The Stepping Stone Program (SSP), will provide homeless individuals with housing, food, and hygiene assistance.

Foothill Family Shelter (FFS) will use the awarded CDBG funds to pay for staff salaries.

Beneficiaries will be homeless individuals and families connected to Rancho Cucamonga by living or working there will be provided with transitional housing andor basic necessities such as food & hygiene to help with the rising cost of products and inflation.

In addition, beneficiaries of the SSP will be able to receive services at FFS's Administrative office located at 1501 W.

Ninth St, Suite D, Upland, Ca 91786.

If offered housing, the apartments are located off North San Antonio Avenue in Upland, CA during Tuesday through Friday from 9am - 12pm and 1pm - 5pm.

According to San Bernardino County Community Indicators, 3 in 4 of the counties unsheltered people live unhoused.

This issue is caused by inflation, rising cost of rent, job loss, and other situational factors.

Poverty can negatively impact an individuals physical health, mental health, and educational ability which limits an individuals ability to reach their full potential.

FFS strives to provide families with the tools and resources needed to overcome this cycle of poverty and regain stability.

According to the San Bernardino County Point in Time Count, the number of sheltered and unsheltered homeless individuals rose in both categories.

FFS is positioned to meet this need because they have been providing transitional housing for over 39 years with a 79% success rate.

FFS's success rate is based on families who leave their program with sustainable and safe housing along with the necessary resources and skills to maintain that housing.

In addition, FFS provides food, hygiene, and other basic necessities to families both in and out of our housing program to help them with the rising cost of living. 12/16/2025Initial Funding Date:

The City of Rancho Cucamonga is requesting CDBG funding from the City to implement its Bringing Health Home (BHH) program to improve the quality of life of under-resources community members.

The BHH Program, will provide low-moderate income residents with direct access to fresh fruits, vegetables, and value-added products (i.e., eggs, honey).

Participants are able to select nutritional seasonal produce every week.

Beneficiaries will live in the low-moderate service area of eligibility.

The BHH Program will provide healthy food access to this vulnerable population, many of which are suffering from chronic health conditions and do not have access to low-cost fresh fruits and vegetables in their neighborhood.

By removing the cost barriers associated with purchasing healthy food, residents will have the opportunity for improved quality of life for them and their families.

Food insecurity is a significant issue in our community according to local data. 12/16/2025Initial Funding Date:

Fair Housing Services
Economic Development
Provide a range of public services that address
the critical needs of low- and moderate-income
households and residents with special needs.

These programs are intended to promote safety,
stability, and self-sufficiency for underserved
populations and prevent crises such as
homelessness and ameliorate the effects of
poverty.

Improve public facilities and infrastructure that
serve predominantly low- and moderate-income
areas, or residents presumed under HUD
regulations to be low- and moderate-income
such as seniors and severely disabled adults.

Improvements will remove material and
architectural barriers to accessibility, in
compliance with the ADA.

Preserve the supply of safe, decent, and
affordable housing for low- and moderate-
income households. This includes the
rehabilitation of existing owner-occupied
housing units, with a focus on improving
accessibility and addressing health and safety
hazards. Where appropriate, energy efficiency
improvements and conservation measures will
be implemented to increase sustainability and
reduce monthly household utility costs and
promote long-term affordability.

Affirmatively further fair housing by providing
residents with education, outreach, and
counseling services related to their housing
rights. Activities include anti-discrimination
training, landlord-tenant mediation, and support
for individuals seeking reasonable
accommodations. These services are essential

DATE: September 2, 2026
TO: Mayor and Members of the City Council
FROM: Elisa C. Cox, City Manager
INITIATED BY: Mike McCliman, Assistant City Manager
Matt Marquez, Economic Development Director
Jennifer Nakamura, Planning Director
Zack Neighbors, Building & Safety Services Director
Jason Welday, Engineering Services Director
SUBJECT: Quarterly Development Update - First and Second Quarters 2026. (CITY)
RECOMMENDATION:

Staff recommends that the City Council receive a presentation from staff on development-related activities for the first and second quarters of 2026 (January through June).

BACKGROUND:

In 2023 staff began providing Quarterly Development Updates (QDU) to the City Council. The purpose of these reports is to update Council and the community on development related activities on a regular basis. While annual reports such as the General Plan progress report includes some information on development activities (such as the number of permits issued and housing units constructed for example), quarterly updates are an effective way to provide information on development activity over a shorter period of time. They also allow staff to include different information, such as economic development related activities or customer service data, that is not provided in other annual reports but is important to the City’s community development function.

ANALYSIS:

The QDU to be presented to the City Council will include summaries of Building & Safety, Engineering, Planning, and Economic Development related activities. This includes, but may not be limited to, detailing entitlement approvals by use type, providing updates on key development projects, and reporting on building permit and plan check activity.

Staff's formal presentation to the City Council will provide additional details on development- related activities, and staff will continue to report this information to Council quarterly.
