ii) When counsel for Employer is otherwise provided, as in the case of counsel provided by insurers in connection with various insurance policies held by Employer, or provided by the Risk Management Authority of which Employer is a member; or iii) When a conflict exists such that Employee is prohibited by law or rules of professional conduct from representing or advising Employer.
C. CITY MANAGER' S REPORT
SEPTEMBER 8, 2025 CITY COUNCIL REGULAR MEETING

ITEM 5. 4
FISCAL YEAR ( FY) 2024/5YEAR- END BUDGET
REPORT AND RELATED AMENDMENTS TO FISCAL
YEARS 2024/5 AND 2025/6 BUDGETS AND
AMEND JOB DESCRIPTIONS AND GRADE STEP
TABLE
RECOMMENDATION: Adopt Resolution to Approve the FY 2024/5 Year - End Report and Related Budget Amendments to
Fiscal Years 2024/5and FY 2025/6 Budgets and
Amend Job Descriptions and Grade Step Table
SUMMARY:
In June 2023, City Council adopted their Biennial Budget for fiscal years 2023/4and 2024/5 by Resolution No. 23- 5322. Staff has continued to present Council budget updates through the formal Mid -Year and Year -End reviews and budget amendments.
At the end of Year 2 of the biennial budget, the General Fund unallocated fund balance on June 30, 2025 was estimated at $ 8. 7 million. Higher than projected property and sales tax collections combined with lower than budgeted expenditures due to operational efficiencies and salary savings from vacant positions have resulted in a General Fund surplus at the end of fiscal year ( FY) 2024/5.
Staff recommends applying approximately $ 8. 4 million in FY 24/5 surplus funds to the following:
Transfer $ 1. 0 million to the Landscape Reserves to replace funds that were used throughout FY24/ 25. These funds provide funding for citywide landscape improvement projects.
Transfer $ 3. 9 million to the Fiscal Stabilization Reserve to plan for future economic uncertainties. These funds combine with unallocated reserves to meet the council fund balance reserve guidelines.
Transfer $ 2. million to the Corporation Yard Reserves
Transfer $ 1 million to CIP GG26- 01 Corporation Yard Improvement for a covered storage building. The City' s police fleet and large equipment have grown significantly over the past five years, requiring an area to safely store the City' s assets. This building will accommodate recent and anticipated growth in the City' s ability to keep equipment, materials and personnel out of the elements.
With the proposed uses of the fund balance unassigned reserves, the estimated General Fund balance at June 30, 2025 is $ 8. million or 22% of actual operating expenditures. This balance combined with the proposed balance of $ 5. 75 million set aside in the Fiscal Stabilization reserves brings the General Fund reserves available for emergency to $ 14. 55 million or 36% of actual operating expenditures. The City' s Fund Balance Reserve Policy Adopted via Council Resolution states that " The City Council will approve any fund balance between 10% and 50% of Adjusted Appropriations as part of the Annual Budget resolution." 417

FISCAL YEAR ( FY) 2024/5 YEAR- END BUDGET REPORT AND RELATED AMENDMENTS FOR FISCAL YEARS 2024/5 AND 2025/026
Staff is proposing fiscal year 2024/5 budget amendments in the following departments: City Manager $ 25,22, City Clerk $ 33, 605, Human Resources 100, 201, and Finance $ 91, 545. The proposed adjustment department is to account for an increase in employee benefits approved in the City
in 2024.
Manager' s
The
City Clerks department' sincrease is due to increases in OPEB trust liability, medical benefits and compensated absences. Human Resources had an increase due to growth in citywide General Liability, property and vehicle insurance. The Finance department had an increase in banking fees, which is a result of accepting building payments online.
The remaining proposed budget amendments for fiscal year' s 2024/5and 2025/6 are clean up entries to account for unanticipated CFF reimbursements and CIP projects carryovers.
In addition, the Public Works Department is recommending amending the job descriptions for the Maintenance Worker I/I/I and Utility Maintenance Supervisor positions.
BACKGROUND:
In June 2023, City Council adopted their Biennial Budget for fiscal years 2023/4and 2024/5by Resolution No. 23- 5322. Staff presented to Council updates on the budget during the Mid -Year and Year -End Budget reviews. At the end of Year 2 the projected ( unaudited) General Fund Balance at June 30, 2025 was estimated at $ 8. 7 million. At year- end, revenues and expenditures are again reviewed and amendments are proposed as needed. After conducting a thorough review, the City received higher than expected property and sales tax collections combined with lower than projected expenditures due to operational efficiencies and salary savings from vacant positions resulted in a General Fund surplus at fiscal year- end.
Staff recommends applying approximately $ 8. 4 million in FY 24/5 surplus funds to designated unfunded liability accounts as identified in the General Fund Reserves/ Fund Balance Section below.
GF Reserves/ Fund Balance:
Staff recommends applying approximately $ 8. 4 million in FY 24/5 surplus funds to the following:
Transfer $ 1. 0 million to the Landscape Reserves to replace funds that were used throughout FY24/ 25. These funds provide funding for citywide landscape improvement projects.
Transfer $ 3. 9 million to the Fiscal Stabilization Reserve to plan for future economic uncertainties. These funds combine with unallocated reserves to meet the council fund balance reserve guidelines.

Year -End Transfer Requests
As part of the Biennial Budget process approved by Council in June 2023, a mid -cycle review is conducted on the second year' s programmed allocations ( Year 2 or FY 2025). The Year -End Budget Report includes budget transfers reflecting transfers between funds to accommodate changes to Capital Improvement Projects ( CIP' s) revenues, expenses and staffing in the fiscal plan.
Job Description Amendments
Maintenance Worker I/I/I (Attachment B and Attachment C):
Amend the Maintenance Worker series to include responsibilities if assigned to support the Utility Operations. Utilities staff have identified a need for maintenance support which does not include the need for the certifications required by the Utility Operators. This will provide an additional entry level opportunity in the Utility Operations Division. 419

Utility Maintenance Supervisor ( Attachment D): In evaluating the needs of the Utility Division, staff is recommending that the Utility Maintenance Supervisor job description be updated to better reflect the needs of the Division. Additionally, the salary grade should be moved from Grade 61 to Grade 69. There is no budget amendment being requested for this change. The current Utility Plant Supervisor is retiring in November 2025, upon his retirement, the position will be filled as a Utility Maintenance Supervisor.
REASON FOR RECOMMENDATION:
The recommended FY 2024/5budget amendments result from changes in estimates and activity through June 30, 2025, and are necessary in order for the City to meet auditing and budgetary requirements.
In addition, setting aside funds in the areas identified and their respective reserve accounts will allow the City to be proactive in its approach to these areas without affecting its structure and core services.
