agencies.
Transtech’s Plan Check and Inspection Capacity in numbers:
• We maintain and manage electronic plan submittal portals for over 25 cities. • In 2022, we processed and reviewed approximately 13,000 projects with 96,000 documents and performed approximately 43,000 inspections.
Transtech’s unique “Customer Care” approach in delivering Building and Safety Services in an efficient, costeffective, and timely manner:
• Transtech is well known in providing Cost Effective Services on time with a customer friendly and responsive approach. Our services are founded on the principles of Total Quality Management for Total Customer Care.
• We start by working with the applicant early on and during plan review to help them prepare a set of plans which have all of the required information clearly and logically presented. • Additionally, we never hesitate to make suggestions which help eliminate complicated details, reduce construction costs, and/or provide details which are easy to verify in the field. Experience has taught us well that inspection time and applicant frustration can both be substantially reduced, while increasing overall compliance, by producing a better set of plans during the plan review process. And in the case of homeowners, this policy often demonstrates early on that the City really is truly a partner in a process that can often be a source of stress and tension for many applicants, and we fully understand that. • This policy reduces the number of plan review rechecks required, allows the applicant to obtain a permit much sooner, and reduces the overall time our staff is required to spend on that particular plan. • Our policy is to assist the architect, engineer, designer, applicant, etc. as much as possible, which helps eliminate complicated details, reduce construction costs, and/or provide details which are easy to verify in the field.
• All telephone calls or e-mails received are returned within the same working day, or the following day.
We take pride in our “Same Day Response” motto.
• Responsiveness is an integral part of Transtech’s “customer friendly” service approach. • We will strive to enhance the City’s image by public trust to be the most desirable community to live, invest and conduct business.

Electronic Plan Check:
Transtech provides all Electronic Plan Check. Please click here for a sample of our electronic plan check portal at one of our contract Cities. We offer electronic plan check submittal portal to our client cities at no additional cost.

We offer virtual meetings with plan checkers. Please click here to explore the virtual plan check counter appointment calendar for one of the Cities,
Service Transition:
Transtech has facilitated several transitions for local agencies of their building and safety operations from other services providers. We do not see a need for an extensive overlapping work period with the current service provider. Our staff has done similar transitions before and can handle any open issues remaining from the current service provider. The “overlapping work period” would only increase the City’s cost on staff time.
Our expectation is to review the project files and address status of current/open plan checks, projects, and priority issues for transition.
Initial Service Analysis:
If selected by the City, within approximately 30 days of contract approval, Transtech will complete a thorough review of existing City policies, ordinances, and conditions pertaining to relevant services, and perform an operational, service and quality assessment, and efficiency review. Based on this review, we will provide recommendations for improvements in service quality, efficiency, and effectiveness. We will develop an implementation process and timetable and present a report to the City for review and consideration.
Performance Standards and Monitoring:
Transtech will also develop and provide to the City monitoring information that shows achievement of the performance standards, and that personnel are providing helpful and courteous service to customers. The monitoring may include, but is not limited to, customer feedback through written questionnaires, interviews, and observations at the building counter and during building permit inspections and statistical reports.
Readily Available Staff:
Transtech has a large pool of well experienced staff and resources readily available to provide requested services, and respond to requests in a timely, efficient, and cost-effective manner. Our staff and resources include approximately 200, including building officials, plan checkers, inspectors, permit technicians, engineers, project managers, designers, plan checkers, inspectors, construction managers, traffic and transportation analysts, technicians, support personnel.
Training Program:
We offer any City staff, who are involved in inspection, plan check and permit issuance, an option to participate in our training program for code updates and process, as well as ICC certification training.
Employment Opportunities for Local Residents:
If the City selects Transtech, we will seek applicants from local residents for employment possibilities at our firm and offer training for various administrative and technical support positions.
Community Involvement:
We are proud to support civic and community activities, which demonstrates our commitment to the progress, health, and well-being of the communities we serve. In services and partnership with our client cities, we have a proven record of active engagement in City and Community events, programs, causes, and initiatives. Our goal is not just to serve as an engineering consultant which is what we are best at, but activity

