the City Council Meeting. Progress was made at the meeting. In order to have additional time to facilitate discussion, the Applicant requested a continuance. The City Council voted to continue the project to June 24, 2026.
The issue before the Council is whether to approve, approve with conditions, or deny the Applicant’s requests as contained in Resolution 2026-061 (Attachment 1). Staff Photos have been provided in Attachment 2.
DISCUSSION:
After the May 27, 2026, City Council meeting continuance, the Applicant erected two wooden poles onsite and attached two lengths of caution tape between each pole, for a length of approximately 45 feet. The Applicant took photos to verify the height of the wooden poles installed at the top of the slope. Staff visited both 150 S. Granados Avenue and 146 S. Granados Avenue and took photos of the proposed fence location as illustrated with the two wooden poles and tape from each residence (See Attachment 2). The City Council had the opportunity to visit both properties and the surrounding neighborhood to evaluate any adverse impacts the proposed fence may cause.
Staff facilitated a meeting between the Applicant and the neighbors regarding the fence location and specific heights. At the meeting some progress was made. In order to keep the discussion going, the Applicant requested a continuance to a date certain to the June 24, 2026.
The City Council continued the meeting. Any additional site visit or viewing from either property or the surrounding area will be required to be disclosed by the Councilmembers during the meeting on June 24, 2026.
On June 17, Staff held a meeting at City Hall and subsequently visited the Derfus property, located at 150 S. Granados Avenue, at the request of the parties involved. The purpose of the site visit was to review the proposed fence and identify the specific section that was the primary area of privacy concern for both the Applicant and the neighboring property owner. Following discussion and evaluation of the site conditions, the Applicant and the neighbor reached a mutually acceptable agreement regarding the proposed fence heights and locations.
The Applicant and the Neighbor have agreed to the following fence configuration starting at the western most (front) property line moving east, the first 35 feet would be constructed to Solana Beach Municipal Code (SBMC) requirements for fences in the front yard setback.
This would consist of a 42-inch solid fence with an additional 24 inches on top that is 80% open to light. The next 7.5 linear feet of fence, which is in the same location as the first
7.5 linear feet of the existing fence, would be constructed to a height of 6 feet solid. The next 49 linear feet of fence is considered the critical privacy area and would be constructed to a height of 8 feet solid. The next 39 linear foot section of fence would drop back down to a height of 6 foot solid and the remaining 22 linear feet of fence until you reach the Item K.2

eastern (rear property line) would remain at the existing fence height not to exceed 156 feet above mean sea level (MSL). The Applicant and the neighboring property owner are in the process of formalizing this agreement through a signed written document. Once received by Staff, the executed agreement will be provided as an attachment to the record.
An updated version of Resolution 2026-061 is attached for the City Council’s consideration.
The Council may direct Staff to modify the Resolution to reflect the findings and conditions it deems appropriate as a result of the Public Hearing process. If the Council determines the proposed development is to be denied, Staff will prepare a Resolution of Denial for adoption at a subsequent Council meeting.
CEQA COMPLIANCE STATEMENT:
The project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 of the State CEQA Guidelines. Class 3 consists of construction and location of limited numbers of new, small facilities or structures. Examples of this exemption include one single-family residence or second dwelling unit in a residential zone. In urbanized areas, up to three-single-family residences may be constructed or converted under this exemption.
FISCAL IMPACT: N/A
WORK PLAN: N/A
OPTIONS:
• Approve Staff recommendation for the Modification and MEC as outlined in the agreement and adopting the attached Resolution 2026-061. • Approve Staff recommendation subject to additional specific conditions necessary for the City Council to make all required findings for the approval of a MEC. • Approve Staff recommendation for the Modification; and if the required findings cannot be made, return to Council at a subsequent meeting with an updated resolution reflecting only the Modification.
• Deny the project if all required findings for the MEC cannot be made.
CITY STAFF RECOMMENDATION:
The proposed project meets the minimum zoning requirements under the SBMC, may be found to be consistent with the General Plan and may be found, as conditioned, to meet the discretionary findings required as discussed in this report to approve a MEC. Therefore, Staff recommends that the City Council:
1. Conduct the Public Hearing: Continue the Public Hearing, Report Council Disclosures, Receive Public Testimony, and Close the Public Hearing.
