Mall Association was required to submit annual programs and budgets for approval, provide biannual activity reports, and operate on a reimbursement basis with a $1,000 cash fund advanced by the City for operating expenses. Additionally, under the Agreement, the Mall Association was also authorized to engage in fundraising from time to time, provided that any profit realized from such fundraising was to be used for the same purposes as the Area B funds.

4. On January 6, 2025, the City Council approved the creation of the Mall Association MOU Ad Hoc Committee, including Vice Mayor Patty Lopez and former Mayor Joel Fajardo, to work collaboratively with City staff and the Mall Association Board in drafting a new MOU.

5. On November 10, 2025, the City Council approved the reformulation of the Mall Association MOU Ad Hoc committee to be the San Fernando Mall and Area B Funds Ad Hoc committee.

This new committee was tasked with determining an outreach plan for Area B businesses to receive feedback on a path forward for facilitating Area B funds.

6. On November 12, 2025, the City, with City Council approval, issued notice to the Mall Association of the City’s intent to terminate the Agreement. Per Section 7 of the Agreement, the termination became effective 60 days from the date of the termination notice (i.e., January 12, 2026).

7. The Ad Hoc committee met on February 4, 2026, and May 7, 2026 to discuss potential outreach mechanisms to Area B businesses, including the feasibility of a survey and recurring engagement events. The Ad Hoc recommended returning to the City Council with a proposed Outreach Plan consisting of one (1) event every two (2) months within Area B to illicit feedback.

8. On May 18, 2026, the City Council approved an outreach plan for Area B (Attachment “D”), including the location and venue for an initial meeting on May 27, 2026 and tentative dates for three (3) future meetings in July, September and December 2026.

9. On May 27, 2026, the first Area B Outreach Meet and Greet was held at Los Tres Hermanos.

City Council representatives, accompanied by staff from the City Manager’s Office, engaged in conversation with 11 community members, three (3) of which were business owners within Area B. Attendees were provided an opportunity to voice concerns or ideas for the future of Area B.

ANALYSIS:

The special tax paid by businesses located within Area B generates proceeds which may be used for the following uses: (a) the acquisition, construction or maintenance of parking facilities for the benefit of Area B; (b) the decoration of any public place within Area B; (c) the promotion of public events which are to take place on or in public places within Area B; (d) the furnishing of July 20, 2026 Special & Regular CC Mtg Page 316 of 364

music in any public place; and (e) the general promotion of retail trade activities in the area. The special tax is designed to enhance the commercial appeal of Area B and foster greater community engagement with businesses within Area B.

Following the termination of the City’s agreement with the Mall Association, the City Council changed the name and purpose of the previously titled Mall Association MOU Ad Hoc Committee, to the San Fernando Mall and Area B Funds Ad Hoc Committee. The purpose of this Ad Hoc is to review information and develop recommendations to the City Council related to strategies for strengthening economic development and business engagement in the San Fernando Mall Area and use of Area B Funds. The Ad Hoc met on February 4, 2026, and May 7, 2026, to discuss potential outreach mechanisms to Area B businesses, including the feasibility of a survey and recurring engagement events. The Ad Hoc also met with local business owners and staff to discuss mechanisms for economic growth, such as the development of a farmers market, additional activities on the street, and marketing improvements.

The Ad Hoc Committee recommendation, which was approved by City Council on May 18, 2026 (Attachment “C”), included an outreach campaign featuring City Council meet and greet events at businesses or City facilities within Area B to promote ongoing engagement and learn from business owners without forcing them to travel far to provide input. The meetings included up to two (2) Councilmembers in attendance, predetermined through an approved schedule and would take place once every two (2) months on the last Wednesday of the month.

The Ad Hoc Committee members, former Mayor Joel Fajardo and Councilmember Patty Lopez, were selected as the City Council representatives for the first meeting on May 27, 2026, with other Councilmembers given the opportunity to select slots for future meetings. The proposal also left the remaining times, locations, and City Councilmembers open for future discussion.

The City Council, accompanied by City staff, will conduct an outreach strategy to consult and collaborate with businesses within Area B to provide feedback on their needs and determine recommendations for uses of the Area B promotional fund.

Feedback Received at First Meeting.

