SUBJECT:

CIVIC CENTER SOUTH PARKING LOT PROJECT - APPROVE TASK ORDER NO. 2 WITH TKE ENGINEERING, INC. TO PROVIDE DESIGN SERVICES (PUBLIC WORKS) DATE: Tuesday, October 6, 2026, 6:00 PM
RECOMMENDATION:

It is recommended that City Council:

1. Approve Task Order No. 2 with TKE Engineering, Inc. (TKE) in the amount of $343,300 to provide engineering and design services for the Civic Center South Parking Lot Project; and

2. Authorize the City Manager to execute Task Order No. 2; and

3. Appropriate $343,300 from the Measure W Fund (Fund No. 2428) for the Project; and

4. Take such additional, related, action that may be desirable.

FISCAL IMPACT
The Civic Center South Parking Lot Project will be funded from the Measure W (Safe Clean Water - Municipal Program) Fund (Fund No 2428). It is recommended that the City Council appropriate $343,300 from the Measure W Fund for the Project.

BACKGROUND
The Santa Fe Springs Civic Center includes City Hall, Town Center Hall, the recently renovated Paul T. Nakamura Regional Aquatic Center, City Library, Post Office, Fire Station No. 4, and Clarke Estate. The City is currently pursuing plans to convert Town Center Hall into a Police Station and will be exploring redevelopment options for the Post Office once its lease expires in 2028. The adjacent Clarke Estate, which hosts special events and weddings, also relies on the Civic Center parking lots for overflow parking. All these facilities share use of the existing Civic Center parking lots that are becoming insufficient to service all current and planned uses

ANALYSIS
TKE has an existing On-Call Engineering Service Agreement with the City. Under Task Order No. 2, TKE will evaluate opportunities to increase parking capacity at the Civic Center and develop up to three conceptual alternatives for consideration by the City.

Following the city’s selection of a preferred alternative, TKE will prepare the final engineering design and construction cost estimate. The final design will incorporate water quality enhancement features and Low Impact Development (LID) strategies consistent with Measure W funding requirements.

ENVIRONMENTAL
The recommended action does not constitute a project under the California Environmental Quality Act (CEQA, as it involves administrative and contractual activities that will not result in a direct or reasonably foreseeable physical change to the environment. Environmental review for any proposed improvements will be conducted, as appropriate, prior to commencement of any construction activities.

DISCUSSION
The Santa Fe Springs Civic Center parking lots serve multiple city facilities and support employee, customer, and visitor parking for City Hall, the City Library, Post Office, and Fire Station No. 4. The Clarke Estate also uses the Civic Center parking lots for overflow parking associated with weddings and other special events.

Parking demand is anticipated to increase due to recently completed and planned improvements that will expand usage of Civic Center facilities. These improvements include the recently completed expansion of the Paul T.

Nakamura Regional Aquatic Center and the planned conversion of Town Center Hall into a Police Station.

Redevelopment of the Post Office site after expiration of its lease in 2028, will further increase parking needs.

To address these demands, TKE has submitted a proposal to evaluate up to three conceptual alternatives to provide additional parking within the Civic Center parking lot. The City will evaluate each alternative and select the option that best meets the City's operational and parking needs. Following the selection of the preferred alternative, TKE will proceed with final engineering design and prepare a detailed construction cost estimate. TKE will incorporate water quality and LID components into the design to support the City's use of Measure W funding

SUMMARY/NEXT STEPS
Upon the approval of the recommended actions by the City Council, the City Manager will execute Task Order No. 2 with TKE Engineering and staff will coordinate the completion of the design for the project.

1. Approve the final payment to Onyx Paving, Inc. of Yorba Linda, California for $1,300.00 (Less 5% Retention); and

2. Approve the final contract amount with Onyx Inc., Inc. in the amount of $2,310,554.02, including Contract Change Order Nos. 1 through 5 in the aggregate amount of $168,554.02 (Attachment A); and

3. Authorize the Director of Public Works to file the Notice of Completion with the Los Angeles County RegistrarRecorder; and

4. Take such additional, related, action that may be desirable.

FISCAL IMPACT
The Commercial Street Improvement Project including Dinard Avenue, Maryton Avenue, Marquardt Avenue, Park Street, and Pike Street is an approved Capital Improvement Project with an approved budget of $2,930,000 funded by Measure SFS funds.

The total project cost breakdown is reflected on Attachment B.

The project is expected to close with a surplus in the amount of approximately $152,445.98 which will be returned to the Measure SFS Fund and will be available to program for other street projects.

The final payment detail (Attachment C) represents the Final Payment (less 5% retention) due, according to the terms of the contract. The work that has been completed and found to be satisfactory. The retention will be released following the mandatory waiting period following the filing of the Notice of Completion with the LA County Registrar-Recorder.

BACKGROUND
The subject project is located on Dinard Avenue (from Maryton Avenue to Rosecrans Avenue), Maryton Avenue (from Dinard Avenue to Rosecrans Avenue), Marquardt Avenue (from Imperial Highway to 625 ft south), Park Street (Both cul-de-sacs east and west of Shoemaker Avenue), and Pike Street (Both cul-de-sacs east and west of Norwalk Blvd); (See Attachment D for Project Location Maps). All seven project segments consist of grinding the top 5 inches of existing asphalt and placement of 2 inches of fiber-reinforced asphalt concrete pavement over 3 inches of asphalt concrete base. Other improvements include removal and replacement of damaged curb & gutter, sidewalks, curb ramps, parkway drains, and driveways, as needed.

ANALYSIS
The original contract with Onyx Paving, Inc. was $2,142,000. During construction, additional and revised work was identified through field investigations, unforeseen existing conditions, requests for information, submittal review, design and regulatory coordination, City requested operational improvements and other project requirements.

These changes were reviewed, negotiated and documented through the Change Order Process. Contract Change Order Nos. 01-05 for Onyx Paving, Inc. totaled an aggregate amount of $168,554.02. Please See Attachment A for a summary of the Contract Change Orders.

ENVIRONMENTAL
Pursuant to the guidelines of the California Environmental Quality Act (CEQA), the Commercial Street Improvements project is categorically exempt under Class 1(c) for existing facilities. Under CEQA, a project is exempt if the scope of work is limited to the repair, maintenance, and minor alterations of an existing facility (existing highways and streets are included examples).

DISCUSSION
The completion of the Commercial Street Improvements project has renewed the service life for the existing roadways, replaced uplifted sidewalks, driveways, curb ramps, and curb & gutter segments. These street improvements will enhance traffic operations and reduce future maintenance costs.

SUMMARY/NEXT STEPS
Upon the City Council approval of the recommended actions, the Public Works Department will coordinate with the Finance Department to issue a final payment to Onyx Paving, Inc. and proceed to close the project. The Public Works Department will then file the Notice of Completion with the LA County Registrar-Recorder as a part of the project closure. Following the mandatory waiting period after the filing of the Notice of Completion, Public Works will work with the Finance Department to release the retention payment.
