RESOLUTION 2025-03
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
NORCO GRANTING WITH CONDITIONS, A SITE PLAN REVIEW TO
APPROVE AN 11,780 SQUARE-FOOT COMMERCIAL SHOPPING
CENTER ON A 1.74-ACRE SITE LOCATED AT 1461 SIXTH STREET WITHIN THE C-4 (COMMERCIAL) ZONE. SITE PLAN 2022-01.
WHEREAS, Cyrus Dorbayan submitted an application for a Site Plan Review to the City of Norco, California under the provisions of Chapter 18.40, Title 18 of the Norco Municipal Code, on property located at 1461 Sixth Street (APNs: 131-140-026, -033, - 036, and -037); and
WHEREAS, February 12, 2025, within the Council Chambers at 2820 Clark Avenue, Norco, California, 92860, said application was heard by the Planning Commission for the City of Norco, and was continued by the Planning Commission to the March 12, 2025, regular Planning Commission hearing; and WHEREAS, at the time set at 7 p.m. on March 12, 2025, within the Council Chambers at 2820 Clark Avenue, Norco, California, 92860, said application was heard by the Planning Commission for the City of Norco; and
WHEREAS, at said time and place set, said Planning Commission considered the aforesaid application and received both oral and written testimony pertaining to said application; and
WHEREAS, the City of Norco, acting as the Lead Agency, has determined that the proposed project is categorically exempt from environmental assessment.
NOW, THEREFORE, the Planning Commission of the City of Norco does hereby make the following FINDINGS AND DETERMINATION:
I. FINDINGS:
A. The requested Site Plan will not adversely affect the General Plan or the public convenience or general welfare of persons residing or working in the neighborhood thereof. The Norco General Plan designated the site as CC (Commercial Community) with a C-4 (Commercial) zoning designation. The project is consistent with the underlying zoning and the proposed use can be operated in a manner to be compatible with other permitted uses.
B. The requested use will not adversely affect adjoining land uses or future growth within the C-4 (Commercial) zone through undue environmental impacts.
The proposed use will not inhibit or induce growth or development beyond what is already anticipated per the City General Plan.
Resolution 2025-03
March 12, 2025
C. The size and shape of the subject site is adequate to allow full development of the proposed use consistent and in compliance with applicable development and public safety standards. The project will construct a commercial shopping center
with site and building design complying with all pertinent standards in the underlying C-4 (Commercial) zone.
D. The City of Norco, acting as Lead Agency, has determined that the project is categorically exempt from environmental assessment per CEQA, Section 15332, Class 32 In-Fill Development Projects. The project occurs within a developed site under 5 acres.
II. DETERMINATION:
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of Norco, California, in session assembled March 12, 2025, that the application for a Site Plan Review is approved, subject to the conditions provided in Chapter 18.40 of the Municipal Code of Norco, and including, but not limited to the following conditions:
PLANNING
1. Approval is based on Exhibit D – Revised Project plans dated February 20, 2025, and incorporated herein by reference and on file with the Planning Department.
Development shall occur as shown unless otherwise noted in these conditions or revised by the City.
2. The recorded owner of the property and applicant shall submit to the Planning Department, for record purposes, written evidence of agreement with all conditions of this approval before said permit shall become effective.
3. The project shall be in compliance with all City of Norco Municipal Codes, Ordinances and Resolutions. Non-compliance with any provisions of the Norco Municipal Code (NMC) not specifically waived in compliance with City procedures, shall constitute cause for revocation and/or termination of the approvals granted under authority of permit.
4. In the event conditions for approval by the Planning Commission, or City Council (as the case may be) require the revision of plans as submitted, the applicant shall submit four copies of the approved plan (revised to incorporate conditions for approval) to the Planning Department for record purposes for approval of any grading and/or building permits.
5. The subject property shall be developed in accordance with the approved plans and specifications on file with the City of Norco Planning Department.
Resolution 2025-03
March 12, 2025
6. This is not an approval to begin work. No work shall commence until the City of Norco has issued building permits and all other appropriate items.
7. No occupancy of any building and/or structure shall be permitted which is not in compliance with approved plans excepting upon specific review and approval by the Planning Commission.
