Provide a
Project/Program
Description
The Dignity Project is a comprehensive initiative grounded in the principles of the Rancho Area's Community Enhancement & Investment Fund. It is meticulously designed to address critical aspects of community development, focusing on six key pillars: Quality of Life, Education, Public Safety, Civic Engagement, Community Pride, and the well-being of Children and Youth.
This program is particularly aimed at supporting families, especially those facing homelessness or navigating the challenges posed by the current financial climate within the Rancho Area. Currently, we provide assistance to approximately 159 Rancho Cordova residents on a weekly basis.
However, due to the prevalence of food insecurity, we are witnessing a consistent increase in these numbers across various zip codes. We anticipate this trend to persist as inflation rises, leading to increased costs of groceries, gas, and rent.
To fortify the well-being of the community, the Dignity Project introduces a multifaceted approach. At its core, the program creates meaningful employment opportunities through an active participation program. This not only serves as a lifeline for individual financial stability but also plays a crucial role in strengthening the local workforce. Moreover, the initiative operates as a vital resource hub, offering comprehensive support to residents as they navigate the intricacies of the present economic landscape. This support extends beyond immediate needs, encompassing essential services such as food assistance, referrals to job training, tutoring, advanced education opportunities, assistance with utilities, housing support, rehabilitation services, and the facilitation of support groups.
Key to the success of the Dignity Project are collaborative partnerships with other organizations. These partnerships serve as a force multiplier, allowing the program to maximize the resources available to its participants. The recognition of the interconnectedness of various community resources underscores the importance of these collaborative efforts in providing holistic support.
Understanding the transformative power of education and skill development, the Dignity Project envisions offering workforce and professional development classes. This educational component is poised to empower individuals with the knowledge and skills necessary for personal and professional growth, fostering a sense of self-sufficiency and resilience.
In forging impactful partnerships, the program collaborates with other organizations to attract new businesses to the area. This strategic alliance not only contributes to economic development but also creates additional employment opportunities, further enhancing the community's resilience and self-sustainability. The Dignity Project, through its holistic and collaborative approach, aspires to be a catalyst for positive and enduring change, enriching the lives of individuals and fostering a thriving community within the Rancho Area.

Shelby's way has provided, and supported not just my family but many others in my community with the means of food when times are tough or when in need. I am beyond grateful for Shelby‘s way, it has helped my family and I with groceries that are well needed, and have became a useful resource for our community. Description
Our program is designed to break the pattern of poverty within Rancho Cordova’s low-income communities by empowering youth to produce for themselves while activating community engagement. We provide underserved youth career opportunities that promote long-term economic growth, while also supporting local small businesses in the transition to a digital world.
By leveraging a model successfully demonstrated under grants from the Cities of Rancho Cordova and Sacramento since 2020, we will match 12 youth with local small businesses to create positive outcomes for both groups.
Studio T provides youth participants with 180+ hours of digital marketing curriculum and training. They learn to build online branding and marketing campaigns. In the process, they learn entrepreneurism, leadership, communication, and business management.
Studio T leverages its connections within the City of Rancho Cordova, the local business community, and the arts and entertainment world to create opportunities for youth and small businesses. Having tested the program with in-person service delivery (post-COVID), the addition of pop-up locations allows our participants to engage with the community, network directly with small business owners, and provide services to struggling small businesses at locations where they are most needed.
As participants progress in the program, they learn to monetize their skills, mentor and train others, and step into leadership roles in the program, within the community, and on the job.
By providing workforce development opportunities for youth and economic development in the form of increased revenue to small businesses, we will enhance Rancho Cordova’s community with a leveraged investment that benefits city residents for years to come.
Tamaira “Miss Tee” Sandifer, our Founder - Raised in Richmond, CA to a single mother in a family of six children, she represents the extreme minority. She experienced, firsthand, the devastation the War on Drugs had on the black culture. Miss Tee overcame the struggles associated with the War on Drugs within her family and poverty, to become a, “Forbes, The Culture 50 Champion.” She was selected by Forbes because her organization “models business excellence” and “also uplift Black and Brown communities through her crafts and philanthropic efforts”. She is intentional about the hiring process, investment, and mentorship practices, driving critical discussions and effecting change through advocacy.
Miss Tee serves as a “tech innovator, social justice warrior, filmmakers, TV executive, dancer and more.” Her unique experience as a Black CEO, a national dance treasure, and from the hard streets of the East Bay, has “empowered masses” and has helped to create long-term, multigenerational wealth. She continues to be the creative engine behind programs like Side Hustle Academy because of her personal experiences growing up like the youth Studio T Arts serves today.

To Whom it May Concern:
There are so many organizations and individuals who are working diligently to help our youth navigate this world we live in. Sometimes one organization stands out above the rest. For Sacramento, that organization is Studio T Arts & Entertainment established by Tamaira Sandifer. Serving more than 5,000 youth in school districts throughout Northern California, Studio T works to instill real life skills, hope and a sense of belonging to her students.
Ms. Tee, as many know her, is a literal powerhouse who has recognized the benefit of dance in the everyday lives of youth who need a creative outlet – and for many – a reason to stay off the streets, out of jail, and to stay alive. She works as a tireless champion in the development of every child to build confidence, character and a conquering spirit that believes anything is possible. What sets Ms. Tee and this organization apart is that through their work, not only have they saved lives, they have created, nurtured, and established the arts leaders of tomorrow Some of her students have moved from her studio to the national stage as some of Hollywood’s most sought after dancers. Many, not destined to be professional dancers, have found dance to be an outlet for their emotions. Dance has allowed them the opportunity to process their emotions through movement – and move forward in their lives. “One of the best forms of therapy that we have found is dance. It gives them a way to express themselves. Sometimes they don’t know how to say I’m scared. Sometimes they don’t know how to say I’m stressed out. Our objective is, if we can get them relieving their anger and stress and pressure this way, you won’t find them doing some other unsavory things that are more detrimental than helpful,” – Tee Sandifer
Through this organization Ms. Tee and her team set out to change the course of their lives. Her mission is clear – to impact as many youths as she could, through the arts and dance.
Sincerely,
Jody Ulich

Important Sacramento Information - Miss Tee
9 messages
Street, Nathan L Thu, Apr 23, 2020 at 7:48 AM
To: "[email protected]" <[email protected]>, "[email protected]" <[email protected]>
Good morning,
First, I would like to express how wonderful it was to spend time at the Americans for the Arts winter meeting in Sacramento earlier this year. I appreciate the work you and Mayor Steinburg are doing in Sacramento to support the arts and ensure equitable access for all communities. Mayor Steinburg supported this meeting tremendously by graciously allowing representation from his office to speak to our delegation. I thoroughly enjoyed my time with the incredible people of your beautiful city.
I write today because of the incredible necessity for me to do so. It is an incredible necessity because I am simply amazed at the level of generosity, professionalism, and talent expressed by Miss Tee – Tamaira Sandifer. It is incredibly imperative that you know that Miss Tee has selflessly recorded videos, generated resources and materials, and provided all of that for continuing education in a digital format for students in my school district in Greensboro, NC.
While this, in and of itself, is an amazing provision, it is important for you to know the number of children and staff members who now have access to these incredible resources. My district is comprised of 73,000 students and over 5,000 staff members. Our digital learning in Guilford County Schools is occurring on the Canvas platform where Miss Tee’s resources live. She has, without a doubt, provided opportunities to change lives well beyond the City of Sacramento and the State of California.
These resources are simply phenomenal. Miss Tee interweaves hip-hop dance fundamentals, a technique that literally meets students where they are and connects with their inherent interests, with uplifting, self-esteem generating, lifealtering lessons geared toward culturally relevant and sustaining initiatives that speak to our students so well. Please allow me to be clear: if I could steal Miss Tee away from Sacramento and bring her to Greensboro, NC, I would in a “New York minute.” In fact, I’ve already tried to lure her away from Sacramento. Miss Tee, in her kind and deferential way, refused because she is dedicated to Sacramento, CA but so generously offered to help us in any way she can.
She has more than delivered.
Miss Tee has also selflessly offered to provide professional development for my teachers in Greensboro during the COVID-19 shutdown. Her message is one that the world needs to hear. Furthermore, if we are able to move forward with our Exceptional Children and ARCH (Arts Raising Children Higher) Conference in Greensboro in July at NC A&T State University, we are bringing Miss Tee in, at all-expenses paid, to get her in front of our teachers.
I know you are aware that you have a jewel in Sacramento with Miss Tee. In fact, I consider her Sacramento’s crown jewel. However, I wanted you to be aware of the national reach Sacramento and California is making during this difficult time through the work of Miss Tee Tamaira Sandifer. Her work is so incredibly important. Please understand, I would, in no way, assume to know what is best for Sacramento; however, I cannot impress upon the City of Sacramento and State of California enough to support Studio T Dance and Miss Tee financially, personally, physically, and spiritually. We work daily to change lives. Miss Tee is actually doing it and making a national impact. Believe me when I say, I will continue to try to steal Sacramento’s crown jewel.

