Project/Program
Synopsis
Girls on the Run is a program designed to enhance girls' social, emotional, and physical skills and behaviors to successfully navigate life experiences.

Through interactive lessons and running games, it aims to build confidence, foster care among peers, and inspire an appreciation for health and fitness.

Project/Program
Description
Mission: Girls on the Run (GOTR) Sacramento inspires girls to be joyful, healthy, and confident using fun, experience-based curricula that creatively integrates running. With intentionally designed curriculum, trained coaches, and a commitment to serving all girls, GOTR makes a stronger impact than organized and physical education programs in teaching life skills such as managing emotions, resolving conflict, helping others, and making intentional decisions. The program’s research-based curriculum is designed to enhance girls’ social, psychological, and physical skills and behaviors to successfully navigate life experiences.

Program: GOTR, the only national physical activity-based positive youth development program for girls, has impacted the way young girls view themselves and their capabilities through a unique blend of physical activity and life skills education. Our program is designed to enhance 3rd-8th girls’ social, psychological, and physical skills and behaviors to successfully navigate life experiences and fosters an environment where every girl thrives. The Girls on the Run Sacramento Scholarship Initiative for Title I Schools in Rancho Cordova will ensure that participants who would not typically have access to quality out-of-school time programming can experience the life changing impact of GOTR. GOTR will offer the inclusive, research-based curriculum to 60 girls at three Title I schools in Rancho Cordova. To ensure access and affordability, healthy snacks, program equipment such as running sneakers and apparel, and scholarships to participate will be provided.

Girls learn critical life skills such as how to manage emotions, help others, make intentional decisions, and resolve conflict that they use at home, at school, and with friends. The program inspires girls to build lives of purpose and to make a meaningful contribution to community and society. This comes to life through a key element of the GOTR curricula when each team creates and executes a community service project. The season concludes with a celebratory 5K event. Completing a 5K gives the girls a tangible sense of achievement as well as a framework for setting and achieving life goals. The GOTR Scholarship Initiative is our commitment to inclusivity and equal opportunity. We hope to continue providing financial aid to CEIF App #34

Tell us about your
Project/Program
Team
This program is managed by GOTR Program Manager Makiko Yamashita.

Makiko has managed projects at start-ups including her own company and a nonprofit Once Acre Fund. Her experience includes creating strategy, pitching ideas, and managing projects at Spring Energy and Young's Market Company. She joined GOTR as Program Manager after coaching a team which deepened her knowledge about the of Girls on the Run program. She has grown the GOTR since she started. The combination of her professional skills and passion for contributing the community will enable her to successfully deliver this Scholarship Initiative Project.

Provide your
Project/Program
Goals
The GOTR Scholarship Initiative intends to increase the number of girls impacted by the programming by 1) providing program scholarships to approximately 60 girls in need of financial support; 2) offering the program at approximately three Title I schools (or other high-need sites) located in Rancho Cordova; 3) addressing barriers to school recruitment and retention; 4) addressing barriers to girl participation at Title I school sites.

Girls on the Run continuously evaluates programming to ensure that it remains true to the mission while effectively addressing the needs of the organization and the girls served. An independent study conducted by Dr.

Maureen Weiss, Ph.D., University of Minnesota and published in Pediatric Science in 2019 and 2020 provides strong evidence that GOTR is effective in promoting positive youth development and social-emotional learning, including season-long and lasting change in competence, confidence, connection, character, caring, physical activity, and life skills.

Furthermore, the study found that Girls on the Run makes a stronger impact than organized sports and physical education programs in teaching life skills, demonstrating that strategies such as those for managing emotions, resolving conflict, helping others, and making intentional decisions are optimized when they are explicitly taught. The program’s unique, intentional curriculum taught by trained coaches explains the season-long improvements in social, psychological, and physical behaviors as well as learning of critical life skills that benefit girls in their everyday lives.

For the proposed project, GOTR Sacramento will evaluate 5K completion records, participant registration data as well as complete site observations and solicit coach and parent feedback to track project outcomes.

The project outcomes expected are the following:
1) As a result of financial support, 60 girls who would not have had the financial means to participate in the program will be able to complete the GOTR program in the fall season in 2024 and/or spring season in 2025.

GOTR Sacramento will utilize participant registration data to evaluate this outcome.
2) Of the 60 girls who will participate in the program, 85% will train for and complete a 5K race at the end of the season. GOTR will evaluate results collected from participant registration data and 5K completion records to measure this outcome.

GOTR Sacramento offers a 10-week program twice a year. This grant will support the fall program that runs from Sepetmber to November 2024 and the spring program that runs from March to May 2025.

Adaptability: What is
your plan to complete
your project/program
should any
challenges arise?
During Covid 19 shut downs, GOTR provided "GOTR At Home" program that consisted of program books, multi media resources, and instructions to a variety of activities. GOTR At Home is available when the similar challenge occurs. While GOTR's impact is most effective when participants gather together physically, GOTR At Home provides the motivation and environment where participants can stay active and learn life lessons with families. Group discussion is an important aspect of the program and GOTR can provide space for participants can meet virtually and lead the discussion.

Dear Rancho Cordova Community Enhancement & Investment Fund Grant Officers,
On behalf of Sacfit, I would like to express my support and endorsement of the Girls On The Run (GOTR) organization.

I have worked with many of their coaches in various capacities over the years and have seen the fruits of their labors in terms of the support, inspiration, and engagement in healthy and active lifestyle opportunities they afford school girls in our community.

