PROJECT EXPERIENCE
Master Storm Water System Maintenance Program, San Bernardino County Flood Control District (District), San Bernardino, CA
Veronika Archer was the Project Manager overseeing the preparation of the environmental documentation (in compliance with both CEQA and NEPA) and all necessary technical studies and obtaining the permits for this long-term County-wide project. The District is obtaining long-term (20-year) permits from the resource agencies, including the ACOE, CDFW, and State Water Resources Control Board (SWRCB), for the routine operations and maintenance of all flood control facilities within the County. Veronika oversaw the completion of the Maintenance Plan, the Draft and Final EIR and associated technical studies including biological resources technical report, delineation of jurisdictional waters, watershed mapping, air quality and greenhouse gas analysis, noise assessment, hazards assessment, and conceptual mitigation plan.
Veronika facilitated early consultation with all involved agencies and oversaw the preparation and submittal of all permit application to the resource agencies including an Individual Permit from the ACOE, a Water Quality Certification and/or Waste Discharge Requirement from the SWRCB, a Master Streambed Alteration Agreement from CDFW, and Incidental Take Permits from the USFWS and CDFW. Despite early public comments raising concerns about removal of habitat within District facilities, the EIR was approved without contest.
City of Santa Barbara, Hazardous Fuels Reduction Project, Santa Barbara, CA (2023) SummitWest was commissioned by the City to conduct comprehensive biological surveys necessary to support Hazardous Fuels Mitigation and inform recommendations that will mitigate wildfire risk while also improving greenspaces. The field work included pre-project surveys for special status plant and wildlife species, wildlife habitat, and sensitive natural communities, both existing and with potential to occur. These surveys are vital to be able to avoid significant impacts to any sensitive species or habitat that are present within and around the 594 total acres during project activities. Of similar importance, biologists conducted surveys locating invasive plant species to effectively and efficiently target their removal as well as minimize their spread during project implementation. Analyses of field findings fueled the writing of seven Biological Resources Assessment Reports, which included recommended avoidance and minimization measures that may also serve to identify areas for potential restoration projects in the future. A comprehensive GIS data package was also prepared, in support of the City’s preparation of required planning documents.

County of San Bernardino, Special Districts, As-Needed Services, San Bernardino County, CA (10/2020 - 6/2021) Project Manager As Project Manager on this as-needed contract, Veronika successfully implemented several quick turn-around as needed task orders including nesting bird surveys in support of geotechnical borings and emergency permit services in support of a tunnel repair project.
City of Riverside Public Works Department, As-needed Contract, Riverside, CA. Operations and Maintenance Permits (2019) Lead Biologist Ms. Archer supported the Department with input on biological compliance and regulatory permitting. Two examples are the Tequesquite Creek project and the Santa Ana River Trail Repair Project. On the Tequesquite Creek project, Ms. Archer assisted the Department with vegetation mapping and delineation of jurisdictional waters within a portion of Tequesquite Creek that will be maintained as part of routine operations activities. The studies were prepared in support of a CEQA document and subsequent permit applications.
For the Santa Ana River Trail repair project, a sink hole in the trail was creating a hazard for trail users and had the potential to cause damage to the adjacent highly trafficked road. Ms. Archer conducted a species habitat assessment, vegetation mapping, and a delineation of jurisdictional waters. On both projects, Ms. Archer advised the Department on permitting and agency coordination.
Riverside County Regional Park and Open Space District, Mockingbird Canyon to Harford Springs Regional Trail, Riverside County, CA (2011)
Project Manager The County of Riverside Regional Park and Open Space District developed and implemented a multiuse regional trail. As project manager, Ms. Archer oversaw completion of a constraints analysis to determine the best route for the trail and technical studies in support of a CEQA document. The constraints analysis included stakeholder and public meetings to compile trail goals and selection criteria, review of existing data to identify constraints, determination of selection criteria, use of GIS to prepare several alternative routes, and analysis of the routes to select a preferred alternative.
Primary resource issues included biological resources, consistency with the Western Riverside MSHCP, and cultural resources.
