Dan Amsden, AICP
PRINCIPAL-IN-CHARGE | MIG
Dan Amsden is an experienced, personable problem-solver whose patience and poise enable him to navigate the most complex and controversial urban planning projects. Whether cutting through unnecessary regulations and roadblocks, or developing community buy-in, Dan enjoys finding multifaceted solutions through collaboration and engagement. He is committed to diversity and inclusion in his projects, as well as within the field of planning itself, serving as a Board member for diversity and inclusion with APA California. From general and specific plans to zoning and urban design, Dan is always seeking ways to innovate—creating better processes, projects, and outcomes for his clients and communities.

3. DESCRIPTION AND APPROACH
Comprehensive Planning
Our planners stay at the forefront of the rapidly evolving legislative and technological environment and our processes, plans, and products reflect this. Our staff have led the way in responding to evolving general plan law as well as applying innovative outreach strategies and new technologies. We take an integrated and holistic approach to planning and design projects. The breadth of our experience includes General Plans, Specific Plans, zoning codes, community profiles, and other long-term planning and policy documents. We also have significant experience helping agencies apply for and use grant funding to help implement their projects.

Working closely with our clients and stakeholders, we help communities realize their goals while supporting environmental stewardship and sustainable, long-term growth.

Specific Plans
PlaceWorks has prepared specific plans that streamline development throughout California and is recognized as a thought leader in state-of-the-art specific plan preparation. Not only have we prepared over 250 specific plans that cover every region of the state, we have published a “Practical Guide to the Specific Plan.” In all cases, PlaceWorks approach is to use specific plans as a tool to both engender responsible development and to streamline the approval process so that development can proceed efficiently and cost effectively. Specific plans are an invaluable California tool for customizing how future development and public improvement address community needs and create thriving places. Our work is for both public- and private-sector clients, which gives us important insight into housing trends, production needs, and other barriers that exist throughout the state.

Zoning and Form-Based Codes
Our effective and user-friendly zoning codes are carefully customized to meet each community’s unique needs. We focus on what already works and then tailor and integrate best practices from a range of approaches, including form-based codes, performance zoning, and conventional zoning. Our codes are innovative but grounded in practical and economic realities with clear and concise text, high-quality graphics, and creative solutions to complicated issues.

General Plans
With several principal-level General Plan practitioners throughout California, PlaceWorks’ portfolio of General Plan projects and expertise is unparalleled. As shown on the following page in Figure 1, PlaceWorks has the distinction of having prepared more than 100 general plans for communities throughout California, 18 of which have won awards at the local and state levels from the APA. The breadth of our experience includes small and large urbanized cities as well as rural, suburban, and unincorporated communities. We also have a broad range of experience in coastal, mountain, valley, and desert communities throughout the state.

Description and Approach
10 CITY OF PINOLE • On-Call Planning and Environmental Services Technical Studies
Air Quality, GHG, Energy, Health Risk Assessments
Continued public concern about poor air quality and changing climates due to increased GHG emissions requires a more stringent approach to meeting evolving regulations. PlaceWorks helps clients navigate these critical decisions with individually tailored air quality, GHG, and energy analyses and modeling for environmental processing under CEQA. We obtain and make use of key data from the California Air Resources Board (CARB), the Environmental Protection Agency (EPA), the Bay Area Air Quality Management District (BAAQMD), the California Energy Commission, and the Energy Information Administration. Our staff also has a strong technical grasp of modeling tools and protocols for quantifying air quality parameters and GHG emissions, including the California Emissions Estimator Model (CalEEMod), CARB’s EMission FACtor (EMFAC) model and Atmospheric Dispersion Modeling (AERMOD), CARB’s Off-Road model, and CALINE. We beta tested the CalEEMod emissions inventory model for South Coast AQMD and Sacramento Metropolitan AQMD.

We are on top of the changing regulatory environment for GHGs, criteria air pollutants, and toxic air contaminants (TACs). PlaceWorks applies our knowledge of the BAAQMD CEQA Guidelines and modeling tools (e.g., CalEEMod, EMFAC, Offroad, AERMOD) to all projects we undertake in the Bay Area. We work closely with the lead agency and BAAQMD to ensure that the air quality modeling provides a conservative estimate of emissions, follows BAAQMD modeling protocols, and addresses recent case law, including the Sierra Club v. County of Fresno (Friant Ranch, L.P.) (2018) 6 Cal.5th 502. Our staff are members of the Association of Environmental Professional’s (AEP) Climate Change Committee and have been involved in GHG thresholds development since Assembly Bill (AB) 32 was adopted. We also ensure our projects are compliant with CEQA case law regarding use of an efficiency metric (Golden Door Properties, LLC v. County of San Diego/Sierra Club, LLC v. County of San Diego (2018) 27 Cal.App.5th 892). For projects that exceed the BAAQMD thresholds, we consider use of on-site reductions as well as use of GHG emissions offsets with clearly defined performance standards to achieve GHG reduction goals (Golden Door Properties, LLC/Sierra Club v. County of San Diego (2020) Fourth District D075328, D075478, D075504).

PlaceWorks’ in-house technical services staff is well versed in analyzing both how projects impact the environment and how existing air emission sources in the environment affect sensitive populations.

