DISCUSSION:

The contract with W.R. Forde Associates, Inc. for the 37th Street Bicycle & Pedestrian Improvements Project (Project) was approved on June 5, 2018, for a total amount not to exceed $804,541.

The Project’s scope of work includes: four Type 1B signal poles; one each Type 16 and Type 19 mast arm pole with foundation; 11 signal heads with backplates; 16 pedestrian push buttons and ped countdown signal heads with wiring; 26 ADA curb ramps between Center Avenue and Cerrito Avenue; traffic striping; reducing from four to three travel lanes with bike lanes from Center Avenue to Barrett Avenue; and installation of bike lanes with no reduction in travel lanes from Barrett Avenue to Cerrito Avenue.

During construction, delays and unforeseen conditions required that additional work be performed. This work was not included in the original contract scope but was necessary to maintain accessibility, and safe conditions along the Project area and improve the finish look of the completed project. At the time, City staff had been in negotiations with W.R. Forde Associates, Inc. for the final change order for additional signal poles and controller with software and plan sheet revisions. The final negotiated amount exceeded the remaining contingency amount by $121,237.

City staff is now recommending that the City Council approve the first amendment to the construction agreement between the City of Richmond and W.R. Forde Associates, Inc. to increase the contract amount by $121,237, for a total contract amount not to exceed $925,778 to cover the costs associated with the final change order and accept this Project as complete. To cover the increased contract amount, City staff is also recommending an appropriation of $46,288.37 from SB1 Funds. This will enable the final payment to be made to W.R. Forde Associates, Inc. and for the City to accept the Project as complete.

Original Contract $804,541.10
Amendment #1 $121,236.30
Final Contract $925,777.40

Payments made on original contract $795,689.62
Payment made from SB1 Funds $83,799.41
Total Payments $879,489.03

Additional Appropriation Required $46,288.37

STATEMENT OF THE
ISSUE:

Staff is seeking City Council authorization to submit a grant application to the Metropolitan Transportation

January 21, 2025
RECOMMENDED ACTION:

ADOPT a resolution authorizing the City Manager or their designee to submit a grant application to the Metropolitan Transportation Commission for the allocation of Fiscal
Year 2025-2026 Transportation Development Act
Funding Article 3 Pedestrian/Bicycle Project Funding and if awarded, ACCEPT and APPROPRIATE the funds to
implement the Downtown Point Richmond Bicycle
Connectivity Project. – Public Works Department (Janney Lockman 510-307-8097 / Robert Armijo 510- 620-5477 /
Daniel Chavarria 510-620-5478).

DISCUSSION:

The Metropolitan Transportation Commission’s (MTC) Transportation Development Act (TDA) Article 3 provides funding annually for bicycle and pedestrian projects. A total of $1,200,000 in TDA funds has been allocated to Contra Costa County for fiscal year 2025-2026 for bicycle and pedestrian projects. This funding is administered by Contra Costa County Public Works, which will make recommendations to MTC for Contra Costa County projects to receive a portion of the funding.

To submit a funding request, City staff needs to submit its project to Contra Costa County Public Works by January 30, 2025, with a resolution from Richmond City Council.

In line with the above, Public Works staff is requesting that the City Council adopt a resolution that will authorize staff to apply for grant funding from the MTC - TDA Article 3 to help complete the design of the Downtown Point Richmond Bicycle Connectivity Project. The Downtown Point Richmond Bicycle Connectivity Project is a Capital Improvement Program (CIP) project that will improve bicycle and pedestrian access and safety through Downtown Point Richmond, completing the bicycle network connection from the Richmond-San Rafael Bridge to the Richmond Ferry Terminal. This project will implement recommendations from the 2021 Richmond Ferry to Bridge to Greenway Complete Streets Plan.

In 2021, the City Council adopted the Richmond Ferry to Bridge to Greenway Complete Streets Plan (F2B2G Plan). The purpose of this plan was to develop connections for walking and bicycling to and between the Richmond Ferry, the Richmond-San Rafael Bridge Trail, and the Richmond Greenway, supporting the completion of the Bay Trail system. This plan also sought to advance the City’s vision for a network of walkable neighborhoods and a safe, sustainable, and well-maintained transportation system. The F2B2G Plan identified Key Corridors with connectivity gaps between the Ferry, Bridge, 453

Page 3 of 4 ends

January 21, 2025
and Greenway, then developed recommendations for pedestrian and bicycle safety improvements to close these gaps. Development of the F2B2G Plan was funded through a Caltrans Sustainable Transportation Planning Grant; however, the grant did not include funding for plan implementation.