Riverside County Flood Control and Water Conservation District, Mockingbird Canyon Wash Restoration Project, Riverside County, CA (2019)
Project Manager Project Manager for the environmental compliance for this restoration project that includes improvements along approximately 1.5 miles of Mockingbird Canyon Wash to ensure the safe and efficient management of stormwater, sediment deposition, and scour and stream bank erosion. The project includes the preparation of a Mitigated Negative Declaration and associated technical studies including air quality analysis, hazards assessment, cultural resources assessment and biological resources assessment including Western Riverside County MSHCP compliance, focused surveys for Least Bell’s vireo, Burrowing owl and plants, and preparation of a DBESP for impacts to riparian/riverine habitat. The project also requires permitting under section 404/401 of the Clean Water Act and Section 1600-1616 of the Fish and Game Code. Due to the length of the project and presence of riparian habitat occupied by Least Bell’s vireo, mitigation strategy and coordination with the resource agencies is an important aspect of this project.

MEET MICHAEL:
Mr. Hendrix has over 24 years of experience involving air quality and greenhouse gas (GHG) emissions analysis, climate change analysis, and climate action planning. He has done extensive research analyzing specific technical issues of air quality, GHG emissions, and global climate change, as they relate to project compliance with World Health Organization (WHO) air quality guidelines, United Nations Intergovernmental Panel on Climate Change (IPCC) guidance and protocols, United States Ambient Air Quality Standards (AAQS), the National Environmental Policy Act (NEPA), and the California Environmental Quality Act (CEQA). His experience also includes public outreach efforts for project-specific meetings and for informing local and State officials on general air quality and GHG emissions issues.
RELEVANT PROJECT EXPERIENCE:
City of Chino, On-Call Air Quality Analysis, Greenhouse Gas Analysis, and CAP Review Services. Chino, San Bernardino County, California Michael Hendrix assisted the City in the development of the City’s CAP and 2030 CAP Update. The CAP Update provides a legally defensible document that future projects can tier from in the analysis of climate change during the CEQA process, which streamlines project approval and implementation. Mr. Hendrix developed GHG Screening Tables to facilitate discretionary project review and analysis streamlining, and allowed a flexible way for future discretionary development projects to demonstrate consistency with, and tier from, the CAP. Mr. Hendrix also provides the City On-Call air quality and GHG analysis review services and reviews the CEQA analyses of discretionary development projects for compliance with CEQA and conformity to the City’s CAP Update.
County of Riverside Transportation, and Land Management Agency, Climate Action Plan. Riverside County, California
Mr. Hendrix supervised the development of this project in two phases. In Phase One, Mr. Hendrix calculated communitywide and municipal emission inventories for the County, set 2020 and 2035 reduction goals, and provided energy performance standards for new development projects as part of the General Plan Update. Phase 2 provided a Draft Climate Action Plan (CAP) that developed a detailed comprehensive set of reduction measures and implementation strategy to meet the reduction goal. Michael developed a menu of reduction options called Screening Tables that allowed a flexible way for future development projects to demonstrate consistency with, and tier from, the CAP, which streamlines the CEQA analysis of those development projects. The CAP provides a legally defensible document that future projects can tier from in the analysis of climate change during the CEQA process, which will streamline future project approval and implementation. Mr. Hendrix trained County planning 44

City of Ontario, Municipal and Community Climate Action Plans. Ontario, San Bernardino County, California Mr. Hendrix was technical advisor and assisted the City in the development of the municipal and community Climate Action Plans (CAPs). The CAP development process included inventories, forecasts, reduction targets, and reduction measures. The municipal CAP was completed in 2012 and the community CAP was completed in 2014. To facilitate the implementation of the community CAP, Mr.
Hendrix designed a GHG development review process and associated Screening Tables to ensure that new development would be consistent with the City’s CAP. Through a menu of reduction options, the Screening Tables allow flexibility in how new development implements the reduction measures. The Screening Tables allow new development projects to tier from and demonstrate consistency with the reduction target established in this CAP, thus streamlining the CEQA analysis of project-level GHG emissions as described in CEQA Guidelines §15183.5. The Screening Table is provided to the applicant, who then chooses from a list of GHG emissions-reducing design features that are each assigned a point value. The point values are allocated based on the effectiveness of the strategy in reducing GHG emissions. In order to demonstrate consistency with the CAP, a project that earns 100 points from the Screening Table would implement the project’s fair-share portion of GHG emission reductions within the CAP.
