Proposal to Provide On-Call Planning Consultant Services May 12, 2025 ▪ 1 City of Jurupa Valley
B. General Qualifications
This proposal presents a comprehensive and experienced project team comprising irms with long- standing expertise in planning, environmental analysis, GIS, landscape architecture, and urban design.

Each team member brings proven success in implementing planning and community development initiatives across Southern California, with specialized skills aligned with the City’s scope of services.

Detailed qualiications for individual team members are presented in the Appendix; what follows immediately below is a summary of each irm’s qualiications, ofice locations, years in business, service areas, and recent relevant project experience.

Civic Solutions – Sub Areas A, B, C
Civic Solutions is a planning and community development consulting irm that provides comprehensive planning and entitlement services to municipalities and other public agencies. Serving numerous jurisdictions allows us to bring broader perspective to our clients and projects, giving us the ability to use the best practices of the planning profession for the beneit of the community.

Civic Solutions, Inc. was established in 1991 and has maintained its focused commitment to serve public agencies for over 30 years. The irm was established around the principle that community planning and development ultimately serve the public interest. We are a local business with company headquarters in Ladera Ranch and a satellite ofice in the City of Ontario. Guided by the company philosophy that planning is for people, Civic Solutions is ideally equipped to successfully complete community development projects to the satisfaction of our clients and the communities we serve. We provide “added value” service in all planning functions. The experienced professionals who staff our irm have extensive backgrounds in public sector service. Our services include all functions of a municipal planning department, including advance and current planning, and entitlement/discretionary case project management.

Relevant Experience
The following are recent examples of work performed for various agencies that are consistent with the City’s current need.

Sub Area A: Advance Planning and Special Projects Services With a proven track record of successful performance throughout Southern California, Civic Solutions is exceptionally well qualiied to support the City’s advance planning initiatives, including but not limited to work on the general plan, zoning ordinance, speciic plans, community/area plans, and other land use policies.
• City of Norco General Plan Update: Through an expansive year-long public engagement process, the consultant/City team clarified the community’s vision and core values for a unique, semi-rural small town with a powerful focus on preserving and supporting its equestrian and agrarian lifestyle. The General Plan is not aimed at changing anything fundamental to Norco; rather, the overarching intent is to protect and enhance the City’s agricultural and equestrian lifestyle and to maintain fiscal sustainability to pay for the lifestyle that residents enjoy, including trails and open space amenities. The primary Regular City Council Meeting - June 5, 2025

Page 376 of 1132 ends

opportunities for economic development are along the City’s commercial corridors, and the key areas of discussion focused on enhancement opportunities that are consistent with Norco’s small town, semi-rural character and how to make best use of Norco’s commercial corridors to help generate revenue for the City while preserving and enhancing the character and values of Norco. While there are many clear points of consensus among community members, there remained some areas of competing interests, and the focus of community discussion was on how best to balance the competing interests, economic realities, and values of the community. We will draft the General Plan in the coming months, and adoption is expected in late 2025.
• City of Rancho Cucamonga General Plan Update: This General Plan focuses on organizing growth within Centers, Corridors, and Districts, aiming to transform auto-dependent suburban arterial corridors and commercial strips into walkable, mixed-use places, while protecting the character of existing neighborhoods. As part of this update, the Civic Solutions team prepared detailed vision plans for eight Focus Areas. Jean has continued to work with the City to manage the preparation of detailed master implementation plans for two of those areas. The City Council enthusiastically and unanimously adopted the General Plan in December 2021. It has since been recognized with SCAG’s 2022 Sustainability Award for Efficient and Sustainable Land Use, as well as the National APA Sustainable Communities Division award for Citywide Plan.
• City of Jurupa Valley Pedley Town Center Plan and Citywide Corridors Plan: Civic Solutions’ Vice President, Jean Ward, is currently directing a Citywide Corridors Plan and recently completed the Pedley Town Center Plan for Jurupa Valley to guide the transformation of suburban development built under Riverside County standards to the “semi-rural small town” that residents envision. The City of Jurupa Valley spans approximately 45 square miles between the Southern California cities of Ontario and Riverside. Much of the city’s area is made up of either semi-rural equestrian properties or conventional suburban development; however, specific areas like Pedley, due to their history and location, began as small, traditional centers of commerce and activity. The Pedley Town Center Plan is designed to be a tool for clearly articulating an implementation- focused, community-based vision to guide the future of the Pedley area, and to preserve and enhance its many unique characteristics and attributes, including the equestrian character and trail connections and the Metrolink station, which provides regional access. The Pedley Town Center Plan will be adopted this year as part of the City’s General Plan, the first of three “town center plans” in the City. The Citywide Corridors Plan presents an opportunity to address the functional and aesthetic characteristics of the City’s major corridors, rather than viewing the streets solely as transportation infrastructure that moves cars around.

Preparing a long-range plan for the City’s major corridors will provide customized Jurupa Valley Street Standards that can accommodate the necessary vehicular traffic while also supporting pedestrian, transit, bicycle, and equestrian modes, and reflecting the community’s semi-rural character.

This project was completed 100% remotely, including meetings and training with many City staff over a 12-month period. Eckersall also provided essential ArcGIS Enterprise support to ensure all technologies were working properly across a complex network configured for High Availability.

In 2022, the City again selected Eckersall, as a subcontractor to Psomas, to create an all-new web application to display locations, photos, and reports of approximately 1,200 historically signiicant properties within the City. Eckersall provided all required work including database design, a nightly Python ETL script, ArcGIS Enterprise coniguration, Geocortex Web 5.x development, documentation, and videos.
• City of Tustin – GIS Consulting and Web Development: The City of Tustin retained Eckersall to replace its prior GIS Consultant. Eckersall was chosen based on a search and positive feedback from neighboring cities. The City needed a more responsive and capable local firm to assist multiple departments with GIS technology. On November 7, 2023, the day of the project’s kick-off meeting with IT staff, the North Hangar caught fire, and four days later, Eckersall was providing GIS services 7 days per week to help visualize and report on incoming debris reporting from nearby residents. Eckersall uploaded data and map exhibits to Orange County Fire Authority (OCFA) on a nightly basis to prepare for their daily status update news conferences. That effort continued through Thanksgiving weekend and into early December.

Since that time, Eckersall has completed projects for Community Development, Police, Public Works, and the City Manager’s office. They also documented the various GIS technologies, data, and procedures necessary for daily functions. Eckersall continues to automate as many of the standard procedures as possible, allowing for a much more current operational GIS.