In fact, many of our young-adult clients we coach on the Sacfit Running Team, as well as many participants in our race, the American River Parkway Half Marathon and 5K, have cited GOTR as their primary influence in starting their running careers and active lifestyles.

GOTR also align themselves with credible running community leaders including Capital Road Race Management to ensure that the events they provide to the girls are safe, fun, and successful. This also extends to the coaching staff and training plans they offer.

To that end, I believe that any organization involved with GOTR affords themselves an incredible asset to their respective mission, values, and goals.

Should you require any additional information, please contact me.

Sincerely,
Ken Press, President

City of Rancho Cordova Community Grants:

Thank you for supporting Cordova Meadows Elementary (CME) School’s participation in Girls on the Run (GOTR). This is the third year CME has been fortunate to provide this opportunity for its students.

CME is a Title One, designated California Community school, where over 90% of the students qualify for federally subsidized meals. CME supports a large population of families in transition, and the campus is vital to the city of Rancho Cordova’s refugee community and newto-country population. The Community Schools Facilitator, Veronica Pesavento, provides crucial connections to the local food bank and clothing closets to meet basic student needs.

Extracurricular programs, field trips, sports, and arts enrichment are contingent upon financial and volunteer assistance.

GOTR has been invaluable for its positive impact on the effects of childhood trauma, self-esteem, and fitness at CME. Last year, 17 girls regularly attended GOTR practices, and 15 were able to complete the culminating 5k event. Together, they demonstrated teamwork, goalsetting, and positive choices. School attendance and health are crucial to academic success— GOTR participants showed decreased absences and improved physical fitness. Participants earned race medals they proudly shared with their families and classmates over the following days, and weeks.

CME students and staff are excited about the upcoming season and ongoing collaboration with Girls on the Run.

Regards,

Description
Rancho Cordova Little League (RCLL) has been in existence in Rancho Cordova since 1954. Through baseball, RCLL seeks to enhance the physical, mental, and emotional well-being of every child that takes part. It is the league’s express goal that every player will be a better citizen and have a greater chance for success in future endeavors as a result of their Little League experience, and furthermore, leave such a lasting impression with them that they will return to RCLL when they have children of their own. Currently, we have 501 children ranging from 4 to 14 years old participating in our 2024 Spring Season. Our teams practice and play games exclusively on the baseball fields and surrounding areas located at Cordova Lane Elementary and W.E. Mitchell Middle School, both part of Folsom-Cordova Unified School District, along with Ahlstrom Park under Cordova Recreation and Park District. Our fields are mowed, groomed, and maintained along with the facility itself under our non-profit program throughout the year. Fortunately, we received funding through the 23-24 Community Enhancement and Investment Fund and were able to purchase the much-needed lawn maintenance equipment in order to properly care for our eight baseball fields. It is extremely important to us to keep our fields, encompassing areas, snack bar, equipment, and storage facilities maintained at the highest level possible for the safety and well-being of our players, families, and Board members. In doing so, such things are necessary on a yearly basis to inspect, update, add to, replace, etc., which include, but not limited to various things as: field dirt, infield/outfield care, fertilizer, turf, weed maintenance, clay, fencing, pitching mounds, home plates, base anchors and bases, netting, lumber, paint, signage, storage/organization, tools and hand-held lawn equipment, security system, snack bar facilities/equipment, players'/coaches' equipment, etc. We work closely with both Folsom-Cordova Unified School District and Cordova Recreation and Park District by keeping them aware of the conditions, and when required, go through the proper protocol for approval when any of the aforementioned issues arise. Therefore, our request for this project is to acquire the funding in order to continue to make the necessary improvements and enhancements possible for our nonprofit program. If granted, this would ensure our facility can continue to be safe and welcoming for all to enjoy until a decision is reached and acted upon regarding Rancho Cordova Little League and the City's Legacy Fund.

Tell us about your
Project/Program
Team
Rancho Cordova Little League is governed by a Board of Directors which consists of officers elected by the General Membership and positions appointed by the newly elected Board of Directors. The elected members of the Board of Directors consists of the following: President, Vice President/Treasurer, Secretary, Player-Agent, Equipment Manager, Sponsorship Chair, Safety Officer, Head Scorekeeper, Field Maintenance Chair, Concession Chair, Event Coordinator, Communications Chair, and Umpire-in-Chief, in addition to Commissioners of the T-Ball, Farm, American, National, Major, and Junior Divisions. We currently have 18 volunteers that will serve as our Project Team leading the effort.

Goals
After our Spring Season and Tournament Play concludes, RCLL Board Members along with our membership volunteers will work together to ensure our baseball facility and sports equipment are all in the best working order. We strive for our program to be at the safest level that it can be so we can promote social interaction, teamwork, sportsmanship, and camaraderie in a place that all participants and community members feel safe and welcomed at.

They're a dedicated bunch of individuals willing to devote their time, effort, and resources needed to make RCLL the best Little League around. Describe any funding
secured or being
sought for this
project/program?
Fifty East Elite Nonprofit 501(c)(3) being a 100% Disabled veteran-owned business might qualify for various funding opportunities we will additionally be looking into such as:

Government Grants: They might seek out grants specifically available to veteran-owned nonprofits. Federal agencies like the Department of Veterans Affairs or the Small Business Administration (SBA) often have grants or funding programs for veteran entrepreneurs.

