NOTICE IS FURTHER GIVEN that the City Clerk of the City of National City is in receipt of a written report that summarizes the methodology and identifies by parcel number, each parcel of real property receiving sewer services, and the amount of sewer charges for each parcel for FY2026-27 as required by the California Health and Safety Code Section 5473, et seq., pertaining to collection of sewer charges on the tax roll. The report may be viewed at the City Clerk’s Office, 1243 National City Blvd., during normal business hours.
Anyone interested in this matter may appear at the above time and place and be heard. The City Council will also accept written public comments regarding this matter. Written comments or testimony from the public must be submitted via e- mail to [email protected] by 2:00 P.M. on the day of the City Council Meeting .

REPORT, WHICH IDENTI FIES BY PARCEL NUMBE R EACH PARCEL OF REA L PROPERTY
RECEIVING SEWER SERV ICES AND THE AMOUNT OF SEWER CHARGES FOR EACH PARCEL FOR FY 2026-27 AS REQUIRED BY THE CALIFORNIA HEALTH AND SAFETY CODE SECTION 5473, ET SEQ., PERTAINING TO COLLECTION OF SEWER CHARGES ON THE TAX ROLL; 2) DIRECTING T HE CITY CLERK TO FIL E THE REPORT WITH TH E COUNTY OF SAN DIEGO AUDITOR AND CO NTROLLER; AND 3) DIR ECTING THE DIRECTOR OF PUBLIC
WORKS / CITY ENGINEER TO SUBMIT A CERTIFICATION OF THE SEWER SERVICE CHARGES TO THE COUNTY OF SAN DIEGO AUDITOR AND CONTROLLER.
WHEREAS, the City of National City (“City”) provides sewer services to approximately 17,000 units/customers, including individual apartments and mobile homes, which results in approximately 9,000 billings; and
WHEREAS, California Health and Safety Code Section 5473 requires a written report to be prepared each year and filed with the City Clerk’s Office (the “Report”), and the Report shall contain a description of each parcel of real property receiving sewer service and the amount of the sewer service charges for each parcel for the year; and
WHEREAS, California Health and Safety Code Section 5473.2 requires that the City hold a Public Hearing where the City Council will hear and consider all objections or protests, if any, to the Report; and
WHEREAS, if the City Council finds that a protest is made by the owners of a majority of separate parcels of the property described in the Report, then the Report shall not be adopted, and the charges shall be collected separately from the tax roll and shall not constitute a lien against any parcel or parcels of land; and
WHEREAS, upon conclusion of the Public Hearing, the City Council may adopt, revise, change, reduce or modify any charge, or overrule any or all objections and shall make its determination upon each charge as described in the Report; and WHEREAS, California Health and Safety Code Section 5473.4 provides that, on or before August 10 of each year, the City Clerk’s Office shall file a copy of the Report with the County of San Diego Auditor and Controller with a statement endorsed on the Report over the City Clerk’s signature that the City Council has adopted the Report.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1: That on June 2, 2026, the City Council held a Public Hearing where the City Council heard and considered all objections or protests, if any, to the Report.
Section 2: That the City Council finds that a protest has not been made by the owners of a majority of separate parcels of property described in the Report.
Section 3: That the City Council overrules any and all objections to the Report.
Section 4: That the City Council adopts the Report required by the California Health and Safety Code Section 5473, et seq., for the Fiscal Year 2026-2027, and directs the City Clerk to keep the Report on file in their office.
Section 5: That the City Council directs the City Clerk to file a copy of the Report with the County of San Diego Auditor and Controller with a statement that the City Council has adopted the Report.
Section 6: That the City Council directs the Director of Public Works / City Engineer to file a certification of the City sewer service charges with the County of San Diego Auditor and Controller.
Section 7: That the City Clerk shall certify to the passage and adopt ion of this Resolution and enter it into the book of original Resolutions.

RECOMMENDATION:
Pursuant to AB 2561, h old a Public Hearing and Receive the Staff Report and Presentation on Local Public Employees Vacant Positions.