Eckersall recently updated the Tustin Police Department map used by their Computer Aided Dispatch (CAD) Map in the dispatch center and patrol cars. This mapping was in-progress by the previous GIS consultant but was in an incomplete state. Eckersall updated the parcels, addresses, landmarks, housing tract boundaries, and business names. Finally, they updated map symbology and labelling settings to improve the appearance, performance, and overall usability for all users in the Department. The updated mapping went live in August 2024.

In addition, Eckersall recently completed the City’s Historic Resources Survey website using the ESRI Story Map technology. The site was another project in an incomplete state.

Eckersall has completed the inal tuning for the site to go live and will perform additional work to enhance and update the site going forward.

PlaceWorks – Sub Area D
In business since 1975 and with a local ofice in Chino, California, PlaceWorks is a 100% employee- owned planning, design, and environmental consulting irm offering a full complement of professional services structured under the three primary service disciplines of Community Planning, Design, and Environmental. PlaceWorks’ Environmental Services Team comprises highly educated and experienced planners, engineers, scientists, designers, and other specialists who are experts in the full range of California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) environmental documentation, as well as technical studies that support them: Air Quality, Greenhouse Gas Emissions (GHG), Energy, Noise/Vibration, Hydrology/Water Quality, Health Risk Assessment, Wildire and Safety, and Visual Impact Analyses (shade/shadow, light/glare, visual simulations, drone photography). PlaceWorks also has a long history of working with subconsultants to provide technical reports for those disciplines it does not cover in-house such as transportation, biological and cultural resources, geotechnical, and civil/infrastructure.

PlaceWorks’ staff bring rigorous methodologies to bear on the evaluation process. In the context of increasing litigation of environmental documentation, the irm knows this expertise is critical to maintaining analytically thorough and defensible documents. Further, PlaceWorks offers ancillary services, such as environmental due diligence and water quality permitting, drawing from the breadth of its in-house technical expertise.

PlaceWorks has completed thousands of environmental documents and risk analyses – from CEQA/NEPA documentation, environmental site investigations and remediation, and health risk assessments to landscape architecture and transportation and bicycle plans. A dedicated in-house team consists of project managers, environmental planners and scientists, licensed engineers, environmental assessors, registered geologists, designers, economists, and air quality/GHG and noise modeling experts.

PlaceWorks stays current with ever-changing state requirements, amendments to these requirements, and court interpretations so they can navigate the complexities of environmental planning, avoid pitfalls, and expedite approvals in a cost-eficient manner.

Relevant Experience
PlaceWorks is very familiar with the environmental concerns of the City of Jurupa Valley. having completed the EIRs for the Agua Mansa Commerce Park Speciic Plan EIR, the Etiwanda/Country Village Truck Restriction Ordinance EIR, and most recently the Pedley Town Center Plan GPEIR Addendum. Other recent relevant projects include the Reimagining of the Corona City Park project in the City of Corona, the Ontario Sports Complex EIR in the City of Ontario, the City of Eastvale General Plan, and the Rancho Cucamonga General Plan EIR.
• Agua Mansa Commerce Park Specific Plan EIR: In northeast Jurupa Valley, Riverside County, the Agua Mansa Commerce Park Specific Plan proposed to develop an industrial park with general warehousing and light industrial uses, a business park, and a 70.9-acre open space/recreational park area. Most of the project area was occupied by a cement plant Regular City Council Meeting - June 5, 2025

that had been in operation since 1909, and a quarry was on the site. Both had been closed, but the cement plant’s uncovered dust piles held pollutants that required thorough remediation. Extensive grading was needed to level the quarry, and this grading and demolition of the cement plant would create substantial air quality and GHG emissions impacts. The project proponent entered a voluntary site cleanup program with the Department of Toxic Substances Control (DTSC) to meet the stringent regulatory requirements and mitigate potential hazards and hazardous materials impacts. PlaceWorks worked closely with the City of Jurupa Valley, the DTSC, and the project proponent to disclose the impacts and remediation of the recently closed quarry and cement plant in the EIR. The EIR also detailed the phasing and interaction of the demolition, grading, remediation, and development activities.
• Etiwanda Avenue Truck Ordinance EIR: In 2011, Riverside County approved the Mira Loma Commerce Center, a warehousing and distribution facility adjacent to residential uses.

The Center for Community Action and Environmental Justice (CCAEJ) filed a lawsuit against the county and the city of Jurupa Valley – which had incorporated in the meantime – and the city became a party in the settlement agreement with CCAEJ and the county. The city conducted traffic, noise, and air quality studies for the potential impacts of an ordinance to restrict trucks over 16,000 pounds from part of Etiwanda Avenue. The initial evaluation determined that such an ordinance would divert truck traffic to other sensitive areas in the city and affect surrounding jurisdictions. Ultimately, an EIR was needed to fully evaluate potential impacts. With the city, PlaceWorks conducted public and stakeholder agency scoping meetings. PlaceWorks teamed with Iteris, who had performed the initial traffic analysis. The analysis evaluated the beneficial impacts to the originally affected residential areas as well as the potential adverse impacts to other sensitive land uses within and surrounding Jurupa Valley. Impact analysis included potential impacts to Ontario, Fontana, and Eastvale.
• Eastvale 2040 General Plan: PlaceWorks worked with a team to develop a comprehensive update to the general plan for the City of Eastvale. The updated general plan provided the first city-specific plan since incorporation in October 2010. The plan acknowledges that the city cannot expand its boundaries and must make efficient use of the remaining vacant land.

