TO: Honorable Mayor and Council Members

Randi Kay Stephens, Management Analyst II
SUBJECT: FISCAL YEAR 2024-2025 COMMUNITY ENHANCEMENT &
INVESTMENT FUND GRANT APPLICATIONS
RECOMMENDATION
Receive presentation and provide direction to staff.
RESULT OF RECOMMENDED ACTION
Council will review and discuss grant applications that were pulled for further discussion at the April 23, 2024, Special Meeting. Input and direction received from the City Council at today's meeting will finalize the grant applications received for approval.
BACKGROUND
The application period for the Fiscal Year 2024-2025 Community Enhancement & Investment Fund opened on February 5, 2024, and closed on March 15, 2024. This year's open call for applications resulted in more than $12 million in requests for funding from 115 active applications (8 applications have been withdrawn from consideration out of the original 123 submissions). The Council typically grants about 25% of the anticipated Measure H revenues for the community grants, which totals $3.125 million in Fiscal Year 2024-25.
On April 2, 2024, the Council received access to all grant applications along with a summary update of all the grant applications received for the Fiscal Year 2024-2025 Community Enhancement & Investment Fund grant cycle. At the April 23, 2024, City Council Special Meeting, staff presented their funding recommendations, which included $1 million of previously allocated grant funds for Fiscal Year 2024-2025. Therefore, out of the $12 million in new grant requests, staff could only recommend approximately $2 million in projects and programs. As a result, this also means that not all grant requests received a recommendation to fund, or a recommendation to fund at the full funding level requested by applicants. At the April 23, 2024, City Council Special Meeting, Council discussed the summary of grant applications with staff recommendations and requested additional discussion on 43 items at a future Council meeting.
The 43 grants identified for further discussion are the topic of discussion at today's meeting.
The desire is to finalize the CEIF grants recommended for funding at this meeting with formal approval occurring by resolution at a regularly scheduled Council meeting in June.
City Council Staff Report - Page 2 of 2
FISCAL IMPACT AND FUNDING SOURCE
The projected Fiscal Year 2024-2025 revenues for the Community Enhancement & Investment Fund, focusing on Measure H, are estimated to be $11.7 million, of which roughly $3.125 million is anticipated to go towards community grants. Any amounts approved above this amount will require a reduction in allocation in another category of funding.

To: City of Rancho Cordova c/o City Councilman Garrett Gatewood Re: HBCU College Visit Tour for High School Students
The below proposal represents a sample template for conducting an HBCU tour that would occur over the Easter vacation dates in the Folsom-Cordova Unified School District calendar, 2025. The intended group that would participate on the trip would be high school juniors and seniors, while prioritizing graduating seniors.
However, it is important to include juniors if possible because the earlier children are exposed to college the more likely it is they will successfully matriculate and graduate.
In conjunction with local educators and city officials criteria that students need to be eligible for the trip would be established.
The United College Action Network (UCAN) is a Sacramento non-profit organization that has been in existence since 1988. Cofounded by Dr. Alan Rowe and his wife Donna, it has provided services to over 60,250 students, who have earned 19,000 admissions to an HBCU and over 9,000 have received scholarships representing $61,000,000. UCAN has conducted HBCU college fairs for 25 years and HBCU college tours for 16 years.
Most recently UCAN sponsored college tours with Elk Grove Unified School district and this year with Modesto City Schools.
UCAN stands ready to provide a comprehensive college tour for eligible students from the City of Rancho Cordova and is available at any moment to coordinate a college tour with the appropriate officials from the City of Rancho Cordova. The average cost for each student to attend a 7-8 day trip during the Spring of 2025 would average $3000.00 per student as long as we can deposit funds with the various service providers (airlines, hotels, transportation companies, etc.) in the near future.
An initial group of 20 to 25 students would be the most impactful use of funds and cost $60,000.00 to $75,000.00. The other variable expense would be the cost of the chaperones which generally is 1 chaperone per 5 children (at the same $3000.00 rate). It Council Requested Item #1

would be most helpful if we could receive funds from the city of Rancho Cordova fairly quickly so that we could seek matching funds from local businesses, foundations and individuals in the form of tax deductible contributions that would allow us to achieve our stated goal of 20 to 25 students. Of course we can scale back the number of student participants as supported by the available funds.

RE: ARTWORK PROPOSAL - PRODUCTION & INSTALLATION
This is a proposal to recreate an art installation as seen by accompanying picture submitted to me by Mr. Steve Ryan, Owner of Rudy’s Hideaway, where said sculpture when completed will be installed as a public viewing art installation. The metal antique style bench or anything close to what is shown in the submitted picture is not readily available, so a style of bench that is available at any given time that the project is started will have to be approved by Steve Ryan at the time of hunting the bench down. This same scenario will happen when finding and securing the light heads and foot posts.
The bench ends will be a metal casting of iron or aluminum.
Depending on what is available at start time. The posts that hold the light heads on and the foot castings will be of steel they will need to be cut and formed and welded as shown to be in the same relative position as the picture shows.
The light heads will most likely be of metal or aluminum they will have glass or translucent plastic windows and will be lighted as they will have electricity ran to them (electrical not provided by Fine Arts by Tomas) however, Thomas will have all proper wiring installed in the pipe that forms the upright portion of the light posts to the light heads from a proper electrical box located under the bench out of common sight, that a qualified electrician can connect to after physical installation takes place or at same time.
The bench slatting may be made from metal in lieu of wood to give a longer life span to the art installation. These pieces will be part of the project custom fit to the bench ends that we will hunt for when we begin. All the pieces will be painted in proper exterior metal primer automobile grade epoxy primer and then painted gloss black again automobile grade with industry finish hardener.
The completed structure of the art piece will be delivered in part sections and finish install will take place on site at Rudy’s Hideaway along with being bolted down with concrete bolts and nuts to the concreate surface.
INCLUDED IN PROPOSAL:
The research time to locate all pieces & arrange shipping.
The metal piping the metal slatting, the wire, the epoxy primer and finish paint, the bench metal cast ends, the light heads, the foot castings (bottom of lamp posts), led lights socketing for lights, nut bolts, misc. paint thinners and cleaners for metal, prior to paint. Welder estimate time to build the structure art piece take apart deliver by truck re-assemble install on site Rudy’s Hideaway location listed above in designated spot. Touch up any paint nicks or scratches.
The price for the above-described project will be $27,452.00 .

