The 2025 UWMP will include:
Water Supply and Demand Assessment for the Next 20-25 Years in Five-Year Increments
Water Supply in Normal, Single Dry, and in Multiple Dry Years (5-Year Drought) for the Next 20 Years
Report on Compliance with Distribution Water Loss Standards (SB 555) Provide Status Update on Sustainable Groundwater Management Act Compliance Activities (AB 1739)
Include a Water Shortage Contingency Plan Update (if needed) Provide a Seismic Risk Assessment of Water Facilities (SB 664) The 2025 UWMP will also serve as a foundational document supporting water supply assessments, local and regional planning efforts, and the City’s General Plan updates.
As with previous UWMP updates, DWR allows the City and the Modesto Irrigation District (MID) to prepare a joint document where the City’s portion is presented from the water supplier’s perspective and MID’s portion is presented from the surface water wholesaler’s perspective as each agency is a provider of water to urban customers.
A Water Conservation Plan is not yet required by the State and is supplemental to the information required by the UWMP Guidelines; however, such a plan serves to describe and promote the City’s water conservation programs and Modesto’s One Water Initiative.
DISCUSSION:
In accordance with Administrative Directive 3.1, Selection Procedures for Professional Consultants who Provide Architectural and Engineering Services for Capital Projects, a Request for Qualifications and Proposals (RFQ/P) was initiated through OpenGov for the preparation of the 2025 Joint Urban Water Management Plan and Water Conservation Plan update.
Proposals were received from the following firms:
West Yost Associates, Inc.
Zanjero, Inc.
A selection committee consisting of Utilities Department and MID staff members evaluated the proposals and determined West Yost Associates, Inc. (West Yost) to be the most qualified to prepare the 2025 Joint Urban Water Management Plan and Water Conservation Plan Update.
In accordance with Modesto Municipal Code 8-3.204(a) “Exceptions to Formal Bidding Requirements”, Agreements for Professional Services are exempt from the bidding requirements of Modesto Municipal Code 8-3.203 if competitive quotations or proposals have been sought informally from at least three (3) qualified entities. However, staff proceeded with the RFP process pursuant to Administrative Directive 3.1 and two (2) proposals were received as part of this solicitation.

