TO: HONORABLE MAYOR PRO TEM AND CITY COUNCIL

FROM: CITY ATTORNEY’S OFFICE

SUBJECT: ADOPT RESOLUTION NO. CC 2026 -014, A RESOLUTION OF THE

CITY COUNCIL OF THE CITY OF PALMDALE RECOGNIZING THE
LOS ANGELES COUNTY SHERIFF’S DEPARTMENT FOR ITS

COMMITMENT TO TRANSPARENCY AND COMMUNITY TRUST,

AND EXPRESSING SUPPORT FOR LEGISLATION PROMOTING

IDENTIFICATION AND ACCOUNTABILITY IN LAW ENFORCEMENT

RECOMMENDATION

Staff recommend that the City Council:

1. Adopt Resolution No. CC 2026-014, a Resolution of the City Council of the City of Palmdale Recognizing the Los Angeles County Sheriff’s Department (LASD) for its commitment to transparency and community trust, and expressing support for legislation promoting identification and accountability in law enforcement; and/or

2. Direct staff to take other actions as appropriate to address community concerns surrounding federal immigration enforcement.

BACKGROUND

On July 1, 2025, City Council moved to, “[r]eceive a report back from Acting City Attorney Halfman on the resolution that was jointly adopted by Huntington Park with their Police Department that requires the identification of all Federal Agents that are operating within their jurisdiction, and determine whether the City of Palmdale has the ability to implement a similar resolution within our jurisdiction.”1

On or about July 11, 2025, Los Angeles County (“County”) intervened in a lawsuit where the federal court issued an injunction barring federal immigration authorities from detaining individuals based solely on factors such as race, language or accent, location, or type of work.2

March 3, 2026

Page 2 ends

On August 5, 2025, t he City Council motioned to, “[r]equest a full report on what has transpired with the Immigration and Customs Enforcement agents identifying themselves.3”

On August 19, 2025, after receiving the requested reports, the City Council m oved to “[a]dopt a resolution of solidarity with the county, and its actions, both as an intervener in the federal action, and in its direction to the County Counsel to come up with an ordinance that will govern all of the cities in the county, and to include its support for the newly adopted July 11th protocol and policies by the Sheriff’s department.”4

On September 2, 2025, the attached Resolution appeared on the City Council meeting agenda but was pulled without City Council discussion.5

September 8, 2025, the U.S. Supreme Court granted a stay of the federal court’s injunction, pending appeals.

On December 9, 2025, County Board of Supervisors adopted an ordinance applicable within the incorporated areas of County, prohibiting law enforcement officers from wearing facial coverings and requiring them to display visible identification.

On January 1, 2026, State legislation SB 805 No Vigilantes Act and SB 627 No Secret Police Act took effect, prohibiting all law enforcement agencies operating in California from wearing facial coverings and requiring agency, name, and badge number identification for officers not in uniform. These laws also require law enforcement agencies to maintain and post their policies for masks and officer identification.

On January 13, 2026, City Council moved to “[d]iscuss [Councilmember Alarcón’s] motion from a past meeting related to ICE and the Sheriff’s Department, and provide an update on ongoing litigation, the new laws SB 805 and SB 627, and any policies the Sheriff’s Department has implemented in response.”6

On February 3, 2026, staff provided a legislative and litigation update. It was noted at that time that the staff report and agenda item were insufficient to address Councilmember Alarcón’s motion.

On February 18, 2026, City Council moved to, “[b]ring back a draft resolution to the next meeting on federal immigration enforcement.”

DISCUSSION

The State of California is considered a “sanctuary jurisdiction” by the federal government because State law (SB 54) restricts local law enforcement agencies from using their resources to assist federal immigration enforcement. The City contracts with LASD for police services.

LASD has confirmed that limited ICE activity has occurred in the City. There have been no changes to LASD’s operational policy from July 11, 2025. LASD has provided notice of the prohibition against wearing facial coverings to its officers.

LASD will update and post their policies regarding masks and officer identification as required by State law. The application of these requirements to the federal government awaits adjudication.

The attached Resolution is presented to the City Council for review and adoption as requested.

