BY: PATRICIA M. BARAJAS, CITY CLERK
TITLE: CITY HALL BUILD-BACK SECURITY AND NETWORK
CABLING AGREEMENT
RECOMMENDED MOTION:
A motion to approve a Resolution authorizing the City Manager to execute an Agreement for Services with MJ Communications, Inc. for the installation of security cameras, access control systems, and network cabling and associated media technology for the City Hall Build-Back Project in the amount of $128,509 plus a 10% contingency ($12,850), for a total not to exceed amount of $141,359.
EXECUTIVE SUMMARY:
The City Hall Build-Back project has allowed staff to identity other aging infrastructure needs including updating network cabling, addition of security measures, technology improvements and retrofitting traditional keyed doors with electronic door strikes and key card access. Implementing these systems will allow for the creation and enforcement of advanced authentication and access controls to ensure secure and reliable access to City Hall for staff and customers. Staff recommends the approval of an Agreement with MJ Communications, Inc., to complete the project based on the scope of work as outlined by the Project Team comprised of IT, Public Works, and Administration.
BACKGROUND:
The Storms of 2023 amplified already extensive deferred maintenance of the Salinas City Hall roof. City staff had reported multiple leaks throughout City Hall, the nature of these leaks led to the damaging of ceiling tiles, walls, flooring, and electronic equipment. The damage to the structure and impact to workplace conditions led staff to contact local contractors and a specialty company to provide estimates for the repair of the entire 1st floor and 2nd floor roof at City Hall.
Following the replacement of the roof, staff determined that the structural integrity the office spaces, to include network cabling was also in need of replacement. Additionally, as part of the Page | 2
City’s Safety and Security Plan, the need for security improvements have also been identified and recommended for improvement as part of the City Hall Build-Back project.
Staff consulted with three other local vendors to include Johnson’s Electronics, Bay Media Group, and MJ Communications, Inc to evaluate the scope of work and provide a quote in accordance with the City’s purchasing policies. MJ Communications was the only vendor who submitted a quote for the work to be completed within the prescribe time frame. The other two vendors were non-responsive.
Staff recommends approval of an agreement with MJ Communications, Inc. to complete the work as described in the attached quote.
CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
STRATEGIC PLAN INITIATIVE:
This request supports City Council’s Strategic Goals and Strategies of Effective and Culturally Responsive Government, by ensuring that the information systems can support City programs, projects, network infrastructure and City services.
DEPARTMENTAL COORDINATION:
This staff report has been coordinated with Public Works, Community Development, Human Resources, City Manager’s Office, and the City Attorney’s Office.
FISCAL AND SUSTAINABILITY IMPACT:
