Chart of Accounts
OVERVIEW
This section provides a description of the City’s accounting and budgeting structure. This structure also applies to the Successor Agency, Redevelopment Agency, and the Housing Authority of Suisun City. In this section, the term “organization” refers to any combination of these three entities. The Chart of Accounts is the reference tool used to describe the organization’s accounting and budgeting structure.
Accounting classi cations are designed to describe the organization’s nancial transactions through the use of a series of line items. The line item titles, numbers, and de nitions are presented later in this section. The organization has ve broad categories of nancial transactions as follows:
Balance Sheet Accounts Income Statement Accounts
Assets Revenues
Liabilities Expenditures
Equity
Balance Sheet Account transactions are generally used only by the Administrative Services Department and the organization’s external auditor. They are used to create the organization’s nancial statements and Annual Comprehensive Financial Reports (ACFR).
Income/Expense Account transactions are used to account for the organization’s Annual Budget, and are described in detail in this section.
ACCOUNTING CLASSIFICATION SUMMARY
The organization’s Chart of Accounts is based on a 12-digit account number. It is summarized as indicated below:
FFF-DDDD-AAAAA
FFF The rst segment is the three-digit Fund eld, which designates the funding source of the transaction.
DDDD The third segment is the four-digit Department eld, which designates the Departments, Divisions, Programs, and Projects.
AAAAA The second segment is the ve-digit Account eld, which designates assets, liabilities, equities, revenues, and expenditures.
DESCRIPTION OF THE ORGANIZATION’S FUNDS
Fund Numbers
The fund number organizes and summarizes all nancial transactions in accordance with generally accepted accounting principles (GAAP) at a meaningful level for reporting. The organization's nancial reporting system is structured on a fund basis consisting of three major fund types - Governmental, Proprietary, and Fiduciary. These funds segregate and identify those nancial transactions and resources associated with providing speci c activities or programs in conformance with special regulations, restrictions, or limitations. The following is a summary of the funds used by the organization.
Governmental Funds
Most of the organization's programs and functions are provided and nanced through Governmental Funds, which are distinguished by their measurement focus on determining nancial position and changes in nancial position, rather than upon determining net income. The organization's Governmental Funds are as follows:

Proprietary Funds
Proprietary type funds are distinguished from Governmental type funds by their similarity to private sector enterprises, as the cost of providing services - whether this service is to the public (Enterprise Funds) or internally to the organization (Internal Service Funds) - is to be nanced primarily through user charges. The City provides accounting, billing, and collection services for the Suisun Solano Water Authority (SSWA). The City and the Solano Irrigation District are the two members of this joint powers authority. The SSWA Board of Directors adopts the SSWA Budget, so these funds are displayed for information only.

AGENDA ITEM NO. 16.
AGENDA TRANSMITTAL
MEETING DATE:
June 18, 2024
AGENDA ITEM:
Council Adoption of Resolution No. 2024-___: Approving Heritage Park Enhancement Project Recommended by the Recreation, Parks, Marina, and Arts Commission.
FISCAL IMPACT:
Utilization of an estimated $697,000 of Park Development Funds. After this expenditure, there would be an account balance of ~$2.1 million.
STRATEGIC PLAN:
Provide Good Governance and Enhance the Environment.
BACKGROUND:
In 2023, the National Recreation and Park Association (NRPA) released a ‘Request for Applications’ for its Youth Sports Equity Grant Program. The program would award five grants of $20,000 to agencies to implement strategies that advance equitable access to youth sports for youth of color, girls, LGBTQ+ youth, low income youth, and/or youth with disabilities.
The grant acknowledges that significant disparities in who has access to and benefits from sport opportunities for those above mentioned youth populations, with gaps continuing to widen. Programs and strategies funded through the Youth Sports Equity Grant Program are intended to help reverse that trend. The Recreation, Parks, and Marina (RPM) Department submitted a grant application in January 2024, proposing an adaptive sports program for youth with intellectual and/or developmental disabilities.
In February 2024, The RPM Department was notified that their grant application was accepted and approved for funding. The grant award will fund a series of ‘adaptive sports programs’ – a minimum of five 4-week series through June 2025–for youth with intellectual and/or developmental disabilities. A working collaboration with North Bay Regional Center (NBRC) will allow NBRC clients to participate in the program for free. The grant award will fund the purchase of program materials, adaptive equipment, and increased staffing. The project will also support large scale staff trainings on working with youth with disabilities and certifications in adaptive recreation and sports programming.
In April 2024, the City Council approved the acceptance of funds from the National Recreation and Park Association’s Youth Sports Equity Grant. Through this grant award, RPM is also able to receive a mini-pitch (multi-sport court) worth up to $100,000 in a park location where the Social Vulnerability Index (SVI) score is above .75. SVI is a metric used by the Center for Disease Control to identify census tracts where demographic and socioeconomic factors, such as poverty, lack of access to transportation, and crowded housing affect that area’s ability to respond to and recover from public health emergencies.
STAFF REPORT:
Staff is recommending Heritage Park as the location for the mini-pitch due to the proximity of the Joseph Nelson Community Center for restrooms and the fact that it is the only park in Suisun City whose SVI score is eligible to receive the mini-pitch donation. With this opportunity, staff looked at other opportunities to expand recreation amenities and services within the park complex. It is the staff recommendation to improve:
Basketball Court
- The basketball court is heavily used by community members on a regular 1013
basis. The current basketball court is in poor condition with a badly sloped playing area, cracks throughout the surface, slanted basketball goals, and no fencing to prevent balls from entering the parking lot. This creates an unsafe environment when players run into the parking lot chasing basketballs. The plan would be to remove the existing basketball court, reorient the court from north to south to east to west, add an additional full court, and include a partial perimeter fence.
Additionally, increasing the amount of basketball courts is in alignment with the Parks and Facilities Master Plan.
Covered Picnic Pavilion
- Includes removal of the picnic tables that are in disrepair, remove the concrete pads, and add a 30’x30’ concrete pad with a covered picnic pavilion. New tables will also be added to create rentable space. This is an ideal location and allows for expansion of the current picnic area while making it ADA compliant. There is a rentable exterior restroom adjacent to this location which provides an element of convenience for the renters. The addition of a Picnic Pavilion is also in alignment with the Parks and Facilities Master Plan.
Mini-Pitch
- Add the mini pitch to the grass located at the east side of the Joseph Nelson Community Center. Removing the grass will help reduce water use and the mini pitch will enable the city to offer pickleball and futsal programming, tournaments, and open play.
The project was unanimously recommended by the Recreation, Parks, Marina, and Arts Commission at its May 1, 2024, meeting.