Description
Symphony D’Oro’s goal is to bring accessible music to Rancho Cordova.
Creative programs have entertained audiences in Rancho Cordova, with unique productions from Beethoven to a drag queen cabaret and Hansel and Gretel rewrite. Past concerts were in Koreana Plaza and Cordova High School Arts Center; small ensembles have performed at public venues in Rancho Cordova and the greater Sacramento area. We’ve demonstrated that we are able to perform good music well. In fact, with the level of performers that Symphony d’Oro attracts, Rancho Cordova community members are getting a San Francisco caliber performance, without the commute or high-ticket prices. Support and integration from Rancho Cordova allow projects and artists that would not be possible otherwise, enabling the Symphony to attract a broader audience. The success of our 2023-2024 season included world premier performances of a suite dedicated to Rancho Cordova, performed at the Cordova High School Performing Arts Center, and at the Koreana Plaza. It was truly exceptional to perform a piece about an iconic grocery store at the grocery store! The symphony featured small ensembles for an intimate fund-raising concert, which allowed the audience to be part of the music and interact with the musicians. And a documentary filmed about Symphony d'Oro Rancho Cordova, featuring composer Carlos McMillan Fuentes, is being premiered at our spring concert.
Based on our mission and demonstrated success, we have been able to secure a small grant from the City of Sacramento, which is a first for a Rancho Cordova musical group. This grant will enable us to hire additional musicians when one of our volunteers is unavailable or ill, or when a symphonic work requires larger instrumentation. The symphony continues to count on the Measure H grant from Rancho Cordova to support our distinctive programming in accessible locations. In 2024-5 the symphony is planning a unique concert, playing the orchestral accompaniment to Buster Keaton's movie filmed in Sacramento. The symphony plans to continue performing at Koreana Plaza to ensure everyone has exposure to orchestral music. We seek to maintain and improve quality and frequency of music performed, by requesting the means to perform high quality performances in community venues. Each venue has unique cost requirements, serves a different type of audience and supports different varieties and styles of music, which in turn requires artists and music. By continuing the funding, the Symphony can continue to provide and educate the community with an unlimited variety of music, and bring in superior local musicians to perform with and compose for, the orchestra.
As a closing note, we would like to share a story that highlights the value of having a symphony in Rancho Cordova. A new audience member, recruited by one of our orchestra, was so impressed by the opportunity to hear quality symphonic music in Rancho Cordova that she started telling all of her friends. One of those friends was equally impressed by a community that actively supports the arts, and passed that along to her grown child, who was house hunting. The result was that this young adult made the decision to buy a house in Rancho Cordova because of the city's support of music. We believe this demonstrates the importance of Symphony d'Oro Rancho Cordova's work, which is only possible with the grants that Rancho Cordova provides through Measure H.

Goals
1 Open the world of high-quality, high variety, orchestral music to Rancho Cordova citizens and visitors;
2 Further the Rancho Cordova Arts goal of making the city an arts destination;
3 Engage the community and enhance community pride;
4 Improve the image of Rancho Cordova and continue to enhance the Rancho Cordova community through arts, culture, and entertainment.
Community Enhancement grants criteria alignment:
•Civic Engagement: Bring free classical musical arts to families within the city in approachable locations within the city.
•Community Pride: Provide a documentary featuring the city’s symphony orchestra to increase the pride of a Symphony in the community with broader visibility.
•Quality of Life: Provide family music experiences, emphasizing the joy and fun of music, which uplifts all during this period of pandemic recovery. •Arts and Culture: Provide the gift of music to Rancho Cordova families and businesses, social groups, and volunteer organizations. •Children and Youth: Educate and inspire children with musical arts experiences within their community.
•Education: Demystify classical music and allow enjoyment by everyone using the Symphony’s “down to earth” presentation style and variety of performances.
Current assets include:
Leverage of existing event organization expertise of the Cordova Community Council and volunteer contributions by Rancho Cordova Arts where needed and the artistic expertise of the Symphony d’Oro team.
Return on Investment since the value of positive publicity brought to Rancho Cordova as it positions itself as a place that cares about art could easily exceed costs. The Symphony receives regular recognition from regional print, radio and television media, and a new documentary.
Capacity of the Symphony d’Oro Rancho Cordova project team with a proven track record and well-documented capacity for delivery of a project of this scope.

The Symphony carries out its mission with a high level of support from, and integration with the Cordova Community Council Foundation, with support of $10,000 this year. The Symphony participates in the Sacramento region Big Day of Giving campaign each May, and produces annual creative fundraisers which not only offset expenses but also bring the name of Rancho Cordova to the fore as a center for the Arts in the region.
Estimated income of $5000 and $6000 respectively for these events.
Online donations from members are estimated at $3000 annually. We have been given a two-year grant totaling $11,256 from the City of Sacramento Arts Recovery Program to assist with income recovery following the losses during the Covid-19 pandemic. Symphony d’Oro Budget 2024-2025
To be supported by Rancho Cordova Measure H Grant:
Requested $24,100
Performance/ Rehearsal Space Costs: $7300
Costs for performance space and the necessary dress rehearsal have continued to rise. This will support performances at the Cordova High School Performing Arts Center, as well as a planned performance at the Crest Theater.
Composers/ Guest Artists: $8000
Planning for the 2024/25 season includes both solo guest artist performances as well as work with Andrew Simpson for access to his composition to accompany the Steamboat Bill movie.
Storage Rental: $4000
Storage rental costs have increased over the past year. Storage is necessary for equipment owned by the symphony as well as the library of music the symphony uses for performances.
Music: $1100
Music costs include the rental and purchase fees for music to be performed.
On-line Advertising: $1600
The symphony uses a web site and an email service to enable communication with members of the public to ensure visibility of our performances. Additional use of advertising is planned to spread symphony information further.
Equipment: $2100
Equipment charges include costs associated with percussion instrumentation, getting any necessary musician equipment to the performance venues, and purchase of additional cabinets for the expanding music library.
To be supported by Sacramento Arts Recovery Grant: $4,500 Additional musicians: $4500
Hiring of additional musicians is necessary to cover for our volunteer musicians who are not available or who are ill. This has been necessary many times due to unexpected illnesses associated with the Covid-19 pandemic.
To be supported by the Cordova Community Council Foundation: $10,000 Conductor’s salary $10000
The grant from the CCCF is used toward the compensation for our conductor, Pete Nowlen. Having a trained professional leading the symphony is critical to being able to perform a broad range of repertoire with a musicality that will keep audiences engaged.
To be supported by anticipated donations and fundraising: $14,000 Bookkeeping, librarian, insurance, additional costs from categories above not fully covered by grants.
The Symphony Board works diligently to raise funds through donations and a fundraising concert to help pay for remaining costs to the organization, including bookkeeping, our librarian, and insurance fees, as well as remaining costs in the categories associated with the grants that are not fully covered.

Synopsis
In its fourth year, the CYSO is playing world-class music and deserves a larger audience. This project maintains the orchestra at 50 members and focuses on maximizing the audience especially at two formal concerts at the Cordova High Performing Arts Center.

Project/Program
Description
The 50-member Cordova Youth Spotlight Orchestra delivered two successful formal concerts at the Cordova High Performing Arts Center.
The audiences were a respectable size, but well short of the 400-seat capacity of the auditorium. Students, including 12 soloists, ranging in age from 8 to 17 worked relentlessly from August through December to master 11 classical compositions by January, and their accomplishments need to be heard and applauded tenfold by members of the Rancho Cordova community. At the same time, the Rancho Cordova community deserves to hear this world-class music performed in their backyard by home-grown stars. This project in particular returns at least as much to the community as it does to the talented young artists.
To obtain the desired audience, this project will saturate the city with physical and digital publicity throughout the year and especially before concerts. Specific strategies include the following:
· Engage the Community Council to broadcast event flyers two months before events.
· Hang large event signs visible to passersby at high-traffic locations in Rancho Cordova 6 weeks in advance.
· Incentivize a CYSO parent/friend to post CYSO stories and reels 5 times a month on social media.
· Solicit corporate--big and small--event sponsors.
· Incentivize a CYSO parent/friend to build relationships with potential corporate sponsors.
· Advertise concerts on FCUSD www.peachjar.com.
· Leverage existing relationships with all community partners to promote events.
· Promote concerts prominently on the SPAC website.
This project enables current levels (2 hours per week) of instruction and material support for 50 scholarship students in 2024-2025 and continues the development of local musical prodigies. Students will learn and perform 7 Nutcracker compositions and, for formal concerts, Mozart 40, 21, Paganini’s Devil's Trill, Hungarian Dance, and William Tell Overture.
Besides formal concerts, the CYSO is committed to free public performances and volunteer community service. The orchestra traditionally performs at the Theater of Lights in Old Sacramento and has a standing invitation to perform at Breakfast for Santa at the Neil Orchard Senior Center. The orchestra welcomes opportunities like the PAL toy drive to perform or lend a hand to other organizations serving the community.

Balance Dance Project: The Dance Experience
Provide a
Project/Program
Synopsis
"The Dance Experience" offers a unique and enjoyable way for youth to engage with dance and performance while contributing positively to their mental and physical well-being. The combination of creativity and responsibility creates a memorable and transformative experience.
Developing a rich performance program for the City of Rancho Cordova.
Provide a
Project/Program
Description
"The Dance Experience" is designed to not only provide valuable training in dance and performance but also to create a memorable and inspiring journey for participants, fostering a love for the arts and a sense of community among the youth in Rancho Cordova. Under the artistic direction of dance studio owner, Heather Singleteary, who has implemented this same program at her studio, Balance Dance Project, we are certain, offering this program to the Rancho Cordova community will be a success. The program's uniqueness and innovative approach have garnered popularity among participants at Balance Dance Project as it is making a positive impact on participants in various aspects of their lives.
Engaging in dance, performance, and contributing personal ideas to the creative process plays a crucial role in building self-assurance. It will be a 6-week program divided into three age groups: 6-9 years old, 10-13 years old, and 14-17 years old, and each group functions like a summer dance camp, meeting multiple times a week for several hours. The experience teaches dance and performance techniques and includes the production of a professional-level photo shoot and dance music video. Daily activities will include warm-ups and dance and performance training to build skills.
There will be brainstorming activities between the participants and their instructors, so the performers can contribute personal ideas to the theme and concept. Learning and rehearsing choreography, incorporating elements of acting, to enhance the theme in the performances. The professional photo shoot will happen within the first week of the experience, as it will be used to generate promotional material for the upcoming music video. Weeks following are dedicated to learning and producing the dance music video, incorporating all necessary elements. In the final weeks the refinement of all details will happen and then the participants will have music video shoot day. A very exciting and much anticipated day. The experience will end with a celebratory watch party where all age groups will come together for their music video debut. Family and friends will be invited to share in this exciting moment and each participant will receive a digital copy of the music video as a momentum and to continue to share. The program aims to provide an "all-star" dance and performance experience not commonly accessible to youth in Rancho Cordova, with hopes to spark a significant interest in dance and performing arts within the community. By offering this unique experience, we believe it may become a staple in the youth summer camp program options and become a longstanding and cherished dance and performance program in Rancho Cordova.