The first Area B Outreach Meet and Greet was held at Los Tres Hermanos on May 27, 2026. City Council, accompanied by staff from the City Manager’s Office, engaged in conversation with 11 community members, three (3) of which were business owners within Area B. The following feedback was received:
• The current amount collected for maintenance fees in the Mall has not been increased since 1984, leading to insufficient funding for appropriate maintenance operations • One (1) business owner requested a breakdown of how maintenance fees are being charged for each Mall merchant
• Request made for a comprehensive maintenance schedule for Mall maintenance July 20, 2026 Special & Regular CC Mtg Page 317 of 364

• Request for next small business assistance program to allow for funding that supports Americans with Disabilities Act (ADA) compliance and beautifies the backside of businesses
• Request made for greater transparency on the handling of Area B funds • Comment provided on trash and homeless concerns, as well as a need for improved sidewalk cleanliness
• Request to bring back the night market, a farmers market, and the Menudo Festival • Feedback from one (1) business owner citing concerns that events like the night market hurt certain businesses
• Request made from one (1) business owner for a complete audit on all businesses regarding revenue received during events, such as the night market, to measure actual impact
• Concern raised over growing electric bike usage in the mall, creating unsafe sidewalks • Recommendations made for future meetings:
o Request to host meetings at a quieter venue that has a clear speaking area, no background noise, and adequate seating
o The owner of Fiesta Furniture volunteered to host the next meeting o Request made by attendees requesting expanded outreach to notify each business at least three (3) weeks in advance
o Request for a survey to be sent to businesses to enable more comprehensive feedback
In response to this feedback, staff has adjusted the proposed location and timing of future meetings below to improve overall engagement with the business community. Considerations to address other concerns raised during the meeting regarding maintenance, planned activities, and funding needs will be provided to the San Fernando Mall and Area B Funds Ad Hoc Committee for consideration at a future date once Former Mayor Fajardo’s position has been filled.

Proposed Updates to Timeline.

The following is a proposed update to the timeline of outreach events, incorporated community feedback:

All dates initially approved were pushed back one (1) month to leave time for adequate outreach efforts once location and City Council representatives are selected. The final meeting was moved to January 2027, to avoid impacts of the Holiday season in December.

Feedback is requested from the City Council to confirm date, time, location, and City Council representation for each event to allow time for staff to develop marketing materials and work with proposed host locations to plan logistics.

BUDGET IMPACT:

Budget impact will be comprised of:
• Marketing support – Including staff time needed to create marketing materials. Staff estimate up to three (3) hours per month of work will be created related to this effort. • Onsite Event Support – Including staff time needed for onsite meeting administrative support.

Staff estimate this will include 2-3 staff members, committing approximately two (2) hours of work per event.

Staff time and costs for marketing and onsite support will be absorbed by existing Fiscal Year 2026-27 City Manager’s Office budget as an established work plan item.

At the first meeting, former Mayor Joel Fajardo utilized $224 of his Community Investment Funds to purchase food and refreshments for the group. City Council representatives will have an opportunity to use their Community Investment Funds to supplement these costs for future events. City Council may also choose to appropriate additional budget to support these events through either the General Fund Reserves or the Area B Promotional Fund.

CONCLUSION:

It is recommended that the City Council Approve an Outreach Plan for businesses located in the Parking and Business Improvement Area B District; and provide staff direction, as applicable.

AGENDA REPORT
POLICE DEPARTMENT 910 FIRST STREET, SAN FERNANDO, CA 91340 (818) 898-1250 WWW.SANFERNANDO.GOV REVIEW: ☒ City Clerk ☒ Director of Admin. Services ☒ City Manager To: Mayor Victoria Garcia and Councilmembers
From: Kanika Kith, City Manager
By: John Perez, Acting Police Chief

Date: July 20, 2026
Subject: Receive and File a Presentation on the San Fernando Police Department’s Three-Year Organizational Action Plan
RECOMMENDATION:

It is recommended that the City Council:
a. Receive and file a presentation on the San Fernando Police Department’s (SFPD) Three-Year Organizational Action Plan (Attachment “A”); and
b. Provide direction, as necessary.

BACKGROUND:

1. On August 8, 2025, the City approved Contract No. 2415 with Strategic Leadership Consultants (SLC) to conduct a comprehensive Independent Organizational Assessment of the Police Department and provide recommendations.

2. On November 10, 2026, a presentation of key findings and recommendations of the Organizational Assessment was provided to City Council.

3. On April 6, 2026, a preliminary three-year implementation plan was presented to the City Council and the City Council directed staff to prepare a clearer implementation plan that explains how the recommendations will be carried out and how progress will be measured.

ANALYSIS:

The attached Organizational Action Plan (Attachment “A”) outlines the Police Department's strategy for implementing the recommendations from the independent organizational assessment. Instead of addressing all 33 recommendations at once, the Action Plan organizes July 20, 2026 Special & Regular CC Mtg Page 323 of 364

implementation over a three-year period, allowing the Police Department to make meaningful improvements while continuing to provide essential public safety services.