Following online polling and several public outreach meetings, the public and the council determined that intensification of land uses near existing commercial centers would both help the city maintain fiscal sustainability and provide options for future development. The update process included the award-winning Clear Vision series, where topic experts on community health, housing, and design provided webinars that were recorded and posted on the general plan update website. Extensive input from the community also involved interviews with community champions who helped guide the initial policy discussion. The outreach process – conducted during COVID – included foreign language presentations in Spanish and Mandarin. The updated General Plan was adopted in March 2024. • City of Ontario Sports Complex EIR: The Ontario Regional Sports Complex proposes state- of-the-art recreational amenities and a new Minor League Baseball Stadium in the rapidly urbanizing Ontario Ranch area. Anchored by the 6,000-capacity baseball stadium, the complex also provides restaurant and retail opportunities and new city recreational facilities – new game fields, a park, indoor and outdoor hardcourts, a skate park, and an Regular City Council Meeting - June 5, 2025

aquatics center. PlaceWorks led the CEQA process on an expedited (10-month) schedule and facilitated the land use changes needed to accommodate the project. The complex presented some imposing challenges. The housing element identified the site for residential, including affordable units. To comply with state law, the density was increased on another 94-acre site and the EIR evaluated the impacts of the general plan amendment and rezoning. Substantial traffic and vehicle miles traveled for youth sports and stadium events required consideration of mitigation such as transportation demand management and a Parking & Event Traffic Management Plan. To disclose potential noise impacts, the EIR included graphical noise contours of noise during youth sports and stadium events. It also evaluated the impacts of expanding the offsite sewer line, which in turn required evaluation of additional biological resources impacts, including wetlands. PlaceWorks helped organize and lead two scoping meetings, whose feedback helped inform the project, and also prepared a complex construction health risk assessment and air quality/GHG emissions modeling for five proposed, overlapping construction phases; modeled lighting to determine impacts; and prepared a water supply assessment.

D. Approach
The Civic Solutions Team is pleased to provide the following summaries of how we will approach work to be performed in our respective sub areas. As seen, we are exceptionally well-qualiied to provide these services to the City of Jurupa Valley, based on our extensive experience and dedicated professional staff. Please see Section F, Fee Schedule on page 48 for proposed billing rates.

Sub Area A: Advance Planning and Special Projects Services Civic Solutions
Civic Solutions’ approach to successful outcomes for advance planning projects requires leadership, clear communication, and a high level of collaboration, combined with technical planning experience to work with the multi-disciplinary teams and various agency departments. Civic Solutions relishes opportunities to work creatively and interactively with City staff, specialized consultants, and City boards and commissions to ind policy and design solutions that meet the City’s vision and objectives while also responding to the practical considerations of development feasibility, contextual awareness, and municipal inances.

Civic Solutions’ Vice President, Jean Ward, provides advance planning and project management services to our public agency clients. As embedded staff for several cities in Southern California and as the manager of multi-disciplinary teams, she has directed general plan updates and amendments, area plans, form-based codes, speciic plans, housing elements, focused land use studies, objective design standards, assessment of legislative requirements and other complex planning projects. She regularly presents before boards, committees, commissions, and the city council, and has directed numerous public engagement efforts. This experience has provided Ms. Ward with valuable local knowledge and insight into each City’s goals and aspirations, community dialogue and perspectives, and existing plans, policies, regulations, and processes. In addition, Ms. Ward quickly builds relationships with staff in all city departments, allowing her to form a seamless team with city staff and lead projects eficiently and effectively. Through her consulting management experience, she works regularly with outside agencies, community groups, and organizations, and understands the communication needed to prepare and implement long-range planning projects. Ms. Ward is an experienced and responsive Project Manager who can successfully collaborate with City staff, a multi-disciplinary team of specialists, and the community to create forward-thinking plans and implementation efforts that relect the unique goals and vision of the community.

Civic Solutions is currently providing support to Jurupa Valley for advance planning and special projects. Ms. Ward is currently managing several long-range planning efforts in Jurupa Valley to implement the vision and programs of the General Plan. These include the Pedley, Rubidoux, and Glen Avon Town Center Plans, the Citywide Corridors Plan, the Town Center Implementation Form-Based Zoning, and the Santa Ana River Master Plan. Ms. Ward also prepared the City’s 2021-2029 Housing Element and associated housing-related code amendments to meet current state law, and has worked on numerous other legislative amendments and special projects in Jurupa Valley over the past 8 years.

Civic Solutions’ Tamara Campbell, Adam Pisarkiewicz, Lorene Kellogg and Matthew Ozyilmaz have been working with the City of Jurupa Valley by assisting with multiple long-range and housing administration projects including zoning code amendments related to Housing Element implementation programs, wireless telecommunications facilities, recycling collection facilities, and Regular City Council Meeting - June 5, 2025

updates to the City's Safety Element. Mr. Pisarkiewicz is currently preparing comprehensive amendments to the City’s Zoning Code to “clean up” and reorganize the code, which was inherited from Riverside County upon the City’s incorporation. Over the past decade, the City has been slowly adopting new ordinances and provisions in a piecemeal manner to localize the zoning and development review processes and keep up to date with state law. This reorganization effort will create clear, organized chapters and sections following current best practices for development codes, and making use of the code much easier for staff and applicants.

Eckersall
The Eckersall methodology is to thoroughly understand the client’s needs, establish clear requirements, and develop an effective plan to fulill those requirements, now and far into the future.

Effective teamwork between Eckersall’s staff and clients is crucial during all phases of a project.

Ultimately, Eckersall will ensure the requirements and implemented solution will be the client’s own rather than Eckersall’s. Eckersall will also document all data, software, and processes, providing meaningful knowledge transfer so clients can take over as much of the day-to-day GIS system as is practical.

While every GIS project is unique, Eckersall follows a consistent and repeatable process for each:

1. Collaboration: Provide meeting agendas one week in advance to ensure the right people are available and are prepared. Meeting minutes are provided after each meeting.

Eckersall endeavors to involve as many of their clients’ hands-on staff as possible in meetings, while recognizing their time is valuable. Multiple smaller meetings with staff at their ofices frequently results in more information and ultimately a better understanding for all.

2. Documentation: Eckersall works with clients to develop a plan that details how to move forward. This may be a one-page to-do list, a project schedule, or a 100-page Strategic Plan.

Eckersall values clear and concise documentation over “luff” in any form. All documenta- tion produced is relective of their client’s needs.

3. Execution: Whether the project involves data, software, or other work, Eckersall follows the documented plans while recognizing the reality that no project is ever 100% “by the book.” When deviations are required, Eckersall will discuss with clients and update the documentation to incorporate changes. The overarching goal is to produce effective solutions that help clients solve real-world problems more effectively. This goal drives every step of the execution phase.

4. Communication: Throughout projects, Eckersall provides frequent and effective communication as-needed, along with weekly reports detailing the following:
a. What has been accomplished this week?
b. What shall be accomplished next week?
c. Challenges or barriers to progress
d. Needs from client or other parties.
e. Project budget

5. Close-out: As projects end, inal documentation is typically derived from original documents relecting inal deliverables. This is akin to “as-built” or record construction plans relecting inal construction, which frequently deviates from an initial design.

