In most cases, upgradient .voc concentrations exceed
downgradient concentrations, suggesting that there is an upgradient, offsite source of VOCs. · Methyl ethyl ketone, for which there is no MCL, California Ocean Plan Objective, nor, u. E. EPA National Ambient Water Quality Criteria (National Criteria), was detected at a higher concentration in the downgradient ground water monitoring well. This constituent is frequently encountered as. a common laboratory contaminant.
The following basejneutraljacid extractable compounds (BNAs) were detected (EPA Method 625) in upgradient and downgradient ground water monitoring wells at this site:

Based upon the above findings, we have determined that the SWAT monitoring network, although capable of detecting waste constituents in the ground water, has not adequately demonstrated that the subject disposal site is not the source of lead, nickel, pesticides, and leachate constituents detected in ground water monitoring wells downgradient of the disposal site.
Your SWAT Report is conditionally approved, provided that two additional semi-annual sampling events be performed for vocs (EPA Method 624), BNAs (EPA Method 625), heavy metals, and general minerals. Please submit a ground water monitoring workplan for the additional samplings to this Regional Board by May 23, 1994. /

1.0 lnuoducuon ______________________________________ __ This report presents groundwater data collected from the Market Place landfill (Site). The data were collected during-post Solid Waste Assessment Test (SWAT) sampling conducted in 1988 and 1989, as well as the first round of semiannual sampling conducted in December, 1994.
The post-SWAT groundwater data and the recent semiannual groundwater data are combined to simplify comparison of water quality and chemistry from the recent past to the present.
1. 1 Project Background
The Los Angeles Regional Water Quality Control Board (RWQCB) reviewed the site SWAT addendum report (IT, 1991) and prepared a review letter dated September 19, 1994 (RWQCB, 1994). The review letter stated that "the SWAT monitoring network, although capable of detecting waste constituents in the groundwater, has not adequately demonstrated that the subject disposal site is not the source of lead, nickel, pesticides, and leachate indicators detected in groundwater monitoring wells downgradient of the disposal site." On behalf of Bixby Ranch Company, IT responded to the review letter and recommended that the site groundwater monitoring wells be sampled twice over the next 12 month period and that the samples be tested for dissolved lead and nickel in accordance with EPA Method 6010, for pesticides in accordance with EPA Method 608, and for leachate indicators. The RWQCB agreed that semiannual sampling would be adequate but that the samples must be tested for the first round for the following analytes:
• General groundwater chemistry
• Selected metals
• Purgeable organic halocarbons and aromatics
• Pesticides and polychlorinated biphenyls (PCBs).
The following sections discuss the site health and safety program, field activities, groundwater monitoring results, the results of analytical testing, and conclusions and recommendations.

2. 0 Site Health and Safety Plan ___________ _
IT is committed to provide a safe and healthful work environment for all its employees. In accordance with the Code of Federal Regulations, Title 29, Section 1910.120 and the California Code of Regulations, Section 5192, a site-specific health and safety plan was prepared for all field activities. The plan addresses known and potential site hazards, protective measures to minimize worker exposure, emergency routes, and other considerations related to the safety of personnel on site. The health and safety plan was reviewed and signed by all appropriate site personnel, and was enforced by the IT-qualified site safety officer.
3.0 Field Activities _________________ _
3. 1 Preliminary Site Inspection
On September 12, 1994, IT conducted a preliminary site inspection to evaluate the condition and accessibility of each monitoring well and evaluate the site with regard to sampling logistics and potential safety hazards. All wells appeared to be in good condition. Additionally, a groundwater level measurement was taken at each well.
3. 2 Groundwater Sampling
On December 8, 1994, IT personnel purged and sampled the five groundwater monitoring wells at the site. Details of the sampling event are discussed in the following sections.
3.2.1 Groundwater Level Monitoring
Prior to purging and sampling the wells, the depth from the top of casing to water in the monitoring wells was measured using a electronic water level meter. Water level data and well casing elevation survey data were used to calculate groundwater elevations relative to mean sea level. Water level measurements and well elevation survey data are summarized in Table 1.
3.2.2 Groundwater Purging and Sampling
The monitoring wells were purged of approximately three casing volumes of water using a Grundfos Ready-Flow II, 2-inch submersible pump connected to 0.5-inch diameter high IR\7-95\BIXBY\0211 r1 2