2. Find the project exempt from the California Environmental Quality Act pursuant to Section 15303 of the State CEQA Guidelines; and

STAFF REPORT
CITY OF SOLANA BEACH
TO: Honorable Mayor and City Councilmembers
FROM: Alyssa Muto, City Manager
MEETING DATE: June 24, 2026
ORIGINATING DEPT: Engineering Department - Austin Frisby, Principal Civil Engineer | City Engineer
SUBJECT: Coastal Rail Trail Extension – Design Options
BACKGROUND:
The Coastal Rail Trail (CRT) Extension project will extend the City’s existing Coastal Rail Trail from its current northern terminus near Ocean Street to the City’s jurisdictional boundary with the City of Encinitas. The project scope includes extending the multi-use path, installing landscaping and irrigation, performing minor repairs to the existing trail, and refreshing the existing northern segment, including replacement of the platform with drought-tolerant native plantings.
Grant funding for the project has been secured, and a contracted civil engineering consultant has prepared preliminary design concepts for City Council consideration and input. This item is before Council to provide direction regarding the project.
DISCUSSION:
The CRT Extension Project is located adjacent to the Harbaugh Seaside Trails, an approximately three-acre coastal bluff-top property at the northern entrance to the City of Solana Beach adjacent to the San Elijo Lagoon. In 2014, a conservation easement was recorded over the property to preserve the land as open space and natural habitat while allowing for passive public recreational use. The property was subsequently rezoned from commercial use to open space/preserve in 2017.
In 2024, the City of Encinitas worked with Solana Beach staff to submit a Highway Safety Improvement Program (HSIP) grant application to Caltrans to construct a pedestrian crossing at Highway 101 and Harbaugh Trails immediately north of the jurisdictional boundary with Solana Beach. City staff continue to work with Encinitas Engineering staff to advance design concept alternatives for the crossing the section of Highway 101 north to the Cardiff State Beach driveway.
On October 15, 2025, the City was notified that Senator Catherine Blakespear secured $300,000 for the CRT Extension via SB 105, administered through the California Natural Item L.1
June 24, 2026
CRT Extension Design Concepts
Resources Agency. On January 14, 2026, City Council approved Resolution 2026-004 accepting the grant funds.
As a result of the ongoing work by Encinitas on design options for the crossing, City staff is limiting the existing design to terminate at the northern jurisdictional boundary. This termination point would allow for either continued access as presently designed north into Encinitas, or diversion onto the San Elijo Lagoon trail system at Harbaugh Trails.
The preliminary design of the CRT Extension is planned to remain within the roadway limits and outside of the conservation easement and mitigation lands for Harbaugh Trails.
Through the City's as-needed engineering consultant (Chen Ryan & Associates), preliminary concept drawings have been prepared building off of concept plans developed in 2023 in coordination with City of Encinitas. The extension will include a raised multi-use trail with buffers on each side, consistent with the City's existing CRT. Due to limited rightof-way within this section of the corridor, proposed improvements would require removal of one (1) lane, presently planned for the northbound Hwy 101 lane. Features also to be included in the design are transitional curbs between the roadway and the CRT, bollard lighting, re-surfacing, and vegetation at the connection point to the existing CRT, at the south end of this project segment. To protect the adjacent native habitat to the east, a raised curb is proposed to minimize encroachment. A continuous Class II bike lane is maintained along the segment and ADA-compliant improvements for transitions.
CEQA COMPLIANCE STATEMENT:
The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) as no discretionary action is proposed at this time; this item is informational and intended to receive public and Council input on preliminary design. Any future discretionary action on the design, contracting, or construction will be subject to CEQA review.
FISCAL IMPACT:
There is no direct fiscal impact associated with the recommended action. Depending on City Council direction, additional funding may be required in the future to complete design and construction of the Coastal Rail Trail Extension.
WORK PLAN:
This item supports the 2025 – 2026 Work Plan Transportation and Mobility, 8. Coastal Rail Trail Extension at North City Limits, as well as the Ongoing Priorities, Circulation and Parking, Item D: “Explore increased funding for maintenance of the Coastal Rail Trail.” OPTIONS:
• Approve staff recommendation.

