this Agreement or any portion of this Agreement, the performance of any of Consultant’s duties or obligations under this Agreement nor any monies due under this Agreement, without the prior written consent of the Authority, which may be given in the sole and absolute discretion of the Executive Director. Any attempted assignment shall be ineffective, null and void, and shall constitute a material breach of this Agreement entitling Authority to any and all remedies at law or in equity, including termination of this Agreement pursuant to Section 20 “Termination of Agreement.”
Authority acknowledges, however, that Consultant, in the performance of its duties pursuant to this Agreement, may utilize subconsultants. Before retaining or contracting with any subconsultant for any services under this Agreement, Consultant shall provide Authority with the identity of the proposed Subconsultant, a copy of the proposed written contract between Consultant and such subconsultant which shall include an indemnity provision identical to the one provided herein identifying Authority as an indemnified party, or an incorporation of the indemnity provision provided therein, and proof that such proposed subconsultant carries insurance at least equal to that required by this Agreement or obtain a written waiver from the Authority for such insurance.

Consultant may use assistants, under its direct supervision, to perform some of the services under this Agreement. Consultant shall provide Authority at least fourteen (14) days’ notice prior to the departure of such assistant from this employe.

Should such assistant leave Consultant’s employ, the Authority shall have the option to immediately terminate this Agreement. Upon such termination, Consultant’s sole compensation shall be payment for actual services performed up to, and including the date of termination or as otherwise agreed to in writing with the Authority.

SECTION 19. RESERVED
SECTION 20. TERMINATION OF AGREEMENT. (a)Authority may terminate this Agreement, with or without cause, at any time by giving prior written notice of termination to Consultant. In the event such notice is given, Consultant shall cease immediately all work in progress. (b)Consultant may terminate this Agreement for cause at any time upon thirty (30) days written notice of termination to Authority.

(c) If either Consultant or Authority fail to perform any material obligation under this Agreement, then, in addition to any other remedies, either Consultant, or Authority may terminate this Agreement immediately upon written notice. (d)Upon termination of this Agreement by either Consultant or Authority, all property belonging exclusively to Authority which is in Consultant’s possession shall be returned to Authority. Consultant shall furnish to Authority a final invoice for work performed and expenses incurred by Consultant, prepared as set forth in Section 4 “Compensation and Method of Payment” of this Agreement. This final invoice shall be reviewed and paid in the same manner as set forth in Section 4 “Compensation and Method of Payment” of this Agreement.
(e)Upon written notice, Authority may suspend all or any portion of Consultant’s performance under this Agreement at its sole option and for its convenience for a reasonable period of time not to exceed six (6) months. Authority will pay to Consultant a sum equivalent to the reasonable value of the services satisfactorily provided up to the date of suspension. Authority may rescind the suspension prior to or at six (6) months by providing Consultant with written notice of the rescission, at which time Consultant would be required to resume performance in compliance with the terms and provisions of this Agreement.

Consultant will be entitled to an extension of time to complete performance under this Agreement equal to the length of the suspension unless otherwise agreed to in writing by the Parties.

SECTION 21. DEFAULT. In the event that Consultant is in default under the terms of this Agreement, the Authority shall not have any obligation or duty to continue compensating Consultant for any work performed after the date of default. Instead, the Authority may give notice to Consultant of the default and the reasons for the default. The notice shall include the timeframe in which Consultant may cure the default. This timeframe is thirty (30) days, which may be extended or reduced, if circumstances warrant. During the period of time that Consultant is in default, the Authority shall hold all invoices and shall, when the default is cured, proceed with payment on approved invoices. In the alternative, the Authority may, in its sole discretion, elect to pay some or all of the outstanding invoices during the period of default. If Consultant does not cure the default, the Authority may take necessary steps to terminate this Agreement under Section 20 “Termination of Agreement.” Any failure on the part of the Authority to give notice of the Consultant’s default shall not be deemed to result in a waiver of the Authority’s legal rights or any rights arising out of any provision of this Agreement.