Eckersall also ensures key client staff is trained, and client IT staff receives technical training and documentation. Finally, Eckersall creates short 3- to 5-minute videos for end users and IT staff.

6. Measuring Success: Eckersall measures the success of each engagement with the following four measures:
• Quality: Has work reflected ample communication, effective design, seamless implementation, and useful documentation?
• Value: Has it been cost-effective? How many staff members use Eckersall’s solutions daily? Can work be reused by the client in the future?
• Growth: Have clients’ staff been helped to a new level as a result of this engagement? Has clientstaff learned new insights?
• Satisfaction: Is the client satisfied enough to contract with Eckersall again, and are they eager to share their experience with other potential clients? Sub Area B: Planning Staff Augmentation (Current Planning) Civic Solutions
Civic Solutions continues to stand ready to assist the City of Jurupa Valley Community Development Department on a wide variety of current planning initiatives, ranging from the provision of zoning information to development project management, to plan check, and construction phase ield inspections. The approach to this engagement will exhibit lexibility to the City’s needs. Upon notiication from the City’s Project Manager, we will be available to discuss short- and long-term assignments. Civic Solutions’ staff will be available to work on site, remotely, or a combination of the two. In all assigned responsibilities, our staff will conform to the City’s standards for turnaround times, schedules, and email/voicemail response times.

Ensuring our services are timely and on budget is important, and these are typically tracked on a monthly basis through our invoicing system. Within 15 days of the end of every month, Civic Solutions will provide an invoice for work performed so that both the City’s staff and ours can keep an eye toward the critical metrics of time and cost. For general planning services (e.g., providing part-time public counter support), a speciic budget alone is typically suficient to ensure management of professional services.

To ensure clear lines of communication between staff, unless otherwise arranged, all operational direction will be provided by and between the City’s and Civic Solutions’ Project Managers on a weekly or bi-weekly basis. Periodic written progress reports may also be provided on larger, more complex projects. In the event our staff is working on current planning assignments, guidance may be provided by the City’s Project Manager. Budget status will be provided in the form of monthly invoices.

As a contractor to the City, Civic Solutions’ objective is to provide excellent professional planning services that meet or exceed the City’s and its customers’ expectations, and part of that is aways Regular City Council Meeting - June 5, 2025

recognizing that our business serves as an extension of staff and represents the City exceptionally well.

As with City staff, we are fully committed to serving the City of Jurupa Valley in the public interest.

In the event there is need to assign different or additional Civic Solutions staff members to work in this contract, such change will be preceded by direct communication as soon as possible between the City and Civic Solutions. The City will be provided with additional resumes, and will have the opportunity to meet with and approve each candidate prior to commencement of work.

Sub Area C: Entitlement Processing: Mixed Use and SB 330 Development Applications Civic Solutions
Civic Solutions has provided talented professionals to support public planning agencies in California for over 30 years. We provide planning services for municipal clients in such a way as to integrate completely into the City’s organization and structure. Civic Solutions’ entitlement project management services include managing complex development projects including Speciic Plans, mixed-use developments, SB 330 projects, and other development applications seeking to leverage new state housing laws.

City planning is typically a collaborative effort. Applications, plans, or questions relate to more city functions than just planning. Civic Solutions works collaboratively with other city departments, and outside agencies, to ensure timely review and consistency of comments and development of conditions. Civic Solutions’ planners are adept and practiced in overall development application project management and are experienced at working closely with outside consultants, developers, and design professionals. Civic Solutions believes that it is important to keep communication open and frequent among all interested parties. We have a team of professional planners who are trained and experienced to assist in all aspects of development and project review.

Civic Solutions’ team is familiar with all of the City’s processes related to development application review including technical assistance, required forms, regulations, and procedures. Civic Solutions staff assumes full responsibility to serve as project manager for each case, handling every aspect of the process including initial screen check and analysis; environmental review and management; interagency review and coordination; staff report, resolution, and conditions of approval preparation; community outreach and public presentations; closeout documentation; and completion of the plan check process.

Sub Area D: Environmental Planning Services
KPC EHS Consultants
KPC’s approach will be to prepare thorough and objective environmental documents that have a high level of legal defensibility.

KPC’s staff has a strong skill set in CEQA compliance for various project types as well as familiarity with the City of Jurupa Valley through KPC’s current roles as CEQA Administrator and Senior CEQA Project Manager preparing all of the City’s CEQA compliance documents, providing oversight for all third-party environmental impact reports, and managing day-to-day environmental planning tasks.

Not only is the KPC team experienced with providing assistance to the City of Jurupa Valley, other Regular City Council Meeting - June 5, 2025

public agencies they routinely assist are located throughout Los Angeles, San Diego, San Bernardino, and Riverside counties in the implementation and compliance of CEQA.

The methodology used by KPC starts with a comprehensive analysis of a proposed project’s preliminary application, plans, land use, zoning, and the General Plan to determine consistency with the lead agency’s General Plan, zoning, ordinances, and policies. Following the initial review, a CEQA Determination Memorandum is issued with preliminary indings on the appropriate CEQA document, required technical studies, Tribal notiication requirements under AB52 and/or SB18 as necessary to prepare and complete the required environmental document(s) in accordance with CEQA, Appendix G Checklist of the CEQA Guidelines, and the City’s adopted CEQA Guidelines. Regular communication with the assigned planner is maintained to ensure all tasks are completed as scheduled. KPC will also review all “Technical Reports” to ensure that each report has been prepared utilizing accurate and veriiable ield techniques and professional work performance standards and are prepared in conformance with all applicable CEQA requirements
To support the completion of environmental documents KPC can prepare technical reports either in- house or through existing partnerships with established specialty irms. KPC provides support for City staff to provide advice and technical assistance in compliance with federal, state, regional, and local regulations. KPC also assists during Tribal consultations and has familiarity and positive working relationships with the Tribes culturally and traditionally afiliated with Southern California and more speciically within the City of Jurupa Valley’s boundaries.

KPC will provide environmental planning services assisting and advising staff with a project’s preliminary review, drafting the appropriate CEQA document, publishing for public review, responding to comments, attending public hearings/meetings, and properly documenting the inal certiication or adoption as required.