The Downtown Point Richmond Bicycle Connectivity Project implements one of the F2B2G Key Corridor Recommendations. This project will construct bicycle and pedestrian improvements on Tewksbury Ave., Railroad Ave., West Richmond Ave., and S. Garrad Blvd., closing a gap in bicycle connectivity. See Attachment 2, Project Area Map, for the project location and existing and planned Bay Trail sections.

Bicycle and pedestrian safety improvements that will be implemented by this project include:
 Protected two-way cycle tracks
 High visibility crosswalks with ADA-compliant curb ramps  Sidewalk extensions to reduce street crossing distances  AC Transit bus stop relocation and improvements to accommodate the cycle track.
 Wayfinding signs and pavement markings.

This project will implement recommendations from other City Council-approved transportation plans, described in the Synergistic Policies section, in addition to those from the Richmond Ferry to Bridge to Greenway Plan.

This project was previously awarded $178,400 in TDA funding and was also awarded $241,000 from the Western Contra Costa County Transportation Commission’s Subregional Transportation Mitigation Program (STMP). However, since this funding was awarded, costs have increased. Further, F2B2G concept plans and cost estimates did not account for the complexity of crossing the BSNF rail line at W Richmond Ave.

Additional funding will be needed to complete the design and construction of this project.

While other bicycle and pedestrian funding sources exist that may be appropriate for this project, the MTC TDA grant is less competitive than federal or state funding sources, as the City of Richmond is only competing against other eligible jurisdictions in Contra Costa County for this funding.

Staff will begin the consultant selection process in early 2025 and anticipate bringing an item to the City Council to hire the consultant shortly after. After a consultant has been hired, community and stakeholder outreach will begin to get additional community input 454

Page 4 of 4 ends

January 21, 2025
on project design. As project design progresses, City staff will seek additional funding.

Throughout this process, City staff will continue to communicate with City Council members about project progress and future funding needs.

SYNERGISTIC POLICIES:

In addition to implementing a key recommendation from the 2021 Richmond Ferry to Bridge to Greenway Complete Streets Plan, the bicycle improvements completed by this project were identified as a high-priority bicycle project in the 2023 Bicycle and Pedestrian Action Plan. The project design will incorporate safety countermeasures and best practices for bicycle and pedestrian safety recommended by the 2022 Local Roadway Safety Plan.

4.0 POINT RICHMOND GATEWAY AREA
The triangular area from Garrard Boulevard and
Cutting Boulevard around to Richmond Avenue
and Railroad Avenue, referred to by some as
Point Richmond Gateway, is a public park faced
by a bank building and bordered on two sides
by diagonal parking. Currently bicycles thread
through this busy area on-street or sometimes
across the park. The F2B2G Concept is to change
the diagonal parking to parallel parking, making
way for a two-way cycle track between the parked
cars and the sidewalk.

At the corner of Garrard Boulevard and
Richmond Avenue, the existing circular plaza will
be reconfigured into a new Bay Trail Crossroads
Plaza. From this singular location, Bay Trail users
can depart to four major San Francisco Bay Trail
segments: the Richmond-San Rafael Bridge Trail,
the North Richmond Shoreline Trail, the Ferry Point
Loop, and the South Richmond Bay Trail, which
connects to Berkeley, Emeryville and beyond.

This location truly is a crossroads for bicyclists
and pedestrians, and the plaza will reflect this by
including public art, wayfinding signage, attractive
paving and streetscape furnishings.

Interim (Figures 5.22 and 5.23): The
diagonal parking should be removed and replaced
with a two-way cycle track. Parallel parking with
a buffer will protect the cycle track from vehicle
traffic and provide needed parking spaces for
downtown Point Richmond. By removing the bike
lane on the south side of Garrard Boulevard,
parallel parking next to the park can be provided
there as well. Estimates are that there would be loss
of 19 diagonal spaces, replaced by 12 parallel
spaces plus 5 parallel spaces along the park, for a
total loss of two spaces. Pedestrian improvements

5.0 RICHMOND AVENUE AT

RAILROAD AVENUE
This busy intersection has a large area of pavement
for pedestrians to cross to the north side of
Railroad Avenue. The F2B2G Concept is to extend
the curb near the railroad tracks to the north, and
also extend the curb on the north side of Railroad
Avenue, providing a much shorter crossing.