The Artistic Director orchestrates a symphony of visual and auditory elements by providing their understanding of dance dynamics and artistic expression. Blending choreography, costumes, music, and visual elements to bring the experience to life. The instructors will collaborate with the Artistic Director to connect and create the choreography and visual aesthetics. They will provide the dance training and instruction. The administrative team handles the essential logistics, communication, and financial aspects. Providing support and assistance to program participants and staff by facilitating and managing the registration process, program marketing, and keeping detailed records of income, expenses, and budget allocations.
Provide your
Project/Program
Goals
To create a unique and enriching experience for participants by combining dance training, acting elements, and the production of a dance music video. We want all participants to feel welcomed, regardless of ability level and will foster the development of their dance and performance skills.
Keeping the program inclusive and accommodating is key. The program will create an environment that supports personal growth, self-assurance, and a sense of accomplishment. The program will emphasize physical and mental health benefits of dance as a form of exercise and creative expression. Finally, the program will promote team building skills through collaborative dance training and choreography, thus producing said dance music video.

Adaptability: What is
your plan to complete
your project/program
should any
challenges arise?
Due to the nature of our project, we can be somewhat flexible with where and how we hold the program. We have connections with video production teams and company's as part of the program, and if we needed to adjust to a virtual program, we could easily provide pre-recorded classes and tutorials of the training, choreography, and performance instruction. Virtual live dance classes have also proven successful and effective during the COVID-19 Pandemic, so our instructors would have the ability to switch to a virtual teaching environment if necessary. The programs professional photo shoot and music video filming can also accommodate a socially distant environment, in the sense that the film crew and photographer could perform these task at a socially distant capacity and edit this portion and continue to produce these pieces of the program. Debuting and distribution can happen virtually as well. The Artistic Director, as well as the instructors, having a vast knowledge of how the program operates, also have a variety of resources that would by accessible to assist where needed to keep the program running smoothly and efficiently. All staff have experiences running this program, or a similar program, during the pandemic and are experienced and skilled in this area.

To whom it may concern,
Heather Singleteary has been a dance instructor for the City of West Sacramento Community Center for over five years.
Through out this time, Heather has been professional, punctual, a good communicator and a pleasure to work with. Her dance classes are very well attended and both her students and their parents love her patience, fun and upbeat teaching style.
Over the years, Heather has become a valued part of the Community Center team. She is really passionate and our community and mentoring youth in a positive way.
I would recommend Heather for any position as she has the quality of character to achieve anything she puts her mind too.
Please let me know if you have questions regarding my letter of recommendation.

To whom it may concern,
My name is Krystal Coles, and I am the President of Balance Dance Project, a non-profit dance studio located in Sacramento. I am writing this letter in support of our Artistic Directors request for grant funding from The City of Rancho Cordova’s Community Enhancement and Investment fund.
I am a Rancho Cordova native, and both sides of my family started families in Rancho in the 1970’s. Both of my parents went to Mitchell Middle School, and graduated from Cordova High School. I was born at Mather AF in 1981, and attended both Cordova Lane and MItchell Middle School. I have been able to witness the amazing changes that have happened in Rancho Cordova over the years. Growing up in Rancho Cordova I played piano, took karate lessons, and spent summers at the pool at the Cordova Community Center. I even participated in the 4th of July parades. I have always felt a strong sense of belonging and connection to the neighbors and community in Rancho, and with family and many friends still there, Rancho is a place that feels like home. I feel this same sense of community and belonging at Balance Dance Project.
Before I became a member of the board at Balance, both my daughters were involved in Heathers dance program. The joy, self-confidence, and transformation it had on them was such a wonderful thing to see. Every program Heather implemented at Balance, my daughters were eagerly a part of, thus how I became so involved with this non-profit.
Balance Dance Project is applying for this grant because we feel that we can build a social connection, provide opportunities to meet new people, build friendships, feel a sense of community, in Rancho Cordova, through dance and performance. Balance Dance Project understands cultivating a love for dance at a young age can lead to a lifelong appreciation for the arts, creativity, and help provide positive physical and mental health. Balance wants to be a part of your continued efforts in bringing your community and creating a thriving, diverse, and vibrant place for residents to continue to enjoy.
Thank You,
Krystal Coles