SECTION 22. EXCUSABLE DELAYS. Consultant shall not be liable for damages, including liquidated damages, if any, caused by delay in performance or failure to perform due to causes beyond the

SECTION 23. COOPERATION BY AUTHORITY. All public information, data, reports, records, and maps as are existing and available to Authority as public records, and which are necessary for carrying out the Services shall be furnished to Consultant in every reasonable way to facilitate, without undue delay, the Services to be performed under this Agreement.

Notwithstanding, the Executive Director shall have the authority to approve any amendment to this Agreement if the total compensation under this Agreement, as amended, would not exceed the Executive Director’s contracting authority under the Indio Municipal Code. All other amendments shall be approved by the Board. The Parties agree that the requirement for written modifications cannot be waived and that any attempted waiver shall be void.

SECTION 29. WAIVER. Waiver by any Party to this Agreement of any term, condition, or covenant of this Agreement shall not constitute a waiver of any other term, condition, or covenant. PROJECT UNDERSTANDING
Z&K understands that the Indio Water Authority (IWA) operates a complex and expanding groundwater-based water system serving a rapidly growing service area within the Coachella Valley. IWA’s mission to provide a reliable and sustainable water supply is supported by a network of wells, reservoirs, booster stations, and transmission pipelines that span multiple generations of infrastructure, from facilities constructed in the 1950s and 1960s to more recent system upgrades integrating modern controls, emergency power, and energy efficiency measures.

IWA’s water production and distribution system includes 20 active groundwater wells, multiple booster pump stations, and seven storage reservoirs, many of which are remotely monitored and controlled through SCADA, equipped with variable frequency drives, chlorine injection systems, and standby generators to ensure uninterrupted service during power outages. Several facilities, such as Plant 1, Plant 3, and Plant 4, combine older infrastructure with ongoing upgrades, requiring careful sequencing, constructability review, and close coordination with operations staff during construction activities.

Water System, Utility & Infrastructure Improvements | IWA’s capital improvement efforts focus on maintaining and upgrading wells, reservoirs, booster stations, and transmission infrastructure to support system reliability, redundancy, and future growth. Projects often involve working within active facilities, integrating new pumps, motors, electrical systems, and control equipment while maintaining continuous water service. Construction and Project Management services must emphasize field coordination, quality control, safety oversight, and documentation accuracy to ensure improvements meet performance requirements and regulatory standards.

Operational Coordination, Electrical & SCADA Considerations | Many IWA facilities rely on electrical upgrades, emergency generators, and SCADA-based controls to maintain operations during normal and emergency conditions. Construction activities frequently require coordination around shutdowns, testing, commissioning, and phased cutovers. Z&K understands that successful delivery of these projects depends on strong communication between contractors, inspectors, project managers, and IWA’s Operations and Engineering staff to minimize risk and service disruption.

Growth, Capacity & Future System Needs | As one of the fastest-growing municipal utilities in the Coachella Valley, IWA continues to expand its system to serve new development, particularly north of Interstate 10. Projects such as the Lost Horse Reservoir, IWA’s first elevated reservoir, reflect the Authority’s focus on increasing storage capacity, system resiliency, and service to new growth areas while incorporating seismic protection and automated controls
Project Controls, Documentation & Compliance | IWA’s capital projects require thorough documentation to support contract administration, regulatory compliance, and long-term asset management. Accurate tracking of schedules, costs, RFIs, submittals, change orders, inspection reports, and closeout records is critical to maintaining transparency, audit readiness, and institutional knowledge. Z&K understands the importance of disciplined documentation practices and consistent reporting to support IWA’s Engineering and Water Resources Division.

Understanding IWA’s On-Call Service Needs | Z&K understands that IWA requires an oncall partner who can quickly initiate task orders, provide flexible staffing, and deliver consistent Construction and Project Management coverage across a range of project types and complexities. The Authority’s needs demand a consultant capable of coordinating with Engineering, Operations, and Information Systems staff; managing contractors in live facilities; and maintaining clear, proactive communication at all times.

