Roseville Electric – RPP2 Generator Protection Upgrade
For the Roseville Power Plant 2 (RPP2) facility, Roseville Electric decided to restart a unit generator after five years of non-operation. Prior to startup, the generator protection relays were tested and failed. Roseville Electric called upon IEC to evalu ate the issue and propose a solution as soon as possible to support the summer generation schedule.
The unit generator package was unusual for this location as it was designed and assembled by an Italian packager and utilized generator protection relays made by a European manufacturer. Mr. Leach contacted the relay manufacturer and confirmed the failed r elays were no longer supported requiring a complete upgrade. Mr. Leach evaluated available U.S. manufacturer generator protection relays and provided options and recommendations for the relay replacement.
Mr. Leach served as Responsible Engineer and Project Manager to utilize an SEL -700G relay to provide generator protection, added an SEL -2664 to provide stator ground fault protection, and used a Basler -59N relay to detect a ground fault on an ungrounded system. IEC performed the detailed interconnection design, panel layout drawings, specified equipment for procurement, performed relay protection element calculations and developed a relay logic and control scheme which seamlessly integrated into the Italian designed package.
Mr. Leach then supported the installation in the field, and lead start -up and commissioning for the generator protection portion of the upgrade. In addition to the generator protection fast -track upgrade, the team discovered issues with the generator break er during start -up. IEC was there to help troubleshoot the issue and recommend a fix to keep the start -up team on schedule. Roseville Electric – Electrical Support Services
For Roseville Electric, IEC holds a Master Service Agreement for engineering and design support for their power generation facilities. Through this contract, Roseville Electric was able to rely on IEC staff for flexible and responsive engineering support.
Mr. Leach provided local support, performed site visits, attended meetings and worked with staff as directed by the City. Mr. Leach’s attention to detail, local support, and ability to develop close working relationships, creates a combination that ensures IEC provides responsive and effective results for the City.
One example of electrical support Mr. Leach provided to the City was a review of the generator frequency and voltage relay protection settings for the combustion turbine and steam turbine generators at the Roseville Energy Park. Mr. Leach reviewed the prot ective relay programming files to determine existing element settings and compared the values with the NERC Standard PRC-024-2 requirements. NERC Standard PRC-024-2 defines regions in which generating units must remain connected during frequency and voltag e excursions. Mr. Leach created a technical report which included recommended relay element settings changes which would allow compliance with the NERC standard.
Another example of electrical support Mr. Leach provided to the City was to investigate and resolve an issue where two (2) Emmerson remote I/O service drops were having repeated 24VDC control relay output failures. Mr. Leach investigated the issue and discovered the failed 24VDC control relays were directly operating the trip and close coils on balance of plant switchgear breakers. The current drawn by the breaker coils exceeded the rating of the control relay output contacts. Mr. Leach investigated the possible solutions and provided options and recommendations to the City to resolve the issue. IEC was then directed by the City to prepare a detailed design for implementing auxiliary interposing relays for the Emmerson remote I/O panels. Mr. Leach served as Responsible Engineer and Project Manager to utilized Allen Bradley interposing auxiliary relays, performed the detailed interconnection design, specified equipment, and completed the design package on time and on budget.

EXPERIENCE:
Project Manager January 2022 – Present
My role as a Project Manager is to manage a wide range of Industrial projects across multiple crafts and scopes. Such as civil, piping, pressure vessels, structural and misc. steel, mechanical, specialty metals, and much more. As a Project Manager, I’m the center point of contact for all involved parties in any given project. I ensure proper and efficient flow of project phases anywhere from an administrative to technical standpoint from start to finish. I’m also responsible for sustaining a close and healthy relationship with all clients assigned to me. I have experience in managing projects in crude oil refineries, chemical plants, wastewater treatment facilities, power plants, CNG stations, and port terminals. I also provide small to medium size estimates for all my assigned clients.
Procter & Gamble Chemicals Sacramento, CA, Site Maintenance & Capital Projects Jan 2022 - Present • Contract Value: $3,000,000 – $5,000,000 / Fiscal Year • Provide complete project management and estimating services at the P&G Sacramento Chemical Plant.