BUILDING DEPARTMENT CONSULTING SERVICES
A. WORK PROPOSAL / 5. Approach to Scope of Services 5.1
5. Approach to Scope of Services
a. APPROACH
Transtech’s unique “Customer Care” approach in delivering Building and Safety Services in an efficient, costeffective, and timely manner:
Transtech is well known in providing Cost Effective Services on time with a customer friendly and responsive approach.
Our services are founded on the principles of Total Quality Management for Total Customer Care. We have a structured approach to execute projects in an efficient manner that makes Transtech capable of providing the City with the highest quality product. Transtech has established guidelines and policies, including written manuals on quality control, project management, and design procedures for its staff and for its contract cities. These guidelines ensure a consistent approach to the execution of assignments undertaken by our organization in compliance with City’s specific procedures, standards, and requirements.
We start by working with the applicant early on and during plan review to help them prepare a set of plans which have all of the required information clearly and logically presented. Additionally, we never hesitate to make suggestions which help eliminate complicated details, reduce construction costs, and/or provide details which are easy to verify in the field. This policy reduces the number of plan review rechecks required, allows the applicant to obtain a permit much sooner, and reduces the overall time our staff is required to spend on that particular plan. Transtech provides all plan check comments on electronic files. All plan check comments are provided on pdf format electronically, as well as hard copies. Plan review corrections are written clearly and are fully detailed to explain the Code deficiency.
To help the applicant better understand the problem, Transtech provides as much information during plan review as possible. We believe that if the applicant has a clear understanding of the problem, he or she can take the necessary steps to correct the condition. This policy reduces the number of plan review rechecks required, allows the applicant to obtain a permit much sooner, and reduces the overall time our staff is required to spend on that particular plan. Unclear and/or cryptic corrections are never written, and all correction lists, except those written over the counter, are typed and printed on a laser printer. Our plan checkers confer early on and respond to questions from the architect, engineer, designer, applicant, etc. When requested, our plan checkers also meet with the architect, engineer, designer, applicant, etc. at our offices to answer questions or for rechecks where the plan corrections. Our policy is to assist the architect, engineer, designer, applicant, etc. as much as possible, which helps eliminate complicated details, reduce construction costs, and/or provide details which are easy to verify in the field.
All telephone calls or e-mails received are returned within the same working day, or the following day.
We take pride in our “Same Day Response” motto.
Responsiveness is an integral part of Transtech’s “customer friendly” service approach. We will strive to enhance the City’s image by public trust to be the most desirable community to live, invest and conduct business.
Customer Care means highest quality customer service. Transtech is committed to providing “Customer Care” to the City, City's patrons, responding quickly and effectively to the walk-in, telephone, and electronic inquiries of the public related to our services.