PlaceWorks stays up to date with the latest recommendations and studies prepared by CARB, California Environmental Protection Agency (CalEPA), and Office of Environmental Health Hazards Assessment (OEHHA), as well as the BAAQMD. PlaceWorks is proficient in air dispersion modeling software, such as the EPA’s AERMOD and OEHHA’s Guidelines for Health Risk Assessments. PlaceWorks has completed numerous operational and construction Health Risk Assessments for industrial projects, residential developments, and school sites.

PlaceWorks’ technical staff has presented at conferences for the APA, AEP, Urban Land Institute, and other organizations. Our staff members who serve on AEP’s Climate Change Committee have assisted in the

development of white papers on baseline GHG emissions inventories, forecasting GHG emissions inventories, establishing GHG reduction targets for general plans and GHG reduction planning, and, most recently, a white paper on establishing GHG reduction targets and thresholds for post-2020 GHG emissions analyses.

PlaceWorks is also familiar with the California Air Pollution Control Officers Association’s (CAPCOA) Quantifying Greenhouse Gas Mitigation Measures, which is regularly applied to community GHG emissions forecasts for the transportation sector.

Noise and Vibration Assessments
PlaceWorks’ noise specialists have extensive experience in applied engineering acoustics and tailoring noise assessments to meet the needs of individual projects. Our library of investigative software includes commercial packages, such as SoundPLAN, as well as powerful in-house, proprietary analysis models to evaluate every possible noise condition.

PlaceWorks uses the SoundPlan Model to assess noise levels and display the results in noise contours. This model considers varying terrain types, building attenuation, and other factors. The resulting color-coded contour map is far more informative than tables of results because it shows the geographic extent of the generated noise. When laid over an aerial map, the noise contours developed by this model illustrate noise exposure and magnitude at surrounding residences. PlaceWorks regularly provides the following for noise and vibration assessments:
• Environmental Impact Assessment
• Noise Control
• Roadway/Railway Noise Analysis
• Architectural/Building Acoustics
• Vibration Evaluations
Visual Impact Analyses
PlaceWorks has skilled staff who prepare graphics for visual impact analyses that help identify the opportunities and constraints of existing conditions and proposed projects, both on-site and in the surrounding environment. Physical changes to an area as a result of proposed project alternatives, and the resulting change in appearance, are identified, documented, and assessed in terms of their visual impact.

Field studies are also conducted to determine potentially affected viewer groups in and near the project limits. Visual simulations and graphics are used to assess the potential visual impacts of the project, including any blocking or disruption of scenic views or vistas, damage or removal of any recognized scenic resources, substantially altered visual quality or visual character within the project limits, or creation of a substantial new source of light or glare. PlaceWorks has experience providing the following visual assessment services:
• Shade and Shadow Analysis
• Lighting and Glare Studies

• Stormwater pollution prevention plans (SWPPPs)
• Water quality management plans (WQMPs)
• Water supply assessments
• Post-construction stormwater operation and maintenance plans • Designing low-impact development (LID) and best management practices (BMPs) into site design
• Stormwater runoff modeling: pre-/post-development conditions • Peer reviewing hydrology reports prepared by other consultants • Determining reductions in peak flow rates with implementation of LIDs and BMPs
• Storm sewer system design for projects of 10 acres or less Project Management
All of PlaceWorks’ projects, regardless of the size or scope, have significant principal-level involvement. Every PlaceWorks project has a designated Principal-in-Charge who is responsible for ensuring that all products are produced on-time, within budget, and meet the highest quality. The Principal-in-Charge remains actively engaged throughout every step of the project. Additionally, each project has a designated Project Manager that is responsible for day-to-day project management and for maintaining regular contact with the client; coordinating with subconsultants, when applicable; facilitating workshops; and attending all project meetings.

Depending on the nature of the project, junior staff will work closely with the Project Manager to develop materials such as visual simulations, site plans, construction documents, and other illustrative material as well as assist with drafting design policies, research, and public participation activities.

PlaceWorks maintains an internal workload management database whereby we carefully balance our workload to ensure that adequate staff, time, and resources are available to complete all projects on schedule. At the end of each week, we forecast hours by team members for the following week to ensure every project will be adequately staffed. In advance of our weekly Monday staff meeting, Project Managers fill in their anticipated staff needs for their projects. During the Monday staff meeting, the database is projected for all to review and discuss, and hours are adjusted to ensure full staff coverage for each project. By the end of the meeting, every team member understands exactly what his/her assignments are and how many hours are allotted for the week. This assists project managers not only with scheduling, but also with management of project budgets.

PlaceWorks maintains constant communication with our clients and we document decisions in writing to make certain they are clearly understood by all team members. Our proven track record in efficient project management is especially valuable for projects with critical timelines.

5. SCHEDULE OF WORK
Scheduling Methodology
Communication is the best means of ensuring that projects remain on task and budget. Each project has similar milestones that must be met, such as project completeness letter, technical analysis, CEQA, conditions of approval, staff report, and presentation materials. PlaceWorks schedules regular conference calls and meetings to allow rapid and frequent checks on progress. Although technology can expedite communication, regularly scheduled in-person meetings are valuable to foster solution building and information exchange. Typically, we schedule in-person meetings around other required meetings to reduce costs.

