Justification for Budget Adjustment:

The Economic Development Department recommends that Council authorize the establishment of a new Non-Capital Improvement Project - Downtown Fee Credit Incentive Program project (500715), and adopt an ordinance to approve a budget adjustment appropriating $126,104 from the available resources in the Strategic Improvement Fund (1030). This funding will become available by reducing the budget for the 320 Vernon Street Sale Preparation project (500075), also in the Strategic Improvement Fund (1030), by $126,104.

This new project will assist in offsetting City-controlled impact fees for eligible projects consistent with the Downtown Specific Plan, incentivizing investment and redevelopment in this area.

Title: CITY COUNCIL/HOUSING SUCCESSOR AGENCY - Permanent Local Housing Allocation Grant Application and Fiscal Year 2026-27 Homeless Prevention and Rapid Rehousing Funding Recommendations
Contact: Kristine Faelz 916-774-5451 [email protected]

SUMMARY
Staff recommends approval to submit a Permanent Local Housing Allocation Plan and an application for funding administered by the State of California Department of Housing and Community Development for housing-related projects and programs. Staff also requests approval of funding recommendations for the FY2026-27 Homeless Prevention and Rapid Rehousing Program and a budget adjustment totaling $2,624,763 from the Low and Moderate Income Asset Fund ($1,250,000) and Permanent Local Housing Allocation funds ($1,374,763). The Homeless Prevention and Rapid Rehousing grant program significantly reduces instances and durations of homelessness in Roseville and has reduced costs for both the City and the community as a whole. The recommended actions do not result in any cost to the General Fund.

RECOMMENDATION
Staff recommends that the City Council:

1. Conduct a public hearing to solicit comments on the draft Permanent Local Housing Allocation (PLHA) Plan;

2. Adopt a resolution to approve the PLHA Plan, and authorize execution of the application, Standard Agreement and other documents between the City of Roseville (City) and State of California Department of Housing and Community Development (HCD);

3. Adopt a resolution to approve funding recommendations for the FY2026-27 Homeless Prevention and Rapid Rehousing Program and authorize the City Manager, or his designee, to execute all related grant agreements; and

4. Adopt an ordinance to approve the necessary budget adjustment in the amount of $2,624,763 to fund a five-year Homeless Prevention and Rapid Rehousing Grant Program.

BACKGROUND
In 2017, Senate Bill 2 (the Building Homes and Jobs Act) created the Permanent Local Housing Allocation (PLHA) Program. The primary goal of the PLHA program, administered under the State of California's Department of Housing and Community Development (HCD), is to create a permanent source of funding available to eligible local governments in California for housing-related projects and programs to address unmet housing needs in local communities.

In July 2026, HCD released a Notice of Funding Availability (NOFA) for approximately $285 million in PLHA funds to provide grants to entitlement and non-entitlement local jurisdictions in California for housing-related projects and programs that assist in addressing the unmet housing needs of their local communities. The PLHA Program grant covers a five-year period, using the federal formula set under the Community Development Block Grant (CDBG) program. According to HCD's PLHA NOFA, which includes

Page 806 of 816 ends

an inflation factor into projected future-year revenues, the City of Roseville is considered an entitlement jurisdiction and is eligible to apply for $219,962 during the first year. Over the five-year PLHA Plan period, the City is eligible to receive a projected maximum grant of $1,374,763. Applications for funding must include an approved PLHA Plan describing the proposed activities and the projected number of households the City intends to serve.

PLHA Plan
The draft PLHA Plan recommends continued funding of Roseville’s Homeless Prevention and Rapid Rehousing program (HPRR), which has served the community since 2017. Since that time, the City has awarded approximately $5.6 million to partner agencies to support HPRR programs and services. Past HPRR grantees have provided services to those at risk of losing housing due to unpaid rent and utility bills, as well as individuals and families experiencing homelessness who are in need of housing placements, case management and/or short-term financial assistance to obtain housing in the form of a security deposit or first month’s rent. Additional services provided by the non-profits include mental health assessments, eviction prevention, and job search assistance.

As required by HCD, the draft PLHA Plan has been posted on the City of Roseville Housing Division’s website for public comment. The City is requesting approval to submit the draft PLHA Plan and the application for its allocation of funding. Following submission, HCD will review the application for eligibility and completeness and, upon approval, issue a Standard Agreement for execution.