To Whom it May Concern:
I am writing today to endorse the work of Tamaira Sandifer – Miss Tee – and recommend her for this funding opportunity.
Miss Tee has always been a true community leader and advocate. She developed and implemented the National Day of Dance in Sacramento, at a time when no one thought that a dance event at a major municipal venue was a plausible idea. She has proved the naysayers wrong and carried it out brilliantly, shedding a light on the diverse dance in our community as well as bringing dance to forefront of our cultural landscape.
Last year, Miss Tee was a featured presenter and performer at the first Sacramento Creativity Summit for high school students, a full day of creative workshops, performances and presentations for 300 students from 10 school, held at the newly opened Sofia Theatre in Sacramento. Her presentation was mesmerizing, as she captured the essence of creativity for theater full of youth, inspiring them not to give up on their dreams, lose confidence in their innate creativity, or believe that their circumstances or environments limit who they are. And, of course, her teaching and performance were evidence of the message.
And, I am honored to say that I have had the pleasure of working with Miss Tee during the past six months, while COVID-19 has severely hit our community and made difficult and inequitable systems for youth more visible for all to see. We’ve sat on committees together and discussed and planned the work that needs to be done. And she is in the forefront of this work. She and the amazing artists and youth she works with have jumped in with resources, positive messaging, support for those in need and teaching – both in person where students gather for much needed supplies and services and virtually, with a variety of online classes and resources demonstrating her powerful teaching and dance skills. Her work stands up without her activism – yet her activism magnifies the reach of her work.
Tee is always the first to say, “what can I do?” when art and messaging is needed. And it has never been needed more than now.
I am happy to help her work in any way I can and to recommend her for support.
Sincerely,
Melissa Cirone

To Whom It May Concern:
In over a decade of working as an education, arts, and policy leader I have yet to come across an artist, educator, and youth advocate as passionate and impactful as Tee Sandifer. I had the honor to meet Tee through Americans for the Arts National Arts Education council where she serves as Vice-Chair. Tee brings to our council the fervor and urgency needed to impact real change in the field of education through the arts, which she is doing every day through Studio T Arts & Entertainment.
Through Studio T Arts & Entertainment Tee has built an empire led by youth who have forged a pathway for themselves under Tee’s mentorship. In addition to serving over 5000 youth in Sacramento area schools Tee has expanded her footprint by creating PassToClass, an online dance and social-emotional learning platform that has reached youth around the world, including my students in Minneapolis, MN, and Chicago, IL. Tee is acutely aware of the challenges youth face, in particular, youth of color in under-resourced communities, and she is equally cognizant of their assets and how to help them leverage their greatest strengths.
I am personally and professionally moved by the mission behind Tee’s work but most importantly I am in awe of the tangible impact her work and her programming as made in communities around the globe, which I have seen first hand in her home city of Sacramento, as well as the communities I serve, and those of our colleagues.
There is no greater investment in youth than to help them find the strength within themselves through the arts.

Ahava Silkey-Jones

Description
Executive Summary
ARK Strategies Inc is eager to collaborate with the City of Rancho Cordova, dedicating our efforts to enrich our community by offering comprehensive cybersecurity assessment services to 25 local small businesses and non-profit organizations. This initiative, supported by the City of Rancho Cordova's Community Enhancement & Investment Fund, aims to substantially enhance the cybersecurity resilience of these critical community pillars. Through detailed evaluations, strategic enhancements, and tailored training sessions, we aspire to fortify their digital defenses against the escalating threat landscape.
Incorporating both small businesses and non-profit organizations into this initiative is a deliberate and strategic choice. Small businesses are the engines of our local economy, sparking innovation and growth, whereas non-profit organizations weave the strong social fabric of our community, providing indispensable services and support to our residents. In the face of today's pervasive cyber threats, which pose a significant risk to the security and vitality of these entities, our proposal offers a holistic solution. It seeks not only to address the immediate need for robust cybersecurity defenses but also to align with the City of Rancho Cordova's wider goals for economic growth, public safety, and community enrichment.
This initiative represents more than a program for cybersecurity enhancement; it embodies our commitment to protecting the digital infrastructure of our community's most essential organizations. In doing so, we aim to shield them from cyber threats, thereby ensuring the continued prosperity and resilience of the City of Rancho Cordova. ARK Strategies Inc is keen to forge a partnership with the city council and staff, pooling our shared objectives and resources towards fostering a safer, more vibrant community for all.
Importance of the Proposal In an era where digital integrity is crucial, the security of small businesses and non-profit organizations is fundamentally linked to robust cybersecurity defenses. These entities are pillars of Rancho Cordova's economic diversity, innovation, and communal identity. By addressing the urgent need for enhanced cybersecurity measures, this proposal ensures a secure operational environment, protecting Rancho Cordova's economic and social assets. This initiative sets a precedent in municipal cybersecurity support, highlighting our commitment to a secure, thriving, and resilient local economy.
Justification for Including Local Non-Profits
Incorporating local non-profit organizations into this cybersecurity initiative recognizes their integral role in serving the Rancho Cordova community. Nonprofits often manage sensitive data and provide critical services, making them prime targets for cyberattacks. By bolstering their cybersecurity, we not only protect these organizations but also safeguard the community members they CEIF APP #100

serve, ensuring the continuity and integrity of essential services.
Expected Benefits
Investing in this project will markedly elevate the City of Rancho Cordova's stature as a leader in business support and community safety, showcasing our commitment to fostering a business-friendly environment that prioritizes the welfare of its enterprises and citizens alike. By significantly enhancing digital security, we not only protect our economic assets but also demonstrate to current and potential businesses that Rancho Cordova is a forward-thinking city dedicated to their success and security.
The initiative will bolster economic and communal resilience, ensuring that our local businesses and non-profits can thrive even in the face of increasing cyber threats. This resilience translates into a more stable local economy, with businesses that are better equipped to grow, innovate, and contribute to the community without the looming fear of cyber disruptions.
Supporting regulatory compliance is another critical benefit. As businesses increasingly navigate complex digital regulations, this project will provide them with the necessary tools and knowledge to meet these requirements efficiently, thereby avoiding potential fines and legal complications that can detract from their focus on growth and service delivery.
Moreover, by offering cost-effective cybersecurity solutions, we are removing a significant barrier for small businesses and non-profits that might otherwise be unable to afford such critical protections. This approach not only secures their operations but also signals to the broader community and potential investors that Rancho Cordova is a city that invests in its future, cares deeply about its community, and takes tangible steps to ensure its collective prosperity and safety.
Ultimately, the expected benefits of this project extend beyond immediate cybersecurity improvements. They encompass fostering a more robust economic environment, enhancing the city's reputation as a supportive and secure place to do business, strengthening the social fabric by ensuring that the organizations serving our community are protected. This initiative statement of our commitment to the city's long-term economic &social well-being, reinforcing Rancho Cordova's image as a city that is not only business-friendly but also deeply committed to the security and success of its community.

