ITEM # 23
CITY OF MONTEBELLO
CITY COUNCIL AGENDA STAFF REPORT
TO: Honorable Mayor and City Council Members
FROM: Raul Alvarez, City Manager
BY: Cesar Roldan, Director of Public Works
SUBJECT: ADOPT RESOLUTION NO. 25-36, APPROVING THE LOS ANGELES
GATEWAY REGION INTEGRATED REGIONAL WATER
MANAGEMENT AUTHORITY (GWMA) AMENDED AND RESTATED
JOINT EXERCISE OF POWER AUTHORITY AGREEMENT
DATE: May 28, 2025
RECOMMENDATIONS:
It is recommended that the City Council:
1. Adopt Resolution No. 25-36, approving the Amended and Restated Joint Exercise of Powers Authority Agreement, as presented; and
2. Authorize the City Manager to execute the Amended and Restated Joint Exercise of Powers Authority Agreement; and
3. Take such additional, related action that may be desirable.
FISCAL IMPACT:
Annual dues will continue to be assessed and approved by a super-majority vote of the Los Angeles Gateway Region Integrated Regional Water Management Authority (GWMA) Board to support the ongoing work of the GWMA. As such, a defined budget for the City of Montebello's membership in the GWMA cannot be specified at this time.
BACKGROUND/DISCUSSION:
The Gateway Water Management Authority was formed in 2007 to address water supply reliability, water quality, stormwater, and flood control in the Gateway Region of Los Angeles County. With a population of more than 2 million people, GWMA members have successfully worked together to develop regional projects, and seek and receive local, state and/or federal funds to support those projects.
CITY COUNCIL AGENDA REPORT - MEETING OF MAY 28, 2025
GWMA members are made up of Gateway cities and water agencies that represent distinctive hydrogeological, topographic, demographic, political, and economic elements. Membership in the GWMA has proven to successfully communicate the Gateway region’s needs with a single voice increasing opportunities for project and funding partners.
Since its inception, GWMA’s membership has increased and GWMA’s role has evolved significantly. Currently, membership has grown to 28 cities and water agencies. With that growth, GWMA has been able to respond to the changing water conditions and challenges in Southern California. In addition to developing regional projects and seeking grant funds to support them, GWMA continues its critical role as part of the Greater Los Angeles County Integrated Regional Water Management ensuring that the Gateway region’s voice is always heard. Further, GWMA’s added role since 2012 has been to facilitate and administratively support watershed stormwater compliance programs under the MS4 Permit for the Lower Los Angeles River, Lower San Gabriel River, Los Cerritos Channel and several other regional groups of cities working together to comply with the MS4 Permit for monitoring/reporting harbor stormwater flows.
In 2024, GWMA staff and legal counsel provided several updates regarding the proposed modifications to the joint powers authority (JPA) Agreement. These changes include:
board member terms and allowing for up to three alternates; updating the list of member cities/agencies; defining a super-majority vote for certain board actions; and no longer requiring a lead agency to be appointed to conduct the financial/contractual affairs of GWMA (which has been done in-house since 2014).
On January 14, 2025, City of Montebello staff received the draft Amended and Restated JPA Agreement for review and comment. Legal Counsel was also requested to review the document. Comments were due to GWMA staff by March 14, 2025.
On April 10th, GWMA staff presented the revised draft agreement to the GWMA Board, showing the incorporated members’ comments on the JPA Agreement. After discussion, the GWMA Board approved the Amended and Restated JPA Agreement by a super- majority vote which is presented herein.

