CITY OF OAKDALE
CITY COUNCIL STAFF REPORT
Date: Monday, June 15, 2026
To: Mayor Bairos and Members of the City Council
From: Gary Vanderheiden, Support Division Lieutenant
Reviewed by: Jerry Ramar, City Manager
Subject: Consideration of a Resolution Authorizing the Purchase and Installation of Dispatch Center Computer Monitors by Mid-Valley IT for $2,147.04 each, for a total of $13,997.13, Using Fund 545 – Police Equipment Replacement Fund
BACKGROUND
The Oakdale Police Department Communications Center serves as the City’s primary Public Safety Answering Point (PSAP), receiving emergency and non-emergency calls for service, dispatching police resources, and coordinating the transfer of fire and medical emergency information to the appropriate responding agencies. Dispatch personnel rely on multiple computer-aided systems, including Computer-Aided Dispatch (CAD), Records Management Systems (RMS), mapping applications, state and federal law enforcement databases, radio communications software, and telephone systems to effectively perform their duties.
The dispatch center's current workstation configuration consists of six individual monitors at each of the three dispatch positions. While this configuration has adequately supported operations for many years, advances in display technology now provide opportunities to improve efficiency, ergonomics, workspace management, and overall system performance.
DISCUSSION
Need for Monitor Upgrade
Dispatch personnel routinely monitor multiple applications simultaneously while handling emergency and non-emergency calls for service, coordinating police responses, accessing law enforcement databases, monitoring radio communications, and utilizing mapping and telephone systems. The ability to efficiently view and manage information across multiple platforms is critical to maintaining situational awareness and supporting effective decision-making.
The current dispatch workstation configuration consists of six standard monitors at each dispatch position. While functional, this arrangement requires dispatchers to view information across numerous smaller screens, resulting in increased monitor bezels, greater head and eye movement, and a more complex workstation layout.
The proposed monitor upgrade will modernize dispatch workstations by incorporating larger, high-resolution displays that enable more efficient information presentation while maintaining access to all required applications. The upgraded configuration is intended AGENDA ITEM 11.2

to improve workspace organization, enhance visibility of critical information, and support the operational needs of dispatch personnel in a fast-paced public safety environment.
Staff has worked with Mid Valley IT to evaluate modern display solutions that can improve dispatcher efficiency while reducing workstation complexity. The proposed upgrade will replace four of the six existing standard monitors at each dispatch position with two 45- inch LG UltraGear 5K2K curved displays while retaining two existing standard monitors at each workstation. The proposed purchase includes six new large-format monitors, two for each of the three dispatch positions.
The new workstation configuration will reduce the number of standard monitors from six to a more efficient combination of two large-format displays and two standard monitors at each dispatch position. The 45-inch displays offer significantly more screen space and higher resolution than traditional monitors, allowing dispatch personnel to organize multiple applications across larger, continuous display surfaces while maintaining dedicated screens for essential functions.
This configuration offers several operational benefits, including:
• Improved visibility of CAD, mapping, radio, telephone, and law enforcement database applications.
• Reduced visual barriers created by multiple monitor bezels, allowing dispatchers to view critical information more efficiently.
• Enhanced situational awareness during high-priority incidents by providing larger display areas for monitoring multiple systems simultaneously. • Improved workstation ergonomics through reduced head and eye movement between screens.
• Simplified workstation configuration and cable management. • Increased flexibility to accommodate future technology upgrades and additional public safety applications.
• Improved organization of critical information across multiple systems.
The proposed configuration maintains the ability for dispatchers to simultaneously monitor all required applications while creating a more streamlined, efficient, and ergonomic workspace that better supports public safety operations. 1286

June 2026 Police Department Report for June
Investigations received the following: RP reporting daughter took explicit photographs of herself and sent the photos to her boyfriend, who then allegedly sent them around the school. The RP had not physically seen the photos, however, heard this from a friend who heard it from his child. After speaking to several involved parties, including CV, no one had ever seen an explicit photo of CV, this was just a rumor going around. No crime was able to be determined. Case closed. Investigations received a report that was made on behalf of elderly female advising female was possibly the victim of elder abuse (both physical and financial). The physical abuse was said to have taken place several years ago, and the financial abuse was ongoing for several years. Search warrants for medical records and bank records were completed, and an affidavit was ultimately filed for the suspect for elder abuse.
Detectives were able to assist patrol with a 211 PC and 245 PC that occurred. One of the suspects turned himself in. Through investigation and interviews, detectives were able to identify the other two involved suspects. 6 pack photographs were completed for both, and the victim was able to positively identify both suspects.
Ramey warrants were authored for both. Both suspects were later taken into custody on their outstanding Ramey warrants.
OPD received the report that a 35-year-old male was molesting his 15-year-old cousin. Through investigation and several interviews, the allegations appeared to be sustained. A Ramey warrant was authored for the male suspect and he was taken into custody with the assistance of Ceres PD.
The investigations unit received the following: 17-year-old RP reported her mother’s 45-year-old ex-boyfriend had been molesting CV from the ages of 8 to 14-years-old.
A CAIRE interview was completed for CV, who disclosed several incidents of abuse.
An interview was attempted for the suspect; however, he did not wish to speak to law enforcement and requested a lawyer. The suspect’s lawyer reached out to set up an interview, which was set. However, on the date of the scheduled interview, the suspect’s lawyer advised he will not speak to police. Subsequently a Ramey warrant was issued, and the suspect was later arrested when he turned himself into OPD. Detectives investigated a hate crime at Starbucks. A male entered the business and removed a pride flag from the business and destroyed the flag. The male was identified, and turned himself into the OPD where he was booked into PSC. Detectives received the report of a parent advising that her 4-year-old daughter and 6-year-old son are being molested by their biological father. This is the second report for same instance by mother. CAIRE interviews were completed for both children, who reported minimal abuse. DA was present during the CAIREs and advised case would likely be dropped due to what he believed to be coaching by the mother. Mother and father are currently scheduled to go to court for custody of the children. Affidavit was filed for the father.