San Bernardino Associated Governments, Multijurisdictional Greenhouse Gas Reduction Plan. San Bernardino County, California
Mr. Hendrix served as a technical advisor to San Bernardino Associated Governments (SANBAG) in developing inventories, traffic modeling, and reduction measures for this multijurisdictional plan. In addition, he served as Project Manager for the EIR in compliance with CEQA. This project was a cooperative planning effort that included 21 cities and the County of San Bernardino with a goal of reducing GHG emissions within the region. The project included a regional traffic model that is compatible with the Senate Bill (SB) 375-compliant Southern California Association of Governments (SCAG) modeling effort to demonstrate on-road transportation sector GHG reductions and a Sustainable Community Strategy (SCS) for the region. SANBAG was the lead agency for the project. The plan fulfilled the requirements of CEQA Guidelines Section 15183.5–Tiering and Streamlining the Analysis of GHG Emissions and allowed CEQA streamlining of future development project analysis within the 21 participating cities and the County.
County of San Bernardino Land Use Services Department, On-Call Air Quality and Greenhouse Gas Analysis Review Services. San Bernardino County, California
Mr. Hendrix provided technical review services to the County reviewing CEQA air quality analysis, Greenhouse Gas (GHG) emissions analysis, and health risk assessments (HRA) for discretionary development projects that the County is Lead Agency. He also reviewed discretionary development projects use of the San Bernardino County GHG Reduction Plan Development Review Process to ensure that the CEQA Streamlining tools including the GHG Screening Tables and County Specific Efficiency Standards were followed correctly. Michael provided County Planning Staff with training on how particular discretionary development projects including logistics/warehousing need to be depicted in air quality models, when to require and HRA, and red flags to look for in air quality analyses. This training resulted in County staff finding errors in the air quality and GHG emissions CEQA analyses, and at times, requesting Michael to provide a technical review of suspicious or technically complex air quality analyses.

County of San Bernardino Land Use Services Department, Settlement Agreement between the County of San Bernardino and the California Attorney General’s Office to Provide a GHG Reduction Plan. San Bernardino County, California Mr. Hendrix served as technical advisor to the County during the development of the GHG Reduction Plan. In that role, Mr. Hendrix participated in meetings with the State Attorney General’s Office, the South Coast Air Quality Management District (SCAQMD), the Mojave Desert Air Quality Management District (MDAQMD), the California Air Resources Board (ARB), and the Governor’s Office of Planning and Research to determine the exact scope of work needed to develop and implement the GHG Reduction Plan. He met regularly with the SCAQMD and MDAQMD in the development of the various GHG Emissions Inventories (for years 2006, 2020, and 2030).
Mr. Hendrix also supervised and assisted in data collection for these various emissions inventories in coordination with technical staff at SCAQMD and MDAQMD. Mr. Hendrix negotiated the details needed to fulfill the settlement agreement with the Attorney General’s Office on the County’s behalf. In this role, Mr. Hendrix has acted as an intermediary between these various State Agencies and the County. As a result, the ARB and SCAQMD have both looked to San Bernardino County for guidance on how to address these issues in CEQA analysis of GHG emissions and climate change. Mr. Hendrix played a vital role in reversing the relationship between the Attorney General’s Office and the County of San Bernardino from one of adversaries on the issues of GHG emissions and climate change to one of cooperation.
County of San Bernardino Land Use Services Department, Initial Study/Mitigated Negative Declaration for Gas Station Projects (Devore Gas Station and Bloomington Gas Station). San Bernardino County, California Mr. Hendrix provided two Initial Studies/Mitigated Negative Declarations, for a pair of gasoline service stations within the unincorporated areas of San Bernardino County. The Bloomington Gas Station Project included a service station and convenience store on a ½ acre site adjacent to the I-10 freeway in the unincorporated community of Bloomington. The Devore Gas Station Project included a service station, convenience store, and restaurant on a 1.4-acre site adjacent to the I-215 freeway in the unincorporated community of Devore. The Devore Gas Station Project was controversial because it was a new discretionary development within a rural community. The Devore Rural Protection Association (DARPA), opposed the proposed project because members of DARPA felt that the proposed project would generate more vehicle traffic, potentially contaminate potable water supply wells approximately 1/4 mile south of the project site, and disrupt the rural nature of the community. In total, over 65 comment letters were received from DARPA and other community members. Mr. Hendrix was able to provide responses to comments in a non-confrontational tone that together with community meetings addressed community concerns and calmed community members. County staff listened to the community and offered solutions that is resulting in the proposed project becoming a locally-serving project with minor design modifications to better fit the proposed project into the rural nature of the community.
