I cannot attend the City Council meeting on 2/8/22 in order to share my comment publicly, so I ask that my thoughts below be shared for consideration if possible:

My recommendation to the City Council is to be cautious about setting term limits for City Council members. Starting in a new role, whether for employment or civic engagement, requires a number of business cycles, if not multiple years, to fully understand the nature of the role. It is also difficult for a City Council to function well when there are a number of new members on a regular rotation, where institutional memory can be lost. I wholly support community outreach and having succession plans or leadership development plans in place to allow for new City Council members to vie for seats and once nominated to quickly get up to speed. But even with this, limiting a member's term to anything less than two 4-year terms, or blocking them for a lifetime after completing a set number of terms, would result in an immature City Council too often unsure of their decisions, or naively confident in them, and the potential for city business to halt if positions on the council cannot be filled. It also opens the possibility for corporations or lobbies, which often hire their employees for much longer spans of time than 2-4 years, to negatively influence new council members who do not have the benefit of the wisdom of more senior members in the council.

If term limits are set, I would ask that lifetime blocks upon term completions not be codified at this time. Or alternately, to move into a rotational term system, in which no more than 1/2 of the council "age out" of their terms at a single given time.

Thank you for your time and consideration,
Julia Nemeth

Ms. Johl,
My name is Tom Bilek. I was hoping you could read the following statement on behalf of TVIHA. I am sorry I cannot make it to the meeting Tuesday night.
"Hello my name is Tom Bilek and I am the President of the Temecula Valley Inline Hockey Association. I am sorry that I am not able to be there in person but on behalf of TVIHA I wanted to pass along our support for the Capital Improvement Projects which would include the renovation of the Ronald Reagan Hockey Rink. I have not been at Margarita or Ronald Reagan one day this season without someone asking me what is the latest on the rink. Our organization is very passionate about each other and our sport. We feel a covered rink at Ronald Reagan with a Sport Court surface would be another incredible upgrade to one of our City parks. Just last week Prescott Valley in Arizona shared pictures of their new facility on social media and I had multiple people text me that we need something like this in Temecula. Please make this happen for our kids who love this sport so much. It

will only help raise interest in hockey throughout the Temecula Valley. I cannot tell you how happy this new rink would make so many of us.

Thank You!
Tom Bilek, President

I would like to see term limits for all politicians .... including our city council. We all know what happens when people stay in office too long ... just look at at DC. I also would like to be able to elect our mayor. The current rotation lacks accountability. We the people should decide who leads our city.

I would also like to commend Council member Jessica Alexander for having the courage to stand up for her constituents.

To the Temecula City Council Members. I have Lived in the Temecula Valley for 32 years with my family, and now my children and raising their family's here as well.

We have not been to happy in some of the things we've seen going on here in Temecula lately, and we all feel that it's time to mandate Term limits. It's been far to long with self appointed Mayor's, and not Mayor's who's voted in. It's pretty much just like the Democrats, they make sure whoever they want to run a city, state or Presidency makes sure that their appointee is fixed in place. I'd also like to commend Jessica for doing what she was voted in to do to represent her constituent, not the big developers and hospitals execs etc. Jessica has the best interests in mind for Temecula, not her best interests.

Thank you,
Tisha Barela
