CITY OF OROVILLE

STAFF REPORT
TO: MAYOR PITTMAN AND COUNCIL MEMBERS
FROM: PATRICK PIATT, COMMUNITY DEVELOPMENT DIRECTOR

EMILY MARTIN, STAFF ASSISTANT PLANNING DIVISION
RE: WAIVING OF FIRST READING AND INTRODUCE BY TITLE
ONLY ORDINANCE NO. 1896 REGARDING GENERAL PLAN
AMENDMENT GPA26-02 AND ZONING CHANGE ZC26-02 AT 2020
MONTGOMERY ST (APN 012-032-014) AND 1453 DOWNER ST
(APN 012-094-008)
DATE: APRIL 21, 2026

SUMMARY
The City Council shall conduct a public hearing and consider the Zoning Change recommendations to modify the zoning of two downtown properties, identified as Assessor’s Parcel Numbers 012-032-014 and 012-094-008. The proposed amendment would change the current Public or Quasi-Public (PQ) zoning to Downtown Mixed-Use (MXD) consistent with their surrounding neighbors.

DISCUSSION
The Council will review the zoning changes recommended by Staff and approved by the Planning Commission on March 26th, 2026.

The City of Oroville is initiating a zoning amendment to change the zoning designation of two downtown parcels, identified as Assessor’s Parcel Numbers 012-032-014 and 012-094-008, from Quasi-Public (PQ) to Downtown Mixed-Use (MXD). The MXD designation allows a broader range of commercial and residential uses than the existing PQ zoning and is intended to support flexible, mixed-use development within the downtown core. General Plan Amendment GPA26-02 is also proposed.

The subject parcels are located within the downtown area and are surrounded by parcels already zoned MXD, which have a mix of commercial and residential uses. Expanding the range of allowable uses may support reinvestment and redevelopment opportunities while maintaining compatibility with the established downtown character. 449
Item 18.

Page 2 ends

Both sites are fully developed, and no specific development project is proposed at this time.

Any future development would be subject to applicable discretionary review, including site design, parking, and other relevant development standards.

Staff has evaluated the proposed zoning amendment in the context of the General Plan and finds that the amendment supports the City’s goals of encouraging downtown revitalization, efficient use of existing infrastructure, and a mix of uses within the downtown area.

FISCAL IMPACT
None.