If the schedule starts to slip, we first try and determine the reason. If it is a PlaceWorks staff resources issue, we can bring more staff into the project to meet the deadline. If the issue is outside of our control, finding that out early can help us recommend solutions to getting things back on track. Ultimately, it comes back to communication and making sure the Director is aware of the schedule and our commitment.

PlaceWorks managers regularly meet and apprise each other of project status, milestones, budgets, and schedule. For each project, our Principal-in-Charge and Project Manager will be equally informed.

Schedule Example
An example of our typical schedule for a project-level environmental review with an option for an MND and EIR is provided on the next page.

Cost Control
Over years of managing complex projects, PlaceWorks has developed effective strategies for guaranteeing that our work products are of the utmost quality, are completed within the agreed upon time frame, and are aligned with the established budget. We work with our clients to develop complete critical path schedules in the initial project stages and establish meeting and workshop dates as early as possible to allow everyone involved to monitor the project’s progress. We schedule dates for written deliverables in order to allow adequate time for internal review for consistency, style, and completeness and to ensure that each product we give our clients is

Cost Proposal
18 CITY OF PINOLE • On-Call Planning and Environmental Services polished. All PlaceWorks deliverables are proofed by both technical and grammatical readers, as well as formatted by in-house word processors.

PlaceWorks maintains a rigorous system of project cost control, employee billability, and client invoicing. Our project budget sheets are oriented subtask-by-subtask, and include both hours/budget used, hours/budget available, and percentage of work complete. All Project Managers are required to complete monthly staffing needs for each of his/her projects, which are then used by the PlaceWorks Management Team to develop long term staffing requirements for all PlaceWorks team members. We maintain a redundant invoicing process whereby invoices are distributed to Project Managers for review and signature, then rerouted to project Principals-in-Charge for a second review and execution. Invoices are then returned to accounts receivable with required revisions, to be returned to Project Managers for final review before distributing to clients.

PlaceWorks utilizes Deltek management and accounting software. Deltek allows each project manager to input staffing requirements at the level of detail required. For example, projected work can be input at the weekly level for short-term planning (e.g., 2 to 3 months) and monthly requirements (hours/week for the month) for the duration of a longer project. This allows us to manage workload to ensure that appropriate level staff is available and working on project tasks. The Deltek system also projects the cost for each task based on the staffing plans. Any change to hours is automatically reflected in the budget information. More importantly, Deltek facilitates “real time” budget status information. Based on weekly entry of time, the Project Manager can get the budget status by the level of detail entered for the project (typically for milestone tasks at a minimum). If required, daily time entry and information can be facilitated through Deltek.

As one of the 15-plus projects that PlaceWorks has prepared for the City of Cupertino since 2015, including CEQA Guidelines Section 15183 Exemptions, Class 32 Infill Exemptions, MNDs, and General Plan Addenda, PlaceWorks prepared an Initial Study to determine the appropriate CEQA document for the proposed residential mixed-use project at 10625-10637 South Foothill Boulevard/Stevens Canyon Road.

The proposed project would involve the construction of a commercial and residential development on a 1.57-acre site. The site is currently developed with three buildings, a surface parking lot, and associated landscaping. The proposed project would involve demolishing all the existing structures and redeveloping the site with a mixed-use building including 4,536 square feet of neighborhood-serving commercial space and five apartments, as well as a mix of 13 attached and detached single-family units, for a total of 18 residential units. All structures would be two stories (30 feet) in height. All parking would be at the ground level except for a single-level subterranean parking garage located under the mixed-use building. The General Plan EIR included an analysis of the project site as potential Housing Element Site 9 (Foothill at McClellan Center – Foothill Market), which assumed potential redevelopment of the existing commercial development to commercial and residential uses with 25 dwelling units per acre (or 27 net residential units) with a maximum of 30 feet in height. Accordingly, the
environmental analyses approach tiers from
the certified EIR for the preparation of the
Initial Study pursuant to CEQA Guidelines
Section 15152 (Public Resources Code Section
21094). The CEQA document evaluates the
proposed impacts of the project and
anticipated that mitigation measures may be
required to reduce potential impacts
associated with construction-related air
quality, biological resources, cultural
resources, geology and soils, and utilities and
service systems.

Charlie has longstanding zoning ordinance experience, dating back to his work on the first code ever adopted by San Miguel County, Colorado in 1991. He has drafted and shepherded innumerable ordinance changes, including sign code, use-specific, and environmental protection updates.

He also has significant experience with hybrid and form-based codes and is adept at understanding which approach or combination of styles can best serve a community’s needs. He was among the early practitioners of form-based code work, serving as project manager for the Downtown Cotati Specific Plan while working with Crawford Multari & Clark Associates. He also oversaw the Downtown Benicia Mixed-Use Master Plan, which combines visioning with brief, simple coding. Charlie completed the ConnectMenlo General Plan and M-2 Area Zoning Update for the City of Menlo Park. The two-year effort included a component to create new zoning regulations and high-quality design standards for the rapidly developing innovation hub around the Facebook headquarters. The final products are easy to understand and administer, and have been received by local residents and the environmental and development communities as fair and appropriate.

