2. Give direction to City staff on Council’s preference for traffic signals or roundabouts on Reservation Road.

BACKGROUND:

Reservation Road is one of Marina’s most heavily used arterial streets and plays a crucial role in the City’s future downtown revitalization plans. On October 15, 2024, the City Council adopted the 2024 Downtown Vitalization Specific Plan, which proposed improved traffic signals at key intersections along Reservation Road to facilitate increased future traffic flow and to support the new downtown environment. Recently, Kimley-Horn conducted a feasibility study exploring the potential of implementing roundab outs at these intersections as an alternative to traffic signals, with the goal of enhancing traffic movement, beautification, and long-term sustainability.

ANALYSIS:

The Kimley -Horn study indicates that replacing traffic signals with roundabouts is not only feasible but also offers several benefits including improved traffic flow, reduced long -term maintenance costs, and aesthetic enhancements that align with the downtown revitalization vision.

The study compares various configurations of roundabouts and concludes that certain options outperform traditional signals in efficiency and community impact. Kimley -Horn’s team is prepared to present detailed findings and visualizations through a PowerPoint presentation, and will be available to answer questions from the Council and the public.

FISCAL IMPACT:

The study and presentation primarily involve analytical assessment and public engagement activities. Implementation costs for roundabouts versus traffic signals are expected to be considered during future project planning and budgeting processes. The poten tial for long -term savings in maintenance and operational costs associated with roundabouts could result in fiscal benefits over time. The City will need to evaluate funding sources and budget implications should the Council decide to pursue the construction of roundabouts. 1 Respectfully submitted,

2 Reservation Road
Corridor Study
May 2025

Downtown Vitalization Specific Plan
•Goal M-1:
• Mobility - A downtown with safe and efficient pedestrian and vehicular circulation that encourages people to gather, walk, cycle, or use public transportation.
•Policy M-1.17
• Support the implementation of roundabouts and lane
reductions on Del Monte Boulevard. Similarly, continue to evaluate the
feasibility of lane reductions on Reservation
Road to calm the flow of traffic and further the City’s goal of creating more inviting streetscapes.
2 Reservation Corridor Study Objectives
Determine an optimal Reservation Road streetscape design to achieve the vision and goals of downtown Marina

1. Test the feasibility of roundabouts along the corridor

2. Enhance access and safety for all users

3. Create a thriving downtown environment consistent with the Downtown Specific Plan

4. Maintain acceptable traffic operations

Roundabouts are Good for Older Drivers
• Lower Speeds through roundabout
• Forgiving, mistakes not lethal
• Longer decision-making time
• No demand to accurately judge closing speeds of fast traffic • Low energy crashes
• No wide visual scans
• Simple decision-making
• By 2020, the 85-percentile design driver will be someone aged 65 or older

Benefits Comparison
Roundabout Traffic Signals
Vehicle and
Driver Safety
Eliminates high-speed crashes and reduces fatalities
and injuries by 70+%
Numerous vehicle and pedestrian conflict points on standard intersection (32 vehicle/24 pedestrian)
Pedestrian and
Bicyclist Safety
Shorter one-directional crossings provide greater
pedestrian focus and awareness
Vehicles are more focused on signal changes than on
pedestrian movements
Space/
Development
Footprint
Reduces additional right-of-way between links of
intersections
May require additional turn lanes in future if traffic volumes or traffic patterns change
Cost and
Sustainability
Less expensive than a signal for greenfield construction (new location)
Increase in fuel consumption and emissions due to stopped and delayed vehicles during red lights
Traffic Capacity Creates equal priority for all approaches Typically prioritizes mainline traffic allowing progression of high volumes approaches
Access
Management
Provides equal priority of driveway/business access Requires drivers to make additional left turns or right turns to access certain properties/businesses
Aesthetics
Provides attractive entries and gateways to
communities
Various lighting and signing distractions can impact the overall aesthetic appeal for the user
Maintenance Pavement markings, lighting, and some landscape maintenance may be more intensive than signals
Requires staff time required to maintain signals, provide retiming, and conduct repair
Roundabout Perception
Source: US Department of Transportation: Federal Highway Administration

• Pedestrian experiences an exaggerated level of
security because the signals tell them it’s safe to
cross
• Most crashes occur when drivers turn left or right
across the crosswalk while the pedestrian has a
walk indication
Safety vs. Security at Signalized
Intersections
• Pedestrian feeling of security more
closely matches their actual level of
safety
Safety vs. Security at Roundabouts

May 1, 2025 Item No: 13d

Honorable Mayor and Members of the
Regular Meeting
Marina City Council of May 6, 2025

CITY COUNCIL TO PROVIDE DIRECTION TO STAFF ON SEVERAL
ITEMS DISCUSSED AT THE APRIL 29, 2025, JOINT MEETING WITH THE

MONTEREY PENINSULA REGIONAL PARKS DISTRICT (MPRPD)
BOARD. THIS PRESENTATION IS EXEMPT FROM ENVIRONMENTAL
REVIEW PER SEC. 15378 OF THE CEQA GUIDELINES.

REQUEST:

It is requested that the City Council provide direction to the City Manager on the following short- and long-term projects to occur at Locke-Paddon Park (LPP)

BACKGROUND:

The City Council and MPRPD Board held a joint meeting on Tuesday, April 29, 2025, to hear a staff presentation on the history of the Park and the deed restrictions and development constraints known to be in effect on the subject parcels, and to receive public comment and brief Council/Board member comments on goals for Park maintenance and improvements moving forward.

Staff requests that the Council authorize the following short-term actions and activities:

1. Direct staff and the City Attorney to initiate a discussion with MPRPD staff and counsel to determine the appropriate instrument (lease, MOU, or other) needed to pursue the development of an approximately one (1) acre Asian Community Garden at the south end of Lot 43 and begin the work of creating a Coastal Development Permit (CDP) application and EIR;

2. Direct staff to begin discussions with MPRPD staff on the process to trim the existing Cypress trees on Lots 42 and 43 (Isakson property) and along the south side of Seaside Circle (APN 033-121-010), as needed;

3. Direct City staff to begin working with MPRPD staff on a new maintenance agreement that defines roles and responsibilities between the parties; and

4. Direct staff to request that MPRPD remove the residual radio tower infrastructure remaining on APN -006 at its earliest opportunity.

Staff further requests that the Council authorize the following long-term actions and activities:

1. Staff preparation of a comprehensive pond management/maintenance/restoration plan based on the following two (2) strategies:
a. A CEQA-exempt “Cutting the Green Tape” restoration-based management plan, or b. A larger-scale plan that would require an EIR and permitting by multiple agencies

2. Potential land swap to facilitate the management of lands based on each agencies’ mission and community goals.

Council direction can also include coordinating with MPRPD to ensure any existing or future improvements to City development on MPRPD -owned property has appropriate documentation and approvals.

FISCAL IMPACT:

The Council has allocated funding for the Cypress tree trimming . Funding for the other short - and long-term items, such as the development of the Asian Community Garden, has not yet been identified.

ENVIRONMENTAL REVIEW:

This request for direction qualifies for a CEQA exemption per § 15378 (b)(5) of the CEQA Guidelines which allows for o rganizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

CONCLUSION:

To ensure that the momentum obtained at the joint meeting on April 29 th is maintained, staff requests that clear direction on the above items be provided.

Respectfully submitted,