A. WORK PROPOSAL / 7. Proposed Method to Accomplish the Work 7.1
7. Proposed Method to Accomplish the Work
a. TECHNICAL AND MANAGEMENT APPROACH
Technical Approach:
Electronic Plan Check: Transtech provides all Electronic Plan Check. Please click here for a sample of our electronic plan check portal at one of our contract Cities. We offer electronic plan check submittal portal to our client cities at no additional cost.
Virtual Counter: We offer virtual meetings with plan checkers. Please click here to explore the virtual plan check counter appointment calendar for one of the Cities,
Plan Check Processing:
When a plan check order is received, it is logged and reviewed by Building Staff and then assigned to applicable plan checkers. The plan check duration is monitored thru the plan check log data base, which generates messages at identified intervals to inform plan checker and supervising Sr. Staff so that they are aware of how the progress and status continuously. If any potential delay is monitored, necessary steps are taken, such as meeting with plan checker to review the schedule, workload, performance, and identify actions, including assigning additional staff, if necessary, to ensure timely completion of assignment.
Plan Check Coordination:
• Our plan checkers respond to questions from the architect, engineer, designer, applicant, etc. When requested, our plan checkers also meet with the architect, engineer, designer, applicant, etc. at our offices to answer questions or for rechecks.
• Our policy is to assist the architect, engineer, designer, applicant, etc. as much as possible, which helps eliminate complicated details, reduce construction costs, and/or provide details which are easy to verify in the field. This pro-active approach reduces inspection time and questions, and applicant frustration, while increasing overall compliance, by producing a better set of plans during plan review process. Especially, when the applicant is a homeowner trying to improve his/her property, this policy often demonstrates early on that the City really is here to help.
Approach to Meeting with Applicants: Our staff is available to applicants by phone and through email or through virtual meeting for questions or available to meet for rechecks if necessary. Our policy is to meet with applicants virtually via TEAMS or ZOOM or when necessary, at City Hall, but we also have an available facility at our office meetings with applicants.
Management Approach:
Our plan check and Inspection is managed thru a centralized system.
Inspectors receive their next day inspection routes/stops by 4 pm previous work day. Inspection routes/stops assigned/scheduled to maximize the number of inspections that can be performed effectively. If an inspector calls in sick, a replacement inspector is assigned immediately from our inspection staff pool to perform the scheduled inspections.
Transtech will provide and maintain adequate personnel, based on the level of development activity within any given time, to ensure plan checks are delivered in a timely manner. (Note: For additional details, please see Proposal Section 5. Approach to Scope of Services, Sub-sections a. APPROACH and b. WORK PLAN.)

A. WORK PROPOSAL / 8. Insurance 8.1
8. Insurance
a. AGREEMENT
Transtech is currently under contract with the City for Building and Safety Services. We assume the contract language for this project will be similar to existing contract. If selected by the City for this project, we will appreciate the opportunity of having our Attorney discuss the final contract language to ensure our insurance is in compliance with current laws and regulations and meets the City’s requirements with the City’s Attorney.
Following items may be discussed:
• For insurability purposes, any
duty to defend which is not
expressly deleted or defined as
a reimbursement to the extent
of the adjudicated negligence
will present insurability issues.
• Insurance may not cover
payment for any of the City’s’
defense related cost prior to a
final determination of liability or
to pay any amount that
exceeds Contractor’s finally
determined percentage of
liability based upon the
comparative fault of
Contractor. Consultant should
reimburse all reasonable
attorneys’ fees as part of City’s
total damages tied directly to
Consultant’s determined
percentage of fault.
• For insurability purposes, one of
the most important contract
terms is to ensure the word
"negligent" is evident in the
indemnity clause. Absent a
negligence trigger for claims, a
client or owner could present
claims with no allegations of
negligence, and the
professional liability may have
coverage implications. Inserting
"negligent" acts, errors, or
omissions can help make the
entire indemnity subject to an
appropriate standard of care.
• Many contracts use phrases
such as: “arising out of or in
connection with". This can allow
the certificate holder to assert
claims that vaguely involve our
scope of services. By replacing
such phrases with "but only to
the extent actually caused by", the claimant must establish that the negligence was the proximate cause of the damage, otherwise known as direct causation, would be insurable. • For insurability purposes, we suggest limiting the obligation to only those parties with whom we have the contract, or who are in direct contractual privity to the project owner.