California High-Speed Rail Authority, California High-Speed Rail Project: San Francisco to San Jose Segment. San Jose, Santa Clara County, California
Mr. Hendrix supervised the Greenhouse Gas Emissions Offset Analysis of the San Francisco to San Jose segment of the California High-Speed Rail Project for the forthcoming Draft Environmental Impact Statement/Environmental Impact Report (EIS/EIR). The analysis included review of the electrification of the Caltrain rail line as a component of the project. The EIS/EIR analysis also reviewed potential air quality impacts, including health risks, to determine impacts to the adjacent receptors from the construction and operation of a high-speed rail line through the area. The analysis used the AERMOD dispersion model and focused on the potential cancer and non-cancer health risks from diesel-operated construction equipment along the line. In addition, the analysis addressed potential for creating carbon monoxide hotspots through project-level increases in traffic idling at intersections or in parking lots at or www.SummitWestEnv.com

development. 4LEAF will prepare the Project Description for review by the City and applicant. The Project Description is an important first step in the project as it defines the project for review for Exemption from environmental review, or whether an Initial Study should be prepared. The Initial Study technical analysis will assess the project’s potential effects on the environment and existing uses as compared to the existing baseline condition.
The Project Description is an important first step in the project as it defines the project for review in the Initial Study. It also provides an important opportunity to revise the project to address environmental issues. The Initial Study technical analysis will assess the potential for the proposed project and the potential effects on the environment and existing uses from the proposed project as compared to the existing baseline condition.

The purposes of an Initial Study, as detailed in the CEQA Guidelines § 15063(c)(2) (Initial Study) (Purposes), are to ensure:
• Provision to the Lead Agency [City] with information to use as the basis for deciding whether there is ample support in the public record to support a Negative Declaration (ND) or with mitigation to prepare a Mitigated Negative Declaration (MND).
• Enable an applicant or Lead Agency to modify the project, mitigating adverse impacts and thereby enabling the project to qualify for a ND as detailed in CEQA Guidelines, or • Whether there is evidence in the entire project record that significant environmental effect(s) would result from implementation of the project and that an Environmental Impact Report shall be prepared. 4LEAF has broad experience managing a range of subconsultants providing technical studies to inform Environmental Review services for resource areas not provided in-house. These resource areas for example include biological resources, cultural and historic resources, and complex traffic and Vehicle Miles Travelled (VMT) analyses. Our Planning team will coordinate with the City to ensure appropriate sub-consultants are identified for each project, either on the City’s Qualified Consultant’s List or our current partner firms who are qualified to be added to the City’s list. 4LEAF’s Planning Team is also experienced preparing both Requests for Proposals and Qualifications for technical planning subconsultants. Our Planning Team provides full environmental compliance services from beginning to completion. This encompasses site visits at project initiation and for monitoring for compliance with approved conditions of project approval and environmental mitigation reporting (MMRP), and at the request and authorization by the City.
Project Meeting and Committees
4LEAF recognizes the importance of clear and consistent communication and places a high value on ensuring mutual understanding throughout the project. To achieve this, the 4LEAF team will meet with City staff, including City Councilmembers, Planning & Transportation Commission, Economic Development Advisory Commission, Zoning Administrator, Downtown Advisory Committee, various businesses and associations, and other committees necessary throughout the project to refine the scope of work as needed. Our Planning team will facilitate discussions with the City and organizations involved about project goals, potential outreach and engagement techniques, site opportunities and constraints, relevant background information and documents for site conditions, project schedule, and project management protocols. Community concerns relevant to the sites will be discussed, as well as community-based organizations and stakeholders.
Training
4LEAF planners will assess existing training protocols and manuals currently being utilized by the City and recommend necessary updates based on required legal statutes and best practices, if applicable. Planning and environmental training opportunities will be scheduled appropriately and on an as-needed basis as updates to the General Plan and Zoning Ordinance or as planning entitlements are being processed for public hearing reviews. 4LEAF anticipates that training to city staff, City Council and Planning Commission will be a customized approach
Proposal to Provide On-Call & Environmental Planning Services to the City of Pinole Page 15 Section D: Description & Approach May 6, 2024
based on timing of these specific updates or individual land use projects of special interest or as the City implements strategic planning goals. As to a broader approach of training efforts, the Project team will recommend and assist with the coordination of training materials, courses, webinars, or conferences that may better familiarize these parties with planning and environmental regulation, laws, and best practices.