Corporate Sponsorship: They could approach corporations with a strong commitment to supporting veterans or nonprofit organizations. Many companies have corporate social responsibility (CSR) initiatives and might be willing to provide financial support or in-kind donations.

Foundations and Philanthropic Organizations: There are numerous foundations and philanthropic organizations that focus on supporting veterans or nonprofit endeavors. Fifty East Elite could research and apply for grants from such sources.

Crowdfunding: Platforms like GoFundMe or Kickstarter could be used to raise funds from individual donors who are passionate about supporting disabled veterans or nonprofit causes.

Community Fundraising Events: Hosting events like charity dinners, auctions, or awareness campaigns within the local community can help raise both funds and awareness for their cause.

Grassroots Fundraising Campaigns: They could launch online fundraising campaigns through their website or social media channels, encouraging supporters to donate directly to their organization.

Partnerships and Collaborations: Teaming up with other nonprofits or businesses that share similar goals or values could lead to joint fundraising efforts or sponsorship opportunities.

Please describe any
ongoing operations
and maintenance
costs beyond Fiscal
Year 2024/2025, if
applicable.

Ongoing Operations and Maintenance Costs: Beyond FY2024/2025, ongoing operational costs are anticipated to be sustained through participant fees, additional sponsorships, and potential revenue-generating activities.

Annual Funding Request: The organization intends to seek annual funding to support the ongoing delivery and expansion of the program.

Duration of Funding Request: The application request is for a single year of funding. However, the program is designed with sustainability in mind and can continue beyond the initial funding period. If multiyear funding is considered, the organization will develop a sustainability plan focusing on diversifying revenue streams and exploring potential partnerships.

Years of Funding Received for this Project/Program: This is the first year the organization is seeking funding for the Elite Speed & Endurance Development Program.

Our intention is to work with athletes of all ages within the Rancho Cordova community, and we do not specifically target high school students. While we do not have formal letters of support from schools, we have established a partnership with Folsom Lake Community College (FLC) to utilize their athletic facilities, including the track on their main campus. Our organization operates independently under the umbrella of USA Track and Field (USATF) as a USATF Club, and we do not rely on school endorsements for our activities.

We recognize the importance of clarifying our intentions regarding school involvement and appreciate the opportunity to address any concerns. Our focus remains on serving athletes in the Rancho Cordova and Highway 50 Corridor, leveraging our partnership with FLC to provide training opportunities and support for athletes of all ages within the community.

Additionally, we will brand using social media, local newspapers, and word-of-mouth marketing/advertising to solicit our services to Rancho Cordova community members and athletes. Utilizing these channels, we aim to effectively raise awareness of Fifty East Elite's offerings and attract athletes from the Rancho Cordova community. Consistency, engagement, and a strong brand presence will be key to success in reaching our target audience and growing our organization.

Provide a
Project/Program
Synopsis
Our initiative strives to enrich and uplift our community by serving as a central hub for youth sports, education, and life skills, fostering the development of a successful generation that actively contributes to our community in diverse ways. We need to expand our facility and build classrooms for such workshops.

Provide a
Project/Program
Description
T.O.U.C.H. Outreach and Development non-profit (501c3) currently operates as a youth athletic program, focusing on the holistic development of student athletes both on and off the court through basketball skills classes and life skills workshops for student athletes that participate in programs under our non-profit organization which is our AAU basketball team and Touch Development Recreational league. Our existing initiatives include weekly basketball training classes and annual CEIF App #41

sports psychology and financial literacy workshops. In our commitment to positively impact the future generation, we aspire to expand our reach. We plan to conduct monthly workshops addressing crucial life skills such as financial literacy, entrepreneurship, career development, mental health and wellness, leadership and communication, cultural competency, health and nutrition, civic engagement, conflict resolution, time management and organization, goal setting, identity and self-image learning, empowerment and activism, representation and visibility, among others.

To accomplish this vision, we aim to hire experienced and qualified staff, including local coaches and local educators for our 501c3 nonprofit program, who are dedicated to youth development across the aforementioned areas of growth. Their expertise will play a pivotal role in the success of our expansion and our ability to effectively serve the youth within our community. Additionally, the project entails constructing classrooms or office spaces to facilitate weekly workshops for educators and student athletes. These spaces are essential for the seamless facilitation of weekly workshops designed for both educators and student athletes to gather regularly, build community and networks that will have lasting impact and influence on each individual participating in our life skills classes. This infrastructure investment is paramount to providing a conducive environment for effective teaching, learning, and mentorship, ensuring the success and sustainability of our expanded program.

Our grant proposal also addresses the pressing mental health crisis affecting our country, with a particular focus on adolescents. Our nonprofit program has already taken significant steps to alleviate this crisis by engaging youth in recreational basketball leagues at our facility. Moreover, our director, Ryan Sypkens, a certified performance psychologist, has collaborated with licensed psychologist Graham Betchart, M.A., to conduct virtual and in person Mindset and Mental Skills workshops. These workshops are designed to equip our youth with essential mental tools and exercises, fostering a healthy mindset and building robust self-confidence.

We have witnessed the positive and lasting impact of these virtual sessions, as evidenced by testimonials from participating teens. To further our impact, we seek funding to expand our facility and resources, enabling us to organize in-person mindful meditation sessions and mental health support. These sessions will provide a supportive environment for participants to connect with others who share similar mental health journeys, offering a space for collective healing and the wisdom of individuals who have successfully overcome challenges.