density polyethylene (HDPE) tubing. Groundwater purged from the wells was temporarily stored on-site in 55-gallon steel drums pending analytical results. The drums were subsequently sent to a waste disposal recycling facility. Field measurements of pH, electrical conductivity, and temperature were recorded for each casing volume of water removed. Well purging continued until three casing volumes had been purged and the aforementioned parameters stabilized.
Following purging, the water levels in each well were allowed to recover to approximately 80 percent of the pre-purge level. At this time, the submersible pump was reactivated and the pump controller adjusted to allow a low but continuous flow of water. Groundwater samples were collected directly from the pump discharge tubing into appropriate containers. New tubing was used for each well to prevent the risk of cross-contamination between wells.
4. 0 Analytical Program _______________ _
Groundwater samples were analyzed in accordance with the following Environmental Protection Agency (EPA) Methods, per the RWQCB request:
IR\7-95\BIXBY\0211 r1
• Volatile purgeable halocarbons - Method 8240
• Pesticides/PCBs - Method 8080
• Various metals (including mercury)- modified Method 6020; Because concentrations of iron, magnesium, potassium, and sodium exceeded the linear range capacity for the modified Method 6020, Method 200.7 was used.
• Biochemical oxygen demand (BOD)- Method 405.1
• Chemical oxygen demand (COD)- Method 410
• Total organic carbon (TOC) - Method 415
• Total organic halogens (TOX) - Method 9020
• Oil and grease- Method 413.2

• General groundwater chemistry: pH, electric conductivity, Total alkalinity as (CaC0 3), hydroxide, chloride, fluoride, nitrate, orthophosphate (as total P), sulfate, bromide by various EPA methods.
5.0 Results--------------------
5.1 Groundwater Levels and Flow Direction
Groundwater levels were observed to be approximately 0.1- to 0.5-feet higher than those measured during the September 1989 quarterly monitoring (Table 1). The groundwater flow direction for the December 1994 monitoring is toward the north-northeast and consistent with the flow directions observed during previous monitoring events (Figures 3 through 7).
5. 2 Laboratory Analyses
The analytical results for this monitoring are summarized in Tables 2 through 5. The laboratory report, analyses request and chain-of-custody record are provided in Appendix A.
6. 0 Conclusions and Recommendations _________ _
Analytical results indicate that pesticides were not detected in groundwater from any of the monitoring wells during this round of sampling. Additionally, dissolved metals concentrations were comparable with levels detected in previous monitorings. Dissolved lead was not detected in any of the wells and nickel was detected at low concentrations in both the upgradient and downgradient wells. Groundwater from upgradient well MP-3 continues to show concentrations of dissolved benzene, but at a low concentration of 14 micrograms per liter (ug/1). Groundwater samples from downgradient well MP-1 showed detections of several purgeable halocarbons and aromatics. These were not detected in the well in previous monitorings. The compounds detected included: benzene, chlorobenzene, 1,2-, 1,3-, and 1,4- Dichlorobenzene, trans-1,2-Dichloroethene, ethylbenzene, vinyl chloride, and xylene(s). The concentrations of all of these first-time detections in the samples from MP-1 were below the Maximum Contaminant Levels for drinking water, with the exception of benzene and vinyl chloride.

monitor the wells only for general chemistry, purgeable halocarbons and aromatics, and pesticides.
The first of two semiannual groundwater monitoring and sampling events have been completed at the site. A thorough discussion of both semiannual sampling events and a comparison with the previous quarterly samplings will be presented in the second semiannual report. The second (final) semiannual monitoring round is scheduled for September 1995, followed by final report submittal in October 1995.