Goals
The primary goals of our Comprehensive Cybersecurity Assessment Services for Small Businesses and Non-Profit Organizations project are as follows:
Enhance Cybersecurity Posture: To significantly improve the cybersecurity defenses of 25 small businesses and non-profit organizations in Rancho Cordova, equipping them to safeguard against evolving cyber threats. This is CEIF APP #100
ITEM 12.4. ATTACHMENT 2
crucial as these entities often lack the budget and resources to allocate toward cybersecurity, making them particularly vulnerable to attacks.
Foster Economic and Community Resilience: By protecting these essential entities from cyber incidents, we aim to bolster the resilience of Rancho Cordova's local economy and community. This support is vital for sustaining businesses that face funding challenges and consider cybersecurity as an afterthought due to budget constraints.
Support Regulatory Compliance: To assist participating businesses and nonprofits in achieving and maintaining compliance with cybersecurity regulations and standards, reducing their legal risks and enhancing trust among their clients and partners.
Promote Cybersecurity Awareness and Best Practices: Elevate cybersecurity knowledge and awareness through targeted training and educational materials, empowering staff and management to actively contribute to their organization's cyber defenses.
Demonstrate City Commitment to Business and Community Security: Highlight the City of Rancho Cordova's dedication to creating a secure, supportive, and business-friendly environment. It's critical to provide the tools and support necessary to sustain these organizations, allowing them to contribute to the economic development of the city.
Build a Model for Municipal Cybersecurity Support: Establish this initiative as a replicable model for how cities can effectively support their local businesses and non-profit organizations in cybersecurity. This approach acknowledges the significant challenge small businesses face in funding cybersecurity measures on their own and emphasizes the importance of community support in overcoming these hurdles.
By achieving these goals, we underscore the necessity of community and municipal support in providing small businesses and non-profits with the tools and resources they need to thrive. Such support not only helps these entities to sustain themselves but also enables them to continue contributing to the economic development and well-being of Rancho Cordova.
Project Objectives, Methodology, and Deliverables
Objectives: To conduct comprehensive cybersecurity assessments, mitigate vulnerabilities, implement strategic improvements, and promote cybersecurity best practices among small businesses and non-profit organizations.
Methodology: A systematic approach encompassing consultations, assessments, scanning, testing, policy reviews, and training.
Deliverables: Cybersecurity assessment reports, action plans, policy recommendations, and training materials for each participating entity.
Selection Process for Participating Small Businesses and Non-Profit Organizations
In collaboration with the City of Rancho Cordova, business advocacy groups, and community organizations, ARK Strategies Inc will employ a targeted and collaborative method to select 25 entities, aiming to support those vital to the city's economic and communal fabric.

Justification for Including Local Non-Profits
Incorporating local non-profit organizations into this cybersecurity initiative recognizes their integral role in serving the Rancho Cordova community. Non-profits often manage sensitive data and provide critical services, making them prime targets for cyberattacks. By bolstering their cybersecurity, we not only protect these organizations but also safeguard the community members they serve, ensuring the continuity and integrity of essential services.
Expected Benefits
Investing in this project will markedly elevate the City of Rancho Cordova's stature as a leader in business support and community safety, showcasing our commitment to fostering a businessfriendly environment that prioritizes the welfare of its enterprises and citizens alike.
Description
The Rancho Cordova Moose Family Center Project goal is to improve the safety of our lodge by replacing our deteriorating roof & ailing HVAC system of more than 50 years. Both are so old that it requires several thousands of dollars each year to keep the system running and patching holes in our roof. The roof and HVAC enable us to continue operating to support local community projects, i.e., RC junior orchestra, our rib cook off, our Thanksgiving & Christmas and ongoing local donations that aid and support Rancho Cordova Family Center and community. One of the main purposes of our nonprofit RC Moose Family Center is to hold fund raisers that benefit local RC City initiatives. The Rancho Cordova Little League Ballpark, Cordova Lancers, RC schools pools, have all benefited from our fund raisers. We support and work with the Police Activities League, the Rancho Cordova Food Locker and as many local community
sponsored events as possible. Ultimately the Rancho Cordova Moose Family Center objective is to improve the quality of life for our members, the public, and the local families that benefit from our donated services.

Please describe in detail the project and how it benefits the community based on the city’s Community Enhancement & Investment Fund guidelines and project criteria.
The Rancho Cordova Moose Family Center Project goal is to improve the safety of our lodge by replacing our deteriorating roof & ailing HVAC system of more than 50 years. Both are so old that is requires several thousands of dollars each year to keep the system running and patching holes in our roof. The roof, HVAC & entertainment system enable us to continue operating to support local community projects, i.e., RC junior orchestra, our rib cook off, our Thanksgiving & Christmas and ongoing local donations that aid and support Rancho Cordova Family Center and community. One of the main purposes of our non-profit RC Moose Family Center is to hold fund raisers that benefit local RC City initiatives. The Rancho Cordova Little League Ballpark, Cordova Lancers, RC schools pools, have all benefited from our fund raisers. We support and work with the Police Activities League, the Rancho Cordova Food Locker and as many local community sponsored events as possible. Ultimately the Rancho Cordova Moose Family Center objective is to improve the quality of life for our members, the public, and the local families that benefit from our donated services.

Description
The mission of the Rancho Cordova Police Activities League (PAL) is to involve and mentor youth in social, educational, recreational and leadership activities that will deter crime, increase self-esteem, and promote a positive relationship with law enforcement. PAL is requesting a five (5) year extension so we may utilize our newly acquired van for the foreseeable future order to provide transportation to the youth in Rancho Cordova participating in our programs. Majority of the youth participating in PAL programs are at the poverty level and are in need of assistance with transportation. PAL currently took possession of a new larger capacity van after an unforeseen extended wait time which aids in accomplishing our goals to provide a more transportation. The current grant supporting our vans is set to expire in June 2024. PAL provides youth in the Rancho Cordova community an opportunity for stability, job training, and crime prevention programs that mentor under-served youth.

Rancho Cordova Anti-Displacement Home Repair Project
Provide a
Project/Program
Synopsis
The Project responds to housing crisis issues by solving health, accessibility, and safety concerns in homes owned by low-income families, veterans, and elderly residents on limited incomes. By fixing long-deferred maintenance projects, critical repairs, and code violations, we will help families stay in their already affordable homes and avoid displacement.
Provide a
Project/Program
Description
Habitat for Humanity of Greater Sacramento is seeking support to work in partnership with the City of Rancho Cordova to fund 25 repairs on at least 15 homes for low/fixed-income Rancho Cordova homeowners to address critical health and safety concerns, improve the homeowner’s quality of life, allow families to avoid displacement, and increase neighborhood pride.
Habitat for Humanity of Greater Sacramento has been completing home repairs in the greater Sacramento region for the past eight years but has recently seen an uptick in requests for health and safety related, antidisplacement repairs since the pandemic. To address this increasingly prevalent housing issue, Habitat is increasing its efforts to address critical life/safety and structural deficiencies as well as other high priority habitability repairs.
The Project would specifically look to address at least 15 anti-displacement repairs and 10 beautification and neighborhood revitalization repairs. The 15 critical, anti-displacement repairs would include but not be limited to roof, HVAC, and window replacement, plumbing and flooring issues, and critical dry rot remediation or other exterior repairs. The beautification and neighborhood revitalization repairs would include but not be limited to exterior painting, drought tolerant landscaping, and fence repair or replacement.
If we receive this requested grant support, planned activities for the Project include:
• Conducting outreach to increase awareness of the repair project within the City of Rancho Cordova;
• Screening applicants to establish eligibility and conducting on-site reviews by a construction supervisor to define project scope.
• Planning and executing the selected projects under program supervision from a licensed general contractor and with on-site construction professionals as project supervisors.
• Evaluating the effectiveness of this program and reporting to the City with:
a listing of who received assistance, a narrative of their eligibility for funding, description of the work performed, cost of the work charged to the grant, other funding or in kind resources leveraged, and testimonials from the homeowner partners impacted.
The Project would be under the overarching Habitat Neighborhood Revitalization and Home Repair Program. To qualify for the repair program, including selected Rancho Cordova Anti-Displacement Home Repair Project CEIF APP #103
ITEM 12.4. ATTACHMENT 2
homeowners, applicants must meet the three following program requirements:
1. Applicants must own and occupy the home as a primary residence with current homeowner's insurance.
2. Applicants must be willing to partner with Habitat (this includes contributing sweat equity hours towards the repair project).
3. Ability to pay a portion of the total repair cost (20%).
Applicants are required to pay 20% of the total repair project cost if it is more than $7,500. Loan application review and approval is made in compliance with Federal Credit Equal Opportunity Act and the Equal Housing Opportunity Act, and on an impartial and non-discriminatory basis. Loans made or arranged pursuant to a California Finance Lenders Law license.
The Repair Program has grant commitments and applications pending to further expand our program efforts across the greater Sacramento and Yolo County region. Neighborhood Revitalization grantor commitments through 2026 include SMUD providing almost $1 million in home preservation and electrification funds, HCD providing $1.35 million for Owner Occupied Repairs for residents living in opportunity and promise zones (particularly focused on mobile home residents), and the City of Sacramento providing over $1.5 million for efforts specifically targeted in the 95817, 95820, 95824, and 95828 zip codes, and Habitat has additional applications for funding through Sacramento County and private and corporate foundations.
Rancho Cordova homeowners have always been eligible for funding through our program and will continue to be so, even if we are not awarded CEIF grant funding this year. If our CEIF grant request is denied, then Rancho Cordova applicants will be competing with a much larger pool of applicants for rehabilitation funding. Our program prioritizes homeowners and homes with the greatest health and safety needs when making decisions as to which applicants to serve. Approving our CEIF grant request gives Rancho Cordova residents a dedicated source of funding to address their needs without competing with applicants from across Greater Sacramento and Yolo County.
Additionally, if awarded this grant, we would continue to look for opportunities for in-kind support and matching funds within the city of Rancho Cordova to stretch the allocated dollars farther and rehabilitate more homes and neighborhoods.