Firm Overview
The seamless integration of municipal service professionals in support of public agencies has been our purpose since Interwest Consulting Group (Interwest) formed in 2002, 21 years ago. Interwest was founded by individuals with a passion for serving municipalities. We currently employ over 400 employees spanning a multitude of disciplines within public works and building and safety departments throughout California. We currently serve over 330 cities, counties, and state agencies across California.
Our staff has held senior and executive management positions within numerous California cities and public agencies, including the titles of Building Official, City Engineer, Public Works Director, Construction Manager, City Planner, and other management personnel. This depth of experience brings a high level of knowledge and sensitivity towards community and special interest group issues. We value the importance of a focus that represents the interests of our public agency clients and reflects positively on the citizens they serve.
Providing building department services is at the core of our business. We have highly qualified staff and extensive resources throughout the state. Interwest is comprised of licensed Civil and Structural Engineers, Electrical Engineers, Fire Protection Engineers, and Mechanical Engineers registered in the State of California, ICC Certified and highly qualified Plans Examiners and Inspectors, Certified Access Specialists (CASp), licensed Architects, and other professionals specializing in providing complete building safety services to local government agencies.
We furnish both technical excellence and a thorough understanding of the regulatory process to assist our clients through the sometimes-daunting complexities associated with the delivery of projects, implementation of important public programs, and adoption of significant public policy. In April of 2018, Interwest acquired Tri Lake Consultants, a municipal engineering firm, and in May of 2019 acquired CPSI Real Estate Services. In January of 2020 Interwest was acquired by SAFEbuilt LLC and in that transaction became the Managing Partner for EsGil, Kutzmann and Associates and BroadSpec, all of which are providers of Building Department Services.

PROJECT MANAGEMENT APPROACH
Our project management approach begins with applying our Plan, Execute, Control, Optimize (PECO) philosophy. The PECO framework, illustrated to the right, is based on our team’s experience and industry best practices endorsed by the Project Management Institute. We identify, prioritize, allocate, manage, and control the work requirements through this singular, integrated method.
Using the PECO framework illustrated to the right, the Interwest team delivers a project management approach that combines the right people, processes, and tools to perform the Scope of Services requirements. Our support for the City requires a methodology to operate and maintain all areas of service efficiently. The Interwest team’s process is structured to streamline our resources and provide responsive services. Successful execution of building support services starts with a responsive team structure that can anticipate and address resource needs.
Our team works on multiple tasks simultaneously, and our organizational structure supports the staff in overseeing this process effectively. Our Project Manager, William “Bill” Hayes, CBO, ICC, will ensure overall project performance and completion.
APPROACH TO COMMUNICATION & COORDINATION
One of the keys to the efficient and successful flow of information is clear, effective communication. Everyone involved with a contract of this size and scope must be aware of changes, progress, and challenges. We commit to working with you to determine the best ways to communicate the right information to the right people at the right time. Our priority is to ensure the best possible experience working with our team—with minimum impact on the City and its citizens. Meetings are an integral part of the plan, especially at contract start-up, and involve all applicable staff from the City and Interwest. Everyone involved must be aware of progress and changes they can expect going forward. We will prepare communications that can be shared with all City staff, detailing what to expect during contract transition and moving forward. We work with you to develop a schedule and format to meet your needs for aggregate reporting. Report formats may include monthly, quarterly, and annual reports summarizing activity levels, adherence to performance metrics, and other items of special interest to the City. We ensure our work effort is clearly communicated to the City throughout the contract’s life, adjusting as necessary.