Description and Approach
Project Understanding
Environmental planning is an intrinsic and mandatory part of the planning process and is guided by the overriding goal of CEQA, which is to provide public disclosure of potential environmental effects and to mitigate those impacts to the extent feasible. Environmental planning can be a lengthy and complicated process. Similar to many municipalities throughout the state, the City of Pinole (City) Community Development Department has many disparate responsibilities and obligations. The involvement of qualified consultants in the environmental planning process can help City staff members maximize their productivity and effectiveness. We will function as an extension of City staff in completing the CEQA process, representing the City with the highest integrity and professionalism and providing unparalleled service.

Dudek has extensive experience serving a variety of public agencies under on-call and extension-of-staff contracts. These include the Cities of Rohnert Park, Santa Cruz, Gilroy, Auburn, and Lincoln; the Cloverdale Unified School District; and the San Francisco Unified School District. Dudek’s CEQA specialists and technical experts understand that agency staff have a wide range of responsibilities and busy schedules. Our professionals are trained to understand the agency’s processes and apply our expertise within that structure. The result is maximized efficiency without sacrificing valuable time and energy.

City staff must be able to rely on their consultant team to complete technical analyses and CEQA document preparation and provide support in the public noticing process, confident that every detail is attended to. We coordinate closely with our clients to maintain project schedules and make sure that every logistical detail involved in finalizing documents for public review, providing appropriate public notice of document availability, and posting documents with the county clerk is completed efficiently and in compliance with all statutory requirements.

We have assembled a multidisciplinary team that reflects our ability to do the following:
▪ Provide high-quality technical specialists
▪ Meet any local agency environmental compliance or regulatory permitting need ▪ Balance the need for specialty technical services with cost effectiveness ▪ Provide strong writing and oral communication skills to communicate project technical details and goals to diverse stakeholders

Dudek Project Management Approach

PROJECT MANAGEMENT
Under this on-call contract, Dudek’s contract manager will oversee all work completed on individual projects to ensure consistency in approach and quality across all task orders. As each request for proposal is received, Ms. Resha will match the project with a project manager who is best suited to the project. Under this contract, Dudek will be staffed with senior-level project managers to help address complex environmental issues and provide detailed review of work products. Our depth of staff allows us to be responsive to a variety of needs on multiple, concurrent task orders and remain flexible to changing requirements and unforeseen issues. Dudek staff takes its commitment to client responsiveness seriously, leveraging technology to maintain productivity and keep our teams connected, both internally and externally. We provide robust virtual support for our clients, maintaining continuity in critical projects across any scenario.

Our project managers are well informed, practiced, and empowered to harness the full resources of our firm to provide responsive client service and innovative solutions that improve project efficiency and delivery. Whether taking a quick phone call or creating an additional scope element, our project managers can mobilize new approaches, resources, and team members quickly to meet your needs.

Dudek has remarkably low employee turnover, and the team we present will see your projects through to completion. Our environmental team effectively communicates with the local community and decision-makers by coordinating technical expertise, policy interpretation, informative graphics and figures, and detailed impact analysis and mitigation measures. We will integrate project teams that have regulatory and technical expertise with the right project leader so that documents are thorough and environmental review processes are streamlined and efficient.

Dudek has extensive experience preparing EIRs and other CEQA-mandated studies and documents for privateand public-sector projects. Through this experience, Dudek has developed a clear understanding of the individual tasks involved in preparing the range of required environmental documents. Essential elements of environmental analysis that contribute to our completion of environmental documents that are certified or adopted by the lead agency include gaining a clear understanding of the project, leading to our preparation of an accurate, detailed, and thorough project description; in-depth knowledge of the legal requirements of CEQA and/or NEPA and awareness of other applicable regulatory considerations; identification of key environmental issues; technical proficiency in the methodology for analysis of existing conditions and evaluation of potential project impacts; and effective communication of the results to the public and decision-makers.

CEQA/NEPA COMPLIANCE
Dudek has one of California’s largest, most experienced teams for CEQA/NEPA document preparation. Our environmental planners have prepared and processed more than 3,400 CEQA/NEPA documents for a variety of large and small development, infrastructure, redevelopment, restoration, and conservation projects statewide.

Dudek’s environmental experts work collaboratively with clients; local, regional, state, and federal agencies; and

the public to clearly define project objectives, address concerns, and outline appropriate processes. We apply practical CEQA/NEPA knowledge to comply with current laws, regulations, and case law. We help our clients creatively solve regulatory challenges within financial and scheduling constraints.

We produce complete CEQA/NEPA documents done right the first time. Combining comprehensive analysis and research-based findings, we provide legally defensible documents that are supported by substantial evidence, none of which have ever been successfully overturned in court. We conduct technically sound assessments and manage environmental review processes in a streamlined, compliant, and straightforward manner. Our environmental planners work with our in-house technical editors and graphic designers to prepare high-quality documents that are clearly organized and easily interpreted by the public, agencies, and decision-makers responsible for future project development.

We efficiently coordinate and prepare technical reports by using our in-house technical experts. Our team expedites project processing by designing and maintaining realistic document schedules, adhering to consistent communication protocols, leveraging our long-standing agency relationships, and anticipating potential issues as soon as possible.

Dudek has built a strong reputation for helping public officials effectively progress through California’s everincreasing regulatory maze, providing the appropriate team of experienced scientific, engineering, and regulatory professionals. Our comprehensive approach and experience will provide the City with the following:
▪ The Right People. We provide an experienced contract manager who will draw from Dudek’s more than 800 environmental professionals to bring the appropriate expertise to your project, considering project needs and available budget. Contract Manager Cori Resha will work with our skilled CEQA project managers and technical experts to successfully complete any project. ▪ Collaborative Teamwork. Our project managers recognize the importance of being part of the City team.