CITY OF MONTEBELLO
CITY COUNCIL AGENDA STAFF REPORT
TO: Honorable Mayor and City Council Members
FROM: Raul Alvarez, City Manager
BY: Luis Lopez, Police Chief
SUBJECT: APPROVE PROFESSIONAL SERVICES AGREEMENT NO. 4268 WITH REDFLEX TRAFFIC SYSTEMS, INC. DBA “VERRA MOBILITY
SYSTEMS”
DATE: May 28, 2025
RECOMMENDATIONS:
It is recommended that the City Council:
1. Approve Professional Services Agreement No. 4268 with Redflex Traffic Systems, Inc. DBA “Verra Mobility Systems” for provision of services related to the City's Red Light Photo Enforcement Program; and
2. Take such additional, related action that may be desirable.
FISCAL IMPACT:
The monthly cost for monitoring eight intersections is $20,000 (8 x $2,500/intersection), resulting in a total annual contract amount of $240,000. Funding for the Red Light Photo Enforcement Program is included in the Police Department’s Fiscal Year 2024-25 budget in Account No. 100-80-810-6040.10 (General Fund, Police, Traffic, Other Contract Services). Appropriate funding will be included in the FY 2025-26 budget.
BACKGROUND/DISCUSSION:
The Montebello Police Department partners with Redflex Traffic Systems (DBA Verra Mobility Systems) to administer and manage the Red Light Photo Enforcement Program across eight key intersections and eight approaches within the City. Given the department’s limited resources for traditional traffic enforcement, this system acts as a force multiplier—significantly reducing red-light violations and traffic collisions.
CITY COUNCIL AGENDA REPORT - MEETING OF MAY 28, 2025
Redflex Traffic Systems, a recognized leader in photo enforcement technologies, has nearly two decades of experience and is the longest-serving provider of such services in North America. The company has partnered with over 500 jurisdictions worldwide, including 24 in California—among them Culver City, Garden Grove, Oxnard, and Solana Beach.
The continuation of this partnership offers substantial public safety and operational benefits. The proposed contract extension through June 30, 2026, will align the agreement with the City’s fiscal year, thereby enhancing budgetary planning and financial oversight. Prior to the expiration of this agreement, staff will initiate a review and discussion regarding a potential amendment and extension of the contract, based on program performance, service needs, and available funding.
Maintaining the uninterrupted service of the red light cameras ensures consistent enforcement, builds public trust, and supports the City's broader traffic safety objectives.
Furthermore, operational continuity promotes cost-efficiency through streamlined procedures and optimized resource utilization. The existing equipment provided by Redflex continues to serve as a critical asset to the City’s traffic enforcement and management infrastructure.
Therefore, Agreement No. 4268 (Attachment A) is being entered into under the authority provided by Montebello Municipal Code Section 3.20.050(C) Standardization of Goods and/or Services: when goods and/or services are required to maintain consistent operation or function to an existing technology or public safety system or program already in use by the city. The red light enforcement cameras provided and maintained by Redflex have been in use since August 2017. Continuing this service promotes public safety and ensures continued enforcement of traffic safety citywide.

DATE: May 28, 2025
RECOMMENDATIONS:
It is recommended that the City Council:

2. Authorize the City Manager to take actions necessary to execute and finalize an agreement on behalf of the City of Montebello; and

The awarded agreement will be managed by the Recreation and Community Services Department and funded within the Department’s budget. The Department’s Fiscal Year 2025-26 budget will incorporate the first year expense of the proposed agreement and subsequent budget requests will incorporate appropriate funding.
BACKGROUND/DISCUSSION:
CITY COUNCIL AGENDA REPORT - MEETING OF MAY 28, 2025
The Neighborhood Coyote Program serves as an avenue to address, educate, and report coyote interactions as well as safety issues caused by coyotes within the San Gabriel Valley. The program is managed by the SGVCOG and serves as the central organization responsible for providing public outreach services and developing a reporting mechanism on behalf of participating cities. Participating cities include Alhambra, Arcadia, Azusa, Glendora, Irwindale, Rosemead, and San Marino.