PlaceWorks
As a full-service planning irm, PlaceWorks staff are well versed in all levels of planning, from current short-term projects to advance planning efforts such as general and speciic plans. PlaceWorks understands the cost of entitlement and strives to leverage every pre-existing study or certiied document applicable to a project. Only when no relevant analysis can be repurposed does PlaceWorks recommend preparing new studies. They are realistic when evaluating environmental impacts. Many agencies default to familiar level of CEQA compliance, such as an IS/MND without considering CEQA streamlining opportunities. As an extension of staff, PlaceWorks believes it is their duty to identify streamlining opportunities and explain the associated risks with each one. PlaceWorks’ goal is to always represent the most cost-effective approach to CEQA compliance.

An example of PlaceWorks’ approach is their pioneering use of exemptions to adopt Housing Elements during the sixth cycle. The sixth cycle was challenging for many agencies who faced tight deadlines, compliance dificulties, and limited time for traditional environmental reviews. PlaceWorks evaluated Housing Elements and was able to explain that in most instances there was minimal change from what was already evaluated in the General Plan EIR. This was not easy as most agencies expected at least an IS/MND, and PlaceWorks often had to demonstrate to counsel, as well as staff, that an exemption or Addendum was adequate, even if there were land use changes. PlaceWorks’ approach signiicantly lowered the cost of complying with state law and allowed more time for the agency to adopt the Regular City Council Meeting - June 5, 2025

Housing Element. PlaceWorks can do this because they understand the process and recognize that CEQA is not the project, But an informational tool to assess and avoid environmental impacts.

PlaceWorks is applying this approach to assist Jurupa Valley with the Town Center Plans, where the existing General Plan adequately addressed the development potential, and the Plans are an extension of the development types already allowed by the General Plan. Making use of the expensive General Plan EIR for subsequent projects is a welcome return on the investment. PlaceWorks is also working with staff in cities like Rancho Cucamonga to evaluate development projects using their General Plan EIR utilizing CEQA Guidelines §15183. Section 15183 can be a powerful streamlining tool, if used correctly. In Wildomar, where PlaceWorks serves as CEQA planners, they are using §15183 to consider all types of development projects using a customized checklist. PlaceWorks’ goal is always to reduce the time and cost associated with this process and help staff be comfortable with CEQA streamlining.

Finally, PlaceWorks shares knowledge and experience with their clients. With over 140 planners statewide, PlaceWorks is exposed to a diverse array of project types, which allows their team to continually learn, reine methods, and promote eficient, informative environmental reviews. As an extension of staff, PlaceWorks not only provides technical expertise but also connects clients with agency contacts to help navigate complex issues.

The PlaceWorks team is led by Mark Teague, Managing Principal, who will serve as Senior Advisor and Lead CEQA Strategist for the City. Malia Durand, Associate Principal, will serve as Principal-in-Charge, overseeing all contractual matters, ensuring comprehensive quality control, and providing high-level CEQA strategy and guidance. Christhi Mrosla will manage day-to-day project activities and serve as the primary point of contact, ensuring clear communication and eficient project delivery.

Sub Area E: Urban Design Services
Sargent Town Planning
Sargent Town Planning (STP) understands that the City of Jurupa Valley periodically requires assistance with the review or development of development proposals at a range of scales and in a variety of contexts throughout the City. The STP team are architects, urban designers, and urban planners who provide such services in the course of assisting clients in preparing and implementing speciic plans, general plans, and objective development standards for public spaces and private development of all types.

Regular City Council Meeting - June 5, 2025

By working at the intersection of architecture and planning, and of public and private, STP has been able to make strong contributions to high quality, sustainable placemaking in communities throughout the state. The services requested in this RFP are one of many types of services offered by STP to help cities achieve their placemaking, community design, housing, economic development, and lifestyle objectives.

STP understands that the City intends to select a consulting irm with deep experience in urban planning, urban design, and placemaking to support the City’s in-house professional staff. STP can be available on an as-needed basis to provide development design review and design collaboration services, and to collaborate with City staff in the design of street and other public realm improvements.

The City requires that each new development project provide high quality architecture and landscape architecture that will be well integrated into and connected to its surrounding context. This approach is increasingly known as “Placemaking”, where the City’s well-established commitment to the design, character and quality of each new building is balanced with ensuring that surrounding on-site and public open spaces and streetscapes are safe, comfortable, beautiful, habitable spaces that promote people’s health, happiness, and well-being.

STP brings a wealth of experience to the Urban Design services outlined in the RFP, and through their work for the City of Jurupa Valley over the past several years, they are very familiar with the issues and opportunities that the City faces. Accordingly, STP is ready to hit the ground running on assignments large or small.

Development Design Review: Design review of development proposals for commercial, residential, mixed-use or industrial projects on a single parcel. Since his appointment to the City of Ventura’s Architectural Review Board in 1986 – later chairing that board for several years – Mr. Sargent has provided such design review services for hundreds of projects of all types in dozens of cities. STP was under contract to the City of Ventura as “consulting town architect” for much of the past 25 years, providing design review services for inill projects in Downtown and Midtown Ventura, and has been providing such services to other cities throughout California and in Kansas over the past decade. In the past 5 years the irm has provided such services to the City of Rancho Cucamonga for projects ranging in scale and type from mixed-use inill projects in the center of the City to new neighborhoods on the edge of town abutting the rural and natural foothill open spaces. In the past 3 years STP has been providing such services to the cities of Jurupa Valley, Norco, and Westlake Village.

Plans, Standards and Guidelines: Preparing urban plans, urban designs, and form-based regulatory codes and design guidelines for projects across this spectrum is the core of STP’s practice. They have a great deal of experience reviewing such plans prepared by others and offering recommendations for enhancements. One example of such an assignment is their current work of “code assessment” of a form-based code for the City of Stillwater, Oklahoma. The City retained a team of experts led by the Form-Based Codes Institute (FBCI) to diagnose the shortcomings of a plan and code for a 200-acre area between the Oklahoma State University campus and downtown Stillwater, in which new projects built under the form-based code they had prepared were not meeting their expectations. Based on STP’s having won the annual FBCI Driehaus Award several times over the past decade, FBCI requested STP’s assistance, and they are currently collaborating with the City to clarify the many weaknesses of that plan and code and provide recommendations for improvements.