PLAN REVIEW TRACKING METHOD & BILLING PROCESS
Our staff has experience working with most project tracking databases utilized by building departments. Our staff will update electronic records and make project-related database entries as directed by the City. We will create and maintain a Jurisdiction File containing our research on any unique amendments or specifications required by your jurisdiction, billing arrangements, contact information, and any special requests you would like us to keep in mind.
Interwest Consulting Group uses a custom-designed database to maintain and track all plans throughout the review process from the moment you request a pick-up and/or shipment to delivery of the final, approved documents. Information such as project name, City’s project number, assigned plan reviewer(s), date documents were received, plan review cycle and completion date for current review can be provided. In addition to standard phone communication, custom reports can be emailed.
In addition, we can provide online tracking for the City with a custom-designed web template geared to provide any reporting and information needs required. Our staff is available during standard business hours to answer questions via phone or email regarding the actual plan review in progress. We maintain active email accounts and our staff will be responsive to any City or applicant needs. If we cannot speak directly to a caller, we will return calls no later than 24 hours.
Building Inspection Services
Building inspectors qualified to perform residential and commercial inspections can be made available as-needed during normal business hours (40 hours/week). Inspectors can also be flexible to assist during special off-hours by request with advance notice.
Assigned staff will perform inspection services, as needed, to verify that the work of construction is in conformance with the approved project plans as well as identifying issues of non-compliance with applicable building and fire codes. Our field inspection services will include site inspections and writing legible and understandable correction and violation notices and field reports. In addition, we will be available to answer in-person or telephone inquiries.
We understand that municipal codes are frequently updated, so we will ensure that the projects we are inspecting are compliant with current code requirements. More specifically, we will ensure compliance with Title 24 California Building Codes, parts 1, 2, 2.5, 3, 4, 5, 6, 8, 9, 10, 11, and 12, covering structural, fire prevention, life safety, disabled access, energy conservation, green building, plumbing, mechanical and electrical installations in residential, commercial, industrial, existing and historic buildings.
Interwest’s ICC / CASp certified inspectors have performed both building and fire inspection services on a wide variety of construction projects including new residential developments, large custom homes, and commercial, institutional, assembly, essential service buildings, and industrial projects. When necessary for large or fast-track projects, multiple inspectors are available.
Interwest’s inspectors will provide field inspections including site inspections of projects to verify conformance with approved drawings and specifications, which will include review of the permit documents to verify that onsite conditions are consistent with the approved documents for square footage, setbacks, heights, and any other applicable conditions. At the completion of inspections, Interwest’s inspectors will complete all necessary City forms and documents as required to provide seamless service.
We understand that personality and customer service are crucial to on-the-job success; therefore, we have selected inspectors who are well versed in customer service and skilled in dealing with people both at the public counter and in the field. All inspection personnel assigned will be ICC and / or CASp certified as required.

VIRTUAL INSPECTIONS

RVI is intended to be a complete and thorough inspection that meets the minimum requirements of the California Codes and local ordinances.
Permit Processing and Permit Technician Services
Permit technician services are crucial to the success of the entire building safety process as they are the first impression the public gets of your building department. Contact with the public at this initial point sets the tone for any additional interaction throughout the life of a project, whether engaging the homeowner, architect, developer or contractor or other community member. Delivery of excellent customer service, maintaining a smooth flow of documents and plans throughout departments, and tracking and reporting, are all key elements to furnishing first-rate, efficient, and a memorable experience to your clients.
At the request of the City, we will provide one or more Building Permit Technicians to the City. Our Building Permit Technicians will welcome and work closely with customers at the public counter answering all questions. They will provide information about permit applications, plan review, and inspection requirements, and will be excellent at organizing and maintaining the filing systems necessary for tracking in-progress applications, permits issued, plan check-in progress, approved plans, and any other information required by the City.

Interwest is the team you are seeking to address the City‘s needs for on-call building permit plan check and building permit inspection services.
Interwest is fully qualified to provide the requested staffing and building services to the City’s Building & Safety Division.
Having performed similar services to nearby communities and other municipalities across the California, we are familiar with the City’s processes, local concerns, expected turnaround times, and the level of service required to provide outstanding support to the Building & Safety Division. This in depth understanding and insight makes us uniquely qualified to provide the various staffing and building services. The following pages provide more details to how we will perform the various individual or concurrent requested services .
OVERALL PROJECT MANAGEMENT
Our project management approach begins with applying
our Plan, Execute, Control, Optimize (PECO) philosophy.
The PECO framework, Figure at right, is based on our
team’s experience and industry best practices endorsed by the Project Management Institute. We identify, prioritize, allocate, manage, and control the work requirements through this singular, integrated method.
Using the PECO framework, at right, the Interwest team
delivers a project management approach that combines the right people, processes, and tools to perform the Scope of Services requirements. Our support for the City requires a methodology to operate and maintain all areas of service efficiently. The Interwest team’s process is structured to streamline our resources and provide responsive services.