Our AAU program and recreational league seamlessly integrates life skills and mental skills development into our basketball training classes, fostering a holistic approach to youth development. Through our weekly classes, camps, and clinics, we exemplify the direct correlation between skills cultivated on the basketball court and their manifestation in everyday life. Pillars such as discipline, work ethic, community engagement, selfconfidence, nutrition, character, and mental health serve as the foundation of our program. These values are not only demonstrated but actively discussed with our athletes on a daily basis, establishing a continuous connection between sports and life.

Despite our impactful efforts, our current limitation of having only one basketball court hinders our ability to host an optimal number of life skills workshops, basketball developmental classes, and in-person mindful meditations for our student athletes in our AAU program and rec leagues.

By securing the City's Community Enhancement and Investment grant, we aim to expand our facility, creating dedicated community centers and spaces that enable us to conduct both on-court and off-court transformative work for student athletes and families in the City of Rancho Cordova and we need you support to do so. This expansion will not only enhance our existing programs but will also empower our staff, future hires, and community partners to amplify their collective impact on the personal and athletic development of our local youth on a week-to-week basis.

Goals
Adding an additional 5400sqft (sport court) basketball court would allow us to double each of our leadership and life skills camps and clinics from 50 athletes to 90-100 athletes. Age groups for most of our participants are between 7 -16 years old with average age being 13 years old currently.

The student athletes apart of our AAU programs or recreational leagues attend schools across the Folsom Cordova and Fair Oaks school districts such as Mather Heights Elementary, Sutter Middle School, W.E. Mitchell, and Peter J. Shields Elementary, Cordova HS, Folsom HS and Kinney HS etc.

We have the programs developed, coaches, and workshop instructors on staff ready to produce but we do not have the space. Constructing 1-2 classroom(s) or workshop spaces for financial literacy, entrepreneurship, career development, mental health and wellness, leadership and communication, cultural competency, health and nutrition, civic engagement, conflict resolution, time management and organization, goal setting, identity and self-image learning, empowerment and activism etc. would enable student athletes to have singular focus on the life skills segment without on-court activity distractions. This additional space on top of the additional court could potentially allow our non-profit program. to serve up to 125 athletes during a singular clinic or camp on the week to week basis.

We aim to go from hosting 6 basketball skills clinics or camps with life skills workshops a year to 12 a year. This will allow us to provide resources to youth in our community at double - quadrupal the rate, potentially impacting 1200+ young men and woman annually. The increased scale of programs will require more volunteers from the community and potentially double or triple the amount of mentors to support the youth. This not only provides an avenue for community members to give back but also creates a network of positive role models for the youth.

Every month, our goal is to have a wider impact on the community. We want to have a steady growth of at least 10 new participants and 2 new volunteers monthly. In addition, our goal is impact a majority of individuals and community members from a disadvantaged socio-economic background, and minorities. Also, we want to provide really great programs and have a retention rate of at least 75%. In order to have the lasting impact, we want our participants to attend regularly and become part of our culture of excellence. We will continue to use our platform to market our programs and let the community know the resources that will be readily available for them at our facility.

By investing in the development of life skills and leadership qualities, tour AAU program and recreational league contributes to creating responsible and engaged citizens. The long-term impact of this investment is reflected in a community with empowered individuals who actively contribute to its growth and well-being.

SABA/BARC: Growing the Cycling Community in Rancho Cordova 2024/25 Provide a
Project/Program
Synopsis
SABA/BARC will build on prior efforts to educate, support, and advocate for increased biking and better bicycling amenities for all Rancho Cordovans. We deliver on those goals through bike-related services provided throughout the city, engagement at public events, and social media messaging.

Provide a
Project/Program
Description
In partnership, SABA and BARC encourage and support biking and active transportation in Rancho Cordova through May is Bike Month programming, social rides, free bike repairs, education, community events, bike valet, matching bikes to individuals in need, modeling and messaging.

Our programming touches upon CEIF criterion in the following ways:

Cultural Impact: We strive to create a more diverse and inclusive bike culture in Rancho Cordova, often providing programming in impacted parts of the city and welcoming members that reflect our city’s diverse demographics, such as during our community bike repairs, social rides, annual Juneteenth event, and BARC Fest at Mather/Mills Station. We are excited to continue cultivating a bike culture where everyone is included and reflected.

Businesses/Economic Development: SABA/BARC showcases the cycling community as a benefit so that local businesses, in turn, may become more bike-friendly and reap the benefits of repeated business from cyclists. Our annual Ice Cream Social Ride during May is Bike Month patronizes a local business in an under-invested portion of the Folsom Blvd corridor.

Supports Youth: The SABA/BARC partnership continues to provide important services to youth and their families in the form of free bike repairs in community spaces (i.e. parks, schools, etc), bike education, information-sharing, and advocacy to improve active transportation access, safety, and convenience for our residents.

Civic Engagement: With SABA support, BARC takes the lead in encouraging dialogue which facilitates stakeholder awareness and involvement in city projects through our social media posts and inperson engagement. We support city staff for grant applications which ultimately fund projects that benefit residents, and have backed resident-led community projects with support letters. In 2022, BARC conducted a walk audit in partnership with Civic Thread to solicit real-time pedestrian/ADA feedback on needed Coloma Rd improvements. We submitted the findings to staff, filling an engagement and outreach gap for the Coloma Rd Improvement project. In 2023 BARC, through SABA sponsorship, won grant funding from SACOG to conduct 2025 Blueprint outreach activities and exceeded expectations.