The Action Plan is organized into three (3) phases.
• Year One.

Year One focuses on strengthening the Department’s foundation by updating policies and procedures, improving training and supervision, enhancing accountability, and implementing technology that supports consistent and effective operations. • Year Two.

Year Two builds on those improvements by incorporating them into daily operations, strengthening supervisory oversight, using performance data to identify opportunities for improvement, and continuing technology enhancements. • Year Three.

Year Three focuses on sustaining these improvements through ongoing policy review, employee training, leadership development, succession planning, long-term technology planning, and regular progress updates to the City Council.

Implementing the recommendations in phases allows the Police Department to complete improvements in a logical order while balancing daily operational responsibilities, staffing levels, and available financial resources. It also provides flexibility to adjust priorities as organizational needs change or additional resources become available.

The Action Plan establishes clear objectives and implementation priorities that will allow the City Council to monitor progress throughout the three-year implementation period. Future progress reports will summarize completed projects, work currently underway, upcoming priorities, and any recommendations that require additional City Council direction or funding.

When fully implemented, the Action Plan is expected to strengthen accountability, improve supervision and employee development, increase consistency in police services, modernize Department operations and technology, support employee training and professional development, improve transparency, and enhance public confidence in the Police Department.

Additional information regarding the implementation strategy, objectives, and timelines is provided in Attachment A.

The Organizational Action Plan provides a practical roadmap for implementing the recommendations identified in the organizational assessment. The phased approach allows the Department to make lasting organizational improvements while continuing to provide high-quality public safety services to the San Fernando community.

BUDGET IMPACT:

There is no budget impact to receive and file the Implementation Action Plan. Most activities identified during the initial phase of implementation involve planning, policy development, training coordination, process improvements, and organizational oversight, which are expected to have minimal fiscal impact. Any trainings, process improvements, or organizational oversight, are included in the current Fiscal Year 2026-2027 Operational Budget.

Recommendations involving technology improvements, software implementation, facility enhancements, and other infrastructure investments will require additional funding in future fiscal years. As implementation progresses, staff will return to City Council with specific funding requests through the annual budget process for consideration prioritization.

CONCLUSION:

Staff recommends that the City Council receive and file the SFPD Organizational Action Plan and provide policy direction regarding the phased modernization strategy outlined in the attached Action Plan.

RECREATION AND COMMUNITY SERVICES DEPARTMENT 208 PARK AVENUE, SAN FERNANDO, CA 91340 (818) 898-1290 WWW.SANFERNANDO.GOV REVIEW: ☒ City Clerk ☒ Director of Admin. Services ☒ City Manager To: Mayor Victoria Garcia and Councilmembers
From: Kanika Kith, City Manager
By: Julio Salcedo, Director of Recreation and Community Services Date: July 20, 2026
Subject: Discussion and Consideration to Approve the Community Outreach and Engagement Plan to Reimagine the Cesar Chavez Memorial Site RECOMMENDATION:

It is recommended that the City Council:
a. Approve the Community Outreach and Engagement Plan (Attachment “A”) to conduct community engagement efforts for reimagination of the César Chávez Memorial Site; and b. Provide direction, as applicable.

BACKGROUND:

1. On March 16, 2026, the City Council approved co-sponsorship with Pueblo y Salud, Inc., to organize the Cesar E. Chavez March for Justice on Sunday, March 22, 2026, from 10:00 a.m. to 4:00 p.m., and directed staff to promote the Cesar E. Chavez March for Justice on the City’s official social media platforms.

2. On March 18, 2026, national media reports prompted public discussion regarding allegations involving Cesar E. Chavez and related concerns raised in publicly available reporting. The matter generated significant community interest and discussion regarding the Cesar E.

Chavez Memorial Site.

3. On March 19, 2026, the City Council held a special meeting to discuss the news reports regarding Cesar E. Chavez and related allegations of misconduct during his leadership of the United Farm Workers, as well as the associated investigations. The City Council unanimously voted to remove the statue and cover the mural.

4. On April 6, 2026, the City Council directed staff to conduct community outreach, if possible, with other community-based agencies, to gather the input and ideas from community members on the new direction for the memorial site.