QUANTERRA PROJECT NUMBER 079230
General Comments
Per your instructions -on 11 January 1995, this report has been revised to omit sample SL-2 which was originally received and logged under this sample set. The results for this sample have been included in the revised report submitted under Quanterra Lab ID 079212.
Sample analysis request Biochemical Oxygen Demand was subcontracted to Anlab Analytical Laboratory of Sacramento on 9 December 1994.
Samples received for this set did not include the sample container for metals analyses requested for sample MP-4. Notification was made to Ted Cox on 9 December 1994 and the container for this sample was received on 12 December 1994.
Sample MP-5 listed on the chain of custody (COC) was labelled as MP-1 on one of the three voa vials received. Additionally, one of the voa vials received for sample MP-5 had a recorded time of sampling listed as 11:35. However, the COC and the other voa vials listed 11:30. Notification of these discrepancies was made to Ted Cox on 9 December 1994 and the samples were logged as per the chain of custody.
Volatile Organics - Method 8240 Modified
i j - The volatile analyses performed for these samples was the low level 8240 method (25 ml ~ -_l
i
I
purge) to achieve the requested reporting limits.
Sample MP-1 was quantitated and reported for vinyl chloride from a separate dilution due to the high level of this analyte present in the sample. The reporting limit was raised for this compound to reflect the actual dilution used for quantitation.
Acetone was _detected in sample MP-3 at one to two times the reporting limit. Levels observed at one to five times the reporting limit for this analyte are considered probable laboratory contamination (see datasheet footnote). Since the method blank did not contain detectable levels of acetone and all QC data met the necessary criteria, the batch was accepted.

Oil & Grease - Method 413.2
This sample set was originally extracted on 15 December 1994 and analyzed on 16 December 1994. However, due to low recoveries observed in the duplicate control sample (DCS) the samples were re-extracted and re-analyzed. This analysis yielded acceptable DCS recoveries, therefore the re-extraction data are reported.
Selected Metals - Various Methods
The samples in this set exhibited high levels of dissolved solids, which has been attributed to the matrix interferences encountered. The elements for method 6020-M analyses were quantitated and reported from separate .dilutions due to the high levels of dissolved solids in the samples. The reporting limits were raised for these elements to reflect the actual dilution used for quantitation.
Additionally the samples showed high levels of the elements iron, magnesium, potassium and sodium. These high levels exceeded the linear range capacity of method 6020 modified.
Therefore, these elements were analyzed & reported by the alternative method 200.7 modified. No additional charge has been applied for this analysis.
The duplicate control sample (DCS) report shows an average recovery above the control limits for antimony. However, as the samples yielded non-detect (ND) results, it was deemed that the high recovery did not impact the results and the data were accepted.
There were no other anomalies associated with this report. c J

QUANTERRA ENVIRONMENTAL SERVICES QUALITY ASSURANCE PROGRAM Environmental
Services
Quanterra Environmental Services has implemented an extensive Quality Assurance (QA) program to ensure the production of scientifically sound, legally defensible data of known documental quality. A key element of this program is Quanterra's Laboratory Control Sample (LCS) system.
Controlling lab operations with LCS (as opposed to matrix spike/matrix spike duplicate samples), allows the lab to differentiate between bias as a result of procedural errors versus bias due to matrix effects. The analyst can then identify and implement the appropriate corrective actions at the bench level, without waiting for extensive senior level review or costly and time-consuming sample re-analyses. The LCS program also provides our client with information to assess batch, and overall laboratory performance.
Laboratory Control Samples - (LCSl
Laboratory Control Samples (LCS) are well-characterized, laboratory generated samples used to monitor the laboratory's day-to-day performance of routine analytical methods. The results of the LCS are compared to well-defined laboratory acceptance criteria to determine whether the laboratory system is
11 in control". Three types of LCS are routinely
analyzed: Duplicate Control Samples (DCS), Single Control Samples (SCS), and method blanks. Each of these LCS are described below.
Duplicate Control Samples. A DCS is a well-characterized matrix (blank water, sand, sodium sulfate or celite) which is spiked with certain target parameters and analyzed at approximately 10% of the sample load in order to establish method-specific control limits.
Single Control Samples. An SCS consists of a control matrix that is spiked with surrogate compounds appropriate to the method being used. In cases where no surrogate is available, (e.g. metals or conventional analyses) a single control sample identical to the DCS serves as the control sample.
An SCS is prepared for each sample lot. Accuracy is calculated identically to the DCS.
Method Blank Results. A method blank is a laboratory-generated sample which assesses the degree to which laboratory operations and procedures cause false-positive analytical results for your samples. 'I