We work with staff and project applicants in a professional, collaborative, and friendly manner. ▪ In-Depth Experience. Our project teams have worked with dozens of agencies on a wide variety of difficult projects. We will provide you and your staff with varying perspectives on scoping and cost based on our experience with successfully completing hundreds of environmental review documents. ▪ Prompt Communication. We provide frequent and regular reporting on key work tasks, meetings, and processes. We get in front of developing problems by keeping you informed when City staff may need to get involved and offer alternatives to mitigate unnecessary delays. We respond quickly to requests and emergencies as needed.
▪ Comprehensive Service. We are a one-stop shop for your CEQA/NEPA compliance needs. We will provide the City with a highly qualified, locally knowledgeable team of professionals who regularly work together to effectively complete environmental and regulatory projects throughout the state.

ON-TIME PROJECT COMPLETION
Dudek is often retained by clients for projects with schedule requirements that appear impossible to attain. We have a reputation for rising to these challenges and, in doing so, have developed expertise in critical path management, fast-track scheduling, efficient staffing, and workload management. Dudek has achieved this record of on-time performance through the consistent application of several fundamental strategies. These strategies include early identification of methodologies to be used, determination of existing issues, and implementation of an interactive and collaborative process.

Quality Control

DOCUMENT QUALITY ASSURANCE AND QUALITY CONTROL
Dudek’s Editorial team works closely with project managers to apply the highest standards of quality to all deliverables. For a typical Dudek work product, the following process will be used:

Style Guide Development. During the start-up phase of the project, the Dudek technical editing team will create a projectspecific style guide to maintain consistency of terms and nomenclature used in the project documents. This style guide will be in accordance with the City’s standard formatting requirements and will be shared with the City before preparing project documents.

Technical Review. An appropriate third-party technical reviewer will be assigned to all written work products. This step in the review process is focused on the legal adequacy and technical accuracy of all deliverables, and multiple reviewers may be used depending on the complexity of the document.

Editorial Review. Once the technical review is complete, Dudek editors will conduct an editorial review of deliverables following the agreed-upon style guide. Before submittal, each document will be formatted by Dudek’s publications staff.

Document Production. Dudek’s Publications Production team verifies the quality of each physical deliverable before publication. Dudek’s Editorial team, in collaboration with the publications and information technology staffs, will produce and publish the web versions of project deliverables.

Should the need for virtual collaboration arise, Dudek’s Publications team has a wealth of experience creating and maintaining secure project portals. These sites are project specific and can be set up quickly with levels of permissions necessary to meet the City’s needs. This allows multiple reviewers to revise documents concurrently and provides an efficient alternative to in-person, live editing meetings.

Dudek’s publications staff also routinely uploads documents to the State Clearinghouse’s CEQANet database to initiate the start of the public comment period or to file notices following project approval.

ADMINISTRATIVE RECORD
As a best practice, Dudek builds a thorough administrative record during project development. During the writing process, the editor works closely with the writing team to catalogue references cited in an index and collects and compiles all source material. The writer and/or editor locates the reference cited, tracks its status in the index, and compiles PDFs of each document cited. Additionally, Dudek has a library services team that researches difficult references and reviews the references-cited matrix against the compiled source materials, verifying that each reference cited has been provided, contains the appropriate page range, and is from a reputable source.

Page 474 of 980 ends

On-Call and Environmental Planning Services 12
Approach to Scope of Services
Our project management approach and staff assignments allow Dudek to provide high-quality work, subject to a rigorous quality-assurance review, in an efficient and cost-effective manner. Corinne Resha will be responsible for directing individual assignments, allocating the appropriate resources of the company to meet the City’s needs.

Senior-level review and involvement will be provided by Daniel Hoffman, Brian Grattidge, and Katherine Waugh, AICP in the environmental review process. Project managers will be responsible for establishing and maintaining timely and clear communication links with City staff and focusing on the City’s projects and priorities. As issues arise in the environmental planning process, the project managers may advise the City of prudent courses of action and provide problem-solving strategies designed to keep a project moving forward. Finally, the project managers will provide functional and logistical assistance for community outreach, mapping and exhibit preparation, text and report preparation, scoping, noticing, and agency consultation/coordination.

Table 3 identifies the general tasks that Dudek will complete for each task order. The task descriptions are informed by Dudek’s experience in preparing environmental documents. While Dudek will prepare a detailed scope of work for each project for which we are selected, we anticipate that each scope of work would include the following general tasks. Many of these tasks are common to the preparation of EIRs, MNDs, and addendums, while some are specific to EIR preparation, as indicated by the last two columns.

Table 2. Work Plan Tasks

Project
Management
and Meetings
Project management activities primarily consist of facilitating frequent and effective communication to promote efficiency in project preparation.

Regular communication with the City provides opportunities for consultation regarding the overall CEQA process, project-specific impact analysis, development of mitigation measures, and compliance with related state planning laws as applicable to a given project (such as Native American consultation in accordance with Senate Bill 18 and Assembly Bill 52 and water supply analysis in accordance with Senate Bill 610). Dudek maintains regular communication with our technical staff and promptly provides them with information relevant to their respective studies to facilitate the greatest efficiency and control of the project budget.