Maintain a close and healthy relationship with P&G to conduct all their construction needs from the smallest maintenance items to their largest complex capital projects. P&G often integrates me during project conceptualization to assist with constructability and budget development as a form of “value engineering”.
Once a project is funded, I’m involved throughout the whole project lifecycle, from estimation to project close - out. Typical daily tasks include estimating, budget management, cost forecasting, progress tracking, planning/scheduling, man-power management, material, and equipment purchasing, subcontractor procurement and management, RFI’s, change order management and billing. Management at this site typically involves managing multiple projects at any given time ranging from $5,000 to $1,500,000. • Notable projects at this site:
• Natural Gas Pipeline Installation – Project Value $500,000 • Caustic Tanks Replacement Project – Project Value $1,000,000 • CNO Sump Installation Project – Project Value $1,100,000
Sulfuric Acid Trading Company (SATCO) Stockton, CA, Berth 10/11 Pipeline Extension Sep 2022 – Feb 2023 • Contract Value: $2,250,000
• Project management for the entire scope to fabricate and install approximately 1000’ of 10” stainless steel underground pipe at the Port of Stockton. The main goal of this project was to extend an existing pipeline to Berth 10/11 which previously only went from Berth 12/13 to SATCO’s terminal at the Port. This gave SATCO the ability to offload vessel shipments at both Berth’s. Challenges encountered during this project included heavy coordination working at a busy and active Port, demanding quality control requirements due to hazardous material, and civil scope being completed during a historical rainy season. Despite the challenges, this project proved to be successful.
Clean Energy Fuels Sacramento, CA, City of Sacramento Meadowview CNG Station Aug 2021 – Feb 2022 • Contract Value: $1,700,000
• Project management for the entire scope of building a new compressed natural gas station at an existing government facility for the City of Sacramento, CA. This new station can fuel up to 100 CNG vehicles at any given time and consists of three large CNG compressors that compress natural gas from 35 PSIG to approximately 5,000 PSIG. Due to the hazardous material and high pressure, this project needed to be managed very carefully to ensure quality installation and safe operation. The main scope of work for this project consisted of demolition, underground civil excavation/trenching, structural concrete foundation installation, equipment setting, piping installation, electrical installation, and general finish civil work such as asphalt and concrete placement.

Northern California Power Agency (NCPA) Murphys, CA, Pelton Runner Turbine Repairs December 2024 • Contract Value: $250,000
• Project management for the repairs of a 22,000 lbs. Pelton type Hydroelectric Turbine (Runner) for NCPA’s Hydroelectric Power Plant in Murphys, CA. The schedule for these repairs was critical because NCPA was operating at half capacity while this turbine was down. Due to the rare stainless steel material type of the runner, PMI had to qualify and expedite a new welding procedure to perform the repairs. The repairs needed to be done at a specific temperature range which required professional temperature control services. Once the welding repairs were complete, the entire runner needed to go through post weld heat treatment in Oregon.
After post weld heat treatment, the entire runner needed to be polished before being put back in operation.

Justification for Budget Adjustment:
Staff recommends that Council authorize the establishment of a new Capital Improvement Project – the Roseville Power Plant 2 (RPP2) Repower (the "Project"), and adopt an ordinance to approve a budget adjustment appropriating $17,000,000 in the Electric Fund to the Project for improvements at the site of Roseville Power Plant 2 on Nichols Drive north of Roseville, which will replace the current combustion units with more efficient and cleaner combustion units. The new units will aid in the integration of solar generation, battery storage, load growth, or any new pos sible technologies to Roseville's electric distribution system and power supply portfolio.
The new CIP for the RPP2 Repower will be funded via budget reductions in CIPs that have a balance that is either no longer needed or the work will be offset to complete the RPP2 Repower project. The budget adjustments reducing and closing projects will be brought to City Council this fiscal year.

Notice of Exemption
To: Placer County Clerk From: City of Roseville
Recorder’s Office Development Services Dept.