July 20, 2026 Special & Regular CC Mtg Page 335 of 364
Discussion and Consideration to Approve the Community Outreach and Engagement Plan to Revamp the Cesar Chavez Memorial Site

Page 2 of 4 ends

5. On June 8, 2026, the City Council discussed and considered partnering with original artist, Ignacio Gomez, and Pueblo y Salud to facilitate two (2) community engagement meetings to gather input and inform the future direction of the Cesar Chavez Memorial Site. Following discussion, the City Council directed staff to return with a follow-up report outlining a recommended approach for coordinating and leading the community engagement process.

ANALYSIS:

Memorial sites are important to cities because they preserve local history, honor the people and events that shaped the community, and create spaces for reflection, education, and civic pride.

They help strengthen a city’s identity by recognizing shared values, culture, and contributions while serving as gathering places for ceremonies, learning, and community connection.

Well-maintained memorials also enhance public spaces and ensure future generations understand the significance of their local history.

Annually on March 31, Cesar Chavez Day was observed to commemorate the life and legacy of labor leader and civil rights activist Cesar E. Chavez, who co-founded the United Farm Workers union and advocated for improved working conditions, fair wages, and social justice for agricultural workers. The memorial site has historically served as a place to recognize Cesar E.

Chavez’s contributions to farmworker rights, civil rights, and the broader Latino community.

However, recent public concerns and discussions regarding allegations of sexual assault involving Cesar Chavez, prompted the City Council to hold a special meeting on March 19, 2026 and unanimous directed staff to remove the bronze statue and cover the mural at the memorial site.

The events have also prompted reconsideration of the memorial’s role and purpose within the community.

At the direction of the City Council, the City is considering the future of the location, through a thoughtful re-evaluation of the memorial site space. Keeping in mind that, the site remains a prominent public location and presents an opportunity to reflect community values, acknowledge history, and promote healing through intentional messaging, public engagement, and design.

Based on City Council direction and further evaluation, staff recommends that the City serve as the lead agency to coordinate and facilitate both community engagement meetings. This approach ensures that the process is managed under the City's oversight, maintains consistency in messaging, and provides accountability to residents and stakeholders. The City will collaborate with other community-based agencies such as Pueblo y Salud, Somos Familia Valle and Tia Chucha’s Centro Cultural to support outreach, participation, and engagement efforts, while retaining overall responsibility for meeting logistics, facilitation, and documentation of public input. All information at these meetings will be provided in a bilingual format.

The proposed meeting schedule is as follows:

Meeting 1:
• Date: Tuesday, September 15, 2026
• Time: 6:00 p.m. to 8:00 p.m.
• Location: Recreation Park
Meeting 2:
• Date: Thursday, September 17, 2026
• Time: 6:00 p.m. to 8:00 p.m.
• Location: Las Palmas Park
By positioning the City as the lead agency, staff can ensure that the engagement process is inclusive, transparent, and reflective of the diverse perspectives within the San Fernando community. Collaborating with community-based agencies will enhance outreach capacity and foster trust, while the City's leadership role will ensure that outcomes are formally documented and presented to the City Council for future direction.

Staff will coordinate with community-based organizations to assist with promotion, translation services, and facilitation support to maximize participation and ensure accessibility for all residents. A summary report will be presented to the City Council at the second Council meeting of October 2026 to assist in evaluating future options for the memorial site. Staff will also evaluate the effectiveness of the outreach effort by reviewing participation levels, community partner involvement, social media engagement, website traffic, and the diversity of public participation.

In addition, staff recommends the creation of an ad hoc committee composed of two City Councilmembers to work collaboratively with staff to review, discuss, and evaluate conceptual options for the future use of the site. This committee would meet following the community engagement process and incorporate public feedback into the evaluation of alternative concepts.

The ad hoc committee’s recommendations, along with staff’s analysis, would be presented to the full City Council in October for consideration and direction on next steps.

BUDGET IMPACT:

There is no impact to the budget associated with this item. Staff will utilize existing resources and partnerships with community-based agencies to execute the community engagement meetings at no additional cost to the City.

Purpose
The City of San Fernando will implement a comprehensive Community Outreach and Engagement Plan to inform, educate, and encourage community participation in two public engagement meetings regarding the future direction of the Cesar Chavez Memorial Site. The outreach strategy, working in collaboration with the original artist of the Memorial art work Mr. Ignacio Gomez, is designed to ensure the process is transparent, inclusive, accessible, and reflective of the diverse voices within the San Fernando community. Through collaboration with communitybased organizations and the use of multiple communication platforms, the City will provide residents with meaningful opportunities to share their perspectives and help guide future recommendations to the City Council.