Community Pride: SABA/BARC events happen in community
locations where residents get to highlight and uplift their neighborhoods. Our activities also contribute to placemaking in locations such as the Mather LR Station. Residents feel cared for and connected to our city when we bring our programming to them under the banner of Bicycling Advocates for Rancho Cordova.

Education: Part of our offerings include educating the community on bike safety through direct programming, and keeping residents informed of municipal/regional projects and laws that impact active transportation via social media and in-person engagement.

Public Safety: Safety is woven into our programming at every level! Ensuring bikes are road-safe at no cost to our residents is a critical service that furthers public safety. We have provided free helmets and helmet fittings to youth to support safe practices. In addition to safety education, we engage the services of an insured League Certified Instructor (LCI) for our group rides to make certain we are implementing sound safety measures.

Quality of Life: It is our philosophy that biking improves one’s wellbeing and quality of life. Not only are there physical benefits to riding but there is a mental-wellness component to being outdoors and performing physical movement, a fact that was borne out during the COVID shutdown when bike shops ran out of supply and more people took to cycling to improve mental health. BARC, in partnership with SABA, has connected unhoused and low-income individuals to upcycled bikes, bike lights, and repairs, which in turn allows them better mobility to access public transit, jobs, and important services while also furthering GHG reduction and sustainable practices through landfill diversion. This level of assistance and support from SABA and BARC changes and improves the lives of our residents.

Sports: Cycling improves or helps you maintain your fitness level and overall well-being. We help strengthen confidence and boost skill levels, providing the building blocks for residents who may want to progress competitively.

Adaptability: What is
your plan to complete
your project/program
should any
challenges arise?
The bulk of SABA/BARC community activities are done outdoors with very little crowding or physical contact, which is naturally conducive to reducing the spread of germs. Outdoor cycling was an approved activity throughout the COVID pandemic. In the event all public events were to be canceled due to a Health Order suddenly, SABA/BARC could organize self-led bike tours, virtual bike education courses, and contactless bike repair events, and maintain our information-sharing via BARC's social media channels. 4 - Project/Program Location

Re: Letter of Support for the SABA/BARC Community Enhancement and Investment Fund Grant Application
Dear CEIF Grant Reviewers, I am writing this letter to express my enthusiastic support for the Community Enhancement and Investment Fund (CEIF) grant application submitted by the Sacramento Area Bicycle Advocates (SABA) and Bicycling Advocates for Rancho Cordova (BARC) for their Growing the Cycling Community in Rancho Cordova project.

As Executive Director at Civic Thread, an organization that engages institutionally underserved communities in mobility access and active transportation projects around the region, I have had the privilege of witnessing the impactful work and dedication of BARC on a hyper-local level and of SABA as a major player on the regional bicycle advocacy scene.

Civic Thread has steadfastly advocated for active transportation projects prioritizing walking, biking and rolling as a transportation mode alongside both organizations. The proposed application perfectly aligns with our organization's goals to enhance connectivity, safety and active transportation. By investing in the cycling community, Rancho Cordova is promoting more sustainable modes of transportation and contributing to creating opportunities that prioritize residents' health and well-being.

Our advocacy work is rooted in the belief that active transportation projects can transform communities, making them more livable and accessible for all. This project will undoubtedly contribute positively to the community and align closely with our shared goals and priorities. I believe that SABA and BARC possess the expertise, passion, and commitment needed to bring this project to fruition. I wholeheartedly endorse their application and consider it worthy of your support. Thank you for your consideration.

Dear Randi Kay Stephens,
I am writing this letter to express my enthusiastic support for the Community Enhancement and Investment Fund (CEIF) grant application submitted by the Sacramento Area Bicycle Advocates (SABA) and Bicycling Advocates for Rancho Cordova (BARC) for their Growing the Cycling Community in Rancho Cordova project.

As a Senior Transportation Planner at the City, I have had the privilege of witnessing the impactful work and dedication of BARC on a hyper-local level and of SABA as a major player on the regional bicycle advocacy scene, firsthand.

The City has bold ambitions regarding bicycling as a valid transportation option. With recent adoption of the Climate Action and Adaptation Plan, and embarking on the Active Transportation Plan, staff are seeking ways to improve mobility options for all in Rancho Cordova. Part of that is educating and incentivizing bicycling. BARC with the support of SABA can be a pilar in the community where residents can turn to for information, encouragement, and support for improvements in their neighborhoods.

This project will undoubtedly contribute positively to our community and aligns closely with our shared goals and priorities. As the founder and lead event planner at RicoLayer Events LLC, I have had the privilege of witnessing the impactful work and dedication of BARC on a hyper-local level and of SABA as a major player on the regional bicycle advocacy scene, firsthand.

I had the pleasure of representing my company at a BARC Juneteenth event on June 18, 2023. The event was community based which aligns with the types of social events I plan within my company and for clients. I can’t thank BARC enough for the opportunity and all the resources they were able to provide for all represented companies for the event.

Dear CEIF Grant Reviewers,
We are writing this letter to express our enthusiastic support for the Community Enhancement and Investment Fund (CEIF) grant application submitted by the Sacramento Area Bicycle Advocates (SABA) and Bicycling Advocates for Rancho Cordova (BARC) for the Growing the Cycling Community in Rancho Cordova project.