Management of Resources
Due to the inconsistent demand of on-call services, 4LEAF takes a proactive approach to resource management.
To offset any uncertainty, 4LEAF has implemented three strategies that allow a cooperative process between offices and the ability to scale up or scale down based upon activity. These strategies include:
• Strong Mix of Full-time and Part-Time personnel – 4LEAF employees over 40+ planners available “asneeded” to bolster our staffing capabilities. Our assortment of staff allows us to accommodate any immediate needs of the City without unnecessary expenses and/or delays. This allows 4LEAF to control costs and service our clients in the same fashion.
• Overtime Staff Augmentation – 4LEAF services a number of clients by providing optional expedited and overtime staff augmentation services. As required, 4LEAF can utilize our staff to quickly meet the sudden needs of our clients and pay them an over-time rate to do so. Although it is a greater expense to 4LEAF, this is utilized to ensure the City is able to meet project deadlines without needless setbacks. • Technology – Our firm places immense value on technological aptitude, and our staff are fully trained with all industry-standard software, in addition to a number of documentation applications and our own proprietary scheduling system. Due to our extensive training, 4LEAF personnel are always ready to integrate with any Development Services Department and hit the ground running.

Housing Element Update
4LEAF completed the Housing Update for the City of Rohnert Park, located in Northern California.
The city has a RHNA of approximately 1,580 units compared to 899 units in RHNA Cycle 5, representing a 76% increase from the last Planning cycle. To ensure an adequate inventory of viable sites, the 6th Cycle Housing Element Update necessitates rezoning in targeted areas.
The city chose 4LEAF because our team of professional planners have an established working relationship with HCD and a thorough understanding of State housing law. Our team has demonstrated the ability to be proactive in maintaining communication, meeting deadlines, and addressing all the new statutory requirements for 6th Cycle Housing Elements. Rohnert Park’s Housing Element was among the first in the Association of Bay Area Governments (ABAG) region to achieve full HCD certification of compliance with State housing laws in March 2023.
Our services for this project include:
• Project management
• Community outreach and engagement
• Housing Element preparation
• CEQA compliance (with Rincon Consultants based on concurrent General Plan Update EIR) Some of our Housing Element work can be viewed on the City’s website at: https://nsc-housing.org/city-ofrohnert-park

Subject: Request for Proposals On-Call & Environmental Planning Services Dear Ms. Whalen,
Thank you for the opportunity for CSG Consultants (CSG) to present an overview of our Planning and Environmental Planning services qualifications to the City of Pinole (City). A bayfront community with approximately 19,000 residents, the City has experienced an increase in development within the last five years with an anticipated steady increase in planning requests and entitlements. In addition to development projects, the City also anticipates the need for longrange planning assistance associated with major updates to the General Plan, adoption of a Climate Action and Adaptation Plan, and implementation of the Housing Element. To meet the City’s needs, CSG brings specialized Planning expertise, a depth and breadth of highly experienced staff, a deep bench of technical consultants, an office within proximity to the City, and the ability to adapt to the City’s changing needs. CSG is an employee-owned company and works solely for public agencies, serving as a seamless extension of municipal staff. We currently furnish planning, environmental, sustainability, building and safety, fire prevention, code enforcement, public works, and a host of additional services to over 250 municipal clients throughout California.

Request for Proposals On-Call & Environmental Planning Services 8 D. DESCRIPTION AND APPROACH
CSG views every assignment and project as an opportunity to build long-lasting, meaningful working relationships with our clients. We ensure a clear line of communication with every client, stakeholder, agency, decisionmaker, and project team member to ensure assignments and projects achieve and exceed expectations. We are solutionsoriented, focused on teamwork, and maintain a high level of professionalism in everything we do. Our mission is to consistently meet or exceed our client’s expectations in a responsible and efficient manner.
At CSG, we act as project managers in most of our efforts, but we are first and foremost planners. Our goal is to always perform as a “partner planner” for our clients, providing additional support and services to existing agency staff members. CSG’s project managers bring decades of project management experience, implementing best practices, while delivering work products on time and within budget.