Goals
Our primary goal is to complete at least 15 critical, anti-displacement home repairs and 10 beautification and neighborhood revitalization repairs on 15 or more low/fixed-income owner-occupied homes in Rancho Cordova. By eliminating substandard living conditions and potentially serious life/safety and structural deficiencies, we hope to restore homeowners’ safety, sense of pride, and comfort in their homes and community.
Our long-term goal is to alter the decision-making calculus when seniors and other homeowners and their families are faced with the difficult decision on whether it is safe for them to stay in their home. The critical home repairs we do are often the make-or-break deciding factor on whether residents are able to choose to age in place or are forced to seek other housing. The beautification and neighborhood revitalization repairs (painting, landscaping, fencing) can also have significant impact on both the neighborhood and the mental health and pride of ownership for the resident.
Habitat will track and monitor the homeowners helped with grant funds to accurately account for number of repairs completed and households assisted throughout the grant term. We will provide a mid-term and end of grant report to include data on a) who received assistance, b) a narrative of their eligibility for funding, c) description and photos of the work performed, d) costs of the work charged to the grant, e) other funding or in-kind resources leveraged, and f) homeowner testimonials and impact photos.

project/program?
The Project would be under the overarching Habitat Neighborhood Revitalization and Home Repair Program.

9. Complete and submit the end-of-grant report by June 30, 2024.
Careful consideration and conversation is always had with all Habitat leadership team members from homeowner services, construction, finance, development, and operations before requesting funding for a grant to ensure we can perform within the timeline, promises, and expectations of the grant.
Habitat is an organization which takes great pride in always doing what we say we are going to do. Based on the ongoing interest of Rancho Cordova residents in our services and programs, our proven capacity, and our increased program and construction support added to our team over the past year, we feel confident that the need is there as is our capacity to make a larger impact with larger grant support.
Based on our current construction schedule, the need and interest for our repair services within the Rancho Cordova community, and our staff capacity, if awarded this grant, we will finish all projects by June 15th, 2025.
In the four years we have been granted funds by the City of Rancho Cordova, we have worked hard to be a reliable CEIF partner with the City.
We will do the same this current grant period if we are afforded the opportunity to again partner with Rancho Cordova.

In March of 2020, Habitat for Humanity was forced to close our retail outlet, the ReStore, with shelter in place orders. As the ReStore is a primary supporter of Habitat’s operating costs including rent and staff, that meant temporarily furloughing 90% of the Habitat staff for 6 weeks and temporarily shutting down all the construction sites. Since bringing our staff back and reopening the construction sites in early May of 2020, we have been building forward bigger than ever and with the needed modifications when modifications were needed (less volunteers per site and tier-based allowances for who can volunteer, highly stringent safety measures and protocols on and off the construction site, doing exclusively exterior home repairs , etc.) to continue to operate safely and efficiently.
While we are now back to our traditional pre-COVID volunteer numbers and modes of operation, building forward through COVID taught our team how to be nimble and adapt to any situation while still staying on our build schedule and maintaining our commitments to funders and those we serve.
As an essential business and with the modifications we have made and could make again to ensure we can continue to build forward and operate, this program will be able to continue to adjust, operate and perform as needed based on any California Public Health and Sacramento County Health orders. 4 - Project/Program Location

Description
Road to Recovery CDL Initiative is a comprehensive initiative aimed at providing support, training, and job placement for individuals facing homelessness and reentry challenges in our community. Here's how our program works:
Outreach and Engagement: Our team actively engages with local shelters, reentry programs, and community organizations to identify and connect with individuals who are experiencing homelessness or transitioning from incarceration. By reaching out directly to those in need, we ensure our program is accessible to those who need it most.
Support Services: We recognize that addressing the complex needs of our participants is essential for their success. Our transformative initiative is designed to address critical community needs while offering a unique pathway to economic empowerment. We believe that truck driving presents unparalleled opportunities for individuals to achieve independence, including the ability to become owner-operators. This career path not only provides stable employment but also offers the unique advantage of travel and shelter, as truck drivers can often stay in their vehicles for extended periods. Additionally, it is a great vocational option for individuals who prefer to work alone. Through our comprehensive approach of outreach, training, and support services, Road to Recovery CDL Initiative empowers individuals to pursue this viable path, fostering economic stability and social inclusion within our community.
CDL Training and Certification: Our program provides participants with resources for training in commercial driving techniques, safety regulations, and industry best practices. Through a combination of classroom instruction and hands-on experience, we prepare individuals to successfully pass the Commercial Driver's License (CDL) exam and obtain their license, opening doors to employment opportunities in the transportation industry.
Job Placement Assistance: Upon completion of the CDL training program, we work closely with our network of industry partners to facilitate job placement opportunities for graduates. We connect qualified candidates with entry-level positions at reputable trucking companies and logistics firms, providing them with stable employment, competitive wages, and opportunities for career advancement.
Community Benefits:

ITEM 12.4. ATTACHMENT 2
Workforce Development: Road to Recovery CDL Initiative addresses critical workforce shortages in the transportation industry by providing individuals with the skills and training necessary to pursue careers as commercial truck drivers. By expanding the talent pool and diversifying the workforce, our program contributes to the economic vitality and sustainability of our community. We feel this will be especially useful considering all the light manufacturing we currently have in the City and warehouses that are currently being built.
Social Inclusion: Through outreach and support services, we promote social inclusion and equity by offering opportunities for individuals facing homelessness and reentry challenges to rebuild their lives and reintegrate into society. By fostering a sense of belonging and empowerment, we strengthen the fabric of our community and promote social cohesion.
Economic Empowerment: By providing individuals with access to training, job placement, and support services, we empower participants to achieve economic independence and self-sufficiency. By investing in the potential of our participants, we create pathways to prosperity and opportunity, benefiting not only individuals but also their families and the broader community.
In summary, Road to Recovery CDL Initiative is a community-enhancing program that addresses critical needs, promotes social inclusion, and empowers individuals to build brighter futures for themselves and their community. Through our comprehensive approach to outreach, training, and support, we are driving positive change and creating lasting impact in our city.

The training will be conducted online and in person at various locations and rented halls throughout Rancho Cordova. The actual driving portion of the test will be referred to existing trucking schools we are in partnership with whose services we are receiving at no cost, in partnership for our outreach and job training services.
Our primary focus for this project will center around conducting outreach at local events in Rancho Cordova, with the goal of enrolling individuals from our community into the program. As such, our target participants will be local residents. While we won't be providing stipends to enrollees, we will offer transportation to the school and opportunities for job placement with our company, a Rancho-based organization. Additionally, we aim to incentivize other trucking companies to hire and train newly licensed drivers who graduate from our program, recognizing the challenges they face due to higher insurance costs and restrictions.
In collaboration with Highland Charter School in Sacramento, will facilitate hands-on training for our participants at their location. To support our outreach efforts, we plan to rent halls or utilize community boardrooms locally to host information sessions, study halls, and workshops as needed.