EXPLANATION:
On September 22, 2024, Governor Newsom signed AB 2561 into law, amending the Meyers - Milias-Brown Act to require public agencies to publicly address the status of their vacancies. The California Legislature recognized that vacancies are widespread and pose a significant challenge in the public sector. Unfilled positions increase employee w orkloads, leading to burnout, higher turnover, and potential disruptions in public service delivery.
AB 2561 establishes three key requirements for local agencies:
1. Annual Public Hearing – At least once per fiscal year, an agency’s governing board mu st hold a public hearing to review and report on vacancy status, as well as recruitment and retention efforts.
2. Policy and Procedure Review – During the hearing, the agency must assess and identify any necessary changes to policies, procedures, and recruitment activities that may create hiring obstacles.
3. Employee Organization Participation – The recognized employee organization for a bargaining unit must be allowed to present at the hearing.
Staff has reviewed its procedures, to ensure the City’s policies and procedures do not hinder hiring efforts. The City remains committed to strengthening recruitment and retention strategies.
To attract qualified candidates, the City advertises job openings on its website and GovernmentJobs.com, as well as on industry-specific platforms when appropriate. Additionally, the City offers interest cards to notify potential applicants when vacancies arise. Human Resources has also expanded its social media presence and attended various job fairs to enhance recruitment efforts, engage prospective candidates, and strengthen the City’s employer brand.
FINANCIAL STATEMENT:
There is no fiscal impact associated with this status update. Staff will continue with efforts towards filling the remaining vacancies.

Consideration of a Resolution Adopting a Budget for Fiscal Year 2026-2027
RECOMMENDATION:
Adopt a Resolution Entitled, “Resolution of the City Council of the City of National City, California, Adopting a Budget for Fiscal Year 2026-2027.”

EXPLANATION:
After a series of internal staff meetings and City Council workshops, staff presents for adoption the Fiscal Year 2026-2027 Proposed Budget for the City of National City. Preparation of the City’s budget is a multi -step process occurring over several months. Development of the City’s fiscal year 2026-2027 budget began in January 202 6 with direction to City departments to detail and submit their baseline budget revenues and expenditures by March 2026. Finance staff met with representatives from each department along with the City Manager, and Director of Finance throughout April to finalize the preliminary budget.
Budget workshops to review the City’s fiscal health, present the preliminary budget, an d receive Council direction were held on May 4 and May 18, 2026 . The preliminary budget presented at the May 4 workshop estimated General Fund revenues and transfers-in totaling $76.4 million and General Fund expenditures and transfers-out totaling $92.5 million, with a use of unassigned fund balance of $ 16.1 million. The presentation to Council also included an overview of each department’s operations, as well as staff recommended budget reductions to decrease the use of General Fund unassigned fund balance.
Staff now presents the City of National City’s Fiscal Year 202 6-2027 Proposed Budget for adoption. The proposed budget, which now includes the preliminary budget, the recommended reductions presented on May 18, as well as additional budget reductions that have been identified, estimates General Fund revenues and transfers -in totaling $76.4 million and recommends General Fund expenditures and transfers-out totaling $89.1 million with a use of unassigned fund balance of $12.7 million. The proposed bud get estimates all funds revenues and transfers -in totaling $152.4 million and recommends all funds expenditures and transfers-out totaling $165.7 million.

RESOLUTION NO. 2026 –
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, ADOPTING A BUDGET FOR THE FISCAL YEAR 2026-2027
WHEREAS, on May 4, 2026, in accordance with National City Municipal Code §2.55.030, the City Manager submitted a preliminary budget for the 2027 Fiscal Year to the City Council and said budget was discussed and deliberated in public session; and
WHEREAS, on May 18, 202 6, the City Council reviewed and discussed staff recommended budget reductions.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1: The all-funds budget for the Fiscal Year beginning July 1, 2026, with City expenditures totaling $165,697,581 is hereby approved, adopted, and appropriated.
Section 2: The amounts by fund outlined in the “Transfers Out” and “Proposed Expenditures” column of “Exhibit C” attached hereto and incorporated herein by this reference shall be the maximum expenditures authorized for those funds for the Fiscal Year 2027.
Section 3: The City Manager is hereby authorized to make budgetary revisions between budget units within a fund after the adoption of this budget.
Section 4: The City Manager is hereby authorized to transfer monies between funds up to the maximum outlined in the “Transfers” column in “Exhibit C” attached hereto and incorporated herein by this reference.
Section 5: The estimated financing sources by fund available to meet the authorized expenditures and transfers are approved and adopted as detailed in the Fiscal Year 202 7 Preliminary Budget and modified by the recommended revenue increases presented to Council at the May 18 workshop incorporated herein by this reference.
Section 6: The City Manager is authorized to adjust amounts of said financing sources subsequent to budget adoption if any appropriation balances carried forward from prior fiscal years had an associated revenue source at the time the appropriation was established.
Section 7: The City Council of the City of National City hereby authorizes and approves the number and classification of employees in the respective functions, departments, and activities outlined in the Fiscal Year 2027 Proposed Budget and incorporated herein by this reference.
Section 8: The City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book of original Resolutions.