TASK ORDER APPROACH
Z&K’s task order approach is designed to provide the Indio Water Authority with flexible, efficient, and responsive access to Construction and Project Management support as needs arise. Our process emphasizes clear alignment at the outset of each task order, proactive communication throughout execution, and consistent documentation to support transparency and accountability. This structured yet adaptable approach allows IWA to initiate work quickly, adjust priorities as needed, and maintain confidence that each assignment is being managed effectively from start to closeout.

1. Task Order Request | Task orders are initiated by Indio Water Authority staff based on project needs, priorities, and timing. Requests may involve short-term support, ongoing construction oversight, or multi-phase assignments. Z&K responds promptly to confirm availability and understand the general objectives, urgency, and operational considerations associated with the request.

2. Scope & Staffing Alignment | Following task order initiation, Z&K coordinates directly with IWA staff to confirm the anticipated level of effort, schedule constraints, and required staff roles. Z&K prepares a concise task order work plan outlining staffing assignments, key milestones, communication protocols, and reporting expectations. This step ensures clear alignment on expectations while minimizing administrative burden for IWA.

3. Task Order Execution | Once authorized, Z&K executes the task order with a designated Project Manager serving as the primary point of contact. Z&K maintains proactive communication with IWA Engineering and Operations staff, provides regular status updates, and adjusts staffing as needed to respond to changing conditions or priorities. Throughout execution, activities and decisions are documented in accordance with IWA standards to maintain transparency and accountability.

4. Closeout & Documentation | Upon completion of the task order, Z&K supports closeout through confirmation of deliverables, completion of required documentation, and final reporting. Lessons learned are captured as appropriate to support continuous improvement on future task orders. This structured closeout process ensures a smooth transition to subsequent project phases or additional assignments.

COMMUNICATION, COORDINATION & COMMUNITY OUTREACH
Z&K emphasizes clear communication and proactive coordination across all on-call assignments to support efficient project delivery and positive working relationships. A designated Project Manager serves as the primary point of contact for each task order, facilitating streamlined communication between IWA Engineering, Operations, Information Systems staff, contractors, and stakeholders. Regular status updates are provided in IWA’s preferred format to keep staff informed without unnecessary administrative burden. Z&K coordinates closely with operations staff to plan sequencing, shutdowns, and field activities that minimize service impacts and maintain system reliability. When projects involve public-facing work or may affect customers or nearby residents, Z&K supports community outreach in coordination with IWA staff by assisting with advance notifications, construction schedules, and field coordination. This approach helps manage expectations, address inquiries, and reduce disruptions during construction.

QUALITY ASSURANCE & RISK MANAGEMENT
Z&K integrates quality assurance and risk management practices into every on-call assignment to support consistent performance, regulatory compliance, and protection of IWA’s assets. Our approach emphasizes early identification of potential risks, verification of work activities against approved documents, and clear documentation of decisions and field conditions. Quality assurance measures include standardized reporting, review of key submittals and RFIs, verification of inspection records, and periodic internal oversight to confirm alignment with IWA standards. Potential risks related to schedule, cost, constructability, and operational impacts are identified early and addressed collaboratively with IWA staff and contractors to minimize disruptions and avoid delays. Through disciplined documentation and consistent oversight, Z&K supports informed decisionmaking and successful project delivery.

STAFF REPORT
To: City Council
From: Bryan H. Montgomery, City Manager
Prepared by: Brian Halvorson, Dir. Of Community Development Subject: Community Development Block Grant Annual Action Plan Fiscal Year 2026- 2027, Part 1 of 2, requesting guidance from City Council.

RECOMMENDATION:

Conduct the first of two (2) Public Hearings to solicit City Council and community input necessary for the preparation of the City's Community Development Block Grant (CDBG) Annual Action Plan, and other Entitlement Documents needed for the City to retain its designation as an entitlement community from the U.S. Department of Housing & Urban Development (HUD).