City of Modesto | Joint 2025 Urban Water Management Plan (UWMP) & Update of the City’s Water 11 Conservation Plan (WCP) | July 1, 2025
requirements and the DWR Guidebook for the Preparation
of the 2025 UWMPs. The draft Guidebook is expected to
be released this summer, with the final version anticipated in the fall. Our team is committed to delivering a complete and compliant Joint 2025 UWMP ahead of the July 1, 2026 deadline.
To ensure continuity, consistency, and efficiency,
several key team members who contributed to the
2015 and 2020 UWMPs, as well as the Water Master
Plan, are part of the current project team.
2025 UWMP Requirements
UWMP requirements have changed dramatically since the
Urban Water Management Planning Act was first passed
in 1983. This is particularly true in recent years where UWMPs have become the primary document for reporting
on water agencies’ water conservation efforts, compliance requirements and water shortage contingency planning in response to unprecedented water supply conditions during the recent drought years and future threats due to climate change and environmental concerns.
Specific 2025 UWMP requirements include the following:
■ Include a water supply and demand assessment which
compares the total water supply sources available to the water supplier with the long-term total projected water use over the next 20 years (to 2045, preferably to 2050), in five-year increments, for a normal water year, a single dry water year, and a drought lasting five consecutive
water years (California Water Code (CWC) §10635(a)).
■ Provide a report on the City’s compliance with previously adopted 2020 per capita water use targets in accordance with SB X7-7 (Water Conservation Act of 2009, SB X7-7). ■ Report on compliance with distribution water loss
standards (SB 555) (CWC §10608.34(a)(1)).
■ Provide a status update on Sustainable Groundwater
Management Act (SGMA) compliance activities
(i.e., status of Groundwater Sustainability Plan
implementation) (CWC §10631(b)(4)).
■ Include a Water Shortage Contingency Plan with six (6) standard shortage levels corresponding to progressive
ranges of up to 10, 20, 30, 40 and 50 percent shortages and greater than 50 percent shortage (CWC §10632).
03 PROPOSED SCOPE OF SERVICES
Background
Under the Urban Water Management Planning Act, every
urban water supplier in California that delivers more than 3,000 acre-feet of water annually or serves over 3,000 urban connections is required to prepare and adopt an Urban
Water Management Plan (UWMP) every five years. These
plans must include specific content as outlined by DWR. The next UWMP is due by July 1, 2026.
UWMPs play a critical role in water supply planning and management across California. They serve as foundational documents for preparing water supply assessments,
demonstrating compliance with water use efficiency targets, and quantifying key water availability and reliability metrics.
West Yost recognizes the importance of delivering a Joint 2025 UWMP for the City and MID that accurately reflects current and projected water demands and supplies, aligns with the City’s and MID’s water conservation programs and water shortage contingency planning objectives, and fully meets DWR’s requirements for acceptance. To that end, we will prepare a Joint 2025 UWMP that:
■ Leverages our in-depth knowledge of the City’s and MID’s water systems to efficiently develop a comprehensive
and accurate plan that meets both retail and wholesale
UWMP requirements;
■ Aligns with the City’s 2017 Water Master Plan to ensure consistency across planning documents;
■ Coordinates with the anticipated release of DWR’s
Guidebook for the Preparation of the 2025 UWMPs,
incorporating the latest guidance and regulatory
expectations; and
■ Maximizes the efficient use of City and MID staff time, streamlining collaboration and minimizing administrative burden.
West Yost’s extensive history supporting the City and MID— the Joint 2010 UWMP, the City’s 2015 UWMP, the Joint 2020 UWMP, the City’s 2017 Water Master Plan, and the City’s 2017 and 2021 Water Conservation Plan Updates—has
provided us with a deep and unmatched understanding of
the City and MID water systems. This experience equips us with the insight needed to accurately reflect current and projected water supply and demand conditions, and deliver compliance with evolving water use efficiency legislation.
Leveraging this knowledge, we will prepare and submit the Joint 2025 UWMP in full compliance with State Water Code