A comprehensive approach to project management includes attention to land use planning, economic feasibility, urban design, and the environment. Our project management philosophy is built upon the anticipation of, and preparation for, all issues that may arise throughout the project process. By constantly considering and developing the appropriate process and plan to address political, environmental, social, and design challenges/opportunities, we can better serve the City while delivering the highest quality product. Our management team of senior professionals will work in close partnership with City staff to ensure continuous coordination of our proposed services. They will assist the City in determining planning and environmental review requirements with support from additional CSG planners and technical staff that allow our team to provide a wide range of services in a cost-effective manner.
With each assignment, we assemble our CSG team and partner with technical subconsultants most appropriate and experienced for the required analysis. Our subconsultant team of experts has worked together with the Planning and Environmental Planning team for many years, assuring continuity and the understanding of expectations for concise writing styles, analysis, documentation, and time management. In addition, upon initiation of a project, each team member along with the subconsultant team will be provided with the agreed upon scope of work, project schedule and budget, and will attend project initiation meetings, as needed. CSG’s Project Manager will serve as the main point of contact, ensuring a consistent flow of information between City staff, CSG, and subconsultants.
CURRENT AND ADVANCED PLANNING
At CSG we believe that changing environmental conditions, increased need for housing, diminishing raw land inventory, complex mobility issues, urban infill opportunities, and economic feasibility are all becoming pivotal factors driving projects and the future of development. Approach to Environmental Planning
CSG planners are environmental stewards for our natural and built environments. CSG’s approach to environmental documentation is to understand and analyze each project based on the pertinent environmental issues. CSG’s methods emphasizes technically solid, impartial analysis, and active management to keep projects on schedule and within budget. Our approach entails an efficient process to ensure that studies are comprehensive, objective, technically accurate, and complete, while maintaining a focus on the schedule established for review. Our management style includes consistent and regular interaction and communications between staff, the CSG team, and other interested/responsible governmental agencies and parties, as appropriate, allowing for frequent exchange of information without loss of time or resources. We pride ourselves on our ability to turn products around quickly and effectively without sacrificing quality and accuracy.
We understand the importance of confirming the Project Description as early in the process as possible to ensure consistency between technical documents and avoid the need to redo analyses. We also complete a comprehensive review of the project to determine whether it is exempt from environmental review. If it is determined the project is not exempt, CSG then proceeds with the preparation of an Initial Study pursuant to Appendix G of the CEQA Guidelines in consultation with the City. The Initial Study provides a screening and threshold review for each topical area to confirm and proceed with the appropriate CEQA clearance review. CSG also considers recent legislation and court decisions pertaining to environmental review, along with City requirements.
Additionally, and more specifically, we embrace the following steps in the review process:
Request for Proposals On-Call & Environmental Planning Services 11 Establish a communications protocol and technical leads, including subconsultants and other key team members to ensure project critical information is efficiently and accurately conveyed across the team. Ensure roles/responsibilities are clear for efficient management of assignments and quality control of services and deliverables.
Determine key project description details with the City early to facilitate accurate and consistent reviews and analysis. Agree on initial project schedule and budget and a protocol for updating status during project phases. Verify that the technical approach/scope of services, as conveyed in the proposal, meets City’s expectations following completion of the Project Description.
Collaborate upfront with the City on standard templates for project deliverables, including peer review technical memoranda and CEQA document components.
Request for Proposals On-Call & Environmental Planning Services 12 E. SCHEDULE OF WORK
CSG will meet with City staff during the project initiation phase to determine an initial schedule and protocol for updating status during project phases. We possess state-of-the-art computer infrastructure, equipped with highperformance hardware and advanced software applications. Our robust network ensures secure and efficient schedule management, facilitating seamless communication and collaboration among our team members. Our Environmental Planning team meets weekly to discuss the status of projects. Once a project is underway, we recommend scheduling regular status meetings with City staff. This ensures challenges and constraints are discussed as soon as they come up, and the CSG team can recommend short and/or long-term solutions to keep a project moving forward. Table 1, Illustrative Schedule, provides a sample schedule for different types of CEQA clearance.
NEPA projects would have similar timelines for projects with similar levels of environmental review. CSG’s scope of work and proposed tasks will depend on the nature of a specific project.