Description
The third annual Documentary Film Festival in Rancho Cordova will showcase a diverse selection of compelling documentary films, ranging from social issues to environmental concerns, from local filmmakers to international perspectives. The festival will feature screenings, filmmaker Q&A sessions, panel discussions, and workshops to educate and inspire audiences of all ages.
As with the previous two years, we will utilize three screening locations:
Rancho Cordova City Hall Council Chambers and American River Room.
We hope to use The Rancho Cordova Youth Center, which proved to be a prevalent screening location last year.
The Friday before the festival, we will plan and organize an opening night reception/gala that, in addition to Rancho Cordova City Council Members, RC Cith Hall staff, invited dignitaries, filmmakers, and other guests, will be open to any City of Rancho Cordova Resident. The opening night reception will be followed by a screening of this year's highlighted film that will open to all attendees for the reception.
More than 1,000 filmgoers attended the 2023 festival's many screenings.
We determined that more than half of the people who attended screenings were residents of Rancho Cordova. This year, we are planning special discounts for residents of Rancho Cordova, and at the time of writing this application, we are still working out the details and logistics.
Another insight we discovered last year is that we presented too many films and found that screenings were lightly attended after 2 pm on Sunday.
This year, we plan on presenting fewer films and screening the more popular films twice at2 p.m. throughout the weekend to allow filmgoers more opportunities to view these more popular films. We will end the festival at 4 p.m. on Sunday instead of 7.30 p.m. last year.
As with last year, we will present three awards offering cash prizes. "Best of Festival" ($1,000), "Best Short Film" ($500.00), "Best Foreign Film" ($250). We plan to form a selection jury to determine the winning films. We are also planning on presenting 3-5 films dealing with environmental issues and presenting the "SMUD Award for Best Environmental Film" awarded by SMUD. We will develop a "youth jury" composed of Cordova High School students in conjunction with Conrad Mayer and his organization based at Cordova High School in Rancho Cordova.

Synopsis
“Immortal Winds” is an indoor competitive winter performing arts ensemble featuring youthplaying brass and woodwind instruments while moving in a highly choreographed indoor show.
Provide a
Project/Program
Description
In 2022/23, Mandarins, through the help of a grant from the City of Rancho Cordova, introduced “Immortal Winds”, a winter performing arts ensemble based in Rancho Cordova focusing on brass and woodwind instruments.
This ensemble addressed a current need in the community -- while high schools in Rancho Cordova offer Winter Percussion and Winter Guard programs and Sacramento State offers an independent Winter Percussion/Guard group, no wind ensembles have been available for youth participation.
Winter Winds ensembles do not have any specific instrumentation. In fact, there are purposely less regulations and restrictions against winds groups, in regard to instrumentation. These less stringent rules exist in order to encourage experimentation. Winds groups also often incorporate percussion elements and guard elements into their performances, resulting in a unique mix of electric synergy.
Winter wind ensembles prepare an original show each year, approximately 8–10 minutes in length, and refine it throughout the winter season (January – April). Shows are performed on basketball arenas or gyms and are judged in various musical and visual categories, or "captions". Musical repertoires vary widely among corps and include symphonic, jazz, big band, contemporary, rock, wind band, vocal, rap, Broadway, and Latin music, among other genres.
Immortal Winds is open to all interested woodwind and brass player between the ages of 15–22 years of age. Experience camps are held in November and December during which students have the opportunity to hone the musical skills and learn basic movements used in the performances. In January, interested student is eligible to audition for the forty five (45) available openings in the competitive ensemble. Thereafter, the ensemble will continue to practice and perfect their music and visual performance as a team.

Goals
The goal of Mandarins is to offer students an experience which challenges and stimulates growth on many levels through an activity that promotes musical growth and development by involving a variety of core musical skills, standards, and abilities.
Imperial Winds goals include:
• To perform instrumental compositions representing various genres, styles, and cultures.
• Performing with expression, technical accuracy, sound quality, and articulation.
• Perform in solo settings, with small segmental ensembles, and as part of a greater overall ensemble production.
• Physically: improve muscle tone, conditioned response with/to music and other stimuli, simultaneous coordination of head, arms, legs, body stature as well as poise and control while experiencing physical and mental pressure.
• Mentally: improve multi-levels of thought organization such as reading music, blending sound with other musicians, portrayal of moods harmonious with other performers and musicians, an understanding of how and why they execute each move, and advance awareness of what the next move/note/step will be and why it is there.
• Socially: improve functioning in a group situation by setting common goals, cooperating, and striving for success as a team.
The cumulative result is a student with deeper feelings of understanding, a more disciplined focus (which finds its way into study habits in scholastic efforts), and a higher level of self-confidence.
Mandarins will showcase the finished program at a free community event in Rancho Cordova during the season. The program will further benefit the Rancho Cordova community as there are many outlets (other than the anticipated competitions) for performances available to a winds ensemble, including rallies, community showcases, or school assemblies which can showcase the activity to the community. Students and faculty will be introduced to the program and the audiences enjoy the show for its entertainment value.

Mandarins uses a variety of metrics to track the participants progress and growth ranging from an initial evaluation of the skill level of each performer, individuals interviews before and after the competitive season, performance evaluations provided by judges at competitions in categories such as repertoire, general effect, production value, pacing, staging, musicality, and coordination between props and performers. Meetings with staff and performers occur periodically during the competitive season to access progress and areas of improvement. Exit interviews are conducted with both staff and perofrmers are the end of the season.
Mandarins Finance Committee oversees the budget and meets every month to ensure Mandarins programs, including Immortal Winds, remain within budget and to plan fundraising for the upcoming year.