approach that combines the right people, processes,

WHAT THE CITY CAN EXPECT
WHEN WORKING WITH
INTERWEST’S TEAM
On-site services staff would require a basic
workspace to conduct their work, e.g., desks,
chairs, access to City computers, and basic
office supplies. Interwest field staff will come
fully equipped with all necessary hand tools,
mobile phones, and vehicles.
Since the beginning of the pandemic, our staff
has been working in a remote environment
that allows for more flexibility along with more
widespread service locations.
All Interwest Team Members will:
• Wear/display proper identification.
• Possess/maintain the licenses/certifications required to perform compliant plan reviews, building inspection and permitting services. • Be knowledgeable of design principles, local zoning, and topographical site plans.
• Remain proficient and knowledgeable of federal, state, and local laws, rules, regulations, directives, codes, and ordinances applicable to their work.
• Offer exemplary customer service performing their tasks and interacting with City staff, elected, appointed officials, construction firms, and public.
• Attend meetings as required by the City.
• Always exhibit professional and courteous conduct and an appropriate appearance during interactions.

City of Maywood | Building Department Consulting Services 30 OVERALL APPROACH TO COMMUNICATION & COORDINATION
ON-SITE CONSULTANT SERVICES
& MEETING ATTENDANCe
Our staff is available for pre-construction or pre-design meetings, field visits, contacts with the design team, and support for field inspection personnel as needed. With
some reasonable limitations, pre-construction and predesign meetings associated with projects that we plan review are considered part of the plan review service.
Interwest’s engineers and plans examiners will be available to meet with City staff, the design team, applicants, and/ or contractors, at the City’s request, to discuss and resolve plan review and code-related issues. We will be available within one (1) business day to respond to questions from the City that may be generated during field inspections for each authorized plan check that is subsequently issued a permit for construction. Voicemails, e-mails and faxes will be responded to as quickly as possible within 24 hours.
COMMUNICATING PLAN REVIEW RESULTS
Plan reviews, when not immediately approved, will result in lists of comments referring to specific details and drawings, and referencing applicable code sections. Interwest will provide the City a clear, concise and thorough document from which clients, designers, contractors and owners can work.
At the completion of each plan review cycle, Interwest
will return an electronic and hard copy of the plan review comment list to the designated applicant and City
representative. Upon completion of the plan review, after all plan review issues have been resolved, Interwest will provide two complete sets of all final documents annotated as “reviewed” to the City for final approval.
PUBLIC OUTREACH
Identification of the correct and appropriate audiences for the engagement process is critically important during the planning and design stages of different improvement projects.
The projects have many audiences to consider in the
community outreach and engagement process: those who
will live, work, and play near the identified project sites, as well as potential new stakeholders moving in, or from surrounding areas. Interwest’s team has identified the
following critical public engagement and outreach tools to inform and gather information that may, or may not be necessary depending on the scope of work:
• Print resources (brochures, door hangers, etc.)
• Preparation of E-newsletters and E-mails
• Multi-media website
• Stakeholder group meeting/workshops
• Formal briefings to elected bodies
• Social media write-ups and updates
• Media releases

QUALITY CONTROL / QUALITY ASSURANCE
Interwest prides itself in meeting clients’ needs while maintaining a high level of quality control. Our approach is proactive— we prevent quality issues to the greatest extent possible and prepare for other situations in advance by mitigating risk.
To ensure quality, Interwest has implemented a Quality Assurance/Quality Control (QA/QC) program where our Project Manager performs random quality evaluations of our staff throughout the year. Interwest’s QA/QC activities include:
• Standardized processes for intake, completion of returned work, email correspondence, review comment letters, and other items to ensure consistency and client satisfaction (e.g., logging review data into each municipality’s system). • Our Project Manager conducts periodic reviews to ensure completeness, accuracy, and consistency of work performed. • Periodic peer review of others’ plan reviews.
• Staff feedback as necessary for any discrepancies or improvements needed. • Staff is paid to attend both internal and external training to grow professionally and improve skill sets. • Account Manager conducts periodic check-ins with clients for feedback on satisfaction with work performed and services provided.
• Sending periodic customer satisfaction surveys for feedback on work performed and services provided. • Interwest uses both check-ins and surveys to find possible opportunities to improve client satisfaction, work performed, and services provided, as necessary.
• Given Interwest’s comprehensive approach to management and plan review, the probability of risk is low. As part of our QA/QC process, we ensure that Interwest standards are met. We involve the City in the entire process to maintain transparency.
45 We acknowledge that the City anticipates the need for multiple plan checks of significant size to be active at the same time. Interwest staff will use the PECO framework and the above-referenced QA/QC approach to assist and guide each project schedule, while also proceeding in accordance with the City’s particular project task requests.