Deliverables: Deliverables will typically consist of memoranda summarizing analysis, indings, and recommendations, and may be supplemented by marking up submittal drawings and providing Regular City Council Meeting - June 5, 2025

diagrams and other graphics to illustrate design recommendations. As urban planners, designers and architects, STP is adept at urban design analysis, and in communicating ideas and recommendations verbally, in writing, and through diagrammatic and illustrative graphics. STP has provided such reports and documents to the City of Rancho Cucamonga and is currently preparing such for Jurupa Valley, Norco, and Westlake Village. After having prepared form-based neighborhood conservation design guidelines for the City of Mission Hills, Kansas in 2015, STP has been under contract to them for years to provide ongoing project design review services and to make ongoing reinements to the guidelines from time to time.

Design Collaboration: For selected projects, the consultant may be asked to work collaboratively with the City, the developer, and the developer’s design team to reine a project design or master plan to better meet the City’s goals and objectives while also meeting the developer’s objectives. STP has done this many times, and a number of the projects were the result of such collaborations. At times the line between “review” and “collaboration” becomes a bit blurred, depending on the extent to which STP provides drawn recommendations that are accepted by a developer, versus active collaboration around a table. Communities in which STP has provided such services include Jurupa Valley, Rancho Cucamonga, Ventura, Tehachapi, and others.

Sub Area F: Landscape Design Review Services
RHA Landscape Architects-Planners
RHA is currently performing plan review and
inspection services for the cities of Jurupa Valley,
Rialto, Banning, and Hemet. They have prepared
landscape plans and provided plan checking
services for many projects in Riverside County,
including the City of Menifee, and have a thorough
knowledge of the County landscape standards
and requirements.

Plan Review Experience and Philosophy – RHA
is made up of highly experienced landscape
architects and designers who are very familiar
with the importance of an accurate and eficient
plan review process. Greg Meek will be doing
most of the plan checking for the City has
provided plan checking services for over 20 years
for several cities. Mr. Meek worked for the cities
of Fullerton, San Jose, and San Mateo, so he has a
unique understanding of city processes. The RHA
staff also provides landscape architectural design
services for several developers in several cities.

Because they have been on both sides of the

best interest irst, and will also relect eficiency and consistency. RHA will always be available to communicate with staff on all projects that have special considerations or are politically sensitive.

Plan Check and Inspection Process: The following is the approach RHA proposes to use to provide Plan Checking Services to the City of Jurupa Valley.

Kickoff Meeting – Before the start of any plan checking for the City of Jurupa Valley, RHA would perform an additional review of the development requirements, ordinances, guidelines, and standards as they pertain to landscape architecture. RHA would then prepare a landscape plan review check list and schedule a meeting with the Planning Division to review the checklist to ensure they have covered everything needed for plan review as well as prioritize the items that are the most important to the City. RHA has found with other cities that accomplishing planning goals such as the removal of blight, beautiication through color, increased visibility for safety, maximizing tree shade, or elimination of turf for water use reduction, have been priorities. RHA wants to understand the long-term goals of the City and help the achieve those goals.

Transfer of Plans and Information – RHA has found the most eficient way to accomplish plan checking is the electronic transfer of plans forms and information. By using Dropbox, large documents can be transferred and reviewed. Depending on the project, RHA staff is often returning review comments the same day. If plans cannot be transferred electronically, Greg Meek drives through the City of Jurupa Valley during his commute and can easily pick up or drop off plans and documents, attend meetings, review sites, or provide inspections when needed.

Project Tracking – An electronic ile and a printed ile is kept of all plan checking documents.

RHA uses the Planning Department’s numbers assigned to a project, but they also give the project a second RHA number by the year the project is received. They keep an additional ongoing project status log of all projects so that they know where the project is in the approval process at all times. Many development projects are in review for several years and often change owners; that’s why the RHA project tracking process has to be accurate and detailed.

Plan Log In and Review – RHA will prepare a plan review log in a spreadsheet that will assist in tracking the status of the projects and ensure that services are completed in a timely manner.

1. First Plan Review - Review the project site on Google Earth or visit the site to become familiar with the project area and what is around the project site. a. RHA will review the plans and documents submitted and provide a review comment letter that will be relected on the plans and in written form. A written response to each comment will be requested of the design consultant. b. RHA will conirm quantities and area measurements by inserting an electronic copy (e.g., PDF, JPEG) of the plan into AutoCAD and creating a digital measurement ield for all landscape areas.
c. RHA will request from the developer or determine an estimated cost for maintenance of all landscape areas based on current industry standards and City of Jurupa Valley maintenance data for all applicable areas.

2. Subsequent Plan Reviews
a. RHA will review the revised plans and note conformance with the plan check comments.
b. RHA will update quantities and measurements as needed.

3. Compliance Inspection Services - After the Landscape Architect of record provides a letter stating that the project was installed per the plans and speciications, RHA will provide site inspections to conirm the landscape is substantially complete. Additional inspections will be provided at the request of the City Planning Division.

4. Direct Contact with the Applicant - At the request of the City Planning Division, RHA will receive calls and discuss plan review comments with the applicant. RHA will only explain, provide clariications, and reinforce landscape requirements with the applicant. Decisions as to deviations, modiications, or exemptions will have to come directly from the City Planners.

Plan Check and Inspection Billing: Plan checking and inspection will be provided at the agreed upon hourly rates. Portions of the hour are rounded up to 15-minute increments. The number of hours required per project depends on the size of the project and the response of the applicant to the review comments. Some clients resubmit plans without responding to comments, which triggers another review cycle. In Jurupa Valley it is not uncommon for RHA to have to review a project three times until responses are received for all the comments. Large housing development projects often take as much as 4 hours to provide the irst review. Each review after becomes shorter but usually not less than 1 hour. Small projects rarely take more than 2 hours to review the plans and write the review comment letters.

Monthly Billing: An Excel spreadsheet is often used to provide a summary of hours spent on each project plan check. The projects on the tracking and billing sheets are listed by City-assigned numbers, project name, project address, hours billed, date plan check was completed and a project number assigned by RHA. Hours are totaled weekly, and this information can be provided to the City weekly for tracking purposes as upon request. RHA will use any format the City requests for billing and tracking purposes. The following is a sample of the billing sheet used by Jurupa Valley:

Availability of Staff: RHA is currently completing plan checking services and inspection requests within a couple of days of receiving them (2 weeks is requested by the cities). Greg Meek and David Black are currently providing the plan checking services to the City of Jurupa Valley, which are accurate and eficient. RHA has suficient staff resources to handle additional phone calls and very high workloads. Due to their proven plan checking systems, it would be very easy to bring in additional staff to assist with plan checking if needed.