Mandarins is using a variety of fundraisers each year for its other programs and is incorporating the same strategies for Immortal Winds as follows:
• To help defray ongoing costs, Mandarins will charge member fees and tuition for experience camps and membership contracts for the 2024-45 season. During the inaugural year of the Immortal Winds in 2022-23, tuition covered approximately $20,000 of the total costs, and the 2023-24 season covered approximately $30,000 due to more members and increased tuition;
• A portion of the profits from Mandarins annual fundraising activities (DCI Capital Classic Drum Corps Show, Mandarins Birthday Bash, Mandarins Annual Golf Tournament, and special events held at the Mandarins Music Center earmarked for Immortal Winds;
• Mandarins has entered into a partnership with KHS America and Sacramento State University to lease instruments for the Winter Arts season at a reduced rate;
• Mandarins will continue ongoing fundraising programs of donor campaigns, additional grants, charging admission for specified musical performances and events, challenges, used equipment sales, and virtual events.
• Sponsorships from local businesses and grants from local foundations and government entities and individual donations.
• Mandarins operates a Bingo Center at 9792 Business Park Drive in Rancho Cordova. A portion of the profits has been designated for Immortal Winds for the upcoming years 2024 and 2025.
• Mandarins also has an Entertainment Sector that appears at local functions and events for a fee. After the entertainers are paid, the remaining profits are used to offset costs in each of Mandarins four youth performing arts programs.
• Mandarins merchandise is available on the Mandarins online store with a percentage of proceeds to be earmarked for the program.
Please describe any

Instruments: Miscellaneous repairs and padding necessary each year.
Replacement every 4-8 years
Vinyl Floor: Floor must be cleaned and repainted each year and replaced after five years. Mats are painted each year to enhance the design of the show.
Costumes: For sanitary reasons, costumes are not reusable and become the property of the performer at the end of the season.
Props: Frames for props are reusable but props are rebuild and designed each year.
Insurance: Liability and comprehensive policy to cover injury and loss of instruments is a yearly expense.
Transportation: Mandarins maintain a box truck, a pickup truck, and three axle trailer for transporting props, instruments and equipment to the various show and event sites. These vehicles must be registered each year, maintained and repaired as needed, insured and stored. Buses may be leased from time to time to transport performers to competitions.

multiple years?
Multiple Years
If requesting for
multiple years,
please share how

Mandarins anticipates the program will be fully self sufficient by 2026-27.
Inflation has been a factor over the past two years and the rise in fuel, insurance, and goods has been challeging in projecting full self sufficiency.
For
projects/programs
that span multiple
years, please
describe your
sustainability plan
and whether it is
viable as a single
year request.
Mandarins intends that the program be self-supporting by 2026 by increasing tuition for participation, increasong the number of participants, securing corporate sponsorships and other fundrasing activities.
When Mandarins began developing the program in 2021, staff had identified a lack of wind ensembles in the Sacramento region, including the City of Rancho Cordova. Although Mandarins believed that the implementation of the Winter Winds program was viable, a lack of interest in the ensemble or a lack of necessary participants during the initial year of the program would indicate that the program was not feasible. As a result, when Mandarins applied for and was awarded a grant from the City of Rancho Cordova in 2022, the goal was to offer the program for one year, then re-access its sustainability for future years. If the program was not viable, it would not have been offered beyond the initial year.
The metrics collected from the inaugural year indicated that the program was successful and would provide an on-going benefit to local youth.
This year, Mandarins offered two Workshops/Experience Camps to band students playing woodwind and brass instruments. Over seventy hopeful performers attended these Workshop/Experience Camps which were held in November/December 2023. Each student who participated in the weekend workshops were given the opportunity to audition for the 2024 Immortal Winds Performance Ensemble, if they so desired. Ultimately, five students from the Folsom-Cordova Unified School District were chosen to join 37 other excited performers. Weekly rehearsals are being held on Fridays, Saturdays and/or Sundays at the Mandarins Event Center and Immortal Winds has competed in three competitions at Sacramento-area high schools. Of the three competitions to date, the Mandarins have won our division in both of them and are a favorite of both the audience and judges.
This year is only the second year that the Immortal Winds Ensemble has existed. Statistics gathered by the Marching Arts community and parent organizations such as Winter Guard International (WGI) and Drum Corps International (DCI) indicate that it takes approximately five years for a start-up ensemble to become fully established. Each year that a start-up CEIF App #8
ITEM 3.1. ATTACHMENT 4
ensemble performs and does well creates more interest as performers, instructors, and audiences start to recommend the program to friends and family. In this, the second year of Immortal Winds, we have already had two performers who reside in the City of Rancho Cordova return to participate and 9 students from the Folsom-Cordova Unified School District participated in the experience camps. In addition, as a result of the first year's success, Immortal Winds was contacted by and subseqeuntly hired an instructor who lives in and teaches in Rancho Cordova. This instructor has been an outstanding benefit to the Mandarins orgianization and the Immortal Winds program and is already recommending the program to other teachers and students in Rancho Cordova for the upcoming years.
Over half of the participants returned in the Fall of 2024. In addition, Mandarins is receiving inquiries about the program and the 2024 Fall Experience Camps from local interested youth who have seen the ensemble perform. As the program grows and becomes more well-known, tuition costs will increase, which will help offset ongoing costs. Mandarins will continue to fundraise and earmark a percentage of funds received through Bingo, facilities rental, ticket sales, souvenir sales and program specific donations for the Immortal Winds.
Each year’s show is a “stand alone” project and does no carry over into the next year. Although students can participate year after year as long as they are eligible, the program is completed each year at the Championships.