As an active member of the Lincoln Village Neighborhood and City of Rancho Cordova, my wife and I have witnessed and participated in many of the BARC activities. • BARC has been very active in the Lincoln Village community and has supported many events at Lincoln Village Community Park.
o Their free bicycle repair sessions have provided a great service to our community.

Not only have they repaired the bicycles, which have included replacing tires and tubes, but they have also provided helpful tips for everyone on basic bicycle maintenance.
o Free parking stations for community events where they also distribute bicycle helmets and safety lights at no cost.
• On the American River Bicycle Trail, BARC distributed maps, safety lights, water bottles, and helped cyclists with minor repair issues.
• In the past the BARC team provided a wonderful service at the Capital Air Show by providing a secure area for cyclists to store their bicycles during the air show.

BARC has a wonderful reputation in the community. These organizations care about the community and want to encourage safe cycling for everyone.

We strongly support their application and consider it a worthy recipient of your support.

Project/Program
Description
Sattva California, the home of Positive Mind Performance Training, is a meditation, breathwork and yoga oasis located in Capital Village of Rancho Cordova. Our intention is to offer our Positive Mind Performance Training (PMPT), to city employees, youth, veterans and citizens, combining mindfulness breathwork and meditation training to reduce stress and anxiety, improve mental health, boost productivity, enhance team communication and cultivate wellness.

We are currently proposing two (2) pilot projects from four target groups within Rancho Cordova. The four areas include city employees (non-public safety), police employees, Rancho Cordova youth, and veterans.

Training would be in person at locations conducted by certified experts.

These classes are practiced sitting on chairs, couches or floor cushions. In addition live streamed classes are provided for days where are trainers are not conducting in-person classes. Once a week In person visits will be coordinated with each pilot site selected. In addition, livestream classes will be provided daily and available for all participants.

The potential benefit to the community is enormous. All of the major health networks in Sacramento including Dignity, Kaiser, Sutter and UC Davis support and encourage the use of breathwork and meditation to cultivate wellness including mental and physical health. Virtually the entire set of criteria set by the Community Investment and Enhancement Fund is met with this project.

PMPT supports arts, culture and history as a positive outlet for selfdiscovery, inquiry, and enhanced recreational experience. Mindfulness breathwork and guided meditation are key for self-discovery and inquiry.

Sattva California, home of Positive Mind Performance Training is an innovative new business in Rancho Cordova that seeks to support the community in cultivating wellness. We are combining ancient technologies that are time-tested, proven effective and extremely relevant to the needs of the citizens of Rancho Cordova. We are giving back to the community in these pilot projects with in-kind contributions as part of the funding mechanism.

We are working with veterans for one of the pilot projects to offer veterans our program's tools to help with PTSD, stress, anxiety and other veteran related mental and physical health issues. We are also offering PMPT to support the growth and development of the mental and physical health of CEIF App #43

youth in Rancho Cordova.

Dear Ms. Siren,
I am writing to ask for your support in our efforts to secure a Rancho Cordova Community Enhancement Grant for a pilot project to cultivate wellness for city youth. Our goal is to provide Positive Mind Performance Training to youth to reduce stress and anxiety, improve mental health, boost learning, enhance team communication and cultivate wellness.

Positive Mind Performance Training is a program of Sattva California, a meditation, breathwork and yoga sanctuary located in Capital Village of Rancho Cordova. Training includes mindfulness breathwork and guided meditation and would be provided in person at the Rancho Cordova Youth Center. In addition, livestream classes will be provided daily..

The potential benefit to Rancho Cordova city youth is enormous.. All of the major health networks in Sacramento including Dignity, Kaiser, Sutter and UC Davis support and encourage the use of breathwork and meditation to cultivate wellness including mental and physical health. A positive mind is an intelligent mind conducive to promoting healthy physical and emotional well being. A negative mind leads to depression, fear, anger, hatred, and loneliness.

As leader of Positive Mind Performance Training Team my experience includes certification as a Master Teacher of Breathwork and Meditation. As Vice-President of the Sacramento Police Foundation, I oversee and support facilIiation of a number of youth programs. I am also a member of the Rancho Cordova Chamber of Commerce and Community Council. Among other certified experts our team includes Dr. Anjali Connors, a Certified Clinical Psychologist and Master Teacher of Breathwork and Meditation.

We hope to work with you to make Positive Mind Performance Training available for city youth. There will be no cost to the city for the pilot project as funding will be provided (if approved) through the Rancho Cordova Community Enhancement & Investment Fund. We would welcome you to visit our space in Capital Village if that would be helpful in your decision-making. Please let me know if there is any additional information you need from us to support our request.

To whom it may concern:

As a proud small business owner of Liv’s Little Tot Spot here in Cypress Grove, I am writing to express my strong support for the introduction of Elite Generation Soccer to our community.

With my background in education and firsthand experience in nurturing young minds, I firmly believe that having Elite Generation Soccer will be immensely beneficial for the children and families of our neighborhood.

With my experience in early childhood education, I have witnessed firsthand the positive impact that sports participation can have on children's overall development. From improving physical fitness and coordination to instilling values such as teamwork, perseverance, and sportsmanship, soccer has the power to shape young individuals into well-rounded and confident individuals.

I firmly believe that Elite Generation Soccer is deserving of the grant due to its potential to enrich the lives of our community members and contribute to the overall well-being and prosperity of Cypress Grove. By investing in this initiative, we are not only investing in the future of our children but also laying the foundation for a stronger, more connected community.