For each project meeting, Dudek will prepare and circulate an agenda and will manage the meeting to ensure that it is efficient and productive; will identify follow-up action items will and assign them to each participant; and will prepare meeting minutes to document the discussion, conclusions, and follow-up actions needed.

X X
Project
Description
One of the initial tasks is to prepare a project description to be used as the basis for the analysis. The project description provides the land uses proposed for the project, specific details of project construction, and the entitlements necessary for project approval. Dudek will submit the project description to both City staff and the project applicant to verify that it accurately portrays the project prior to starting work on the technical analysis.

X X
Scoping Dudek will prepare a Notice of Preparation (NOP), circulate it to agencies and the public for an EIR, work with City staff to draft and finalize the NOP, and prepare it for public circulation. Dudek routinely uploads NOPs to the X

State Clearinghouse on behalf of clients. Dudek will review comments received in response to the NOP to verify that the EIR adequately considers all relevant comments. If required, Dudek will attend a public scoping meeting where verbal comments are received and will provide a summary of all comments.

Technical
Studies
Dudek routinely conducts peer reviews of technical studies provided by the project applicant and prepares new technical studies as necessary.

Dudek will evaluate and identify specific needs for technical study peer reviews and completion of new studies during preparation of the scope of work, based on direction from City staff.

X X
Site Visit Dudek staff will visit the site and project area to observe existing environmental conditions if required.

X X
Request for
Information
Dudek will prepare a list of information needed to prepare the document (i.e., information for modeling, site access, etc.) and provide it to the City and the applicant.

X X
Initial Study (IS) Depending on the project, Dudek can prepare an IS to focus the analysis of an EIR or to support an MND.

X X
Draft EIR Dudek will prepare an EIR to evaluate impacts that may result from development of a proposed project. Dudek works collaboratively with City staff to prepare, edit, and refine the document in preparation for public circulation. The nature of the project and comments received on the NOP inform the specific scope of an EIR. Dudek prepares EIRs that do the following:
▪ Accurately and concisely define the baseline setting for the project site and region
▪ Present quantitative and qualitative impacts analysis at either a project or programmatic level, as appropriate for the particular project ▪ Support all significance findings with substantial evidence ▪ Identify feasible mitigation measures that include explicit and succinct descriptions of the requirements for timing of implementation ▪ Identify and evaluate a reasonable range of project alternatives that may avoid or reduce the significant impacts of the project ▪ Identify cumulative impacts in the project region, including climate change and the effects of climate change in the region, and evaluate the project’s contribution to those impacts
▪ Evaluate the project’s potential to induce growth in the area and the project’s irreversible environmental effects
Dudek will also prepare the required notices for circulation of an EIR, including a Notice of Availability (NOA) to start the public review period, and a Notice of Completion (NOC) required for submittal to the State Clearinghouse’s CEQAnet database. Dudek will complete EIRs in an efficient and cost-effective manner.

X
MND Dudek will prepare an MND for the project to note where impacts can be reduced to less than significant with mitigation or those that are already less than significant. This includes preparation of an IS checklist and any X

Mitigation
Monitoring and
Reporting
Program (MMRP)
Dudek will provide all mitigation measures for either an EIR or MND in an MMRP. To the extent feasible, the implementation and monitoring of each mitigation measure will be tied directly to required entitlements (e.g., grading and building permits). Where additional monitoring is necessary, the MMRP identifies the specific timeline for implementation and monitoring, the mechanism by which monitoring would occur, and the criteria by which the success of the mitigation measure would be determined.

X X
CEQA Findings of
Fact and
Statement of
Overriding
Considerations
Dudek will prepare the Findings of Fact—and, if required, Statement of Overriding Considerations documenting the procedural history, project background, project objectives and description, record of proceedings, and specific findings for each impact of the project—for an EIR. This includes a summary of the impacts determined to be less than significant and a detailed description of each potentially significant or significant impact, the associated mitigation measures, and the effect of the mitigation measures in reducing or avoiding the significant impact. The Findings of Fact will also review the project alternatives evaluated and the feasibility of each, the potential for the project to induce growth, and the project’s contribution to cumulative impacts.

X
Public Hearings
and Staff
Support
Dudek’s project manager attends public hearings to record comments received and can respond to comments from the public and questions from the decision-making body regarding the CEQA document, if required.

If requested, Dudek can also prepare and deliver a presentation reviewing the major findings of the CEQA document.

Dudek staff can also assist City staff in compliance with all applicable state planning laws and state and federal natural-resource regulations.

This could include participation in the Senate Bill 18 and Assembly Bill 52 Native American consultation processes; assistance in the Senate Bill 610 water-supply assessment process; participation in consultation with state and federal agencies, as needed; and support in all required public noticing and distribution requirements. In particular, Dudek can prepare the Notice of Determination (NOD) for filing upon project approval and can assist with the submission to the County Clerk and the State Clearinghouse.