Project Title: Roseville Power Plant #2 (RPP2) Repower Project
Project Location(s): 2155 Nichols Drive (APN 017-063-005-000), Rocklin, CA 95765.
Project Description : Roseville Electric is planning to replace a large portion of the Roseville Power Plant #2 (RPP2) power generation facility located just north of the city. RPP2 is a 49.80 MW (comprised of two 24.90 MW GE Frame 5 units) natural gas fired generating facility that provides energy and capacity to support Roseville Electric’s overall power supply needs . The project would remove and replace the existing units and associated equipment with two GE TM2500 units. These units include emissions control equipment, which is not currently at the existing facility. The project also includes rebuilding the 60kV electrical switchyard. Existing foundations and underground infrastructure would be demolished and rebuilt, and the existing fencing would be repaired/replaced as needed, including installing retaining walls as needed for erosion control.
The GE TM2500 units will be within the existing noise thresholds set forth in local and state requirements. The addition of emissions control equipment will require adding structures taller than the current tallest structure on the site. The existing structures are currently visible from just a few limited areas in the residential section located more than 600 feet to the south. These structures would be more visible from the neighborhood to the south, but the remainder of the equipment would remain unseen.
The GE TM2500 units will bring the facility’s nameplate capacity up to 67.20 MW, however it’s effective generation potential would be closer to an additional ~5 MW (from 49.8MW to 54MW).
This capacity is measured during the summer when system electrical demand is at its peak and high ambient temperatures limit the units ’ ability to generate. While this is an approximate 10% increase at the RPP2 facility, these units are part of a much larger interconnected electrical grid and the contribution to Roseville Electric’s Resource capacity is approximately 1% . For reliability purposes, Roseville Electric targets having an additional 15-20% capacity above our requirements.
The additional capacity available from these units will support that need and is well within the General Plan’s estimates of buildout of Roseville Electric’s entire system, in accordance with the intent of the Class 2 Categorial Exemption.
Public Agency Approving Project: Roseville City Council
Agency/Individual Carrying Out Project: City of Roseville Electric Utility
Reason why this Project is Exempt: The project qualifies for Class 2 and Class 8 Categorical Exemptions as described in Sections 15302 and 15308 of the California Environmental Quality Act (CEQA) guidelines which states:
“Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including but not
limited to: (c) Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.”
“Class 8 consists of actions taken by regulatory agencies, as authorized by state or local ordinance, to assure the maintenance, restoration, enhancement, or protection of the environment where the regulatory process involves procedures for protection of th e environment. Construction activities and relaxation of standards allowing environmental degradation are not included in this exemption.”
The project would replace an older technology power generation plant with newer, updated equipment that would be relocated from an existing operational facility within California. The RPP2 facility is currently used to add reliability to Roseville Electric’s system and provide energy to serve our customer load. This facility runs when it is the most economical resource available. Due to the increased efficiency of the new units, these units will run in place of much less efficient resources, often which have a higher potential to emit criteria pollutants.
The existing facility does not have any emissions controls, and currently has no way of measuring emissions emitted when it is operational. The facility cannot be modified to add the equipment necessary to control emissions without being fully replaced. Roseville Electric works closely with the Placer County Air Pollution Control District (PCAPCD) because they have jurisdiction as the local air district. PCAPCD annually issues Permits to Operate (PTO’s) that define requirements for the operation of the units. Roseville Electric estimates that the project will reduce emissions by a factor of 5. Completion of this project will assist PCAPCD in meeting emissions control standards and goals. The project helps the City and PCAPCD reduce emissions which contribute to air pollution in the air basin, thereby protecting the environment.
Additionally, the project will enable the City to respond to State regulations that require more emissions reductions, to have the ability to contribute to the State power grid in times of need, and to prepare for the State’s upcoming transition to renewable energy. The project includes installation of emissions control equipment that will enhance the environment, so the Class 8 Categorical Exemption applies.