Project Schedule
We consistently complete our customers’ building plan review times on schedule statewide for both commercial and residential projects as our standard business practice. We will work hard to accommodate any turnaround schedule desired by the City. Multi-disciplinary reviews are typically performed in our offices, but we are available for on-site work when required, upon the City’s request. Project Manager Bill Hayes, CBO, ICC , will be responsible for managing the time schedule and assuring schedule compliance. Bill will also be in charge of resource allocation of our key personnel committed to the City. Our building permit plan check / plan review and building permit inspection services turnaround times are provided in the table on p. 25.
Community Involvement
Since its founding, Interwest has been committed to helping our client agencies achieve their visions and improve their communities. We enjoy sharing our time, talents, and resources with organizations and programs that help make a difference locally. For two decades, the Interwest team, as a company and as individuals, has been supporting communities through programs that include scholarship funds, giving back to local non- profits, and volunteerism. Interwest’s longevity and strength in business lies in not only our employees and in the quality of services that Interwest provides, but also in our knowledge of and involvement in the community. As a local firm, our employees live in many of the neighborhoods we serve, and as a result, Interwest has a direct understanding of how giving back to the community will affect the quality of life for many residents.
Involvement with the City of Maywood
Since 2016, we have represented the City as City Engineer and provided key services to the Department of Building and Planning and the Department of Public Works. We have learned about your internal processes, forged relationships with City staff, local agencies, and stakeholders, and have interacted with, served, and gotten to know and appreciate your community. During our tenure with the City, we have provided a range of building and safety services to support the City of Maywood’s Department of Building and Planning, Building Division, including building plan check, building inspection and counter technician services.
Conflict of Interest
All SAFEbuilt companies (including Interwest) and covered individuals are required to refrain from providing services to other persons, firms, or entities that would create a conflict of interest for any of the SAFEbuilt family of companies with regard to providing services to municipal clients. We address “Conflict of Interest” in our established “SAFEbuilt AntiCorruption Policy” in order to maintain a high code of conduct in all of our operations. Our employees receive annual training and are always expected to commit themselves to ethical and professional conduct.
This policy includes the following provisions:
• Interwest does not offer or provide anything of benefit to any public official or employee that would place the official or employee in a position of violating the public trust.
• Interwest does not work as a consultant, contractor, or sub-contractor on any project within the scope of a contract with a public agency or municipality.
• Interwest corporate officials and employees do not have a direct or indirect interest in service contracts, own stock, or induce action to promote any contract for personal benefit. • Interwest employees are not legislators or State officers or their beneficiaries or trustees. • Interwest employees must report any current or potential conflicts of interest to their supervisor. • Interwest complies with all public disclosure requirements.
THOUGHTFUL SOLUTIONS. THRIVING COMMUNITIES. 38
City of Maywood | Building Department Consulting Services Interwest does not provide design services for private projects, which would be subject to review and permitting processes of building departments in Southern California. As such, this eliminates the possibility of our staff being able to review or inspect their own work. Additionally, as a municipal consulting firm, we carefully review potential conflict of interest situations with both new hires and existing employees in an effort to eliminate both actual and perceived conflicts. Finally, Interwest Consulting Group has no potentially conflicting financial, business, or relationship interests that would be adverse to the City of Maywood.
