AGENDA REPORT

CITY OF MAYWOOD
AGENDA ITEM NO. 11.

DATE: July 30, 2025
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: JENNIFER VASQUEZ, CITY MANAGER
BY: MOHAMMAD MOSTAHKAMI, PE
SUBJECT: MAYWOOD TEEN CENTER IMPROVEMENT PROJECT UPDATE RECOMMENDATION:

It is recommended that the City Council receive and file a Presentation by IDS Group, Inc. (IDS) on the Maywood Teen Center Improvement Project.

BACKGROUND:

The City-owned property located at 4801 Slauson Avenue, totaling 8,188 square feet, has remained vacant for some time. It is now being proposed for reuse as a Teen Center, in alignment with the minimum space requirements for a Best Buy Teen Tech Center, which calls for at least 1,300 square feet, including a music studio and a staff office. Additionally, the space must be secure and capable of safely housing high-end equipment in a dedicated, standalone area.

In June 2023, IDS, through Transtech Consulting Engineers (the City’s contract consulting engineer), began preparing a concept plan for the proposed Teen Center. The concept plan, developed with input from both Best Buy and City staff, was completed in December 2023. Based on this plan, the non-operational building will be renovated, remodeled, and repurposed for teen-focused programming and activities.

The scope of improvements includes:
• Façade renovations, including the installation of energy-efficient doors and windows. • New Energy-efficient HVAC units
• Low Voltage and Audio Video system improvements
• Indoor and outdoor security cameras
• Skylight
• Updates to the existing monument sign to reflect the new Teen Center use. • Interior renovations to accommodate teen learning and recreational spaces. • Outdoor improvements such as new landscaping, outdoor gathering areas, and upgraded parking. • Furniture Equipment and Finishes
• Signage and Graphics
The Teen Center will provide a venue for community-building, socialization, and active learning in areas such as technology (e.g., IT and 3D printing) and life skills (e.g., healthy cooking and nutrition).

Page 315 of 340 ends

On December 13, 2023, IDS presented the concept plan to the City Council. Following the presentation, the Council authorized staff to issue a Request for Proposals (RFP) for the preparation of final design plans, specifications, and an engineer’s estimate for the Project.

The City issued the RFP on December 27, 2023, with a submittal deadline of February 12, 2024.

Subsequently, on April 24, 2024, the City Council approved a Professional Services Agreement with IDS Group, Inc. for the preparation of the design plans, specifications, and engineer’s estimate.

DISCUSSION:

The Maywood Teen Center Improvement Project presents a significant opportunity to transform a long-vacant City-owned facility into a vibrant hub for youth engagement and development. The proposed design, as developed by IDS Group, Inc., reflects the goals of both the City and Best Buy’s Teen Tech Center program by reimagining the 8,188-square-foot building at 4801 Slauson Avenue to meet modern standards for safety, accessibility, and high-tech learning.

The proposed improvements include a full interior renovation with designated zones for programming, digital media, music production, STEM-based learning, and nutritional education. Exterior enhancements will include a refreshed façade with energy-efficient windows and doors, new landscaping, upgraded parking facilities, and updated signage to clearly identify the site as a community resource for teens.

The design plan ensures the building meets the spatial and functional requirements of the Best Buy Teen Tech Center, including secure areas for housing high-end technology and equipment. The inclusion of multipurpose indoor and outdoor spaces will enable flexible programming and community use. The project design is currently at 90% and completion is anticipated by Sept 2025. The estimated cost of the project ranges between $6,500,000 to $7,500,000.

IDS has been scheduled to make a presentation on the project and their design efforts to the City Council at tonight’s meeting.

Staff is recommending that the City Council receive and file IDS’s Presentation and provide feedback as deemed necessary.

LEGAL REVIEW:

The City Attorney has reviewed this report.

AGENDA REPORT

CITY OF MAYWOOD
AGENDA ITEM NO. 12.

DATE: July 30, 2025
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: ROXANNE DIAZ, CITY ATTORNEY
BY: ROXANNE DIAZ, CITY ATTORNEY
SUBJECT: APPROVAL OF THE THIRD AMENDMENT TO THE CITY MANAGER EMPLOYMENT AGREEMENT BETWEEN THE CITY OF MAYWOOD AND JENNIFER E. VASQUEZ AND ADOPTION OF RESOLUTION NO. 6428 UPDATING AND AMENDING THE

SALARY SCHEDULE RELATED TO THE CITY

MANAGER
RECOMMENDATION:

Staff recommends that the City Council approve the Third Amendment to the City Manager Employment Agreement between the City of Maywood and Jennifer E. Vasquez and adopt Resolution No. 6428 updating and amending the salary schedule related to the City Manager.

BACKGROUND:

In 2019, the City conducted a formal recruitment and selection process for a City Manager wherein Jennifer E.

Vasquez was appointed to the position. The parties entered into an employment agreement for a two-year term beginning on May 20, 2019 ("Employment Agreement"). On May 26, 2021, the parties entered into the First Amendment to the Employment Agreement, extending the term of the employment agreement through May 2024 as well as made additional adjustments to several terms, including salary. On September 27, 2023, after a performance evaluation, the parties entered into the Second Amendment to extend the term to May 19, 2028, provide a new base salary and provide benefits that are provided to other management employees of the City. After a performance review, the parties desire to further amend the Employment Agreement to amend the base salary and provide the City Manager with a city vehicle for business purposes.

DISCUSSION:

As in other cities, the City Manager is instrumental in implementing the goals of the City Council. In Maywood, some examples include securing $14 million dollars of competitive grant funding over the last several years, which has allowed the City to implement critical infrastructure projects as well as launch new community programs. The City continues to partner and collaborate with other local governments, as well as the State, in a variety of areas and the City is active in various regional groups such as the Gateway Cities Council of Government, where the City has positioned itself as a leader in addressing regional housing and infrastructure challenges.

As is best practice, the City Council has conducted yearly performance evaluations of the City Manager. An evaluation was recently conducted in June 2025 and based on the positive performance evaluation, the parties desire to amend the Employee Agreement. Accordingly, the Third Amendment provides for a new base salary of $223,644. In addition, the Third Amendment provides for the use of a city vehicle by the City Manager for

Page 335 of 340 ends

business purposes on a take-home basis. An automobile benefit is a typical benefit provided to city managers, either through a vehicle allowance or a take-home vehicle. There is no additional cost to the City as the vehicle being assigned to the City Manager is already in the City's fleet and is being used for business purposes by the City Manager. Under the Third Amendment, the vehicle is for business use, as well as commuting to and from the City as the City Manager often attends events in the evenings and weekends, and for other uses necessary to ensure the City Manager's availability to respond to the needs of the City. The use of the vehicle will be subject to any take-home vehicle policy of the City.

LEGAL REVIEW:

The City Attorney drafted this report.

FISCAL IMPACT:

Pursuant to the Third Amendment to the City Manager Employment Agreement, the annual salary will now be $223,644 which is an increase of $11,144 or approximately a 5.2% increase. This increase will be appropriated during the mid-year budget and is allocated to the General Fund and Special Funds based on the percentage allocation schedule. With regard to the vehicle, there is no additional cost as the vehicle is already in the City's fleet and the City maintains and insures the vehicle. It is an electric vehicle so there is no cost for gasoline.