The City joined the Neighborhood Coyote Program in October of 2019. The current agreement has come to the end of its term and staff is proposing to enter into a new agreement in order to continue membership in the program. The new agreement will be for a three year term and the cost is $11,000 for the first year. The cost will then be adjusted annually based on the change in the Los Angeles Consumer Price Index or 3%, whichever is less.
Participation in the Neighborhood Coyote Program provides the City with various resources and services to promote coyote safety. These include:
• Attendance at community events to promote the program. • Physical and electronic files of coyote marketing and outreach materials. • A coyote incident reporting system for City residents. • Monthly reports sent to the City.
• Coordination with the California Department of Fish and Wildlife, Los Angeles County, and other relevant external stakeholders on regional coyote management efforts.

CITY OF MONTEBELLO
CITY COUNCIL AGENDA STAFF REPORT
TO: Honorable Mayor and City Council Members
FROM: Raul Alvarez, City Manager
BY: Luis Lopez, Police Chief
SUBJECT: APPROVE AMENDMENT NO. 1 TO PROFESSIONAL SERVICES AGREEMENT NO. 3944 WITH AXON ENTERPRISES INC. FOR BODY
WORN CAMERAS (BWC) AND MOBILE AUDIO VIDEO (MAV)
DATE: May 28, 2025
RECOMMENDATIONS:
It is recommended that the City Council:
1. Approve Amendment No. 1 to Professional Services Agreement No. 3944 with Axon Enterprises Inc. for Body Worn Cameras (BWC), Mobile Audio Video (MAV) Equipment and Supporting Software; and
2. Extend the current agreement with Axon by one year as allowed by the original agreement terms through December 8, 2027; and
3. Increase the annual not-to-exceed amount of Agreement No. 3944 by $50,000 (to $195,951 each year); and
4. Authorize the City Manager to execute an Agreement on behalf of the City; and
5. Take such additional, related, action that may be desirable.
FISCAL IMPACT:
Amendment No. 1 (Attachment A) to Professional Services Agreement No. 3944 (Attachment B) would increase the annual not-to-exceed amount by $50,000: from $145,951 to $195,951. The additional expenses are for providing Body Worn Cameras (BWC) for new employees -- sworn and non-sworn -- as well as Mobile Audio Video (MAV) in patrol vehicles. The amendment will also extend the term of the agreement by one year, through December 8, 2027. The additional $50,000 in expenses will be included in the Fiscal Year 2025-26 proposed budget.
BACKGROUND/DISCUSSION:
CITY COUNCIL AGENDA REPORT - MEETING OF MAY 28, 2025
The Montebello Police Department has been utilizing Axon Body Worn Cameras (BWC) and Mobile Audio Video (MAV) since 2022. Request for Proposals (RFP) No. 21-34 was published via The Daily Journal and posted on Planet Bids inviting proposals from highly qualified contractors for body-worn cameras, mobile audio video, and maintenance and software configuration in August 2021. Six companies responded to the proposal, and staff reviewed them and recommended an agreement be executed with Axon Enterprise, Inc. Axon was awarded Professional Service Agreement No. 3944 (Attachment B) on December 8, 2021 (RFP No. 21-34).
Since early 2022, the Police Department has been utilizing the Axon BWCs and MAVs. The camera systems have performed exceptionally well and have exceeded the Department's expectations. The number of sworn officers in 2022 was 74 when the BWCs were first deployed. This number has increased to 84 in 2025 as well as adding six (6) reserve police officers. Axon BWC’s are also issued to seven (7) civilian police cadets and community service officers (CSOs) who will be serving as members of the new Parks Services Bureau. In addition to BWC’s for personnel, four (4) additional BWCs will be added to marked patrol units that will need to be outfitted with MAV’s.
ENVIRONMENTAL:
N/A
ANALYSIS:
Staff recommends amending the original, annual not-to-exceed agreement amount by $50,000, from $145,951 to $195,951 (Attachment A). the additional amount will be utilized to cover the costs of additional BWC’s, MAV equipment and supporting software from Axon.