RE: Support for the CEIF request of Wilson & Sons Transportation To Whom It May Concern,
I am pleased to offer this letter of support for Wilson & Sons Transportation's CEIF application.
Their proposal speaks to what is good about Rancho Cordova—our passion for service, recognition of the human value of all community members, the promise of inclusivity, and our desire to make our community a better place one step at a time.
The "Road to Recovery CDL" initiative is focused on empowering the most disadvantaged and displaced within our City. The program gives the homeless and formerly incarcerated an opportunity to transform their lives with dignity and economic independence.
A start-to-finish program, Road to Recovery CDL, will identify local candidates by contacting Rancho Cordova-based community organizations, mental health services, probation and parole officers, homeless shelters, and reentry programs. Once enrolled, the program addresses barriers to success, such as ensuring transportation to training sites.
Professional driver mentors and companies willing to work with candidates have been identified. As such, candidates have the best opportunity to pass the written and driving tests.
Upon graduation, established partnerships with local trucking and transportation companies will identify employment opportunities.
There are worthy programs in this space. However, trucking offers a unique environment for those who don't thrive in a bustling workspace, may be uncomfortable with social norms, or have a deep desire to remain independent. Trucking is vital to a stable economy, and the need for well-trained drivers is growing.
The Road to Recovery CDL will impact workforce shortages, support local economic development, and encourage us to look beyond traditional employment sources. This program will work in Rancho Cordova and put Rancho Cordovans to work.
Sincerely,
Diann H. Rogers
President & CEO

Description
Executive Summary
In an increasingly digital age, the senior citizens of Rancho Cordova face heightened vulnerability to sophisticated cyber threats. The Cyber Safe Seniors program, proposed by ARK Strategies Inc, seeks to address this challenge by empowering our city's seniors with the necessary knowledge and tools to navigate the digital world securely. This initiative will offer four one-day interactive workshops, providing comprehensive cybersecurity education tailored specifically to the needs of senior citizens.
Importance of the Proposal
The digital landscape is evolving rapidly, with generational advancements in AI technology amplifying the sophistication of cyber threats. Our senior population, often less familiar with the nuances of digital security, is particularly at risk. This program represents a vital step towards inclusive community support, ensuring that seniors are not left vulnerable in our increasingly connected world.
Expected Benefits
Enhanced Cybersecurity Awareness: Seniors will learn to identify and protect against prevalent cyber threats, increasing their digital literacy and safety.
Promotion of Safe Online Practices: The program will advocate for best practices in digital hygiene, safeguarding personal information, and safe browsing, contributing to a safer online environment for our senior community.
Community and Confidence Building: By participating in these workshops, seniors will gain confidence in their digital interactions, supported by a community of peers and experts.

Reinforcement of City Values: This initiative underscores Rancho Cordova's commitment to the well-being and security of all its residents, aligning with the city's vision for a caring, inclusive, and forward-thinking community.
The Cyber Safe Seniors initiative is a groundbreaking series of four immersive, one-day workshops, scheduled to span from July 2024 through June 2025. Spearheaded by a cadre of distinguished cybersecurity professionals and engaging moderators, this program is meticulously crafted to address the urgent needs of our senior citizens in the digital era.
At the heart of each workshop lies a dynamic curriculum tailored for maximum accessibility and engagement, focusing on pivotal areas such as identifying and countering cyber threats, mastering online safety protocols, and cultivating robust digital hygiene habits. Our approach goes beyond traditional instruction, embedding interactive elements and real-world scenarios that resonate deeply with senior participants. This methodology not only ensures the dissemination of critical cybersecurity knowledge but also fosters an environment of active learning and mutual support.
Designed explicitly with the senior community in mind, Cyber Safe Seniors aims to transform apprehension into confidence, guiding our elders through the complexities of the digital world with ease and assurance. By participating in these workshops, Rancho Cordova's senior residents will not only gain invaluable skills to protect themselves online but will also contribute to the broader vision of a digitally literate and secure community.
In essence, Cyber Safe Seniors is more than just an educational program —it's an investment in the safety, empowerment, and digital inclusivity of one of our city's most cherished demographics. It beckons decision-makers to play a pivotal role in safeguarding our seniors against the ever-evolving landscape of cyber threats, ensuring they remain active, informed, and secure participants in our digital society.

In essence, Cyber Safe Seniors is more than just an educational program—it's an investment in the safety, empowerment, and digital inclusivity of one of our city's most cherished demographics. Project/Program
Synopsis
GSAC, is a network of students, teachers, and climate advocates in Sacramento County dedicated to the climate movement. GSAC will serve as a hub for sustainable and actionable strategies where members will push Sacramento county schools to take concrete steps against climate change, encouraging regions around the nation to follow.

Description
Schools are the centers of our communities and, in turn, should be prioritized in combating the climate crisis. Not only because they annually emit 72 metric tons of CO2, but because students will be at the forefront of the crisis in the coming years. We seek to direct schools towards carbon neutrality, specifically through our specified action groups. We will work with school districts around the Sacramento area, including SCUSD, NUSD, and FCUSD. The organization itself does not have a finite period of time, but the projects within the coalition will be accomplished within certain dates. GSAC will specifically focus on electrification of schools, native garden planting in schools, increased environmental literacy and advocacy in schools, and encouraging youth to express environmentalism through art. Since the projects are within GSAC as a whole, they are easily adaptable and flexible based on each school’s or district’s guidelines and needs. The gardening team recently won a grant to introduce a native garden at a select school. GSAC hopes to implement the native garden projects in schools across the county, including schools in Rancho Cordova. The electrification team has already supported SCUSD (Sacramento City Unified School District) in adopting a more aggressive climate plan, and is working to do the same for other districts, inducing FCUSD, which directly aids the Rancho Cordova Community. Providing GSAC with funds will allow the organization of dedicated climate advocates to implement sustainable strategies across the Sacramento area, allowing Rancho Cordova to become a more sustainable and pro-environmental city, benefiting its citizens in the long run.

350 Sacramento is a local grassroots organization committed to equitable solutions that accelerate the transition to a sustainable future, with atmospheric carbon dioxide levels below 350 ppm. We believe in a world with a safe climate, where nature is respected and protected, and our social, political, and economic systems work for all people and the planet. The interns are a group of dedicated high school students, who contribute to 350s efforts by working on a variety of projects from electrification to social media awareness. Past efforts include electrifying SCUSD and drafting a bill to implement a youth advisory board for CARB.

Goals
1. Network Building
Many schools already have diligent and active student-led clubs and climate projects in progress. GSAC is a platform for these groups to garner support for their efforts by connecting to a network of climate activists and organizations. In addition, GSAC will be a hub of expertise, ideas, and strategies which can aid groups in perfecting their vision and achieving their goals.
2. Systemic Efforts
Efforts such as electrification, recycling systems, and native gardens are decisions that need to be made by school boards. GSAC will serve as a platform for strategic planning and an external source of pressure for those in power to take climate mitigation steps in order to achieve a sustainable future for our schools. We want to create a broader school sustainability movement that transcends multiple districts in Sacramento and that is only possible with members from the school communities.
GSACs ultimate goal is to aid schools in achieving sustainability, and our efforts will remain focused because of our organization’s structure. GSAC has multiple teams working on different projects, which all serve to help schools around Sacramento. Due to this flexible structure, where members can join certain groups, each project will have dedicated volunteers ensuring timeliness and efficiency. GSACs goals can be measured easily by the progress that each target school or district makes towards sustainability and how its policies differed from before GSACs collaboration.

Rancho Cordova HART Winter Sanctuary and Ongoing Services Provide a

Synopsis
Rancho Cordova HART provides a Winter Sanctuary Program and continuous support to individuals experiencing homelessness in our community. Our program includes operating a rotating Winter Sanctuary Shelter Program and providing general services and resources to help move people off the street and into stable and safe housing.
Provide a
Project/Program
Description
Rancho Cordova HART's mission is to provide services to the unhoused in our community by creating community-driven programs. Through this grant, our unhoused neighbors will receive much-needed services, financial assistance, and shelter during the coldest months of the year. Funds will be allocated to bus passes, services to provide individuals with rental assistance, move-in assistance (such as application/background check fees), and the general operation of the Winter Sanctuary Shelter Program.
Expected costs for the Winter Sanctuary Shelter Program operation include organizing, transportation, food, cleaning supplies, and intakerelated expenses.
Winter Sanctuary Shelter Program: HART members and faith communities operate the Winter Sanctuary Shelter Program in Rancho Cordova to provide free overnight shelter, warmth, meals, and connection to mainline health and housing-related services for men & women who are experiencing homelessness in our area during the coldest months of the year. Potential guests are invited to arrive at the intake site at 5 pm each evening to create a consistent meeting place. Guests of the Winter Sanctuary meet with the outreach navigator and, most importantly, become part of the HART family and Rancho Cordova community. Following intake, guests are transported to the host church or overnight location for the evening. Here, guests are provided with a hot meal and shower and receive housing counseling from the Rancho Cordova Navigator and other mainline services from community partners. In the morning, guests are provided coffee and breakfast, then transportation back to the intake site.
HART volunteers and Rancho Cordova community members fully staff, plan, and operate the program. Last year, we had 500+ volunteers participate in the program. community-driven
Housing Counseling/Relocation: Rancho Cordova HART's goal is to assist those on the street or in the Winter Sanctuary Program to achieve permanent housing. HART will use Community Enhancement Funds to remove the barriers to housing by covering the costs of security deposits, bus passes, or similar "move-in costs." These funds will also support those leaving the Rancho Cordova Transitional House. HART will also assist by hosting community events such as mobile shower gatherings and other similar pop-up gatherings. Here, the navigator and HOT team will be present to connect with unhoused community members, and/or local resources will be supplied. Community events and the Winter Sanctuary program are critical to garnering the trust of the local unhoused population.