City of Modesto | Joint 2025 Urban Water Management Plan (UWMP) & Update of the City’s Water 12 Conservation Plan (WCP) | July 1, 2025
■ Provide a seismic risk assessment of water facilities (may reference a recent adopted local hazard mitigation plan or a multi-hazard mitigation plan which addresses seismic risk) (SB 664) (CWC §10632.5).
■ Provide energy use information for water supply
extraction, treatment, distribution, storage, conveyance, and other water uses (CWC §10631.2(a)).
■ Provide a lay description of the fundamental
determinations of the UWMP (CWC §10630.5).
Proposed Approach for
the City of Modesto/
MID Joint 2025 UWMP
Our strategy for efficient plan development is to craft each chapter of the Joint 2025 UWMP based on DWR guidelines
and required DWR tables for both retail and wholesale
suppliers. While the DWR Guidebook for 2025 UWMPs has
yet to be released, we thoroughly understand the required UWMP components, and we anticipate the required
organization of the 2025 UWMP will be the same as the
2020 UWMP. As such, we will not let a potential delay in the release of the DWR Guidebook prevent us from starting the preparation of the Joint 2025 UWMP.
Our standard practice for preparing UWMPs is to
incorporate the required DWR UWMP tables (formatted to
match the DWR Guidebook) into the body of the UWMP
text, as well as to include the required tables in an appendix to facilitate DWR review. Including the required DWR
UWMP tables in the body of the plan allows the reader to comprehend the document without needing to refer to the appendix. We also develop and include supplemental tables to fill gaps between the DWR UWMP tables and provide
additional information as needed to support the data
included in the DWR UWMP tables.
As with the 2010 and 2020 Joint UWMPs, the 2025 Joint
UWMP will present required tables for both the retail
supplier (City) and the wholesale supplier (MID) in parallel within each chapter. This approach ensures a clear and
concise representation of the interrelationship between the City and MID.
Our approach will deliver a Joint 2025 UWMP that
not only fulfills all DWR requirements but also clearly and compellingly communicates the story of the City
and MID water systems—their current conditions,
future projections, and the strategies in place to meet evolving water supply needs and changing demands.
The 2025 UWMPs are required to include water demand
and supply data through December 31, 2025; however, this data will not be available until early 2026. In the interim, we will focus on compiling available data and developing plan components that are not dependent on final 2025 data.
This initial work includes drafting the system and supply description sections and preparing data files in alignment with DWR table requirements. These files will be structured and ready for prompt population once the 2025 data is
available. This phased approach enables timely completion of the DWR-required tables and facilitates the preparation of the Administrative Draft UWMP shortly after the 2025 data is available. The proposed project schedule in Section 4 of this proposal reflects this strategy.
The Water Code requires a planning horizon of 20 years, up to 2045, for the 2025 UWMP. However, DWR suggests
a minimum 25 year planning horizon for land use planning actions and California Environmental Quality Act (CEQA) compliance. Therefore, we recommend using a 2050
planning horizon for the 2025 UWMP.
We will structure the Joint 2025 UWMP in full alignment with the DWR Guidebook and utilize the DWR UWMP
checklist to ensure comprehensive coverage of all required elements. This checklist serves multiple critical functions:
it enables DWR to efficiently verify compliance during
their review, guides our project coordination and progress meetings, and supports our quality assurance/quality
control (QA/QC) process to maintain a high standard of
accuracy and completeness throughout the document.
The anticipated chapter updates and support expectations from the City and MID for the preparation of the Joint 2025 UWMP are summarized in the table on the following pages.

City of Modesto | Joint 2025 Urban Water Management Plan (UWMP) & Update of the City’s Water 15 Conservation Plan (WCP) | July 1, 2025
Approach to Project
Management
All project work will be managed by Bobby Vera, PE,
including project execution, invoicing, coordinating work of the team, and communicating the progress of the work to the City and MID. Our internal project management protocol includes monthly internal check-ins by a firm Principal to identify and resolve issues as they arise, before they impact the project, and a formal quality assurance/quality control review process for all product deliverables.
Regular status meetings will be scheduled with City and MID staff throughout the project to discuss data needs and progress. Draft chapters will be submitted to the City for review and comment as they are completed, with submittal of a complete Administrative Draft 2025 UWMP upon
completion of all draft chapters and appendices.
West Yost will use a collaborative approach between
our team and the City and MID staff to prepare
a compliant 20205 UWMP Update and a well-conceived Water Conservation Plan.
Targeted Data Requests and Focused Meetings: We recognize that City and MID staff have demanding schedules and limited availability to support this project. To make the most of their time, our approach emphasizes targeted data requests and strategically timed meetings at key project milestones. These sessions are designed to gather input and confirm alignment on evaluation assumptions and findings. West Yost is confident that this collaborative and efficient approach will result in a well-crafted 2025 UWMP and WCP Update that delivers
lasting value to the City, MID, and the community.
Meeting Notes, Action Items and Decision Logs: These
tools are critical for tracking and documenting project progress and decisions. West Yost will compile meeting
notes for all formal project meetings. An action item log and a decision log will be used to record and monitor key project details and decisions.
Quality Assurance: West Yost maintains a robust Quality Assurance/Quality Control (QA/QC) program, supported
by a suite of specialized tools, including deliverable-specific checklists available to our project managers.
These resources are crucial in ensuring that our projects not only adhere to stringent technical standards but are also delivered on time and within the specified budget. As described above, the DWR UWMP Checklist will support our QA/QC process to maintain a high standard of accuracy and completeness throughout the document.
Proposed Approach
for the City’s Water
Conservation Plan Update
West Yost previously updated the City’s Water Conservation Plan in 2017 and again in 2021. These updates expanded
upon the demand management measures and conservation
strategies outlined in the City’s 2015 and 2020 UWMPs, with the goal of refining the City’s long-term Water Conservation Program and implementation roadmap.
For the upcoming 2026 update, West Yost will work closely with City staff to:
■ Integrate Recent and Planned Conservation Efforts
Reflect the City’s ongoing and future water conservation programs to document program successes and deliver
alignment with current priorities and initiatives.
■ Support the One Water Modesto Initiative
Incorporate the City’s integrated water management
approach, which treats all water as a single resource to be managed for maximum benefit.
■ Address New Regulatory Requirements
Project future Urban Water Use Objectives for the
City, including indoor residential water use targets, to inform water conservation goals. Provide actionable
recommendations to help the City comply with evolving
water use efficiency standards, including Water Loss
Performance Standards.
To maximize efficiency and data consistency, West Yost
recommends aligning the initiation of the preparation of the Water Conservation Plan Update with the final stages of preparation of the 2025 UWMP. This timing will allow the City to leverage the data analysis and evaluation efforts from the 2025 UWMP to inform and strengthen the Water
Conservation Plan.
Commitment to
Accessibility Compliance
West Yost is committed to producing documents that
meet the Web Content Accessibility Guidelines (WCAG)
required for public agency websites. The City’s 2017 Water Master Plan, the Joint 2020 UWMP, and the 2021 Water
Conservation Plan Update were all developed by West Yost in compliance with WCAG 2.0 AA standards. Continuing this commitment, both the upcoming Joint 2025 UWMP and
the Water Conservation Plan Update will also be prepared to fully meet accessibility requirements, so that all users, including those with disabilities, can access and engage with the content.

