- agenda-report Consideration of the following with respect to a proposed mixed-use project at 570 Crespi Drive (APN 022-162-310) and the eastern 55 feet of 540 Crespi Drive (APN 022-162-420) that includes construction of a 43,696 square-foot development consisting of three buildings with 19 residential units, including three Below Market Rate units and 3,165 square feet of commercial use (Project): 1) Adoption of a Resolution Certifying the Environmental Impact Report (EIR), and Adopting California Environmental Quality Act Findings, a Statement of Overriding Considerations and Mitigation and Monitoring and Reporting Program; 2) Adoption of a Resolution Approving General Plan Amendment to designate portions of the Project site C (Conservation); 3) Introduction, and waiver of first reading of an Ordinance Rezoning the Project site from the M-1 (Controlled Manufacturing) to the C-2 (Community Commercial) and OS (Open Space) zoning districts and amending the Zoning Code to allow residential in locations other than the same building as a commercial use above the ground floor (horizontal mixed use); 4) Introduction, and waiver of first reading of an Ordinance Approving a Development Agreement between the City and Breakwater Crespi, LLC; 5) Consideration of Councilmember Call-up and Adoption of a Resolution Approving Planning Commission’s decision, and approving Site Development Permit PSD-811-16, Use Permit UP-76-16, Tentative Subdivision Map SUB-233-16, Sign Permit S-129-19, Parking Exception PE-183-19, and Tree Removal Permit TP-13-25; and 6) Adoption of a Resolution Approving a Purchase and Sale Agreement with Breakwater Crespi, LLC for the Sale of a Portion of the City’s Property at 540 Crespi Drive