Sincerely,
Olivia Walton

Since joining Elite Generation Soccer, I have witnessed firsthand the positive impact our programs have had on the local community. City of Rancho Cordova
Community Enhancement
City of Rancho Cordova:

I am writing on behalf of VB Even Out/Thalia Evans, to express our enthusiastic support for the 2025 six-week volleyball program and initiative. As the Director of Core Volleyball Club, Sacramento, I understand the power of sports, particularly volleyball, in the lives of young athletes. We are fully committed to supporting programs like VB Even Out that provide access to high-quality coaching, skill development opportunities, and a supportive environment for Rancho Cordova youth.

At Core, our dedication to the sport and our players extends beyond the walls of our facility. We believe in fostering a sense of community and collaboration, both on and off the court. As a local business, we are proud to offer our volleyball gym facility for rental to programs like VB Even Out, knowing that it will provide a safe and conducive space for youth to develop their skills and passion for volleyball.

We firmly believe that programs like VB Even Out not only benefit individual players but also contribute to the overall well-being of our community. By supporting local initiatives like this strengthens the fabric of our community and reinforces our commitment to nurturing the next generation of athletes and leaders.

We look forward to seeing the positive impact that VB Even Out's six-week volleyball camp will have on our community's youth. Please do not hesitate to reach out if there is anything we can do to support or enhance the program.

Thank you for your dedication to serving our community's youth through sports initiatives like VB Even Out.

Warm regards,
Prima Glorioso

Rancho Cordova, CA 95670
To the City of Rancho Cordova,
My name is Hannah Finnigan and this letter is being written to support the VB Even Out program. As a club, high school, private volleyball coach and trainer for nine years, I know first hand the financial commitment that volleyball families make. Having an opportunity to develop individualized skills to compete at club level will be game changing for many players, and is typically done as an extracurricular activity for additional money.

A City of Rancho Cordova program like this will even out the playing field for kids whose families cannot afford it or for kids that are not zoned to schools with top club coaches in them. I am a strong believer in access and equity and that talent is everywhere! I am the current Nationals Coach at Core Volleyball Club, JV Head Coach at Granite Bay High School, the former two-year Coach at OMNI Volleyball Club, and the former one-year JV Head Coach at Pleasant Grove High School.

With that said, I have worked with a vast diversity of players and can tell you that excellent volleyball players are made up of a mix of athleticism, technical skills, volleyball IQ, adaptability, work ethic, mental toughness, communication, teamwork, leadership, and sportsmanship. VB Even Out will cultivate these characteristics by providing comprehensive training in fundamental skills, tactical strategies, and physical conditioning.

Through dedicated practice, personalized coaching, and competitive gameplay, participants will develop athleticism, technical proficiency, and volleyball IQ, while also honing mental toughness, adaptability, and leadership qualities. By emphasizing teamwork, communication, and sportsmanship, the program will foster a positive and supportive team culture, empowering players to excel both on and off the court as resilient, skilled, and well-rounded volleyball athletes and Rancho Cordova residents.

This program is a win-win! I look forward to seeing the positive impact the VB Even Out will make.

Best regards,
Hannah Finnigan,

Rancho Cordova, CA 95670
Dear City of Rancho Cordova,
I am writing in support for the volleyball program that VB Even Out/Thalia Evans has proposed, of which I look forward to serving in some capacity. I am thrilled about the beneficial effects that this program will have on the City of Rancho Cordova and its youth. I am a strong believer in the development of young people via sports.

The fundamental component of this volleyball program is community involvement. In order to promote a feeling of community and togetherness among locals of all ages and backgrounds, youth sports must be accessible and inclusive. Working together with city agencies, partners, and schools, through the awareness of volleyball, encourages healthy living, life skills and good citizen values.

Volleyball can play a huge role in the physical and mental health for youth. Engaging in regular physical activity not only improves cardiovascular health and motor skills but also boosts self-esteem, reduces stress, and enhances cognitive function. As a coach with two-years experience at Force Performance Volleyball Club, two-years at Kerr Middle School, and currently at Albiani Middle School, I have witnessed firsthand the transformative power of sports in the lives of young athletes. My personal journey as a volleyball player since my teen years has further reinforced my belief in the benefits of sports participation for holistic youth development.

By emphasizing qualities such as sportsmanship, respect, and resilience, we empower youth to become confident and responsible individuals who contribute positively to society. Thank you for considering VB Even Out’s/Thalia Evans’ proposal.

San Juan Soccer Club: Semi-Pro Enhancement & Free Soccer Clinics Provide a

Provide free community soccer clinics and partner with the Rancho Cordova Police Department Police Activities League as we have done in the past-at least two multi-day clinics annually. Enhance our soccer complex with ADA compliant seating and a scoreboard to host local semipro games.

Provide a
Project/Program
Description
We have partnered with the Rancho Cordova Police Department Police Activities League in the past to provide free soccer clinics in the community. We would like to re-establish our program to offer these multiday free clinics at least two times a year and we would like to enhance the program to offer free high-quality clinics to community members who may not be able to afford participating in such clinics. The costs for the clinics include the soccer equipment and supplies in our budget, as well as paying our coaches to coach at the clinics, the use of our soccer complex at 3151 Kilgore Road, Rancho Cordova, CA 95670, and administrative time to organize and advertise the clinics. We are asking for assistance with the soccer equipment and supplies. We believe our project fits the City's desire for projects that support sports as a positive outlet for building stronger community connections, promoting physical fitness, and an enhanced participation in sporting activities.