Staff also recommends extending the agreement by one year, which is allowed per the existing agreement terms, through December 8, 2027 (Attachment A). This extension would also include the additional $50,000 annually for a total not to exceed amount of $195,951 for Fiscal Years 2025-26 and 2026-27.
The Police Department has filled 10 sworn officer positions and added 7 CSO and cadet positions since the original agreement was executed in 2021. The increased funding will pay for additional body worn camera’s for the sworn and non-sworn staff. The increased funding will also be used to update and outfit new police patrol vehicles with mobile audio video systems.
SUMMARY:
Staff recommends that the City Council approve Amendment No. 1 (Attachment A) to Agreement No. 3944 with Axon Enterprise, Inc. extending the term of the Agreement through December 8, 2027; increase the annual not to exceed amount by $50,000 (to $195,951) for each of years four, five and six of the agreement (through December 8, 2027); authorize the City Manager to execute the amendment; and direct staff to take

CITY OF MONTEBELLO
CITY COUNCIL AGENDA STAFF REPORT
TO: Honorable Mayor and City Council Members
FROM: Raul Alvarez, City Manager
BY: Luis Lopez, Police Chief
SUBJECT: AUTHORIZE INCREASING THE BLANKET PURCHASE ORDER WITH
ADAMSON POLICE PRODUCTS
DATE: May 28, 2025
RECOMMENDATIONS:
It is recommended that the City Council:
1. Authorize an increase to the existing Blanket Purchase Order with Adamson Police Products in the amount of $34,000; and
2. Take such additional, related action that may be desirable.
FISCAL IMPACT:
The Montebello Police Department utilizes Adamson Police Products as a vendor for a variety of essential public safety supplies, including bulletproof vests, officer protective gear, first aid equipment, helmets, and jail safety items. An existing blanket purchase order is currently in place with Adamson in the amount of $49,999.
The Department now seeks to procure additional critical safety equipment, including gas masks, spit masks, jail helmets, and Automated External Defibrillator (AED) units. These items are vital for ensuring the health and safety of both officers and detainees, and for maintaining compliance with current safety standards. The purchases have been approved through various grant programs, which will cover the cost of the equipment.
However, the addition of these items will cause total expenditures with Adamson Police Products to exceed the current purchase order threshold. In accordance with the City's procurement policies, this necessitates either an increase to the existing purchase order or authorization of a new purchase order to proceed with the grant-funded acquisitions.
CITY COUNCIL AGENDA REPORT - MEETING OF MAY 28, 2025
This request does not require additional funding from the General Fund, as all items are covered through secured grant funding. The fiscal impact is limited to the administrative action of modifying purchasing authority to allow full utilization of awarded grant resources by increasing the existing blanket purchase order by $34,000.
BACKGROUND/DISCUSSION:
The safety, preparedness, and operational readiness of Montebello Police Department personnel are essential to the City's ability to maintain public safety and ensure effective community-oriented policing. As crime trends and emergency situations grow increasingly complex, it is critical that officers are equipped with modern and reliable protective equipment.
To meet these needs, the Department is seeking to update and procure key safety equipment, including gas masks, spit masks, jail helmets, and Automated External Defibrillator (AED) units. These items are essential for officer and detainee protection during high-risk operations, chemical or biohazard incidents, and in-custody medical emergencies.
The equipment purchases have been approved through various external grant programs, enabling the City to make these safety upgrades without impacting the General Fund.
However, these purchases will exceed the current blanket purchase order with Adamson Police Products, the Department’s primary supplier for safety equipment and gear. To proceed with the grant-funded purchases of equipment, an increase of the existing blanket purchase order in the amount of $34,000 is required. This action ensures compliance with procurement regulations and allows the City to responsibly utilize available grant funding.

