Pro-housing Designation Program Application
to the California Department of Housing and
Community Development
Emilio Ramirez, Housing Director
Housing Department
City Council
March 4, 2024
1131
Background 2
The 2019-2020 Budget Act provided a wide spectrum of support, incentives, and accountability measures for jurisdictions to meet California’s housing goals. On July 1, 2021, the California Department of Housing and Community Development (HCD) established the Prohousing Designation Program (“Program”) to achieve these goals.

This Program enables HCD to designate jurisdictions throughout the state as Prohousing when they demonstrate policies and planning programs that accelerate the production of housing.

The benefits to jurisdictions receiving the Prohousing designation include priority processing and being granted additional points when participating in various HCD funded programs.
1132
Discussion
The application is split into four categories

1. Favorable Zoning and Land Use

2. Acceleration of Housing Production Timeframes

3. Reduction of Construction and Development Costs

4. Providing Financial Subsidies
In order to acquire the Prohousing Designation, the participation jurisdiction must score a minimum of 30 points. In collaboration with the Planning Division, Affordable Housing staff have conducted an analysis of the 2021- 2029 Adopted Amended 6th Cycle Housing Element and determined that it would be advantageous for the City to apply for this designation. Based upon the analysis, the City currently has a total of 48 points, giving us more than enough to go forth and apply for the designation program. 3 1133
Discussion
The Program offers incentives to jurisdictions that have implemented Prohousing policies or intend to implement them in accordance with the Housing Element standards. By earning the designation, designated local governments can also receive priority processing or funding points when applying for several funding programs including:

1. Affordable Housing & Sustainable Communities

2. Infill Infrastructure Grant

3. Transformative Climate Communities

4. Solutions for Congested Corridors

5. Local Partnership Program

6. Transit and Intercity Rail Capital Program
4 1134
Committee Review

1. This item did not originate in the Committee.

2. Although City staff had previously considered pursuing a Prohousing Designation staff was not able to immediately apply for the program because additional time was needed to ensure that the City obtained the highest Prohousing Program score.

3. Staff found a real value in the Pro Housing designation after multitude California jurisdictions received a designation and potential damages a competitive advantage in future grant applications.

4. In an effort to assist Many Mansions in obtaining bonus Prohousing points for their Aspire Apartments AHSC application, the Prohousing application must be submitted to HCD prior to the AHSC application deadline in March. As such there was no time to take this item to committee if the City is going to meet this deadline.
5 1135
Financial Impact
There is no financial impact associated with the filing of the application to the California Department of Housing and Community Development for the Prohousing Designation Program.

If awarded, the Prohousing Designation Program offers incentives in the form of additional points, as well as priority processing when applying for a few of HCD’s funding programs.

In addition to the points, the city will be eligible to apply for HCD’s Prohousing Incentive Program grant funding, a $26 million state investment from the Building Homes and Jobs Trust Fund. This grant money is restricted to Prohousing designated jurisdictions.
6 1136
Recommendation 7
That the City Council:

1. Adopt a resolution authorizing the City Manager to submit an application to the California Department of Housing and Community Development (HCD) for the City to participate in the State’s Prohousing Designation Program.

2. Authorize the City Manager or designee to accept the designation and execute and submit all documents required as deemed necessary or appropriate to participate in the Program.