Any other Funding Contributions - $134,078
Item number 7 in the above budget will be donated by members of churches. This accounts for physical space donated. Facilities and staff/volunteers for each night of the shelter are donated by the faith communities that make up Rancho Cordova HART. $61,000 is an estimate based on last year's program. If we hope to expand the number of Winter Sanctuary weeks (which we presume to do), the number will increase partner churches' contributions of the physical space.
Item number 8 in the above budget will be donated by members of our HART community. The Winter Sanctuary Program is entirely planned and run by volunteers. Each night guests are given a hot meal, shower, connection to resources, and a safe place to sleep. In the morning, they are provided a to-go lunch. The program runs seven days weekly for nine weeks during the year's coldest months. Sixty-one days of shelter are provided. On average, eight volunteers watch over the program guests and serve food each night. These volunteers stay for, on average, five hours each night. Each stays at different shifts throughout the day and night.
Some arrive early with the guests; others send the guests off in the morning. The average volunteer cost per hour of work is $29.95, which equals $149.75 per night per volunteer. In total, it costs $1,198 per night in a volunteer capacity to operate one night of volunteering. This equals $73,078.
This funding is secured. It is likely to grow, considering the success of the 2023-24 shelter season and the consistency of our new leadership.

Synopsis
Project Lifesaver is a 501 (C)(3) community based, public safety, non-profit organization that provides law enforcement, fire/rescue, and caregivers with a program designed to protect, and when necessary, quickly locate individuals with cognitive disorders who are prone to the life threatening behavior of wandering. https://projectlifesaver.org/
Provide a
Project/Program
Description
The Project Lifesaver Program is run at a municipality level by public safety agencies. When an agency decides to implement the program, Project Lifesaver International will equip them with the necessary technologies and provide training to those involved. The training includes the use of the equipment, the implementation of the strategic methods specifically designed for the program, and also community policing courses that provide a basic understanding of cognitive conditions to better comprehend the behaviors of an individual with said condition. Also included during training is the use of the PLS Database, which is a useful resource provided to member agencies at no cost. Completion of training is required for certification. Once an agency has become certified, they may begin acquiring clients for their local program.
The method relies on proven radio technology and specially trained search and rescue teams. Citizens enrolled in Project Lifesaver wear a small transmitter on the wrist or ankle that emits an individualized frequency signal. If an enrolled client goes missing, the caregiver notifies their local Project Lifesaver agency, and a trained emergency team responds to the wanderer’s area. The first responders will then use the client’s individualized frequency to locate the position of the individual. The knowledge given from the community policing courses is best applied in this situation because the first responders will know how to best approach the client once found, and allow them to be brought back to safety. https://projectlifesaver.org/resources/recent-rescues/

Empowering Disconnected Youth through Paid Job Training and Mentorship Provide a
Project/Program
Synopsis
Fitrah empowers disconnected youth through paid job training in book reselling at our Rancho Cordova, CA warehouse. Participants gain skills in inventory management, customer service, and online marketing, enhancing employability and productivity. They gain confidence and independence through mentorship and income, contributing to a more inclusive community.

Project/Program
Description
Fitrah is an innovative youth job training and mentorship program headquartered in our Rancho Cordova warehouse facility. Our mission for the upcoming year is to broaden our impact by serving 65 youth from diverse backgrounds, including those from the City of Rancho Cordova, attending schools within the Folsom-Cordova School District, as well as non-public, nonsectarian Certified Schools in the vicinity, such as Capital Academy and The Folsom Adult School. Fitrah is dedicated to serving historically underrepresented communities in Sacramento County, providing vital resources to prevent vulnerable youth from falling through the cracks.
At Fitrah, we are deeply committed to empowering these deserving youth who face significant barriers to safety, health, and success in their lives.
Our comprehensive program offers invaluable mentoring support to all participants, with a select group of 20 youths also gaining access to a paid job training opportunity within our social enterprise—a book reselling business they will lead. The social enterprise's flagship project is an online thrift bookstore run and managed by vulnerable youth, empowering them financially and professionally.
In addition to job training, our program provides a holistic educational experience covering vital topics such as healthy relationship dynamics, wellness workshops, financial literacy, and college advising/tours.
Moreover, participants will have the chance to actively engage with the community by speaking at events throughout Sacramento County. The project engages youth in their own solution and utilizes the proceeds to support them financially.
At the heart of Fitrah's mission is the commitment to nurturing an environment where youth can flourish, overcome obstacles, and lay the groundwork for a brighter future. During the initial phase of Fitrah's sixmonth program, the 20 youth enrolled in our job training initiative undergo a comprehensive experience at our social enterprise. Over the course of four weeks, they gain valuable work experience, receive a stipend, engage in teamwork, receive feedback, and are presented with leadership opportunities. Following this period, structured workshops and individualized case management sessions focus on developing essential skills such as financial literacy, fostering healthy relationships, setting goals, and achieving career milestones. These milestones include obtaining identification, setting up bank accounts, understanding credit, crafting resumes, exploring college options, and securing job interviews and internships. Throughout this process, our participants receive support CEIF APP #110

from youth organizations such as Pro-Youth and Improve Your Tomorrow.
The latter portion of the program extends to all 65 youth served by Fitrah.
Securing funding for this program is essential to accommodate the significant increase in youth we will be serving. We have already secured funding from several corporations, including JPMorgan Chase, Enterprise Holdings, and Golden One, which have provided multiple years of support.
Additionally, we receive funding from other non-profits that help subsidize work-based training for youth in our program, such as Sacramento Employment and Training Agency SETA through their STEPS program and Advance Employment Group through the Department of Rehabilitation. Our most recent source of funding is from the CalFresh
These funds are necessary to cover critical expenses such as acquiring additional space to provide more job opportunities and to manage the influx of inventory, including book donations from the new bins we have established throughout the city. The increase in the flow of book donations is vital to generating more revenue, which directly contributes to creating sustainability and more jpb opportunities for youth in the future.
Furthermore, funding is needed for essential expenses such as salaries, youth stipends, and administrative costs, which are crucial for ensuring the sustainability and success of our endeavors.
In addition, Fitrah fosters community engagement and social solidarity by connecting residents, local youths, and businesses with volunteer opportunities like book drives and donations. Seventy percent of volunteers are youth aged 12-20 from local schools in Folsom-Cordova, and three out of seven donation drop-off locations are in Rancho Cordova, provided by community members. We utilize the Volunteer Central system, a hub managed by the City of Rancho Cordova, which connects residents and community members with volunteer opportunities and community service projects where they can share their talents to make a positive difference.

