CALIFORNIA, AMENDING THE CODE OF ETHICS FOR CITY
COUNCIL MEMBERS, COMMISSION MEMBERS AND CITY
EMPLOYEES AND REPEALING RESOLUTION No. 2021-12.
WHEREAS, the proper operation of democratic government requires that public officials and employees be independent and impartial in their judgment and actions, that government decisions and policy be made in the proper channels of the governmental structure, that public office not be used for personal gain and that the public have confidence in the integrity of its government and public officials; and WHEREAS, the realization of these ends is impaired whenever there exists, or appears to exist, an actual or potential conflict between the private interests of a governmental official and employee, and his or her public duties; and WHEREAS, a Code of Ethics serves:

This Code of Ethics shall also apply to the use of social media as well as interpersonal communication.
ETHICAL CONSIDERATIONS:

Discuss and take possible action on a draft letter to the Corona-Norco Unified School District regarding prioritization of funding for Norco High School programs and facilities RECOMMENDATION:
Discuss and take action on the draft letter to the Corona-Norco Unified School District, and/or other related actions
SUMMARY:
City Council requested that a draft letter be prepared to encourage the Corona-Norco Unified School District (CNUSD) to include more funding for Norco High School programs and facilities.
BACKGROUND:
At the City Council meeting of April 3, 2024, Mayor Bash stated his concerns for the aging facilities at Norco High School, such as the FFA area, the library and the softball fields that were not prioritized for repairs and upgrades during a recent Corona-Norco Unified School District Board meeting. The Council approved a motion to have the CNUSD Envision 2033 draft, the CNUSD 2024-2025 budget, and a draft letter to the CNUSD brought to a future meeting for review.
Accordingly, a letter has been drafted for Council's consideration. Also attached are three CNUSD presentations summarizing the Envision 2033 efforts. Finally, the CNUSD's most recent budget can be viewed here: CNUSD 2nd Interim.pdf (sharpschool.com)

Re: Envision 2033 and Norco High School Improvements
Dear President Raahauge and Board Members:
On behalf of the Norco City Council, I am writing to express our concern for the Envision 2033 budget and the amount that is allocated to Norco High School.
The funds allocated to Norco High School for 2024 are for facility improvements to modernize the current campus gym and to build the addition of a new 17,000 square foot auxiliary gym. While the $40 million project will benefit the students and faculty for various recreational uses, many of the other facilities are in need of modernization and expansion.
The most concerning facility on the Norco High School campus that has not received improvements over decades of use is the Library. As the Library is the center of all academics and a place for students to gather, it symbolizes the Norco High School’s Mission Statement of “providing a safe, inclusive learning environment that promotes academic and emotional growth.” It is alarming that the Library has not received funding for improvements over such an extensive amount of time when the students and faculty use the facility on a daily basis. In addition, it is highly concerning that the facilities housing the FFA program, the theater, and the softball fields have also not been updated or modernized in over a decade, or longer in some cases.
We are asking that the CNUSD Board of Education consider the diverse students, both current and future, when determining the needs of the Norco High School campus. We appreciate your leadership and your dedication to the success of the students and hope to see the Envision 2033 budget be utilized to support more of the facilities and programs at Norco High School.
Sincerely,

STAFF REPORT
Date: May 1, 2024 Agenda Item:
7.B.
To: Honorable Mayor and City Council Members
From: Lisette Free, Finance Director
Prepared By: Lisette Free, Finance Director
Department: Finance
SUBJECT:
Public Hearing to consider amendments to City’s General Fee Schedule for Fiscal Year 2024-25
RECOMMENDATION:
Conduct the public hearing, and adopt Resolution No. 2024-20 updating and adjusting the City’s General Fee Schedule for Fiscal Year 2024-25.
SUMMARY:
Staff is recommending that the City Council approve adjustments to the City’s General Fee Schedule for Fiscal Year (FY) 2024-25 by 2.9%. The change in Consumer Price Index (CPI) is 2.9% from January 2023 to January 2024.
BACKGROUND:
In 2019, Revenue & Cost Specialists (RCS) prepared a User Fee Study to update the City’s General Fee Schedule. The recommendations from the study resulted in the City Council adopting a resolution updating fees for general City services. The City Council has approved, as necessary, adjustments to the General Fee Schedule based on changes in CPI and supplemental studies by RCS or staff’s in-house estimates of cost.
Recommended Adjustment by CPI:
Fees are being recommended for adjustment by 2.9%. The change in the CPI was 2.9% between January 2023 and January 2024 for Riverside, San Bernardino, Ontario. This adjustment is necessary to reflect changes in the cost of providing the services.
However, some fees are not recommended to be adjusted to ensure that the fees are competitive with other jurisdictions. Other fees may be recommended to be adjusted by amounts exceeding the CPI to adequately reflect the true cost of providing services.
MODIFICATION OF CURRENT FEES
Building & Safety:
Under California Senate Bill 1222, fees for permitting residential rooftop photovoltaic (PV) systems are capped at $500 for systems up to 15 kW, with an additional $15 per kilowatt for systems exceeding this capacity. For commercial rooftop PV systems, the fee cap is set at $1,000 for systems up to 50 kW, plus an additional $7 per kilowatt for systems exceeding 50 kW. This legislation aims to support the adoption of solar technology by maintaining reasonable permitting fees for both residential and commercial solar installations, while recovering the City's cost of processing, reviewing, and inspecting rooftop PV/Solar systems.
Animal Services:
Animal Services currently offers discounts with reduced adoption fees to Senior Citizens, pet of the month and animals in the shelter beyond 30 days (long-term pets). A footnote is being added to the fee schedule for clarity and to bring greater awareness of these discounts.
Water Utility:
The current rate for a Fire Flow Test Fee is a set dollar amount ($501) it is being recommended to change to the actual 3rd party cost plus 20%. Temporary service permits are being removed as the services are now offered through a hydrant meter rental.
Sheriff:
Booking fees are being removed per California AB-1869: Criminal Fees.
NEW FEES
Community Services:
Mobile Recreation Rental (2.5-hour minimum) - $185 - $600 Staff is proposing a new fee for the new mobile Recreation Van. This will be an add-on option to the park shelter rentals of a stand alone rental by the school districts and/or local community organizations.
Animal Services:
The fee schedule currently only list adoption fees for cats and dogs. New adoption fees for various small and large fowls, reptiles, rabbits, guinea pigs, sheep, goats, llamas, alpacas, swine/hogs, horses, and bovine are being proposed to cover the cost of care and maintenance for the animals.
FISCAL IMPACT:
Staff estimates that the majority of the recommended fee adjustments will result in minimal additional revenues to the General Fund. Revenue impact from the recommended changes are captured as part of the Operating Budget process.
RELATIONSHIP TO STRATEGIC PLAN:
An annual adjustment of fees is consistent with Strategic Direction No. 3 - Economic Development and Financial Stability: Assure financial stability by expanding development efforts, diversifying revenue sources and continuing prudent financial management.

CALIFORNIA, TO UPDATE AND ADJUST THE CITY’S GENERAL FEE SCHEDULE FOR FISCAL YEAR 2024-2025
WHEREAS, pursuant to Government code section 66016 the specific fees to be charged for services must be adopted by the City Council by Resolution after providing notice (Agenda) and holding a public meeting; and