content descriptions and due dates for each chapter. The outline will be referenced during progress meetings to track overall project progress (see Task 1-2).
West Yost will also prepare a schedule for the preparation of the 2025 UWMP that shows key milestone dates, including completion of the Draft 2025 UWMP, public noticing
requirements, public review and comment periods, public hearing dates, and dates for the City Council and MID Board to consider adopting the 2025 UWMP.
Task 1-1 Deliverables: A chapter outline for the 2025 UWMP and project schedule will be provided to the City and MID.
Task 1-2. Progress Meetings
West Yost will coordinate with City and MID staff on the progress of the project via conference calls with key City, MID, and West Yost staff. West Yost has assumed that twelve (12) conference calls will be conducted at regular intervals during the preparation of the 2025 UWMP. These calls will be scheduled on mutually agreed upon days and times from Fall 2025 through Spring 2026. We will discuss progress on the various sections of the 2025 UWMP, key milestone dates, and any current issues or concerns.
Task 1-2 Deliverables: Meeting notes, decisions and action items discussed during progress meetings will be provided to the City and MID.
Task 1-3. Project Management and Quality Assurance/
Quality Control
Project management includes those general management
activities that are not specific to any one task, including overall project management; coordination of activities and communication with City and MID staff; and invoicing. West Yost will provide overall project management activities associated with this project. The day-to-day management activities will include the scheduling of resources to
perform the work, coordinating between project staff, and communicating project progress with City and MID staff.
For quality assurance/quality control, it is West Yost’s policy that all work products are reviewed at the principal level prior to submittal. For the City/MID Joint 2025 UWMP, West Yost’s standard QA/QC procedures will be supplemented
with the use of DWR’s 2025 UWMP checklist to verify and document the inclusion of all required elements in both the Public Draft UWMP and the Final UWMP (see Task 3-3). As part of the West Yost QA/QC review process, Amy Kwong
will check all data, figures, and calculations. She will review all documents for technical accuracy and our deliverables team will proofread and check for compliance to standards, including the Website ADA Guidelines for visually impaired persons.
Proposed Scope of Work