While the project was not considered to be a part of the Placer Ranch Specific Plan (PRSP) project currently being implemented by Placer County, the facility was considered in the analysis of that project, and the PRSP EIR assumed that the facility would be updated. The project would result in reduced impacts on development of the PRSP area, including improved aesthetics and drastic reductions in pollution emissions.
Additionally, the Roseville 2035 General Plan assumed improvements and modernization to Roseville Electric’s power grid and system, including its intent to increase reliability of the system.
The project is not specifically identified as one of those improvements, but it meets the intent of the goals presented in the 2035 General Plan to add reliability to the system.
Construction of the project falls within the Class 2 Categorical Exemption. The GE TM-2500 units, along with associated equipment and structures, will be located on the same site as the units, associated equipment, and structures they replace, serving and will have substantially the same purpose. The project would result in the operation of more efficient power generation units, resulting in a negligible 5 MW increase in Roseville Electric’s overall power supply capabilities, needed for system reliability. As a result, the Class 2 Categorical Exemption applies.

BACKGROUND
The Roseville Housing Authority (RHA) is authorized to provide up to 845 households with Housing Choice Voucher (HCV) rental assistance funded through the U.S. Department of Housing and Urban Development (HUD). The 845 vouchers include vouchers specifically for non- elderly disabled households, veteran households, and households including persons with disabilities who are transitioning out of institutional and other segregated settings, homeless, or at risk of becoming homeless. RHA also administers the new Foster Youth to Independence (FYI) vouchers that assist former foster youth, ages 18 to 24, as they transition out of foster care and are homeless or at risk of becoming homeless. The HCV rental assistance program works to ensure that very low- and extremely low-income households can afford to live in safe, decent housing.
Pursuant to the 1998 Quality Housing and Work Responsibility Act (QHWRA), all housing authorities must submit a 5-Year Plan on a five-year cycle as well as an Annual Plan each year between 5-Year Plans. HUD designed the Agency Plan to reflect the current and future goals of all housing authorities. To serve the needs of very low and extremely low- income families for the next five years, the goals of RHA are as follows:
1 .
Continue to expand the supply of assisted housing;
2 .
Improve the quality of assisted housing;
3 .
Increase assisted housing choices;
4 .
Affirmatively further Fair Housing; and
5 .
Collaborate with neighboring housing authorities to optimize administration of the HCV Program.
The draft 5-Year Plan is required to have a 45-day local comment period before RHA holds a public hearing to adopt the 5-Year Plan and the Annual Plan. The 45-day comment period was noticed and commenced on February 14, 2025, closing April 2, 2025. To date, staff has not received any comments from the public regarding this item. Housing Authority staff provided RHA’s Resident Advisory Board (RAB) members with a copy of the draft 5-Year and Annual Plans for review and comment. The RAB members have reviewed all previous Annual Plan submissions to HUD and have supported RHA’s goals and its progress in meeting them.
Subject to the City Council’s action on the proposed 5-Year and Annual Plans, as the Housing Authority Board, housing staff anticipates submitting the final documents to HUD in May 2025.
FISCAL IMPACT
The staff cost to develop the Five Year and Annual Plan was included in the FY2024-25 adopted budget. There are no additional fiscal impacts to the City's General Fund.

The mission of the Roseville Housing Authority is to provide opportunity for decent, safe, and sanitary affordable housing to very low and extremely low-income families in Roseville and Rocklin.
Roseville Housing Authority’s 5-Year Plan Goals are:
1. Expand the supply of assisted housing.
a. PROGRESS: RHA has a total of 100 VASH vouchers. RHA received 10 VASH vouchers in 2023 and an additional 15 awarded in 2024. Roseville Housing Authority (RHA) will apply for additional VASH vouchers if they become available. b. PROGRESS: RHA has a total of 43 Mainstream (MS) vouchers which are fully leased at 100% with a waitlist. Roseville Housing Authority (RHA) will apply for additional Mainstream vouchers if they become available. c. PROGRESS: RHA was awarded 20 Foster Youth to Independence (FYI) vouchers in August 2024 and will continue to apply for additional FYI and Foster Care Unification (FUP) vouchers when made available.
