Updated 9/24/2024 Resolution No. 2024-149

CITY OF TURLOCK

POLICY ON USE OF MEASURE A DERIVED REVENUES
A. Purpose

On July 6, 2020, City Council approved Ordinance 1281-CS amending the Turlock Municipal Code which established a ballot measure for a Three-Quarter (3/4) cent transactions and use (sales) tax. This ballot measure was identified as Measure A. On November 3, 2020 general municipal election, the City voters approved Measure A and as a result the City adopted the ordinance. During the 2024-2025 budget process, Staff was directed to develop a policy that defines how these revenues will be utilized and to gather feedback from the Measure A Oversight Committee.

B. Policy

It is City Policy that the transactions and use (sales) tax derived from Measure A be allocated for the Roads Program, Public Safety (Police and Fire), and Parks. The allocation of these funds will be as follows:
a. Roads Program (Fund 115) – 55%
b. Public Safety and Parks (Fund 118) – 45%

C. Expenses

These three programs may utilize these funds for staffing, capital projects, debt obligations, and any other expenditure that may assist with the Roads Program, Public Safety (Police and Fire), and Parks. a. Roads program – 55% of all Measure A funds will be used as follows, but not limited to:
i. Staffing
ii. Capital expenditures
iii. Professional Services – such as Engineering, Construction Management, Etc. iv. Debt Obligations
v. General Fund – Up to 5% of revenues may be utilized to assist the General Fund reserve, but only if it drops below 15% and with Council authorization. b. Public Safety and Parks – 45% of all Measure A funds will be used as follows, but not limited to:
i. Staffing
ii. Capital expenditures
iii. Professional Services
iv. Debt Obligations
v. Equipment
vi. Vehicles
vii. General Fund – Up to 5% of revenues may be utilized to assist the General Fund reserve, but only if it drops below 15% and with Council authorization.

D. Reserves

Measure A funds are allocated between two separate funds so each program does not impact the other.

Each fund reserve can be used as follows:
a. Fund 115 – Roads Program may be for cashflow and any other obligation for managing the program.
b. Fund 118 – General Measure A may be used as follows:
i. Capital expenditures such as equipment, repairs and maintenance of facilities, and other one-time costs.

CITY MANAGER’S MONTHLY UPDATE
As we step into the new year, we are excited to welcome five new firefighters to the Turlock Fire Department. Devean Arroyo, David Cruz, Jake Ryan, Givargiz Tamarzian, and
Najm Osborne have joined our ranks and are currently
undergoing training at the MST Fire Academy. This marks the beginning of their journey with Turlock Fire Department, and we look forward to their growth and contributions to our team.

Their training will equip them with the skills and knowledge necessary to serve our community with professionalism and dedication. We appreciate the hard work and commitment they have already demonstrated, and we wish them success as they progress through the academy. We are also looking forward to the MST Fire Academy graduation on Friday, May 16th, where we will have the opportunity to recognize not only the
graduation of our five new firefighters but also those
individuals who have promoted this past year. More
information to follow.

Additionally, we would like to acknowledge and thank the efforts of the apparatus committee for their work in
completing the acceptance of two new fire engines, which were originally purchased in 2022. We look forward to these engines going into service next month, enhancing our department's capabilities and service to the community.

Thank you to our entire team for your continued dedication to the safety and well-being of Turlock. Let’s make 2025 a year of growth, excellence, and service!

FLEET
Fleet Services continues work on its first in-house emergency vehicle build, converting an electric ATV into a fully equipped emergency response vehicle. The vehicle will be used at events such as the fair, allowing first responders to maneuver easily through crowds.

A new Shipping & Receiving Inventory Specialist has joined the team to improve efficiency in managing parts and supplies. Fleet is also working on compliance with hazardous waste tracking regulations, planning to register with the County for e-manifest tracking, which will streamline inspections and reporting. A recent safety notice from Chevrolet regarding seat belt damage in emergency vehicles was reviewed, and Turlock PD has been notified to incorporate the inspection into routine vehicle maintenance.

WATER QUAITY CONTROL
Water Quality Control (WQC) is addressing
several challenges in the solids handling
process, including heating system failures and
struvite blockages in methane phase digesters,
which have forced temporary shutdowns of
some units. Staff has implemented short-term
solutions, such as rerouting piping and
manually clearing blockages, to maintain
compliance with waste discharge
requirements. Additionally, a digester overflow
issue caused by struvite buildup is being
managed with line flushing and a scheduled
Clean-in-Place (CIP) process to restore flow
efficiency.

To ensure long-term stability, WQC is
implementing chemical treatments to remove
struvite, with full digester cleanings planned
for March-April. Staff is also investigating root
causes of chemical precipitation issues and
piloting a ferric chloride injection system to
prevent future blockages. If successful, a
permanent dosing system will be developed in
coordination with Engineering. Despite current
challenges, WQC remains focused on
maintaining uninterrupted treatment
operations and enhancing system reliability.