Goals
Our primary goal is to serve 65 youth through a combination of work opportunities and mentoring, with 20 of them participating in our paid job training program. To measure our progress, we have established several key metrics:
CEIF APP #110
ITEM 12.4. ATTACHMENT 2
Number of youth engaged: We track the number of youth actively involved in our work opportunities and mentoring programs.
Number of youth enrolled in the paid job training program: We monitor the enrollment of participants in our paid job training initiative.
Percentage of youth completing core service areas: We assess the percentage of youth who successfully complete core service areas related to college and workforce preparation.
Number of certificates awarded: We keep track of the number of certificates awarded to participants upon completion of our program.
In addition to these metrics, our team focuses on several key efforts:
Regular tracking and evaluation: We regularly track participant engagement and progress to ensure that our programs are effective.
Ongoing evaluation of programs: We continuously evaluate the effectiveness of our mentoring and training programs to make necessary improvements.
Collaboration with community partners: We collaborate with community partners to enhance access to resources and support services for our participants.
Continuous communication: We maintain continuous communication with participants to address challenges and ensure that our program aligns with their needs and goals.
Assessing our impact is crucial to ensuring the success of our youth empowerment efforts. We employ various evaluation methods, including self-assessment by participants and surveys at the end of each workshop to capture key indicators such as their professionalism, attendance and engagement with the use of Survey Monkey. Our target is for 75% of program graduates to show improvement in at least 7 key indicators by the end of the program.
To further support vulnerable youth, we engage new volunteers through the Volunteer Central portal provided by the City of Rancho Cordova. We also organize community book drives to increase our inventory, aiming to reach 25,000 books.
Fitrah conducts regular follow-ups with program participants over two years to measure success. We expect students to earn a high school diploma and remain actively engaged in work or education for up to 30 hours per week. Productivity is a key metric, as we strive to help young people apply their learned skills in real-world settings.
Fitrah's long-term program goals are outlined in the attached document, which includes our theory of change for the upcoming years. As we continue to expand our mentorship initiatives, we are also forging partnerships with community colleges, trade schools, and apprenticeship programs.

organization sought
or will seek other
funding for this
project/program?
Yes, actively seeking funding support or have secured additional funding support for this project/program.
Describe any funding
secured or being
sought for this
project/program?
We have secured $177,456 of funding from various sources, including these corporations: Golden One, BofA, JPMorgan Chase, and Enterprise Holdings. We also have funds through our social enterprise, our book reselling business generating an increasing profits throughout the years.
We have established a few steady partners that have committed to send referrals into our program. Some of these referrals (SETA, AEG, FolsomCordova Community Partnership and DOR) have contracts with the Department of Rehabilitation which provides an offset cost for funding the program. These grants have provided sustained support over several years, as they fund multiple years of our program operations. Additionally, we have recently been approved as a Supplemental Nutrition Assistance Program (SNAP) third party provider, allowing us to obtain a reimbursement for some of the participants that qualify. Given that a significant portion of the population we serve is eligible for SNAP benefits, this approval aligns closely with our mission. We will provide a rough estimate of what that reimbursement amount will look like in the budget. We are estimating the CalFresh grant reimbursement to be 20% of our admin/staffing costs based on the number of current SNAP recipients.
To complement this aspect of our program, we have added a dedicated case worker to assist participants in accessing additional resources beyond food benefits such as transportation and housing. This proactive approach ensures that our participants receive comprehensive support to address their various needs as well as provide a means for us to obtain additional funding that can be reallocated to different areas of our budget and lastly it will enhance the program by providing a dedicated individual to mentor youth with not only resources for their wellbeing but for their career pathways.

costs beyond Fiscal
Year 2024/2025, if
applicable.
Looking ahead beyond Fiscal Year 2024/2025, Fitrah anticipates several ongoing operations and maintenance costs as we expand our social enterprise and transition to a larger warehouse facility. With the growth of our business, there will be increased needs for equipment such as forklifts, conveyor belts, gaylord tippers, and other machinery essential for our operations. These equipment investments will require regular maintenance to ensure optimal functionality and safety.
Additionally, as we scale up our activities and services, there will be ongoing expenses related to facility maintenance, utilities, and infrastructure upgrades to accommodate the expanded operations. This includes costs for utilities such as electricity, water, and heating, as well as repairs and upkeep of the warehouse facility to maintain a conducive environment for our workforce development programs.
Furthermore, with the larger scale of our business operations, we anticipate increased expenses for inventory management, including storage systems and software solutions to efficiently handle and track the inventory of donated books and merchandise. Regular maintenance of these systems will be necessary to ensure smooth operations and minimize disruptions.
Overall, as Fitrah continues to grow and expand its impact, ongoing operations and maintenance costs will be crucial to sustain our business activities and uphold the quality of our programs in the years ahead.

Adaptability: What is
your plan to complete
your project/program
should any
challenges arise?
In our 2025 plan, we're gearing up for a significant expansion, aiming to boost the number of youth we serve from 16 to 65. However, a key hurdle we face is our current facility's limited capacity. To address this challenge, we urgently need additional office spaces, especially for our case worker and workshops.
Our proposed solution involves securing funding for a larger location in Rancho Cordova (11300 Trade Center Dr Rancho Cordova, CA 95742).
This new space would not only accommodate our growing number of youth participants but also allow for the expansion of our inventory. This expansion directly translates into more job opportunities for youth and ensures our program's sustainability in the long run.
Recent years have posed unique challenges, particularly with the COVIDrelated social distancing guidelines. These restrictions forced Fitrah to temporarily close until we could pivot to a virtual program. With a larger warehouse space, we would have the flexibility to adapt to future public health orders by implementing social distancing measures or transitioning seamlessly to a virtual program if necessary.
Without sufficient funding, achieving our ambitious goals would be considerably more challenging. Moreover, unforeseen logistical hurdles may arise, but our proactive approach involves meticulous planning and resource allocation to overcome such obstacles effectively. 4 - Project/Program Location

Synopsis
Two years ago, our focus shifted towards dignity, health, social justice, and community within the food locker. Project/Program
Description
Standing on the success of the last two years we are embarking on our most important chapter. The construction of a new Community Food Hub will be a sustainable model that supports this community for decades to come. Utilizing funds from a capital improvement grant championed by former Assembly Member Cooley and awarded by the California Department of Social Services, we are now in escrow for the purchase of a building and adjacent land on Don Juan Drive in Rancho Cordova. This location is well suited to serve the community. It is close to light rail and Folsom Blvd. The new location will accommodate the growing food recovery and distribution needs we struggle to keep up with at our current location. In addition to covering the purchase price of the building and property, the grant will cover the construction costs. We are well under way with the projects design and construction plans and will move swiftly once escrow closes to complete the necessary land and building improvements. Once the construction is complete, we will move our operations from our current location at St John Vianney Church to the new Community Food Hub.
We are seeking grant funds for operational support of the Rancho Cordova Food Lockers new Community Food Hub.
The goal of the new Community Food Hub is to provide both healthy food to those in need and wrap around services and referrals, so people won’t need to use the food hub long term. The Community Food Hub model will include expanded hours, a “people’s choice model” for food distribution, a resource/referral center, expanded food storage and collaborative space for partner organizations and programs.
Our new location will help us increase access to food. Currently the food locker is only allowed to be open 3 days per week for a total of 9 hours per week. This has a negative impact on facilities, parking, safety and most importantly the folks we serve. The new Community Food Hub will become an anchor organization for the community, open several days per week with some evenings and weekend hours and staffed with a large volunteer base and full-time employees.
At the Community Food Hub, we will make a strategically planned shift away from the traditional model of handing people a bag of food to allowing guests to choose their food with dignity. Guests will be able to shop for their family’s food in a grocery store setting, choosing food that their families will enjoy, that’s culturally appropriate and dietarily healthier. Even though People’s Choice is nationally recognized as a best practice, CEIF APP #111
ITEM 12.4. ATTACHMENT 2
surprisingly it is not standardized or even routinely practiced in a food locker /pantry setting. We aim to change that ,and make the Community Food Hub of Rancho Cordova a model for other communities to learn from.
The Community Food Hub will provide a welcoming and empowering space for guests that is not stigmatizing. It will be purposely designed as a one stop shopping site where local community organizations can come to describe their services, enroll folks in programs and possibly offer classes on site. The Hub will offer more fresh food, expanded food recovery, along with nutrition education and health promotion, to help reduce health disparities.