2. Improve the quality of assisted housing.
a. PROGRESS: Currently, 46 PBV units are under HAP contract, achieving a 100% lease rate. 16 additional new build and renovated PBV units are scheduled to be completed and leased by the end of 2025, including 4 VASH PBVs.
b. PROGRESS: RHA has maintained SEMAP High Performer status rating for 20 years.
3. Increase assisted housing choices.
a. PROGRESS: RHA encourages and recommends that property owners list their available units on AffordableHousing.com.
This service is free for owners who would like to list basic rental unit information. b. PROGRESS: In 2023 RHA established an owner’s incentive program in hopes of attracting new owners to the HCV program. The program remains successful and, to date, the incentive program has attracted 64 new property owners. c. PROGRESS: Roseville Housing Authority (RHA) is making significant strides in providing more housing options for residents in Roseville and Rocklin. Successes of previous projects reaching full occupancy is a promising indicator of the demand and effectiveness of these projects. With new Project-Based Voucher (PBV) projects coming online, RHA is well- positioned to continue expanding housing choices.
4. Affirmatively further Fair Housing.
a. PROGRESS: RHA works closely with Project Sentinel, a fair housing agency, to provide fair housing and reasonable accommodation training at least once a year to housing authority staff, property management and owners, and the public.
Housing Authority staff attended fair housing training in April 2024.
5. Collaborate with neighboring housing authorities to optimize administration of the Housing Choice Voucher Program. a. PROGRESS: RHA continues to collaborate with PCHA on various PHA programs, including the EHV program and VASH vouchers. Our most recent partnership with Placer County Housing Authority (PCHA) involves the FSS program. b. D. Affirmatively Furthering Fair Housing.
(Non-qualified PHAs are only required to complete this section on the Annual PHA Plan. All qualified PHAs must complete this section.)
D.1 Affirmatively Furthering Fair Housing. The PHA will use the answer blocks in item D.1 to provide a statement of its strategies and actions to implement each fair housing goal outlined in its accepted Assessment of Fair Housing (AFH) consistent with 24 CFR § 5.154(d)(5) that states, in relevant part: “To implement goals and priorities in an AFH, strategies and actions shall be included in program participants' … PHA Plans (including any plans incorporated therein) …. Strategies and actions must affirmatively further fair housing ….” Use the chart provided to specify each fair housing goal from the PHA’s AFH for which the PHA is the responsible program participant – whether the AFH was prepared solely by the PHA, jointly with one or more other PHAs, or in collaboration with a state or local jurisdiction – and specify the fair housing strategies and actions to be implemented by the PHA during the period covered by this PHA Plan. If there are more than three fair housing goals, add answer blocks as necessary.
Until such time as the PHA is required to submit an AFH, the PHA will not have to complete section D.; nevertheless, the PHA will address its obligation to affirmatively further fair housing in part by fulfilling the requirements at 24 CFR 903.7(o)(3) enacted prior to August 17, 2015, which means that it examines its own programs or proposed programs; identifies any impediments to fair housing choice within those programs; addresses those impediments in a reasonable fashion in view of the resources available; works with local jurisdictions to implement any of the jurisdiction’s initiatives to affirmatively further fair housing that require the PHA’s involvement; and maintain records reflecting these analyses and actions. Furthermore, under Section 5A(d)(15) of the U.S. Housing Act of 1937, as amended, a PHA must submit a civil rights certification with its Annual PHA Plan, which is described at 24 CFR 903.7(o)(1) except for qualified PHAs who submit the Form HUD-50077-CR as a standalone document.
This information collection is authorized by Section 511 of the Quality Housing and Work Responsibility Act, which added a new section 5A to the U.S. Housing Act of 1937, as amended, which introduced the 5-Year PHA Plan. The 5-Year PHA Plan provides the PHA’s mission, goals and objectives for serving the needs of low- income, very low- income, and extremely low- income families and the progress made in meeting the goals and objectives described in the previous 5-Year Plan.