Figure 5.24: A new high visibility crosswalk
should be installed across Railroad Avenue. By
realigning the parking next to the tracks addition-
al parking spaces can also be achieved. Finally,
the curb along the north side of Railroad Avenue
should be extended out to create a shorter crossing
for pedestrians and to allow for café seating and
landscaping along Railroad Avenue in front of the
restaurants there.
will be incorporated as part of the infrastructure
improvements, including high-visibility crosswalks
and ADA-compliant curb ramps at all pedestrian
crossings.

Long Term: Additional parking for Point
Richmond, mentioned often by community
members, can be developed along the length
of Garrard Boulevard northward from Cutting
Boulevard. For convenience, it could be provided
on the west side of the street, which would give
protection to the existing cycle track and make it
unnecessary for parkers to cross Garrard to access
downtown Point Richmond. This stretch of Garrard
Boulevard is very long, allowing for many new
parking spaces.

There is potential for a multi-use trail along the
BNSF right-of-way to the east of Railroad Avenue,
which will benefit both bicyclists and pedestrians.

6.0 ROUTES THROUGH DOWNTOWN

POINT RICHMOND
The downtown section of Point Richmond is
historic and vibrant. However, there is little room
along the streets to provide bicycle facilities.

However, pedestrian access in this area is good.

The F2B2G Concept is two-fold: to create a safe
environment to cycle through the downtown as an
interim solution, and to secure an easement along
the BNSF rail line parallel to Railroad Avenue as a
long-term solution (Figure 5.25).

Interim: The best route for bicycles currently is
to ride down Richmond Avenue to Park Place or
along Washington Avenue and on to Tewksbury
Avenue. These streets have slow moving traffic,
so it is not unsafe to share the road. The entire
downtown area could be thought of as a shared
street environment, where bikes and cars share
the road equally. New signage and potentially ad-
ditional markings on the street pavement should
be provided that say “Share the Street” with icons
of bicycles. Additional signs that note “Share
the Streets” should also be provided at Railroad
Avenue and West Richmond Avenue, Washing -
ton Avenue at West Richmond Avenue, and on
Tewksbury Avenue at Washington Avenue. Finally,
additional bike parking should be provided (Figure

5.26).

Long-Term: As mentioned, if an easement can
be secured from BNSF , a Class I multi-use trail
parallel to Railroad Avenue between the parked
cars and the railroad tracks would be an ideal
solution. The physical space for a Class I trail on
the north side of the tracks exists, as proven by the
distance from the tracks to the fence at the new
apartments on the south side of the tracks.

For cyclists that choose to ride through downtown
Point Richmond (many would rather go this route),
long-term improvements can be made there as
well. For example, Park Place could be made a

truly shared street, or “Woonerf” as it is called
in Holland. The paving in the street for this short
stretch would be changed to brick pavers or
similar texture to indicate it is not a vehicle priority street, but rather people, bicycles and vehicles
would all share the street equally. Counterintui-
tively, reducing separation between drivers and
pedestrians can improve safety by forcing drivers
to slow down and pay attention. Car parking
would be delineated by bollards rather than curbs.

If the model is a success at Park Place, it could
be expanded to include Washington Avenue and
part of West Richmond Avenue to make the entire
downtown a more walkable area.

7.0 TEWKSBURY AVENUE
Tewksbury Avenue is an important connecting
corridor to the Richmond-San Rafael Bridge Trail.

A two-way cycle track has been installed on part
of this street. The F2B2G Concept is to extend the
existing cycle track, so it is complete from Wash -
ington Avenue in downtown Point Richmond to the
entry to the Richmond-San Rafael Bridge Trail at
Castro Street.

7.1 TEWKSBURY AVENUE FROM

WASHINGTON AVENUE TO SANTA FE
AVENUE
Interim: (Figures 5.28 and 5.30) The existing
two-way cycle track should be extended to reach
from Washington Avenue to Santa Fe Avenue. This
will entail changing some existing perpendicular
parking into parallel parking and eliminating other
parking. Existing parking is about 14 spaces, to
be replaced by 4 spaces for a loss of 10 spaces.

The cycle track will be separated from traffic by
a striped buffer with soft hit posts and armadillos.

Pedestrians will use the sidewalk on the south side
of Tewksbury Avenue.