Use of Technology for Conducting Plan Reviews: Over the past 6 years providing plan checking services for the City of Jurupa Valley, RHA has transitioned from paper plan to electronic submittals.

They have found that it has made plan checking faster and less costly for the applicants. RHA receives, distributes, tracks, and stores all of the plans and documents electronically. Turn-around time has been as fast as a couple of hours, but the average is about 3 days verses 2 weeks that it used to take sending printed copies back and forth, with all documentation going to and through the Planning Division. With some agencies RHA has been using Bluebeam to provide comments and as a method of transferring documents. RHA has all of the software needed to use any of these processes. They even have a drone to do lyovers and aerial photography of projects, before, during and after, which has been especially useful for looking at areas that are accessible on foot.

ROVAL OF THE THIRD AMENDMENT TO THE PROFESSIONAL

SERVICES AGREEMENT BETWEEN THE CITY OF JURUPA VALLEY
AND HR GREEN PACIFIC, INC. FOR PROVISION OF ENTITLEMEMT

REVIEW AND ENGINEERING REVIEW SERVICES
RECO

MMENDATION
1) That the City Council approve the Third Amendment to the Professional Services Agreement (“Agreement”) between the City of Jurupa Valley and HR Green Pacific, Inc. for provision of entitlement review and engineering review, services, and authorize the City Manager to execute the Third Amendment in substantially the form and format attached and as approved by the City Attorney.

BACKGROUND
A Request for Proposals (“RFP”) for on-call engineering plan review and technical support services was recently advertised. Staff intends to bring recommendations to the City Council in July 2025 for award to provide entitlement review and engineering plan review services. Once the engineering firm(s) are selected, it will be necessary to provide a transitional period between the closeout of current reviews performed by HR Green and any new consulting firms selected. This transition will result in an application process that is as seamless as possible for development project applicants. Therefore, as the Agreement between the City and HR Green ends on June 30, 2025, it is requested to extend HR Green’s Agreement for 90 days through and including September 28, 2025.

ANALY
SIS
Upon the City’s incorporation on July 1, 2011, the City entered into an agreement with HR Green Pacific, Inc. (“HR Green”), formerly known as HR Green, Inc., to provide various municipal services. This initial agreement was set to expire on June 30, 2012, and was extended by amendments through June 30, 2018. Anticipating the expiration of

the agreement, the City issued a Request for Qualifications (“RFQ”) on February 14, 2018, to several consulting firms familiar with providing municipal services. Staff found that all the requirements of the RFQ were fulfilled and on April 19, 2018, the City Council approved the Agreement between the City and HR Green with an initial term of three years or through June 30, 2021. Per Section 1 of the Agreement, the term may be extended by mutual agreement for two extensions of two years each. At the June 17, 2021, City Council meeting, the First Amendment extending the Agreement through June 30, 2023, was approved. On May 18, 2023, the City Council approved the Second Amendment to the Agreement between the City and HR Green through June 30, 2025.

HR Green has valuable institutional knowledge and continues to provide acceptable service and expertise in the areas of entitlement review and engineering plan review. Staff recommends a Third Amendment to the agreement to extend services for an additional 90 days as the City transitions entitlement and engineering plan review to new competitively solicited firms.

Re: Request for 90 Day Contract Extension

Dear Paul:

HR Green has been providing the City of Jurupa Valley with Entitlement, and Civil Engineering plan review services for many years. As you are aware, our contract is set to expire on June 30th. We would like to request a 90 day extension to the contract in order to provide the City with continued review services while you go through the selection process for these services under new contract(s). All terms and billing rates under the current contract would remain as is during the 90 day extension period.

CT: AGENDA ITEM NO. 12.N
APPRO

VAL OF PROFESSIONAL SERVICES AGREEMENT BETWEEN

THE CITY OF JURUPA VALLEY AND FEHR & PEERS FOR THE

CITYWIDE FREIGHT ANALYSIS PLAN AND MOBILITY ELEMENT
UPDATE

RECOMMENDATION
1) That the City Council approve the Professional Services Agreement between the City of Jurupa Valley and FEHR & PEERS , in the amount of $340, 160 for the Citywide Freight Analysis Plan and Mobility Element Update. 2) Auth
orize the City Manager to execute the Agreement in substantially the form and format attached and as approved by the City Attorney.
3) Auth
orize the Finance Director to make any necessary budget adjustments.

BACKGROUND
The Cit
y Council adopted the City’s first locally prepared General Plan on September 7, 2017, however, the Mobility Element of the General Plan was incomplete. Although the Mobility Element identified several corridors throughout the City that restrict truck access, formally designated truck routes were not identified as part of the Mobility Element. On October 17, 2019, the City Council adopted Ordinance No 2019- 16, which amended the General Plan to establish the City’s first vehicle and truck weight rest rictions, located on Etiwanda Avenue (from SR-60 to Hopkins Street) and on Country Village Road (from SR- 60 to Philadelphia Avenue). Through the recent adoption of California Assembly Bill No. 98, City of Jurupa Valley, being located within the warehouse concentration region, is required to update the circulation/mobility element, in general, to establish specific truck routes. AB 98 was signed into law in September 2024 and set the compliance date for cities as January 1, 2026.

Regular City Council Meeting - June 5, 2025

The recommended action is to award a contract to Fehr & Peers for the Citywide Freight Analysis Plan and Mobility Element Update to comply with the State mandated deadline.

ANALYSIS

On July 9, 2024, the City was awarded a reimbursement grant of up to $400,000 from the California Department of Transportation (“Caltrans”) Sustainable Transportation Planning for the “Jurupa Valley Freight Analysis” Project to conduct freight analysis throughout the City. This project will identify more efficient freight movement corridors, improve pedestrian and bicyclist safety by rerouting freight traffic away from residential areas, and evaluate and establish formal truck routes. The City’s efforts to create safer freight movement is an important function with effects that will ripple across the entire City, including to uplift highly disadvantaged neighborhoods with better air quality, more efficient access to jobs and education. Additionally, this update will serve as a planning tool for safer circulation across all modes of transportation and will satisfy the State requirements set forth in AB 98.

On March 13, 2025, staff published a Request for Proposals (“RFP”) for the Citywide Freight Analysis Plan and Mobility Element Update (“Project”) on the City’s PlanetBids portal, a web-based procurement and bidding system, which increases the ability of th e City to reach more potential consultants. The solicitation closed on April 8, 2025.