RE: Request for Proposals for Joint 2025 Urban Water Management Plan (UWMP) & Update of the City’s Water Conservation Plan (WCP)
Dear Miguel:
West Yost appreciates the opportunity to support the City of Modesto and the Modesto Irrigation District in meeting the requirements of the California Urban Water Management Planning Act and advancing your long-term water resource planning goals. Our proposed fee reflects our clear understanding of the scope of work, regulatory requirements, and technical complexity of developing a compliant Urban Water Management Plan and Water Conservation Plan. We have carefully considered the level of effort required to deliver high-quality work on time and within budget, while providing the flexibility to respond to evolving data, stakeholder engagement needs, and DWR guidance.
West Yost will perform the services based on the proposed approach described in our proposal for a not-to-exceed fee of $180,455. If additional budget is required to complete the work associated with preparing the Urban Water Management Plan or the updated Water Conservation Plan, West Yost will not perform work in excess of the budget amount without the City’s written authorization. The estimated breakdown of costs for the City and MID are shown in the following table.
As shown, the costs for the preparation of the Joint 2025 UWMP are allocated between the City and MID, while the costs for the Water Conservation Plan Update are all allocated to the City.

The insurance policies are to contain, or be endorsed to contain, the following provisions:
Additional Insured Status
The City of Modesto, its officers, officials, employees, and volunteers are to be covered as additional insureds on the CGL policy with respect to liability arising out of work or operations performed by or on behalf of the Consultant including materials, parts, or equipment furnished in connection with such work or operations. General liability coverage can be provided in the form of an endorsement to the Consultant’s insurance with coverage equal to ISO form CG 2010. If Completed Operations endorsement is required, a separate endorsement equal to ISO form CG 2037 is required.
Primary Coverage
The Additional Insured coverage under the Consultant’s policy shall be “primary and non-contributory” and will not seek contribution from the City’s insurance or self-insurance and shall be at least as broad as CG 20 01 04 13. The City of Modesto does not accept endorsements limiting the Consultant’s insurance coverage to the sole negligence of the Named Insured.
Notice of Cancellation
Each insurance policy required above shall provide that coverage shall not be canceled, except with notice to the City of Modesto.
Waiver of Subrogation
Consultant hereby grants to City of Modesto a waiver of any right to subrogation which any insurer of said Consultant may acquire against the City of Modesto by virtue of the payment of any loss under such insurance. Consultant agrees to obtain any endorsement that may be necessary to affect this waiver of subrogation, but this provision applies regardless of whether or not the City of Modesto has received a waiver of subrogation endorsement from the insurer.
Self-Insured Retentions
All Self-insured retentions must be disclosed to Risk Management for approval and shall not reduce the limits of liability. The City of Modesto may require the Consultant to purchase coverage with a lower retention or provide proof of the ability to pay losses and related investigations, claim administration, and defense expenses within the retention. Any and all deductibles and SIRs shall be the sole responsibility of consultant or subconsultant who procured such insurance and shall not apply to the Indemnified Additional Insured Parties.
Acceptability of Insurers
Insurance is to be placed with insurers with a current A.M. Best’s rating of no less than A:VII, unless otherwise acceptable to the City of Modesto.
Claims Made Policies (applicable to Professional Liability only) If any of the required policies provide claims-made coverage:

Verification of Coverage
Consultant shall furnish the City of Modesto with original certificates and amendatory endorsements or copies of the applicable policy language affecting coverage required by this clause and a copy of the Declarations and Endorsements Pages of the CGL and any Excess policies listing all policy endorsements. All certificates and endorsements are to be received and approved by the City of Modesto Risk Services before work commences. However, failure to obtain the required documents prior to the work beginning shall not waive the Consultant’s obligation to provide them. The City of Modesto reserves the right to require complete copies of all required insurance policies, including endorsements required by these specifications, at any time. Failure to exercise this right shall not constitute a waiver of right to exercise later.