Schedule of Work
The management team will work together to meet communication goals and keep the project on schedule and within budget using the following:

Project Kickoff Meeting. The management team will attend a project kickoff meeting with key team members. This meeting will be critical to the ultimate success of the project, as it provides an opportunity for all parties to discuss the project, review the scope, and formalize key assumptions. Dudek will provide a detailed agenda that addresses project overview, requests for information, communication protocols, budget, and schedule. This meeting will also offer an opportunity to confirm document format requirements, points of contact, status report details, and any other logistical, technical, or procedural concerns. We approach every project with the understanding that attention on the front end can save substantial time and costs in the long run.

Dedicated Lines of Communication. After the kickoff meeting, Ms. Resha will distribute a key contact list to all team members, confirming communication protocols and contact information. At this time, Ms. Resha will schedule recurring project meetings to establish an ongoing coordination channel between key team members.

These meetings are a key element of Dudek’s management approach, as they foster collaboration and accountability, maintain project momentum, and allow for issues to be identified and resolved early.

Master Deliverables List. Dudek will prepare a master deliverables list with key document development milestones, such as draft deliverables for review, review periods, and possible meeting dates with the City to resolve comments, if needed. Dudek will also provide the City with a customized style guide to maintain consistency of key project terms, references, format, and style. Dudek uses online meeting tools for collaborative document revisions with City staff and efficient resolution of comments, if needed. Dudek will manage and update the master deliverables list, make it available to all team members, and communicate accurate status updates to the team. Using this tool, Dudek will provide the City project manager with up-todate status reports as requested.

Schedule and Budget Tracking. The management team will use a schedule-tracking tool to meet important milestones for task orders issued under this contract. Similarly, we will use Deltek Vision to track all budget line items and deliver an accurate monthly balance for each.

Progress Reports. Ms. Resha will prepare regular progress reports that will include a list of tasks completed during the period, a list of tasks anticipated during the coming period, a project schedule update, a summary of the schedule, and any outstanding scope of work or information request issues.

ON CALL PLANNING AND ENVIRONMENTAL SERVICES
Client: County of El Dorado
Reference: Bret Sampson, Planning Manager; 330 Fair Lane, Placerville, California 95667; 530.621.5567; [email protected]
Period of Performance: 2019–Present
Since 2019, Dudek has been providing on-call planning and environmental services to the County of El Dorado.

Dudek has provided both short-term planning (entitlement support) and environmental compliance services (including CEQA and NEPA). Projects completed under environmental services have included the following:
▪ Dollar General EIR. Dudek prepared an EIR for a proposed Dollar General in the unincorporated community of Cool. The document was originally prepared as an MND; however, the Board of Supervisors required the preparation of an EIR to address concerns with aesthetics, transportation, and urban blight.

The EIR was certified, and the project was approved in 2021. ▪ Carson Creek Specific Plan. Dudek supported both planning and CEQA compliance for an amendment to the Carson Creek Specific Plan. The amendment allowed for additional age-restricted housing for older adults within the Specific Plan area. In addition to supporting the planning department, Dudek prepared an addendum to the Specific Plan EIR. Issues of concern included biological resources, cultural resources, and noise. The amendment was approved in 2021. ▪ Middle Mile Broadband MND. The County of El Dorado is applying for federal funding to improve broadband access in unincorporated communities. Dudek provided support for compliance with the federal Endangered Species Act and Section 106 of the National Historic Preservation Act. Dudek also prepared an MND for the project and supported the consultation process to identify and mitigate potential tribal cultural resources. The project was approved, and the MND was adopted in February 2023. ▪ Creekside Village Specific Plan EIR. Dudek is currently working with the County of El Dorado and the applicant team to prepare an EIR for a new residential subdivision. The project was initially started in 2020 but went on hold and has recently been reinitiated. Completion of the EIR is anticipated to take 12 to 18 months.

Period of Performance: 2022–Present
Since 2022, Dudek has been providing on-call CEQA and NEPA consulting services to the City of Bellflower, first through a subconsultant agreement and currently through an independent on-call agreement. Projects completed for this client include the following:
▪ Hollywood Sports Park Project Program EIR. Dudek is preparing a Program EIR to evaluate the potential environmental effects of the Hollywood Sports Park Project. The project site is currently utilized for recreational activities and events that include outdoor paintball, airsoft, soft-pellet tag, and gelburst, set within movie remnants, rock walls, and other settings. The proposed project includes revising the Land Use Plan in the Land Use Element and amending the Certified 2021–2029 Housing Element, and a Zone Change to allow for future mixed-uses (high-density residential and open space uses) on the project site.

At this writing, actual mixed-use development and design plans are not being reviewed or considered by the City. Therefore, the Program EIR will evaluate, on a programmatic-level, potential environmental impacts resulting with the proposed General Plan Amendment (GPA) and zone change. To quantify potential impacts to the greatest extent possible, a development scenario has been created based on a maximum development density and permitted uses as established by the proposed GPA and zone change. The Notice of Preparation (NOP) for this project was released in March 2024. ▪ Simms Park Stormwater Capture and Teen and Senior Center Project MND. Dudek conducted environmental impact review and preparation of an MND for the City of Bellflower addressing two public projects at Simms Park. One project is a stormwater capture facility to divert water from a concrete box storm drain into a storage reservoir proposed beneath the park’s existing baseball/softball fields.