The City received two (2) responsive proposals from the following (in alphabetical order):

• Fehr & Peers – Riverside, CA
• Iteris, Inc. – Santa Ana, CA

Agreements for professional services are awarded by the City Council based on the demonstrated competence, qualifications, and on the fairness and reasonableness of the cost of services to the City and shall not be awarded solely based on cost. A review committee consisting of the City’s Engineering and Public Works Department (“Department”) ranked the proposals per guidelines set forth in the RFP. After a thorough review of the proposals, Fehr & Peers was ranked as the best qualified firm to perform the services for the Department. City staff then negotiated with Fehr & Peers to refine the scope of work and fee for the project for an amount not to exceed $340,160. The complete proposal is included in Attachment 1, Exhibit A, and outlines a robust plan including evaluation of existing conditions, stakeholder outreach, analysis, development of a strategic implementation plan, and environmental compliance. If approved, it is estimated that the freight analysis plan, which will satisfy the requirement set forth in AB 98, will be ready by the January 1, 2026 deadline. Additionally, the proposed timeline estimates the Mobility Element update will be presented to City Council in approximately 18 months.

FINANCIAL IMPACT

This project has no impact to the City’s General Fund. The CalTrans Sustainable Transportation Planning Grant Program requires a local match of 11.47%. Therefore, the Regular City Council Meeting - June 5, 2025

Page 496 of 1132 ends

Page | 3

cost of the agreement will primarily be funded by the grant with a total remaining cost of $39,016 to the City. If approved, the local match will be funded by Development Impact Fees (Account #220.2200).

ALTERNATIVES

1. Do not approve the Proposed Agreement between the City and Fehr & Peers.

2. Provide alternative direction to staff.

City of Jurupa Valley
Public Works Department 8930

Jurupa Valley, CA 92509
Subject: RFP for Professional Services for Citywide Freight Analysis Plan and Mobility Element Update Dear Paul Toor and Members of the Selection Committee:

Fehr & Peers has assembled a first-class team to assist Jurupa Valley with this effort. It begins with our Project Manager, Jolene Hayes, who works out of our local Riverside office and is the Freight Group Chair of the Transportation Research Board’s Technical Advisory Committee. Her 20+ years of experience in transportation planning for freight makes her a capable and qualified project manager for this effort. Jolene will be supported by myself (Jason Pack, TE) as the Principal-in- C
harge who has been working locally in Riverside for the past 17 years and is currently working with the City on the Pedley Town Center Plan and the Jurupa Valley Corridors Plan.

Other members of our first-class team include David Sargent and Greg Tung of Sargent Town Planning who will assist with public outreach to ensure consistency with the Pedley Town Center Plan, the Jurupa Valley Corridors Plan, the SCAG- sponsored Town Center implementation project, and enhance the outreach efforts to the Rubidoux community. Mark Thomas’ Josh Cosper will support the cost estimation and pavement assessment, and Ryan Bissinger will support the funding strategy. PlaceWorks will join our team to assist with the environmental documentation required due to the Mobility Element update. Finally, we suggest that the outreach plan be reviewed and approved by the City to determine if a CBO is needed, and if so, the most appropriate one to assist.

This project is particularly timely. The recent passage of Assembly Bill 98 (AB 98) requires agencies to update their Circulation Elements to include a truck route map, a requirement to make that truck route map public/accessible on-line, and to ensure truck routes are not adjacent to sensitive receptors, such as schools and residential uses. Fehr & Peers is currently working with WRCOG to develop an AB 98 implementation plan that we will incorporate into this freight analysis and, as noted in the RFP , we will integrate it and any supporting information into the City’s Mobility Element. Additionally, as you know, the Citywide Corridors Plan has been underway for some time, and this project offers the opportunity to include key policies and designs from that work in a Mobility Element Update.

Fehr & Peers recently completed a freight analysis and truck route mapping effort for the City of Beaumont, which we believe is similar to this effort. We will leverage that previous work and lessons learned from this nearby WRCOG agency to inform this effort, along with our current work for Caltrans Districts 7 , 8, and 12 on truck parking issues in the region, and our recent efforts updating the California Statewide Freight Mobility Plan and preparing the Southern California Association of Go
vernments (SCAG) Sustainable Freight Plan.

Fehr & Peers will also leverage our recent Circulation/Mobility Element experience. Specifically, we have completed or are currently working on elements for the following nearby agencies:

Other Circulation Element requirements are noted below along with our staff’s expertise in these areas:
• AB 1358 – California Complete Streets Act. We have integrated complete streets in all the Circulation Elements noted above. Additionally, I serve as one of the two UC Berkeley Tech Transfer instructors for PL -11, Complete Streets Planning and Design.
• SB 932 – Safe Systems Approach. This requires Circulation Elements to include the safe systems approach (e.g., policies that are similar to a Vision Zero approach) to improve safety citywide. We typically engage our companywide safety experts to assist with this, by looking at available SSAR/LRSP studies completed by the city, refinement/development of a high injury network (HIN) to identify corridors to focus safety improvements on, and development of policies to improve safety citywide.
• AB 98 – Warehouse Design and Build Standards. As previously described, the truck route requirements in this legislation will be a critical component to address in the study and to update in the Mobility Element.

Other key considerations that are not required within the City’s Mobility Element but may affect the element include:
• SB 99 – A requirement for Safety Elements to identify parcels that do not have two points of access • AB 747 – Requires Safety Elements to evaluate the capacity, safety and viability of the evacuation network – please note that WRCOG/SBCTA are cooperating on a bi-county effort to develop tools and analyses that assist with both SB 99 and AB 747 that could be referenced/incorporated into the Circulation Element • SB 743 – The shift to Vehicle Miles of Travel (VMT) under CEQA should be discussed in the element and supporting city goals and values can be used to support thresholds of significance.

We are excited to combine our understanding of these key components with our local expertise to deliver an updated mobility element for Jurupa Valley that meets the local needs of the community and fully complies with state law.

The key contacts for Fehr & Peers are noted below:

As a Principal and Shareholder with Fehr & Peers, I can work with the City to finalize the scope of work and negotiate the contract for this project. Please note that the contract value exceeds my signing authority. As such, this letter is co-signed by Sarah Brandenberg, an officer of Fehr & Peers with signing authority for the project.

We look forward to hearing back from the City, and are hopeful that we can continue to collaborate on interesting projects with Jurupa Valley.

Sincerely,

FEHR & PEERS