Re: Cost-Share Agreement between the City of Modesto and the Modesto Irrigation District Preparation of the 2025 Joint Urban Water Management Plan Dear Mr. Franco:
The City of Modesto (City) and the Modesto Irrigation District (MID) will work jointly on the preparation of the 2025 Joint Urban Water Management Plan (2025 UWMP) in accordance with Section 10642 of the California Water Code, which provides the Department of Water Resources (DWR) with both agency’s water supply plans for current and future growth. The 2005, 2010 and 2020 UWMPs were also conducted jointly between the City and the MID under a single document prepared from both the water wholesaler’s and water retailer’s perspectives.
West Yost and Associates (West Yost) has been selected by the City/MID team to prepare the 2025 UWMP based on their experience and approach. The City will manage the consultant agreement with West Yost and is scheduled to award at the ___________________, 2025 City Council Meeting.
The City and the MID will share the cost of preparation and submittal of the 2025 UWMP as outlined in the Scope of Work. The consultant agreement with West Yost for the 2025 UWMP is in the amount of $133,309 which covers tasks 1 through 7. A separate effort under the West Yost agreement to update the Modesto Water Conservation Plan is a City-only effort and not included in this Cost-Share Agreement. The agreement will also include a ten percent (10%) contingency for additional work that may be needed.
The MID’s cost contribution to the 2025 UWMP tasks (including a 10% contingency) amount to $54,783 ($49,803 + $4,980), which represents an overall cost share of about 37%. The City and the MID will provide their own individual staff time as necessary during the development and review of the 2025 UWMP document.
The City will assume costs for managing the agreement with West Yost and is not requesting a cost share from the MID to cover this aspect of project management. #27..
- 1042 -
This Cost-Share Agreement between the City and the MID stipulates that the MID will pay the City for the MID’s cost share of $54,783 to cover preparation of the 2025 UWMP. Payment to the City by the MID will consist of one payment in the amount of $54,783 to be paid no later than 45 days after award of the contract to West Yost or 30 days after signature of this agreement. The City will notify the MID of monthly invoices from West Yost for services rendered under the agreement as they are received and shall provide a cost breakout indicating the money expended from the MID’s cost contribution.
The MID shall have approval authority over payment of invoices for work performed by West Yost pertaining to the MID’s elements of the 2025 UWMP.
Under the consultant agreement, written notification from West Yost and authorization by the City is required to utilize any contingency funds and authorization would extend to the MID for the MID’s portion under the agreement. Additionally, if project costs to complete the project for the MID’s portion of the 2025 UWMP result in exceeding the budget for the MID’s portions of the project, then the City and the MID agree to meet and confer on a payment process to the City to cover such costs prior to the City requesting a budget adjustment. Monies remaining unspent from the MID’s portion of the project will be released back to the MID no later than 60 days after completion of the project.
This Agreement is by and between two independent parties and is not intended to and shall not be construed to create the relationship of employer, employee, partnership, agent, servant, or joint venture with City or any persons employed by City including subcontractors or employees thereof.
Neither Party, nor any of its officers or employees, shall be responsible for any damage or liability occurring by reason of any act or failure to act by the other party under or in connection with any work delegated to that party under this Cost-Share Agreement. The Parties further agree, pursuant to Governmental Code Section 895.4, that each party shall fully indemnify and hold harmless the other Party and its agents, officers, employees, and contractors from and against all claims, damages, losses, judgments, liabilities, expenses and other costs, including litigation costs and attorney fees, arising out of, resulting from, or in connection with any work delegated to or action taken or omitted to be taken by such Party under this Cost-Share Agreement.
This Agreement supersedes any and all other agreements, either oral or in writing, between any of the Parties herein with respect to the subject matter hereof and contains all the agreements between the Parties with respect to such matter.
The person signing this Agreement (“Signatory”) represents and warrants that he or she is duly authorized and has legal capacity to execute this Cost-Share Agreement. Signatory represents and warrants that the execution and delivery of the Agreement and the performance of the Agreement and the performance of Parties’ obligations hereunder has been duly authorized, and that the Agreement is a valid and legal agreement binding on Parties and enforceable in accordance with its terms.
By signing this Cost-Share Agreement, both the City and the MID agree to the stipulations as stated above.