January-February, 2025: Rehearsals will be held every Sunday.
Rehearsal times can range from four (4) to six (6) hours each session, increasing in time as music is combined with movements and drill patterns.
Competitions typically start late January 2025 and culminate in the Championships held in late April 2025.
March-April, 2025: Rehearsals increase to both Saturday and Sunday, if needed. Additional rehearsals may be held during winter break from school.
Final competitions attended.
April 2025: Final meetings between staff and exit interviews and written surveys distributed to staff and performers.
May 2025: Final meeting for 2024-25 administrative staff to review evaluations and discuss results of exit interviews and surveys. Planning begins for next years show and competition schedule. Immortal Winds anticipates entering six to ten competitions each year.
NOTE: Mandarins Is currently participating in seven events/competitions during the 2023/24 inaugural season as an exhibition group and has performed two community musical performances at the Mandarins Event Center free of charge to the general public.

Description
The Beautiful Excellence (B.e.) Visual Arts and Performing Arts (VAPA) program is a dynamic initiative based at the House of Prayer church in Rancho Cordova, CA, with a focus on fostering creativity, self-expression, and mindfulness targeting 100 Rancho Cordova youth of all ages. Tailored to provide a safe and culturally relevant space, the program offers specialized courses in drawing, painting, mixed media, dance, and music.
Each component of the program is thoughtfully designed to unlock and harness the numerous cognitive, emotional, and social benefits associated with active participation in the arts.
In the realm of drawing and painting, participants delve into the world of visual expression, learning techniques that bring their ideas to life on canvas. The mixed media courses offer a dynamic fusion of artistic elements, encouraging experimentation and innovation. The dance component allows participants to explore the beauty of movement, rhythm, and choreography, fostering physical and emotional well-being. Meanwhile, the music courses provide a harmonious journey, enabling participants to discover the transformative power of melody and rhythm.
Beyond the acquisition of technical skills, the B.e. VAPA program places a strong emphasis on the holistic development of participants. Through artistic endeavors, youth engage in activities that promote cognitive growth, emotional intelligence, and social connection. The program creates a supportive environment where participants not only refine their artistic abilities but also gain valuable life skills, including teamwork, resilience, and a sense of accomplishment.
In essence, the B.e. VAPA program is a dynamic and enriching platform that goes beyond traditional arts education, aiming to inspire and empower the next generation of creative minds. Through artistic exploration, selfdiscovery, and mindful expression, participants embark on a transformative journey that shapes their character and sets the stage for a lifetime appreciation of the arts.
The inclusion of a mindfulness training component in the B.e. VAPA program is rooted in the understanding that cultivating mindfulness is a powerful tool for empowering youth. Mindfulness practices have been associated with numerous cognitive, emotional, and social benefits, making them a valuable addition to the holistic development of young individuals.
Mindfulness training provides youth with tools to enhance self-awareness, regulate emotions, and build resilience in the face of life's challenges. By incorporating mindfulness into the arts program, participants not only refine CEIF App #9

their artistic skills but also develop essential life skills that contribute to their overall well-being.
Moreover, mindfulness practices create a supportive and inclusive environment, fostering a sense of community and connection among participants. This component aligns with the program's commitment to providing a safe and culturally relevant space, ensuring that youth of diverse backgrounds can benefit from the transformative power of both the arts and mindfulness.
By harnessing the therapeutic potential of music and art, it provides youth with a powerful medium for healing, self-discovery, and emotional growth.
Through the amalgamation of creative expression, mentorship, mental health support, and mindfulness training, this program is set to positively impact the lives of young individuals and empower them to face the trials of today's world with confidence and resilience.

Each goal is a pivotal step towards creating a vibrant and inclusive community where creativity thrives, cultural richness is celebrated, and the unique talents of the younger generation are nurtured.
Program Goals:
Enhance Artistic Skills: The primary goal of the Beautiful Excellence (B.e.) Visual Arts and Performing Arts (VAPA) program is to enhance the artistic skills of participating youth. Cultivate a Sense of Belonging: The B.e. VAPA program aims to cultivate a strong sense of belonging and community among participating youth. By providing a safe and inclusive space at the House of Prayer church, the program strives to create a supportive community where youth feel connected and valued.

To Whom It May Concern:
I live in the Rancho Cordova community. I feel strongly about helping our youth to succeed. To move forward towards their future goals and to feel someone truly cares about them.
I'm speaking from experience. I use to work at a Foster Home Group home setting for boys and girls. What I took from working there was this. They want and need someone there for them. To talk to, to ask them how their day was, is there anything on their mind they want to talk about.
They love to know you care to listen. They are trying to see if your real. Can they build trust in you. Are you going to be consistent. Are you going to be there tomorrow. Can they depend on you? And if you can show them how to use their skills in painting drawing or whatever, they will show. They want to be a friend, they want to have friends but they need directions on how to do that and how to be leaders and not followers.
I do believe the company can be a tremendous help for the youth. So please consider my words and the youths so much needed help.
Be blessed,
Rhona Huddleston

To: Whom It May Concern:
Hello, my name is Esther Smith Bowens, and I am a Rancho Cordova resident for the past twenty plus years. I am writing to advise that Beautiful Excelence, an Outreach Non-Profit Organization for at risk youth would be a welcome addition to our community.
I believe the youth can benefit through their self-expression, mindfulness, creativity, and public expression through a diverse range of artistic expressions. This initiative includes courses, drawing activities, and mixed media. I believe Beautiful Excelence would be a great outreach program for youth in our community, allowing them to learn life lessons and benefiting the Rancho Cordova area as a whole.
In closing, I have seen firsthand some of the Artwork Beautiful Excelence has created in one of the local museums in the area. The overall experience was great, and I was also able to purchase some of the Art Paintings, and Tote Bags, and be a financial support as well. I believe the youth could benefit from this kind of Ministry& Organization. Such an organization as this is needed in our community today.
Thank you,
Respectfully,
Esther Smith Bowens,