The second part of our project is the enhancement of our soccer complex at 3151 Kilgore Road, Rancho Cordova, CA 95670. There are several men's and women's semi-pro soccer teams that play in the greater Sacramento area and most of them are looking for a quality soccer complex and field to play their games at. To be able to host the semi-pro games there are requirements such as adequate seating, a scoreboard, and appropriate facilities for the players. Our soccer complex is an ideal location for such events, however we do not have several of the required items. We are requesting grant funding for ADA compliant bleacher seating and an electronic scoreboard. We will invest our own funds to staff and host the events, maintain and clean our complex, provide a temporary mobile loccer room facilities on game days, and design and implement a program that puts on a quality experience for our guests. Our soccer complex has already provided increased activity at the surrounding local business, local managers and business owners have consistently commented on the increased business they experience when we host events at our complex. We believe that by hosting semi-pro games at our complex we will draw people into the area who will patronize local businesses including hotels, restaurants, breweries, gas stations, etc.

Furthermore, we believe that by showcasing the semi-pro games in our community we are also meeting the City's desire to support sports as a positive outlet for building stronger community connections, promoting physical fitness, and an enhanced participation in sporting activities.

Tell us about your
Project/Program
Team
The project team consists of our Executive Director Zeca Neto who will hold the responsibility for designing and implementing the free community soccer clinics as well as the placement of the bleachers and the scoreboard at the soccer complex. Zack McSweeney-Treasurer will track and approve all expenses and will be responsible for reporting to the City based on the grant reporting requirements as we have done in the past.

Provide your
Project/Program
Goals
We would like to improve and expand the free community soccer clinics, this is something our Executive Director is passionate about. We have historical figures on attendees, and we would like to significantly increase the participation in the program through better advertising and by offering a high-quality free experience. We will directly track the participation.

Likewise, we will track local attendance for the semi-pro games we are hoping to host. We have a high-quality social media team in place, and we have a very large local following, which we believe will draw attendance to our complex. We will reach out to our surrounding businesses to gauge the impact the increased traffic to our area during the games has on their businesses.

Wide Open Walls: Uplifting Schools
Provide a
Project/Program
Synopsis
Wide Open Walls' mission is to promote and celebrate public art. Art is an integral part of the human experience. It empowers, inspires, and transform lives. Our mission is embodied in Wide Open Walls: Uplifting Schools, bringing artists and murals into local school districts to uplift students, faculty, and neighborhoods.

Project/Program
Description
Throughout the Uplifting Schools Project, we have placed over 200 murals in local Sacramento schools. Often the school will host a community festival, which brings families from around the neighborhood to participate and enjoy the cultural diversity through art, dance, music, and food. The murals completed at the schools have greatly affected each school's climate. The students and staff are seen daily enjoying the murals, finding something new, and talking about what they see and feel from each mural.

Students in turn learn to express themselves through art and words.

Teachers have reported holding classes in front of murals for discussions with topics from everything from art, mathematics, history, and philosophy.

The impact of murals in each school shows up in the student's emotional well-being, the renewed pride in their school, and their excitement to attend.

As members of the Rancho Cordova Arts Organization, we will collaborate with them to recruit as many Rancho Cordova muralists as possible, and give as many opportunities as possible to local artists wanting to paint for the first time. We can fill in the roster with artists from around the region and around the world.

We propose creating 10 murals in 2 Elk Grove schools, 2 Sacramento City Unified schools (we have already placed murals in Abraham Lincoln), and 15 Folsom-Cordova schools. We are slated to paint at Kinney Prospect High School this March. Each school would receive 10 murals at a cost of $25,000 per school. We provide all artists, equipment, and supplies to complete each school project, and will manage the project until its approved completion. Mural designs will be pre-approved prior to installation.

Maintenance of those murals will be the responsibility of Wide Open Walls for a period of ten years.

Each school will receive a school-based project, determined by the age of the attending students that will involve the students and staff.

These projects can include:
*Mentoring students during mural creation
*An artist per school for a day of art instruction
*A student and staff collaborative project wall
*Student artist murals, with staff and muralist support Marketing and PR for each school project:
*Each school will receive a social media campaign with our 50,000 followers.
*A professionally produced, 2-minute video per project
*A written press release for each event
I have attached letters from Sacramento City Unified School Principals and VAPA Coordinator that shows the impact of our program.

Please describe your
project/program
schedule
30-days prior to painting - An intake survey is sent to the principals of schools with requests for school details (mascots, school colors, staff and facility contacts, etc), and an additional survey then goes to the students and staff to receive input on subject matter, such as themes, historical figures, colors, artistic style and content, and any further details pertinent to start of project. As part of this process, the artists will give input on involvement of students in their mural. Artists are briefed on the results of the surveys prior to design. Artist designs are received for approval prior to the start of each school project.

Painting schedule - Artists paint for a long weekend (generally Friday through Sunday). All equipment and supplies are delivered prior to painting.

All areas are cleaned and ready for start of business by Monday morning.

Community/multi-cultural festivals are often held on Saturdays, with presentations by city/school officials, and the press is invited to these events.

Adaptability: What is
your plan to complete
your project/program
should any
challenges arise?
While the project could not be performed virtually, artists most often work alone and the wall area could be cordoned off from students and staff while painting is completed.