Non-Emergency Transport Application for Quality Care Transportation
(c) That the applicant is fit, willing and able to perform nonemergency transport service and to conform to the provisions of this chapter, and such rules and regulations as may be promulgated by the Council. In making such findings, the Council shall take into consideration the character, experience, and responsibility of the applicant; (d) That the proposed nonemergency transport service is required by the public convenience and necessity. In making such finding, the Council shall take into consideration the number of nonemergency transport vehicles already in operation, whether existing nonemergency transport service is adequate to meet public need, and the probable effect of increased nonemergency transport service on local traffic conditions; and
(e) None of the factors enumerated in Section 3-9.07 of the Modesto Municipal Code exist, such as misleading color schemes, disqualifying background factors, and proof of insurance.
After approval from Council has been provided, the permit will be issued by the Modesto Police Department.
Currently there are fifteen permitted ambulance companies in Modesto to provide non-emergency transport: Allstar Ambulance, America West, Amwest Ambulance, Bay Medic Transportation, Citizens Medical Transport, Heavenly Medical Transport LLC, MacIntosh Transport LLC, Medics Plus, NorCal Ambulance, Mediwest Non-Emergency Medical Transportation, Provident Senior Solutions, Inc, Quality Care Transport Inc, Rose Medical Transportation, Star Nonemergent Transportation and Trauma Life Care & Medical Transport.
DISCUSSION:

Quality Care Transportation has paid the $1,000 filing fee to cover administrative, investigative, and other incidental costs associated with the application and have provided all necessary information as outlined in Sections 3-9.01 to 3-9.20 of the Modesto Municipal Code. Photos of the proposed vehicles were provided. They depict vehicles that are appropriate for their intended use, and the vehicle color and markings are not misleading. In reviewing the application and subsequent background, it appears the applicant can perform the proposed services, and these services benefit the public convenience and necessity based on the number of licensed providers currently operating in the city. There are no disqualifying factors at this time. The MPD concluded the required background investigation on Quality Care Transportation indicating the applicant has complied with the requirements contained in Modesto Municipal Code Sections 3-9.01 through 3-9.20 and recommends issuing the operational permit.
FISCAL IMPACT:

Additionally, Quality Care Transportation will be required to pay mill tax, which is currently at a rate of 0.002, on their gross receipts while operating in the city. Fees and mill tax paid to the City are revenue to the General Fund. #28..

FROM: Jessica Hill, Director of Community and Economic Development SUBJECT: Memorandum of Understanding with the United Way and Modesto Gospel Mission CONTACT: Edgar Garcia, Community Development Manager,

DESCRIPTION:
Consider approving a Memorandum of Understanding (MOU) between the City of Modesto and United Way for a partnership with Modesto Gospel Mission to provide outreach and employment support for individuals experiencing homelessness in an amount not to exceed $1,250,000 in alignment with the City’s Camp2Home Initiative. (Funding Source: Various Funds) STRATEGIC PLAN ELEMENT:
This item supports quality of life consistent with the City Council’s 2025-2026 Strategic Plan Goal C: Develop and implement a comprehensive housing and homelessness action plan.
BACKGROUND:
On December 11, 2018, by Resolution 2018-565, a Memorandum of Understanding (MOU) was entered into by the City of Modesto, County of Stanislaus, Stanislaus Community Foundation, and the United Way to bring the Downtown Streets Team (DST) program to Stanislaus County.
The initial multi-partner Memorandum of Understanding expired on December 11, 2021. On August 9, 2022, by Resolution 2022-340, the City approved the expansion from 25 to 68 members in partnership with Stanislaus County Community Services Agency, which significantly increased the capacity to serve individuals experiencing homelessness. The DST organization has been exceptional in supporting individuals experiencing homelessness by providing meaningful daily activities, building camaraderie, and supporting members in the following areas: securing employment, increasing engagement in mental health treatment, removing barriers to housing and employment, and assisting with vital documents.
Most recently, the City held multiple agreements with the Downtown Streets Team including: (1) in the amount of seven-hundred thousand ($700,000) in Measure H funds for litter abatement in the Parks as approved by Resolution 2024-384, and (2) an agreement in the amount of four hundred thousand dollars ($400,000) in a Federal grant for rapid rehousing of individuals experiencing homelessness as approved by Resolution 2022-439, and (3) an allocation for a #29..