HPRR Funding Recommendations
For FY2026-27, the City anticipates a PLHA allocation of $219,962. When combined with the allowable $250,000 in Housing Successor Low- and Moderate-Income Housing Asset Funds (Low/Mod), a total of $469,962 is available for this HPRR funding round. The Housing Division received four applications in response to the annual HPRR NOFA released in December 2025. Applications were reviewed using criteria from prior years as well as City Council's direction to place the greatest weight on measurable outcomes from prior awards. The review panel consisted of staff from City of Roseville Housing Division, City of Rocklin staff, and Roseville Police Department Social Services Unit. Following its review, the panel recommends the following funding awards:

Applicant Recommendation
ASK (AMIH, Saint Vincent de Paul, KidsFirst) $ 313,963.90 Latino Leadership Council $ 30,000.00
Salvation Army $ 15,000.00
The Gathering Inn $ 100,000.00

Page 807 of 816 ends

City of Roseville, for program administration $ 10,998.10 Total $ 469,962.00
Grantees will use this funding to deliver eligible services such as rapid rehousing, rental assistance, temporary hotel/motel vouchers, and housing relocation, as well as case management services that assist individuals in obtaining and retaining housing. To strengthen collaboration, efficiency, and outcomes, grantees are required to submit reports every six months detailing specific program outcomes, including the number of households served and the amount of leveraged funds. Upon Council approval of the funding awards, staff will return to Council with the related grant agreements for approval and authorization to execute the agreements.

FISCAL IMPACT
The Homeless Prevention and Rapid Rehousing grant program significantly reduces instances and durations of homelessness in Roseville and has reduced costs both to the City of Roseville and to the community as a whole. The recommended budget adjustment appropriates a total of $2,624,763 from PLHA ($1,374,763) and Low/Mod funding ($1,250,000) to fund a five-year Homeless Prevention and Rapid Rehousing grant program. The recommended actions do not result in any cost to the General Fund.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. The Permanent Local Housing Allocation application is not subject to CEQA. Additionally, approval of the Homeless Prevention and Rapid Rehousing program grants and a budget adjustment do not include the potential for a significant environmental effect, and therefore are not subject to CEQA. No additional environmental review is required.

§302(c)(4)(A) Describe the manner in which allocated funds will be used for eligible activities. §302(c)(4)(B) Provide a description of the way the Local government will prioritize investments that increase the supply of housing for households with incomes at or below 60 percent of Area Median Income (AMI). §302(c)(4)(C) Provide a description of how the Plan is consistent with the programs set forth in the Local Government’s Housing Element.

Activities Detail (Activities Detail (Must make a selection on Formula Allocation Application worksheet under Eligible Activities, §301)) The City will use PLHA funds to supplement its existing Homeless Prevention and Rapid Rehousing (HPRR) program by funding eligible homelessness assistance activities provided by local nonprofit organizations. Activities may include rapid rehousing, rental assistance, housing placement, supportive services, and case management to assist eligible households in obtaining and retaining housing.

The City will prioritize PLHA investments in programs serving households with incomes at or below 30 percent of Area Median Income (AMI), with a particular emphasis on households experiencing or at risk of homelessness. The City's Homeless Prevention and Rapid Re-Housing (HPRR) programs provide rental assistance, housing stabilization, and supportive services designed to help households obtain and retain permanent housing.

Although HPRR activities do not directly create new housing units, they directly support the housing needs of extremely low-income households and help preserve access to existing housing by preventing homelessness and assisting households to obtain and retain housing. Consistent with HCD's PLHA guidance, programs targeted to households at or below 60 percent AMI are deemed to meet the requirement to prioritize investments that increase the supply of housing affordable to households at or below 60 percent AMI.

The PLHA Plan is consistent with the City of Roseville’s adopted 2021–2029 Housing Element, including its goal to “reduce the overall incidence of homelessness among individuals and families through regional coordinated and comprehensive housing and supportive services.” The Plan supports Housing Element Policy H4.5 and Program 20, the Homeless Prevention and Rapid Rehousing Program, which provides assistance to individuals and families experiencing or at risk of homelessness, including rental assistance, security deposits, utility assistance, and emergency motel vouchers. These activities directly implement the Housing Element’s objective of reducing homelessness through coordinated housing and supportive services. §302(c)(4)(E)(i) Percentage of Funds Allocated for Each Affordable Housing Activity

The City has established a Homeless Prevention and Rapid Rehousing Program that has been implemented annually since 2017. The activity will follow the City's existing annual funding cycle. Each December, the City will open the application process, review and rate submitted applications, rank applicants and develop funding recommendations, obtain City Council approval, and execute grant agreements with selected nonprofit organizations. Following execution of the agreements, awarded agencies will implement the approved homelessness assistance activities in accordance with the grant terms and applicable PLHA requirements.