Where the Class IV cycle track has been installed,
the section is 8’ for the cycle track, with 3’ for a
buffer, 7.5’ for parking, 10.5’ for an eastbound
travel lane and 10’ for a westbound travel for a
total of 39’. This section will be matched in the
new segment.

This interim solution also requires the relocation
of the AC Transit bus stop. An improved bus stop
solution is to have the eastbound stop (headed to
Richmond BART) around the corner on Railroad
Avenue, and the existing westbound stop (headed
for the terminus) connected across Tewksbury
Avenue with a new pedestrian crosswalk and
new concrete paved bus waiting area. A new

7.2 TEWKSBURY AVENUE TERMINUS AT

BRIDGE TRAIL
In the long term, there are opportunities to improve
the existing cycle track on Tewksbury Avenue
between Santa Fe Avenue and Castro Street, as
well as the entry to the Bridge Trail at Tewksbury
Avenue and Castro Street.

Proposed Improvements (Figure 5.32):

Similar to the long-term improvements proposed
for the existing Class IV cycle track along Tewksbury
Avenue between Santa Fe Avenue and Washing -
ton Avenue, it is proposed that the buffer zone be
turned into a landscaped median that can retain
and treat stormwater and provide space for addi -
tional street tree planting.

Existing protected intersection at trailhead to Bridge
trail, and opportunity for on-street parking on
Tewksbury Avenue along the curb beyond Castro

As some drivers have had trouble navigating
the turns at the existing protected intersection at
Castro Street and Tewksbury Avenue, it is recom-
mended that the raised curb at the curb extension
areas be painted yellow or red, and potentially
reconfigured with reflector posts added for better
visibility. In addition, vehicle parking for the Rich - mond-San Rafael Bridge Trail can be accommo -
dated on the north side of Tewksbury Avenue to
the west of Castro Street. This parking should be
striped, and signage provided.

14. Description of Overall Project:

The project is essential in the City of Richmond’s effort to implement Key Corridor recommendations of the Ferry to Bridge to Greenway Complete Streets Plan (F2B2G Plan) by completing the spine Bay Trail between the Richmond-San Francisco Ferry Terminal, the Richmond-San Rafael (RSR) Bridge Trail, and the Point Molate Trail. By closing one of the crucial gaps in bicycle connectivity through the City of Richmond, this project will make bicycling and walking safer and more comfortable locally in Point Richmond, and regionally for those traveling between the East and North Bay for work, school, errands, or recreation. These regional Bay Trail improvements will benefit residents of Richmond, those residing in nearby Communities of Concern neighborhoods, and residents of the East Bay and North Bay.

This project will extend the bikeway to the RSR Bridge trailhead at Castro Street and make pedestrian safety improvements through the Point Richmond Historic District, as shown in the map in Attachment 1. This project will implement F2B2G Plan Interim Design Concepts shown in Attachment 2 and the 30% engineering design plans shown in Attachment 3, and design rail crossing improvements over the BNSF tracks on West Richmond Avenue.

This project is a high priority due to the heavy cyclist and pedestrian traffic through this congested area. Since the Richmond-San Rafael Bridge Trail opened in November 2019, over 374,434 bicycle trips have been taken. An additional 46,016 pedestrian trips have been taken over this trail since August 2020.

The City of Richmond has previously been awarded TDA funding for this project in the FY 2022-2023 cycle. However, since the initial funding request, costs have increased, and concept plans and initial cost estimates did not account for the complexity of crossing the BNSF tracks at West Richmond Avenue. The City of Richmond now has the staffing capacity to deliver this project. Engineering consultant procurement is expected to occur in January 2025, with project kick-off and outreach beginning shortly after. Staff continues to seek additional funding from grants and other sources to deliver this project. This funding will support the PS&E project phases, and allow the City to continue moving the project forward as we seek additional funding for construction.

Project Eligibility C. Explanation

The City of Richmond received a $178,400 allocation from TDA Article 3 for FY 2022-2023 under the project title Richmond Ferry to Bridge Bicycle & Pedestrian Network Improvements. However, since this allocation was received, the City of Richmond Public Works Department has undergone significant staffing changes, which have delayed the start of this project. With a new Public Works Director, Capital Projects Manager, and new planning and engineering staff, the City of Richmond now can deliver this project.

Engineering consultant procurement is expected to begin in early 2025. Staff anticipates requesting an extension from MTC for this funding.