AGENDA ITEM NO. 17.
AGENDA TRANSMITTAL
MEETING DATE:
June 18, 2024
AGENDA ITEM:
HEARING:
Council Adoption of Resolution No. 2024-___: Placing Liens for Unpaid Waste Collection Service Charges on Certain Lands Situated in the City of Suisun City, County of Solano, State of California.
FISCAL IMPACT:
Republic Services, Inc. is requesting that the City Council place liens on 352 delinquent solid waste accounts representing approximately $128,639.60 in uncollected solid waste collection service charges. The City’s General Fund will receive twenty dollars per lien and 1.0 percent of the total levy amount to be used as the recording fee and to offset the administrative costs associated with the lien and levy process. Through the lien and levy process, the City will collect on outstanding franchise fees totaling 13.0 percent of the uncollected solid waste service charges when the money actually is received.
STRATEGIC PLAN:
Provide Good Governance, Ensure Fiscal Solvency.
BACKGROUND:
Republic Services, Inc. provides solid waste collection service for properties located in the City of Suisun City. The Suisun City Code (SCC) Section 8.08.015 requires subscribers to pay the collection charge directly to Republic Services, Inc. In the event that a customer does not pay the collection charges, Republic Services, Inc. must prepare delinquent notices to notify each customer that the account is delinquent and could be subject to a lien/levy process whereby charges would be recorded against the property.
Republic Services, Inc. began actively pursuing collection of delinquent accounts in December 2001.
Republic Services, Inc. will request hearings three times per year in order for the Suisun City Council to consider enforcing the lien/levy process for delinquent waste charges.
STAFF REPORT:
Republic Services, Inc. customers were compared with the owners of record to the parcel information database obtained from Solano County property records. Notification letters were mailed to all known property owners advising them of the lien and levy process. The letters informed the property owners that they could present their reasons for disputing the waste collection charges by either attending the hearing, or by sending letters to the Council prior to the hearing.
Republic Services, Inc. is asking that the City enforce SCC Section 8.08.170 by placing a special assessment/levying a lien on the properties that have delinquent charges. Republic Services, Inc. will verify accounts for payments prior to recording the special assessments.
STAFF RECOMMENDATION:
It is recommended that the City Council:
1 .
Conduct a Hearing on the proposed liens; and
2 .
Adopt Resolution No. 2024-___: Placing Liens for Unpaid Waste Collection Service Charges on Certain Lands Situated in the City of Suisun City, County of Solano, State of California.

th at 6pm at Suisun City Hall Chambers.
State of the City
(May 30, 2024 / Presentation by Mayor and City Manager with Councilmember presence) Items of note:
• The State of the City was a publicly noticed community meeting that took place at the Joseph Nelson Community Center.
• The City Manager and I presented updates to the community regarding a general overview of accomplishments from the previous year, an introduction of staff, and focused on the state of the city’s finances.
• Much of the meeting focused on Measure S, which is a 1% sales tax measure that was passed in 2016 which is set to sunset in 2026. The conversation focused on how the tax measure will be extended and updated to a 1.75% sales tax measure to support the operational needs for Suisun City as it pertains to items that are of appropriate use for the tax measure. Currently, Measure S is used to fund public safety staff members for both the Suisun City Fire Department and Suisun City Police Department. The conversation provided a high-level overview of the negative impacts to city programs and services if the tax measure were to sunset and not be extended. Future community meetings will be offered to educate and answer questions regarding Measure S. The meeting also included a Q&A portion that provided an opportunity for community members to ask their questions directly to the Mayor and City Manager. • Also in attendance: Vice Mayor Washington, Councilmember Dawson, Councilmember Pal, and Councilmember Osum.

Suisun-Solano Water Authority Board Meeting
(June 10, 2024 / Suisun City Council and Solano Irrigation District Board) Items of Note:
• Attended the board meeting
• We received an update on the status of Trihalomethane (TTHMs) (toxic chemicals formed during water treatment with disinfectants, such as chlorine) testing in our water. Currently, the last several weeks I have indicated testing that shows that TTHM levels are moving in the right direction. There was one week with an indication of higher testing levels for the Downtown area, which can potentially indicate issues with aging infrastructure in Downtown. However, additional mitigation efforts are taking place to help reduce the TTHM levels to more appropriate readings.
Corona, the expert consultants on this issue, have started their studies and testing to help identify what is causing the TTHM levels to become elevated. Additional information on these studies will be forthcoming.
• We received and approved the annual FY24-25 Budget. The budget was approved with a ($293, 276) deficit. Reserve funds will be used to cover this amount. However, the board has the opportunity to make adjustments during Mid-Year Budget. • The board discussed a water rate study and the need to increase water rates. The discussion included an overview of current capital improvement projects, the inability to meet our Debt Service Coverage, the inability to meet adopted cash reserves and will draw current balances down, and not having enough cash to fund needed near-term improvements.