Proposed park improvements include replacing the ballfield surface, replacing the perimeter fence and lighting, and adding a bioswale. The second project is construction of a Teen and Senior Center to replace an old teen center building that was demolished in 2019. The new building footprint requires reconfiguration of the park’s existing parking lot and landscaping. The two projects are planned to be constructed separately and are not related in need, but the City decided to cover them in a single CEQA document due to their proximity and potential for overlapping impacts. Analysis and CEQA documentation required coordination with the two projects’ architects and engineers. Dudek’s CEQA analysis included modeling of construction-phase and operational air pollutant and greenhouse gas emissions, an air quality health-risk assessment due to construction adjacent to residences, noise estimates, and assessment of biological resources and cultural resources in an urbanized environment. Dudek advised the City during the Assembly Bill 52 tribal cultural resources outreach and consultation process. The MND was adopted by the Bellflower City Council in August 2023.

Dudek’s on-call environmental and planning services contracts have helped the City of Palo Alto (City) interpret applicable City codes, policies, standards, and guidelines for development projects. We have provided as-needed planning and environmental review services to the City since 2013, including preparation of several EIRs and MNDs, with several projects requiring the interpretation of applicable City codes, policies, standards, and guidelines. Dudek has consistently provided timely responses and completed task orders on time and within budget. Recent and past projects for the City include the following:
▪ Castilleja School Project Focused EIR. Dudek prepared an EIR to evaluate Castilleja School’s proposed program of facility modernization and an amendment to the school’s Conditional Use Permit to increase the maximum enrollment cap. Key issues include traffic, noise, consistency with the Municipal Code Floor Area Ratio regulations and Tree Preservation and Management Regulations, construction of a belowgrade parking structure in a residential area, and other considerations of the compatibility of the project with the neighboring single-family residences. The EIR also addressed the aesthetics of the proposed new buildings, perimeter fencing and walls, and landscaping plan. Although the project was highly controversial, no legal challenge was filed in response to the City’s EIR certification and project approval. ▪ Avenidas Community Center MND. Dudek prepared a detailed IS/MND to evaluate the proposed renovations of the Avenidas Community Center, which is located in a historic building. Dudek completed a peer review of the Historic Resource Evaluation submitted by the project applicant. ▪ 3877 El Camino MND. Dudek prepared an IS/MND for the proposed demolition of a vacant commercial building and construction of a mixed-use development that would include retail, other commercial space, and 17 dwelling units. Key issues for the project included historic resources, traffic, aesthetics, and compatibility with the surrounding neighborhood.
▪ 1050 Page Mill Road EIR. Dudek prepared an EIR for the demolition of over 300,000 square feet of existing office/warehouse/research and development space and construction of the equivalent amount of dedicated office space. Period of Performance: 2021–Present
Under contract to the City of Pleasanton, Dudek prepared an MND for the City’s plan to construct a mountain bike trail within and adjacent to the Augustin Bernal Community Park. The project includes construction of an approximately 0.7-mile-long (3,700 linear feet) technical mountain bike trail, in part to replace an existing unofficial user-created trail. It also involves decommissioning 4,300 linear feet of other existing unofficial usercreated trails. The new trail will consist of an appropriately designed and engineered trail to minimize erosion and user risks and reduce potential pedestrian/bicyclist conflicts on the multi-use trails in the park by encouraging some of the existing downhill mountain bike traffic currently using the multi-use trails to divert to the new trail.

Other user-created trails would be decommissioned to minimize potential adverse effects to the vegetation and wildlife in the park.

Dudek prepared biological and cultural resource assessments for the project site; conducted informal consultation with the U.S. Fish and Wildlife Service regarding potential impacts to the Alameda whipsnake (Masticophis lateralis euryxanthus), an endangered species; prepared the trail design plans; prepared an IS, MND, mitigation monitoring and reporting program, and public notices; and assisted City staff in circulating the proposed MND for public review. No public or agency comments were received in response to the proposed MND, which was adopted by the city council on February 7, 2023. Dudek is continuing to work with the City to implement biological and cultural resource mitigation measures and manage trail construction.

UNIVERSITY OF CALIFORNIA BERKELEY CLARK KERR BEACH VOLLEYBALL COMPLEX EIR Client: University of California (UC), Berkeley
Reference: Shraddha Navalli Patil,; 300 A & E Building, Berkeley, California 94720; 650.223.3433; [email protected]
Period of Performance: 2020–Present
Dudek assisted UC Berkeley with an EIR for the Clark Kerr Campus (CKC) Beach Volleyball Complex Project, which is located within NRHP District No. 82000962, California Schools for the Deaf and Blind historic district. The historic district is also considered a City of Berkeley landmark. UC Berkeley proposed to partially demolish CKC Building 21/NRHP California Schools for the Deaf and Blind Building B-11, which is a contributing building to the NRHP historic district. The partial demolition of CKC Building 21 was pursued due to the seismic safety risk posed by the building pursuant to the UC Seismic Safety Policy, as well as certain obligations under the CKC Covenants, which limit the ability of the campus to construct new buildings on the CKC. The subject building has been vacant since at least the late 1970s. To comply with Public Resources Code Section 5024(b) regarding state-owned historical resources, UC Berkeley must consult with the State Historic Preservation Officer on the project. The overall CEQA finding for this project for built environment historical resources was significant and unavoidable. As such, Dudek worked with the client to identify and draft appropriate mitigation measures that would somewhat reduce but would not avoid the significant impact.