Speed Limits Prevailing Speed
• Traffic engineering design is traditionally based on the prevailing speed of motorists rather than the posted speed limit.
• Recognition that drivers typically ‘select’ speeds they perceive as reasonable based on the road characteristics (lane width, sight distance, curvature, etc).
• Roadway design elements utilize the observed operating speed (commonly referred to as the 85th percentile speed) as it reflects actual driver behavior
• California’s AB43 provides local agencies flexibility to reduce posted speed limits in areas with:
• Documented safety concerns
• Vulnerable Road Users
• Context sensitive land uses
• AB43 may not change how motorists choose to drive resulting in the local agency’s need to pair speed limit change with roadway design measures to influence driver behavior such as:
• Lane narrowing
• Curb extensions
• Pedestrian refuges
• Enhanced striping

STAFF REPORT
CITY OF SOLANA BEACH
TO: Honorable Mayor and City Councilmembers
FROM: Alyssa Muto, City Manager
MEETING DATE: June 24, 2026
ORIGINATING DEPT: Finance Department – Rachel Jacobs, Finance Director/City Treasurer
SUBJECT: City Council Consideration of Resolution 2026-064 Adopting Adjustments to the Fiscal Year 2027 Adopted
Budget
BACKGROUND:
On June 18, 2025, the City Council (Council) approved the Fiscal Years (FYs) 2026 and 2027 Annual Budgets. During the fiscal year and at the end of each fiscal year as new budgetary information becomes available, Staff presents updates to the Council for consideration when adjustments are recommended to the Adopted Budget. This item is a mid-budget update for consideration of Resolution 2026-064 (Attachment 1) adopting amendments to the FY27 Adopted Budget.
DISCUSSION:
The City of Solana Beach’s (City) Operating Budget Policies state that total expenditures of a particular fund may not exceed that which is appropriated by the City Council without a budget amendment. In addition, Section 3.08.040 of the Solana Beach Municipal Code limits the purchases by departments within the total departmental budget appropriations.
Staff is recommending the City Council authorize the Finance Director/City Treasurer to amend the FY27 Adopted Budget for certain revenue and expenditure appropriations.
Specific amendments to the FY27 Adopted Budget are discussed below in detail and categorized by General Fund and other funds.
General Fund Amendments:
General Fund – Revenues
Staff has analyzed revenues received by the City through May 2026. A trend analysis was performed to compare actual receipts received versus the annual budget. Any significant variances were analyzed in detail and projected through the next fiscal year. In a few cases, budget adjustments are being recommended based on other separate analyses or projections.
Item L.2
June 24, 2026
FY27 Budget Update
General Fund Amendments – Revenues
Administrative Fee Revenue
Due to agreement with Santa Fe Hills HOA and transitioning 20 water billing accounts into their name, staff time spent on processing and reviewing these bills will be reduced and would decrease the administrative fee charged to MID 9C. Building Plan Check Fee Revenue
Due to a high volume of permit activity, Staff is proposing a budget increase to the Building Plan Check Fee category of $250,000. This adjustment would increase Building Plan Check Fee budgeted revenue from $430,000 to $680,000. CVC Fines
Based on a review of County-provided data related to fine activity, Staff is proposing a budget increase to the CVC Fines category of $20,000. This adjustment would increase CVC Fine budgeted revenue from $85,000 to $105,000. Investment Interest - Chandler
During budget development last year, Staff conservatively estimated revenue expected from investment earnings based on projected investment balances. The City continues to experience higher than projected investment revenues each quarter and projected investment balances were higher than previously estimated.
Due to this, Staff is recommending Chandler Investment Interest be increased by $450,000 from $357,533 to $807,533.
RDA Pass Thru Payments
During budget development last year, Staff conservatively estimated the ROPS and associated RDA pass thru payments expected from the County of San Diego. Based on current projections, staff is recommending the RDA Pass Thru Payments be increased by $30,000 from $304,880 to $334,880.
A summary of the recommended changes for General Fund revenues are listed in the following table:
