To: Oakdale City Council
From: Bryan Whitemyer, City Manager
Re: June 2023 Administration Department Report
In an effort to highlight the work being done by all City Departments, City staff provides monthly activity reports to the City Council at the 2nd City Council meeting of each month. These reports are included in the agenda packet as an informational item but council members are encouraged to ask questions about any of the items listed in the report. The purpose of these reports is to help keep the City Council and the public apprised of the work being done in all areas of city operations.

Administration Department Activities
• The City Council authorized the City Manager to begin negotiating new employment agreements for members of the Oakdale Miscellaneous Employees Bargaining Unit (OMEBU), Oakdale Police Officers Association (OPOA), Management Confidential Bargaining Unit (MCBU), and Senior Management.

Over the last several weeks the City Manager has met with the bargaining units multiple times. Significant efforts have been made to conduct a salary and benefits surveys of the employees of nearby jurisdictions like Riverbank, Patterson, Modesto, Turlock, Ceres and the Stanislaus Sheriff’s Office. The purpose of these surveys was to determine how the pay and benefits of City of Oakdale employees compares to like positions in these other comparable organizations. The City Manager has worked with representatives from each group to complete the salary and benefit surveys and to develop new employment agreements.

Discussions have been very positive and the City Manager and the employee groups have tentatively agreed to a variety of items. However, some items like cost-of-living agreements have not yet been agreed to.

UPDATE: The City Manager has concluded negotiations with the OPOA, OMEBU, and MCBU. The City Council approved the agreements for the OMEBU and MCBU at the June 5, 2023 City Council meeting. The OPOA agreement will be considered by the City Council at its June 19, 2023 meeting. • Attended meeting for the Greger Street Sports Park. The purpose of the meeting was to receive a report from a soil’s consultant that includes recommendations of what should be done to prepare the sports park soil so that the future soccer fields flourish under heavy use.
• Attended the Employment Risk Management Authority (ERMA) Special Board of Directors meeting on May 16, 2023.

AGENDA ITEM 12.1
June 2023 Administration Department Report Page 2
• The City Manager had the opportunity to address the new participants of the City’s Aspiring Leaders Academy.
• Participated in a site visit on the Stanislaus River with Cramer Fish Sciences and the U.S. Fish and Wildlife service on May 18, 2023 to tour the future restoration site along the river called Tortuga.
• Met with the City’s Public Services Director on Friday, May 19, 2023 to discuss the details of a future Traffic Safety Policy that establishes procedures for residents to follow if they feel their street or neighborhood needs additional traffic calming improvements.
• Submitted claim for damages to PG&E for the additional costs incurred by the Third Avenue Rehabilitation Project as a result of the delays caused by last minute decisions to replace the gas line and electrical line in the street.

UPDATE: The City Manager received a call from PG&E legal on Monday June 13, 2023 to discuss some of the elements of the City’s claim against PG&E.