The food locker is embarking on a major change, including the decommissioning of its historical location to the construction of a completely new site with a profoundly improved program model. It will take to years to fully carry out these changes. We are seeking two years of operational support as we navigate these upgrades. The new model of a Community Food Hub will generate tremendous financial support once we establish the operation. We believe in two years we will have a fully selfsustaining organization. Rancho Cordova Food Locker
“emergency” food and the system designed was largely transactional, with a focus on serving as many people as possible as quickly as possible.
After 30+ years as a Church charity RCFL became an official 501C3 nonprofit in 2020. In 2021, after one year as a freestanding non-profit the City of Rancho Cordova conducted a 90-day project to support RCFL to better understand its growth and capacity needs and to help identify future impact priority areas for our then fledging organization. The project findings made several recommendations. Hire an Executive Director, develop a strategic facility action plan, implement Sacramento Food Bank and Family Services “Oasis” data collection system, improve financial management and fund development, diversify the volunteer pool, introduce a stronger whole-person care approach to the program, connecting folks with a full range of services, become an official food recovery organization and concentrate on more nutritionally based foods.
In 2022, with the feasibility study as the road map, we began the initial steps to transform our organization with a focus on dignity, health, social justice, community, and person-centered design. We have reconfigured, repaired, brought up to code and food safety standards all buildings and equipment at our current location. Our food distribution operations have been designed to meet the growing demand while prioritizing food, guests, staff, and volunteer safety. Since 2022 we have seen a 400% increase in the number of households we serve. We received the Sacramento Food Bank and Family Services only 100% satisfaction rating for food, program, and safety compliance of any partner agency in the network.
In October of 2022 we invested in an IT infrastructure to launch the “Oasis” data collection system. Trained staff and volunteers can now accurately log our guests into the system, giving us accurate data on who we serve, the frequency and types of the services provided. We now meet reporting requirements that qualify us for program expansion. The data collected also gives us the ability to seek grants that require demographic data on who we serve.
A strong financial management system was put into place, including contracting with a part-time controller, and implementing internal financial controls. We completed our first financial audit for fiscal year 21/22 and are about to complete the audit for fiscal 22/23. These strong financial systems give us the ability to apply and qualify for a broader array of funding, including large grants. Compliant HR practices were implemented, and staffing was expanded. With our financials in order we focused on fund development, increasing the amount of funds raised significantly.
The growing demand for services required a broader and larger volunteer base. We have seen our volunteer team grow 150% over the last year. We now welcome a steady stream of current and former guests, City residents (of all ages), corporate groups, Church groups, students, parents and their children with disabilities, adults who are Neuro diverse and participants in the Sheriff Departments Alternative Sentencing program. Our original board of trustees has expanded 66% and now includes representatives from Solidigm, Dignity Health, the City of Rancho Cordova, local Corporations, and the Diocese.
We have focused on four primary areas, service with dignity, food access, food recovery and program partnerships.
Our day begins with our Morning Meeting, which includes all staff and volunteers. We open with words of inspiration and gratitude for our work and a deep recognition of who we are about to serve. Everyone is encouraged to greet our guests with smiles, providing a welcoming environment for folks who are struggling.
In addition to our three hour, three times per week distribution we have expanded distribution channels through community outreach and partnerships. Twice a month volunteers deliver groceries to a local senior apartment complex. Representatives from the Veterans Village weekly pick up groceries for veterans who need food.
Members of the new Community Schools team daily pick up groceries for families in transition. Healthy snacks are delivered by the pallet to Cordova High School monthly. Friday groceries are provided to over 23 families whose children participate in the Youth Center programs, the City’s Homeless Outreach team weekly picks up ready to eat ITEM 12.4.

food for the unhoused and groceries for the Transitional home, and in partnership with HART, we provided meals for the Winter Shelter.
Our ability to provide more fresh healthy food was bolstered by our designation as a food recovery organization.
Collecting edible food that would otherwise go to waste and redistributing it to feed people in need. With funding from last year’s CEIF grant we increased food recovery significantly, expanding the number of grocery stores in the program and the amount of food recovered. This has brought over 1.5 million pounds of food to those we serve, diminishing food waste.
Through community outreach and an expanded service model we have been able to acquire additional services for the folks we serve. Last year we qualified for two significant programs from the Sacramento Food Bank and the Department of Health and Human Services, the Diaper Program and Senior Program. We are now a “diaper depot” proving families with young children a monthly supply of diapers. And our new Senior Box program provides enrolled seniors with a monthly addition of shelf-stable, diet healthy food. Community partnerships with Code Enforcement have brought the Homeless Navigators onto our campus weekly to assist the unhoused. And a partnership with Family Meal Sacramento brings 200 restaurant prepared meals (each meal serves a family of four) to the food locker. We primarily distribute these meals to veterans, seniors, and students in the Community Schools program.
The last two years’ successes demonstrate our ability to meet the demands of the growing impact of food insecurity in our region.

Single Mom Strong: EmpowerME Preschool & Childcare, Rancho Cordova Provide a
Project/Program
Synopsis
This project includes the leasing, tenant improvements, licensing, furnishing, staffing, training and initial enrollment of an EmpowerME Preschool & Childcare location in Rancho Cordova. It is intended to house one infant, two toddler and two preschool classrooms, providing full-day preschool/childcare services for approximately 60-65 children.
Provide a
Project/Program
Description
Funds will be used to open an EmpowerME Preschool & Childcare location in Rancho Cordova, providing full-day, high-quality, low-cost childcare services for approximately 62 children in one infant, two toddler and two preschool classrooms.
Our region is grappling with a severe childcare crisis, with single-parent households bearing the brunt. The statistics are staggering: according to California Childcare Resource & Referral Network, in 2019, there were 173,203 children with working parents in need of childcare in Sacramento County, but only 45,033 childcare spaces available. The pandemic only exacerbated this issue, with 156 childcare sites closing in Sacramento County (as reported by CBS News in 2021). Then, staffing shortages further strained this system, expanding the extreme lack of capacity. Even before the current supply issue, quality childcare was financially unfeasible to most single-income households. The pandemic and inflation only exacerbated those concerns. This crisis deeply impacts our community, our economy, and, disproportionately, single mothers.
To end this crisis, we must ensure equitable access to quality childcare and location is a key factor. According to bestneighborhoods.org, 11.39% of households in Rancho Cordova have a single-parent, with a high concentration of these homes in the areas adjacent to Highway 50, making this corridor an ideal target location for EmpowerME to best serve Rancho Cordova families and workforce. EmpowerME has been operating in Sacramento for nearly two years, and in Citrus Heights for four years, (being named “Best of Citrus Heights” in the “Preschool/Childcare” category for the past three!) We are confident we can replicate our success and make a difference in the lives of Rancho Cordova families.
Beyond providing critical childcare capacity, many unique factors of EmpowerME will make it an asset to the City of Rancho Cordova. From low student-teacher ratios, to trauma-informed care providers, and significant emphasis on social-emotional development, EmpowerME’s design challenges the status quo in many ways. We tackle the issue of affordability with our innovative nonprofit model and strong public and private partnerships.
State programs intended to reduce childcare costs for single or low-income working parents are severely flawed, and create ceilings for earning potential and economic mobility, perpetuating cycles of poverty. Limited, free childcare (Headstart) is available only to those with very low income: a parent of two children qualifies with a maximum annual income of $24,860.
CEIF APP #112
ITEM 12.4. ATTACHMENT 2
As individuals rise from minimum wages toward a more livable wage, they may qualify for childcare subsidies, which pay for a portion of childcare costs for households exceeding the Headstart threshold, and earning up to $78,120 per year in Sacramento County. There is currently a three-year waiting list for this program, and, if received, the benefits decline as income increases.
We empower single-parents and disrupt this broken system. EmpowerME provides high-quality early childhood education, and full-day childcare for school-age children during school closures, at 20-40% lower cost than regional average (savings vary per program). While all children are welcome at EmpowerME, and all families benefit from the reduced tuition, programs have been specifically formulated to meet the needs of singleparent families, with single-parents having the opportunity to volunteer in our centers for additional tuition discounts. Single moms can provide for their families, with the assurance that their children are being well cared for, and the significantly reduced financial burden greatly impacts their single-income family budget. Finally, Single Mom Strong Career Advancement programming supports single mothers in many other impactful ways while they pursue career goals.
Our request is for (up to) two-year funding, with the first year’s funds to be used to lease, build out, license and furnish the center, and the second to fund its opening, including initial marketing and associated costs, classroom supplies and materials, and funding the budget deficit for the first six months, until the project is self-sustaining (equal to approximately half of wages during that time). This one-time investment serves as seed funding creating permanent enrollment capacity for over 60 children. This method has proven successful in the past, as it was used to fund the initial construction of our Citrus Heights center, and its expansion three years later. In both instances, all goals were met without additional funding, and the program is self-sustaining.
In addition to providing quality, affordable childcare for at least sixty children at a time, these spaces in EmpowerME serve as a gateway for single mothers into all SMS programming and the associated family wellness. When under or unemployed moms can rely on quality, affordable childcare and pursue career goals, compounding positive outcomes are created that can never be fully quantified.