SUMMARY:
Staff is requesting an increase to the existing blanket purchase order with Adamson Police Products in the amount of $34,000. The additional funds will allow for the police department to purchase required safety equipment for Fiscal Year 2024-25. No budget amendment is needed as part of the recommended actions.

SUBJECT: APPROVE AGREEMENT NO. 4326 WITH THE CENTER FOR TRANSPORTATION AND THE ENVIRONMENT, INC., TO CONDUCT
BUS BUILD INSPECTIONS FOR THREE HYDROGEN FUEL CELL
ELECTRIC BUSES
DATE: May 28, 2025
RECOMMENDATIONS:
It is recommended that the City Council:
1. Approve Agreement No. 4326 with the Center for Transportation and the Environment, Inc. (CTE), for a total not-to-exceed amount of Fifty-Five Thousand Dollars ($55,000), to conduct bus build inspections for three (3) hydrogen fuel cell electric buses (FCEBs) associated with the City of Montebello’s Zero-Emission (ZE) Bus Facilities and Fleet Transition Plan; and
2. Authorize the City Manager and/or his designee to approve change orders up to ten percent (10%) of the total not-to-exceed amount; and
3. Authorize the City Manager to execute Agreement No. 4326 on the City’s behalf; and
4. Take such additional, related, action that may be desirable.
FISCAL IMPACT:
Funding for this project, including the 10% contingency ($5,500), will be allocated from the Transit Fund (Account No. 600-90-90-6040.95). Staff confirmed that sufficient funds exist for these services. This amount will cover the cost for four (4) periodic inspections of the three (3) hydrogen FCEBs. CTE will conduct these inspections throughout the bus build process, with payments of $13,750 due after each inspection is completed (4 x $13,750 = $55,000).
CITY COUNCIL AGENDA REPORT - MEETING OF MAY 28, 2025
BACKGROUND/DISCUSSION:
As part of the City’s Zero-Emission (ZE) Transition Plan, Montebello Bus Lines (MBL) is actively working toward compliance with the California Air Resources Board’s (CARB) Innovative Clean Transit (ICT) regulation, which mandates the phased adoption of ZE bus technologies. In accordance with this initiative, MBL has procured three (3) hydrogen FCEBs from New Flyer (Attachment A). These FCEBs represent MBL’s first deployment of hydrogen-powered transit buses and are scheduled for delivery later this year.
To support this transition, the City entered into Agreement No. 4231 (Attachment B) with CTE, a nationally recognized nonprofit consulting firm with expertise in ZE vehicle technology and infrastructure planning. Through coordinated meetings, CTE has been providing strategic consulting services related to fueling infrastructure, facility modifications, safety planning, and project management oversight. In addition, CTE has provided information related to specialized services the firm offers for bus-building inspections during the transit bus production process (Attachment C). These services are designed to ensure that each FCEB is built in full compliance with all contractual specifications, state and federal procurement regulations, and the manufacturer’s own quality standards.
Given CTE’s familiarity with MBL’s ZE transition goals, technical expertise, and vast experience supporting transit hydrogen projects across California, staff recommend the City Council consider approving Agreement No. 4326 with CTE (Attachment D), in accordance with Montebello Municipal Code (MMC), Section 3.20.50(C), Standrdization of Goods and/or Services, to conduct bus build inspections for MBL’s three FCEBs currently in the pre-production process.
On March 26, 2025, the City Council approved Ordinance No. 2481, amending the municipal procurement guidelines, specifically MMC Section 3.20.50(C), with the intent to streamline citywide processes related to procurement, contract management, bidding, purchasing, and project oversight. This ordinance highlights the importance of standardizing goods and services to ensure consistent operation, compatibility, and sustainability of technologies and systems already integrated into municipal operations— particularly those supporting the direct delivery of transit services. The proposed specialized services directly align with the intent of MMC Section 3.20.50(C):
Standardization of Goods and/or Services: When goods and/or services are required to maintain consistent operation or function to an existing technology or public safety system or program already in use by the city.