Memorandum of Understanding with the United Way and Modesto Gospel Mission
two-year period of one-million dollars ($1,000,000) in a State grant for job training and rapid rehousing, as approved by Resolution 2025-191.
Since its inception in January 2019, DST has served nearly 940 individuals with over 2.6 million pounds of debris removed from City streets through DST’s litter abatement program. DST’s performance outcomes are summarized in the table below:
Performance Indicator as of August 2025 Outcome
Participants Served 937
Employment Outcomes
Participants Employed 113
Housing Outcomes
Obtained Housing 285
Supportive Services
Documents Obtained 1039
Medical Services Provided 644
Well-being Services Provided 521
DST provided notice to the City on August 29, 2025, that it would be ceasing operations on October 31, 2025, that impacts their operations across their 16 communities throughout the State. In response to this disappointing news, the City coordinated with public and private partners to identify viable options to continue these critical services.
DISCUSSION:
To help fill the critical gap in services for individuals experiencing homelessness, the City has identified a partnership with the United Way as a viable solution. United Way will hold an agreement with the Modesto Gospel Mission (MGM) to provide citywide litter abatement, graffiti removal, and case management for individuals who are experiencing homelessness.
MGM’s proposed scope of work includes part-time employment for sixty-eight (68) individuals, rotating every 3 to 6 months while being paid minimum wage. The proposal also includes one (1) program manager and two (2) case managers for program oversight and support. MGM will facilitate the following program areas:
Outreach and Case Management: MGM will engage with unsheltered individuals in public spaces to share information and connect them with available resources. These resources, provided by the City of Modesto, nonprofits, and other partners, aim to address needs related to disabilities, mental health, substance use, and housing.
Blight Abatement: Team members will work collaboratively on beautification projects around the community. Tasks include litter, debris, graffiti, and needle removal in the assigned program area.
Reporting: MGM will be responsible for tracking and reporting a variety of program outcomes, including employment and housing placements, average #29..

wages, and the volume of debris and needles removed. They will also collect data on client barriers, progress in overcoming those barriers, and program retention.
The United Way will serve as the fiscal agent. The United Way will arrange regular meetings with potential donors and partners to help secure potential funding and will hold regular oversight meetings with partner agencies as well as monthly meetings with MGM to ensure they are adhering to the terms of agreement and meeting their performance metrics. The City of Modesto will also be applying for additional grant opportunities, as well as coordinating with the Stanislaus Community Foundation, and other partners for additional funding opportunities that will help promote the continuity of the program.
The proposed program budget is provided in further detail below:

The City will be working collaboratively with the Modesto Gospel Mission and the United Way to begin services on November 1, 2025, to include engaging individuals, case management, client support with vital documents, among other services to help promote the program. To offer a sufficient ramp-up period, the Modesto Gospel Mission will begin the blight abatement work on January 1, 2026, to ensure employees are trained, and they have secured necessary equipment to fulfill the scope of work. The blight abatement work will include litter abatement and graffiti removal in areas across the community, as assigned by City staff.
FISCAL IMPACT:
The annual cost of the program is $1,250,000 and the City has identified the funding sources below to absorb the cost of the program for the first year of operations. The City is committed to working collaboratively with the United Way to develop a sustainability plan which will help offset future operating budgets, which will require further analysis and will be incorporated as amendments to this MOU. This item has no anticipated impact on the General Fund. 1 Allocations for full-time staff include fringe benefits equal to 20% of their salary. 2 The hourly rate for clients is inclusive of staffing agency and associated personnel costs. #29..