Hello My name is Charlotte Smith I am a proud resident of Rancho Cordova California.
I am writing this letter of recommendation for B.E Beautiful Excellence and why I believe B.E will be a great asset to our community.
This organization provides mentorship and the opportunity for youth to express themselves in a positive way with their gifts and talents. The B.E program will offer youth the platform to showcase their talents as well as grow through various expressions of Art. Music, dance, drama , writing and painting and photography through these expressions youth in our community will have a voice to bring about change and healing. The type of impact B.E. Can have on our youth will be tremendous and life changing.
A program like B.E. In Rancho Cordova is the outlet needed to help offset other negative behaviors in our community.

RE: B.e. Letter of Support
Mr. Alphonso Flowers,
I am honored to take this opportunity to express my enthusiastic support for the Beautiful Excellence (B.e.) VAPA Program proposal. Your dedication to this initiative is truly commendable, and I am inspired by the positive impact it promises to bring to our community.
As a non-profit educational organization deeply committed to nurturing the growth and development of young minds, we recognize the profound importance of providing children with access to the arts.
Through our years of experience, we have witnessed firsthand the transformative power of artistic expression in the lives of young individuals. The opportunity to engage in creative endeavors not only fosters self-expression and self-confidence but also cultivates essential life skills such as collaboration, problem-solving, and critical thinking. Moreover, the arts have been shown to enhance cognitive development, emotional intelligence, and overall well-being among children.
By supporting programs like the B.e. VAPA Program, we are investing in the future of our youth and our community as a whole. The resources and opportunities provided through this program have the potential to positively shape the trajectories of countless young lives, empowering them to navigate the complexities of their world with resilience, creativity, and purpose.
In conclusion, I offer my unwavering endorsement to the B.e. VAPA Program as it endeavors to secure external funding to further its mission of nurturing the holistic development of young people. Together, we can create a brighter, more vibrant future for our students, our campus, and our community.
With sincere gratitude and best wishes,
Sincerely,

Description
Ri-Nu Imagination is a non-profit looking to open studios, galleries and community space for artists in Rancho Cordova and surrounding communities. We are looking to lease a facility along Folsom Blvd, in Rancho Cordova’s Art District that is big enough to fit into the design of the kind of art studio that we intend.
Ri-NumImagination will be involved in drawing, painting, pottery (ceramics), sculpture, podcasts - interviewing artists, woodworking ,photography, and graphic design et al.
In order to maximize the arts in Rancho Cordova , showing with an emphasis emphasis of multi-cultural local Artists
We are aware that there are several large and small art studios and art galleries all around Sacramento, no studios currently in Rancho Cordova for artisan space, which is why we spent time and resources to conduct our feasibility studies and market survey so as to offer much more than our competitors will be offering and our outlet is well secured with the various payment of options.
Much more than producing, retailing and renting out various artist studio spaces, our collaboration with artists and local small businesses in our community is key. We want to insure we support Rancho Cordova small business first, including other non-profit art groups,in our area. We know that our customers are the reason why we are in business which is why we will go the extra mile to get them satisfied when they visit our art studio and gallery and also to become our loyal customers and ambassadors of Rancho Arts.
Visiting our studios, via art shows, events, classes and meet-ups will give our customers a vibe that the arts in Rancho Cordova does not end with us. We will ensure that we get our other non-profits involved when making some business decisions that directly affect them.
We are aware of the trend in the art gallery and studio. industry and we are not only going to operate a system where our customers would have to come to our art studio to place order or to make purchase or whatever they want but we will also operate an online art gallery and our customers can order art works and related merchandize online and they will get it delivered to their houses or any location they want us to deliver to.

Description
We will provide the citizens of Rancho Cordova a full season of shows: A comedy, "Blythe Spirit", a drama, "The Plowman", a musical, "Chicago" and a classic, "Saint Joan".
For our 2024/2025 Season of shows, in October we will be presenting a hilarious comedy, “Blythe Spirit”, A smash comedy hit on London and Broadway Stages, this much revived classic offers wit, conflict and big laughs as a fussy, cantankerous novelist finds himself haunted by the ghost of his late first wife.
Next, in January we will debut “The Pillowman”, a dark phycological thriller that takes place in a fantasy totalitarian state where a writer is being interrogated by the police for the similarities between his stories and a series of gruesome murders.
We then move on to “Chicago” the Musical in April. In roaring twenties Chicago, chorine Roxie Hart murders a faithless lover and convinces her hapless husband, Amos, to take the rap...until he finds out he's been duped and turns on Roxie. Convicted and sent to death row, Roxie and another "Merry Murderess," Velma Kelly, vie for the spotlight and the headlines, ultimately joining forces in search of the "American Dream": fame, fortune, and acquittal. This sharp-edged satire features a dazzling score that sparked immortal staging by Bob Fosse.
Last but not least, we will be tackling the classic 1923 play “Saint Joan” by George Bernard Shaw. It depicts the story of Joan of Arc, a peasant girl from France who rose to prominence as a military commander by heeding the voices of the saints in her head. Despite leading French forces to victory in many battles, she was burned at the stake for being a heretic.
We plan on showing this in June.