FOR ITS COMMITMENT TO TRANSPARENCY AND COMMUNITY TRUST,

IDENTIFICATION AND ACCOUNTABILITY IN LAW ENFORCEMENT

WHEREAS, the City of Palmdale is proudly served by the Los Angeles County Sheriff ’s Department (LASD), whose deputies demonstrate professionalism, courage, and dedication in protecting the safety of Palmdale residents; and

WHEREAS, these best practices provide reassurance to residents, reduce confusion during enforcement activities, and reinforce the City ’s commitment to transparency and accountability in public safety; and

SUBJECT: REVIEW AND APPROVE MID-YEAR BUDGET ADJUSTMENTS FOR FISCAL YEAR 2025-26

RECOMMENDATION

Staff recommend that the City Council , Chairs, Commissioners, Members, and Directors:

1. Review and approve the mid-year budget adjustments for Fiscal Year 2025-26.

BACKGROUND

The City is required to adopt a balanced budget for its operations each year. The budget serves as the City’s financial plan for the fiscal year beginning July 1 through June 30 and defines the City’s priorities for providing services to the community.

On June 17, 2025, the City Council approved the Annual Operating and Maintenance Budget and Capital Improvement Program for FY 2025-26. Since the budget’s adoption, additional financial and operational needs have been identified that are not covered by the current budget. Incorporating these needs into the FY 202 5-26 budget is essential to more accurately reflect the program costs for the community’s benefit.

Carryforwards of encumbrances and unspent funds from the previous fiscal year are included in the current budget. Encumbrances are funds allocated for a Purchase Order that were not spent in the previous fiscal year. Unspent budget funds may be carried forward with the City Manager's approval for multi-year projects and when delays occur due to reasons beyond the City's control.

DISCUSSION

As we reach the halfway mark of the current fiscal year, departments have had the opportunity to evaluate their operations and highlight any unforeseen needs that have emerged. The proposed mid-year adjustments reflect the identified needs.

Revenues

Estimating revenues for the upcoming fiscal year and forecasting out-years is essential to the budget development process. Revenue projections are formed by analyzing prior- year actual receipts, trends, new revenue sources, grant opportunities, service fees, and the State economic outlook. The City, along with its sales tax consultants, continues to monitor sales tax trends and proposes adjustments to revenue projections when necessary.

The City’s General Fund is the largest unrestricted funding source, w ith projected revenue of $146.5 million. General Fund revenues include property tax, sales tax, other taxes, fees, and service charges.

Operating Appropriations

The operating budget for all funds is $417.9 million citywide, and the General Fund operating budget is $146.4 million. This includes carryforwards of encumbrances from previous years for multi -year projects. The supporting schedules provide additional details on appropriations.

General Fund mid-year highlights include:

Revenue net increase of $6.1 million, made up primarily of:
 $5.4 million in insurance proceeds;
 $550 thousand increase in franchise fees;
 $291 thousand increase in transfers in from special revenue funds;  $225 thousand increase in charges for service; and
 $300 thousand decrease in parking citation fees.

Expenditure increase of $5.8 million, made up primarily of:
• $5.4 million in legal settlement expenses;
• $320 thousand for animal care services;
• $118 thousand increase for utility charges due to rate increases; • $214 thousand decrease in various contracted services, including legislative professional services, contracted attorney services, custodial, maintenance and custodial, and temporary staffing to cover vacancies and leaves of absence; and,
• $191 thousand decrease in capital for completed projects.

Capital Improvement Program

The FY 202 5-26 Capital Improvement Program budget consists of various projects totaling $229.9 million. Many of the proposed projects are funded by grants or other restricted funds. It is also important to keep in mind that capital projects are often a multi- year effort, and therefore, the budget established will carry through the life of the project and may not be fully expended in the single year shown. The attached schedules provide a comprehensive listing of all previously approved and proposed capital improvement projects.

Conclusion

The FY 202 5-26 budget successfully sustains the level of s ervices and programs important to the community and the City Council's priorities while maintaining healthy reserves. The proposed FY 202 5-26 budget balances ongoing revenues and expenditures and represents the City’s commitment to the long -term planning a nd sustainability of programs and services for the community.

FISCAL IMPACT

The proposed mid-year adjustments to the FY 2025-26 operating and capital budget comply with all financial policies, including the City’s 20% General Fund Reserve Policy. Revenues are anticipated to be sufficient to cover all proposed expenditures.

STRATEGIC PLAN

Goal II: Ensure long-term fiscal health of the City and maintain funding for services.

B. Manage resources, costs, and liabilities to ensure the City’s long-term fiscal health.

C. Involve and expand engagement to enhance public oversight and transparency.