SUMMARY:

This Public Hearing serves as the first of two (2) public hearings the City is required to conduct as part of the preparation and approval process for the City’s Annual Action Plan, which serves as the City’s application to the U.S. Department of Housing & Urban Development (HUD) for an allocation of Community Development Block Grant (CDBG) Funds. This Public Hearing seeks input from the public and the City Council on proposed programs, projects, and activities to be funded from July 1, 2026, through June 30, 2027 (FY 26/27).

BACKGROUND INFORMATION:

Since Fiscal Year 2009-2010 (FY 09/10), the City has received a direct annual allocation of Community Development Block Grant (CDBG) Funds from HUD. To receive funding, the City must submit an Annual Action Plan to HUD by mid-May of each year. Preparation of the Annual Action Plan requires the City to follow a public participation process based on the City’s adopted Citizen Participation Plan (CPP). Consistent with the City’s CPP, this public hearing is the first of two required by HUD to meet HUD’s public participation requirements. 5-Year Consolidated Plan and Corresponding Annual Action Plans In July 2024, the City Council approved the latest 5-year Consolidated Plan, FY 2024-2029, required by HUD. The Consolidated Plan identified the established priorities for the City’s use of CDBG funding during the term of the Consolidated Plan, with FY 26/27 representing the third program year of the Consolidated Plan.

The current Consolidated Plan identified five (5) essential types of priorities that need to be addressed over the 5-year implementation period as follows:
 Provide decent, affordable housing
 Maintain and promote neighborhood perseveration
 Support social services and programs
 Construct or upgrade public facilities and infrastructure AGENDA ITEM #10.1
Community Development Block Grant Annual Action Plan Fiscal Year 2026-20... Page 521 of 574  Improve accessibility
The Consolidated Plan also identified several target populations, which include extremely lowincome and low-income households, persons experiencing homelessness, seniors and the elderly, youth, and persons with disabilities.

As of the date of this staff report, HUD has yet to announce the amount of funding that may be available for the next Annual Action Plan period. However, for initial planning and discussions, staff are proceeding with HUD’s recommendation that the City assume next year’s funding will be similar to the amount received in the current fiscal year (FY 25/26), which was $748,597.00. This figure may change when a final funding recommendation is presented to the City Council in April 2026.

Please note that additional input from the City Council and City Manager over the next several weeks will help finalize the HUD application. The City Council will have the opportunity to consider and approve the funded projects and the Entitlement Documents at the second public hearing, anticipated for April 15, 2026.

Executive Summary
AP-05 Executive Summary - 24 CFR 91.200(c), 91.220(b)

1. Introduction
The Annual Action Plan must provide a concise summary of the federal resources expected to be available. These resources include Community Development Block Grant (CDBG) Funds, anticipated program income, and other resources such as private and non-federal public sources that are reasonably expected to be available to the City of Indio to carry out its Strategic Plan contained in the 2024-2029 Five Year Consolidated Plan, over the course of the HUD Program year 2026 (corresponding to the City’s Fiscal Year 2026-2027—FY26/27). The CDBG allocation for this period will be $748,597.

2. Summarize the objectives and outcomes identified in the Plan This could be a restatement of items or a table listed elsewhere in the plan or a reference to another location. It may also contain any essential items from the housing and homeless needs assessment, the housing market analysis or the strategic plan.

In June 2024, the City Council approved a 5-Year Consolidated Plan, as required by the US Department of Housing and Urban Development (HUD) that identified the priorities for the City’s use of CDBG funding during the term of the ConPlan. The City identified the following general objectives to be addressed during the 5-year planning period. • Public infrastructure improvement projects in residential neighborhoods such as sidewalk improvements and street rehabilitation projects.
• Affordable housing programs, especially targeting extremely low- and low-income households, including home-ownership programs; and,
• Increased public services through local non-profits, particularly services and programs for homeless families and individuals; and
• Economic Development activities that create jobs and support small businesses owned by women, minorities and/or low-to-moderate income individuals.

3. Evaluation of past performance
This is an evaluation of past performance that helped lead the grantee to choose its goals or projects.