Outreach Objectives
The primary objectives of the outreach are to maximize public awareness of the community engagement meetings, encourage participation from residents and stakeholders representing all segments of the community, provide information in both English and Spanish, and foster an environment that promotes respectful dialogue and constructive feedback. The outreach effort will emphasize that these meetings are intended to gather community input and that all feedback will be documented and presented to the City Council for future consideration.

Target Audiences
Community outreach will focus on reaching San Fernando residents, neighborhood associations, local businesses, youth and families, senior citizens, civic organizations, educational institutions, faith-based organizations, historical organizations, and community-based nonprofits. Staff will work closely with Pueblo y Salud, Somos Familia Valle, Tía Chucha's Centro Cultural, and other local partners to ensure outreach reaches all individuals who may have a strong interest in the future of the memorial site.

• Distribute information through the City's official website. • Share updates on the City's social media platforms.
• Include meeting information in City email newsletters. • Issue press releases to local media outlets.
• Post bilingual flyers and posters at:

1. City Hall

2. Recreation Park

3. Las Palmas Park

4. San Fernando Library

5. Senior Center

6. Community centers

7. Local businesses

8. Schools

9. Other public facilities
• Provide community organizations with digital outreach materials, including:

1. Bilingual flyers

2. Social media graphics

3. Newsletter content
• Encourage community organizations to share information through their own communication networks.

Community Engagement Activities
Beginning approximately four (4) weeks prior to the meetings, the City will launch a bilingual public awareness campaign announcing the meeting dates, times, locations, and purpose. Staff will distribute printed materials throughout the community and coordinate with local media outlets to increase public awareness. Community partners will assist by promoting the meetings through their newsletters, websites, email lists, and social media platforms. During the final week leading up to each meeting, the City will increase communication efforts through reminder posts, email notifications, and partner outreach to encourage participation.

Meeting Accessibility
The City is committed to ensuring the meetings are accessible to all members of the community.

Both meetings will be held at ADA-accessible facilities and will include bilingual meeting materials, Spanish interpretation services, and accommodations for individuals with disabilities upon request. Meeting participants will have opportunities to provide verbal comments during facilitated discussions, participate in small-group conversations, and submit written comment cards to ensure multiple avenues for public input. A Zoom link, monitored by one staff, will be available for anyone wishing to participate in that manner.

Community Engagement Meetings
Meeting 1
• Date: Tuesday, September 15, 2026
• Time: 6:00 p.m. – 8:00 p.m.
• Location: Recreation Park
Meeting 2
• Date: Thursday, September 17, 2026

Key Outreach Messages
The outreach effort will consistently communicate that the City of San Fernando is inviting the community to help shape the future of the Cesar Chavez Memorial Site through an open, respectful, and inclusive public engagement process. Messaging will emphasize that every voice matters, that the meetings are opportunities to listen and gather ideas rather than make decisions, and that community feedback will play an important role in informing future City Council discussions.

Evaluation and Reporting
Following the completion of both community engagement meetings, staff will compile attendance information, summarize community feedback, and document key themes and recommendations received during the engagement process. A summary report will be presented to the City Council to assist in evaluating future options for the memorial site on the second Council meeting of October 2026. Staff will also evaluate the effectiveness of the outreach effort by reviewing participation levels, community partner involvement, social media engagement, website traffic, and the diversity of public participation to help inform future community July 20, 2026 Special & Regular CC Mtg Page 341 of 364
engagement efforts. Topics such as potential transformation projects, start date and fundraising will be discussed after obtaining all relevant information form the Community, partner agencies and direction from Council.

Conclusion
This Community Outreach and Engagement Plan provides a comprehensive strategy for informing and engaging the San Fernando community in a transparent, inclusive, and meaningful discussion regarding the future of the Cesar Chavez Memorial Site. By utilizing existing City communication resources, collaborating with trusted community partners, and providing multiple opportunities for participation, the City seeks to ensure that residents have an active role in shaping a memorial space that reflects the community's shared history, values, and vision for the future.

Community Beautification and Cleanup of the Bank of America Parking Lot Business Area This commercial area is in need of a deep and comprehensive cleanup. It receives a high volume of visitors every day, and for an extended period, some unhoused individuals used portions of the Bank of America parking lot and surrounding business area to sleep and relieve themselves, creating unsanitary conditions and negatively impacting the appearance of the mall. ✔
Therefore, I respectfully request the support of the City Council to launch a series of community cleanup initiatives in our commercial mall. By working together with local businesses, residents, volunteers, and community organizations, we can improve cleanliness, public health, safety, and the overall appearance of our business corridors while fostering community pride and revitalization.
