Subject
Agreement between the Cities of Maywood and Vernon for Traffic Signal Maintenance at the Intersection of Downey Road and Slauson/Malburg Way
Recommendation
A. Find that the proposed action is categorically exempt under the California Environmentally Quality Act (“CEQA”) review in accordance with CEQA Guidelines Section 15301, because the project consists of the maintenance, repair or minor alteration of existing facilities and involves negligible or no expansion of an existing use; and
B. Approve and authorize the Mayor to execute the Agreement between the Representative Cities of Maywood and Vernon for Traffic Signal Maintenance, in substantially the same form as submitted, for a term of five years.

Background
The signalized intersection located at Downey Road and Slauson Avenue/Malburg Way lies partially within the City of Maywood (Maywood) and partially within the City of Vernon (Vernon).

The majority of the area (62.5%) falls within Vernon's boundaries, therefore, the cities share in the provision of signal maintenance at the intersection. Accordingly, on September 21, 2021 the Vernon City Council approved a five-year agreement between Maywood and Vernon for traffic signal maintenance at said intersection, which will expire on September 30, 2026. Pursuant to Section 8 of the existing agreement, Vernon and Maywood desire to extend the agreement for an additional five-year period to be effective October 1, 2026.

Vernon will continue to provide routine and extraordinary maintenance to the intersection through the City’s existing Signal Maintenance Contract with Bear Electrical Solutions. Cost of the routine and extraordinary maintenance will be shared as follows: Vernon 62.5% and Maywood 37.5%.

The proposed Agreement between the Cities of Maywood and Vernon has been reviewed and approved as to form by the City Attorney's Office.

Strategic Plan Goals
Goal 1: Strengthen City Credibility and Partnerships
Fiscal Impact
The annual cost for routine signal maintenance at the intersection is $1,140, based on the City’s existing signal maintenance contract with Bear Electrical Solutions. Under the proposed agreement, the City is responsible for 62.5% of the costs, or approximately $712.50 annually, and City of Maywood is responsible for the remaining 37,5%, or approximately $427.50 annually.

Any extraordinary maintenance costs will be shared between the cities using the same costsharing ratio.

Harris Computer Corporation (Advanced), runs on the Infinity Customer Information System (CIS). The system is essential for VPU’s Customer Service division, supporting billing for all electric, water, and natural gas utility services. It also accommodates the City’s Time-of-Use (TOU) tariffs for Vernon’s residential customers and its large commercial and industrial electric customers. For over a decade, the Advanced Infinity CIS has provided reliable and accurate billing data, as evidenced by approximately 3,000 utility bills issued monthly to the City’s residents and businesses.

On November 7, 2023, the City Council approved a Master Scope of Work Agreement with Advanced to conduct a data conversion and upgrade the existing Infinity CIS billing platform to Version 5.0. In October 2025, VPU successfully completed its multi-year customer billing system upgrade project with Advanced.

VPU has used the legacy Eden financial software system (Eden), developed by Tyler, as its billing platform for fiber-optic and dark fiber services since 2007. However, support for Eden is set to conclude in March 2027, as Tyler plans to transition this system to its modernized Munis software suite. With the upcoming phase-out and end of product support for Eden in March 2027, VPU is pursuing the implementation of a new fiber service through the Infinity CIS platform. This will enable the utility to invoice customers for all four of its core services (electric, water, natural gas, and fiber) through a single platform.

The proposed Statement of Work (SOW) with Advanced outlines the development and configuration of Infinity CIS interfaces for existing VPU systems, along with any necessary modifications to meet the utility’s requirements. Given that VPU is introducing a new utility service into its CIS, the successful configuration of the fiber service will involve several components.

From a financial perspective, this includes general ledger accounting, new account strings, accounts receivable, and financial reporting. Advanced will also set up four subcategories under the fiber service to differentiate between the various service types: residential internet, business internet, municipal dark fiber, and business dark fiber. In addition, the SOW includes other ...

important configurations, such as creating new fiber accounts, setting billing frequencies, configuring rates and transaction codes, tracking delinquencies, printing bills, and handling connection and disconnection requests. While VPU has chosen not to migrate historical fiber billing data to ensure the project remains cost-effective, Advanced is responsible for basic data conversion and uploading existing fiber account data under this SOW.

The proposed SOW with Advanced is exempt from competitive bidding and competitive selection pursuant to Vernon Municipal Code (VMC) Sections 3.32.110(A)(2) and 3.32.110(B)(1), respectively, because the necessary platform upgrades, software, and support services are only available from Advanced. Moreover, the Infinity CIS Version 5.0 platform and the Representational State Transfer Application Programming Interface (REST API) currently used by VPU’s Customer Service Division are compatible only with Advanced proprietary software.

Engaging a separate CIS provider solely for fiber services would lead to significantly higher costs and operational issues, primarily due to the need for a separate data conversion process and the implementation of an additional billing platform. Additionally, VPU staff would need extra time to become familiar with a new billing system, diverting their attention and resources from daily tasks, thereby adversely impacting overall efficiency and service to customers.

Therefore, VPU staff recommend that the City Council approve the SOW with Advanced for a total amount not-to-exceed $57,375. Additionally, staff recommend a contingency of 10% percent (or $5,738) for unforeseen expenses related to project implementation. City Council approval is required pursuant to VMC Section 3.32.030(B), as during the last 12 months, the City has paid or awarded Advanced a total of $524,298.57.

The proposed Statement of Work with Advanced has been reviewed and approved as to form by the City Attorney’s Office.

Strategic Plan Goals
Goal 6: Optimize Public Utility Operations to Ensure Affordable Services Fiscal Impact
The fiscal impact is not to exceed $63,113, including the 10% contingency. Sufficient funds are available in the Electric Fund, Administration, Capital Outlay, Account No. 055-050-580-660000 for the current fiscal year.

City Council Agenda Report
Meeting Date: August 18, 2026
From: Todd Dusenberry, General Manager of Public Utilities Department: Public Utilities
Submitted by: Adriana Ramos, Principal Management Analyst Subject
Services Agreement with 1155 Infrastructure Solutions, LLC Recommendation
A. Find that the proposed action is categorically exempt from California Environmental Quality Act (CEQA) review, in accordance with CEQA Guidelines Section 15301, because the contracted services consist of the maintenance, repair, or minor alteration of existing facilities and equipment and involve negligible or no expansion of an existing use; and B. Approve and authorize the City Administrator to execute a Services Agreement with 1155 Infrastructure Solutions, LLC, in substantially the same form as submitted, for natural gas project design, construction, and repair services for an amount not-to-exceed $600,000, for a three-year term.

Background
The Natural Gas Division of Vernon Public Utilities (VPU) was established in 2006 with a large distribution system and transmission system designed to serve the City’s industrial and commercial businesses. VPU provides natural gas service to approximately 125 industrial and commercial customers. Although Vernon is a small city with a natural gas utility serving 125 customers, VPU is one of the largest municipal gas providers in the United States by volume.

VPU maximizes the operational efficiency of its natural gas system by utilizing full-time employees to manage day-to-day operations while retaining specialized consultants to provide technical expertise for periodic or otherwise specialized requirements. This strategy enables operational efficiencies, keeps costs competitive, and ensures that external expertise and experience are available and accessed as needed.

VPU currently contracts with A.M. Ortega Construction, Inc. (AMO) for natural gas project design, construction, and repair services. On August 15, 2023, the City Council approved a three-year Services Agreement with AMO to provide natural gas project design, construction, and repair services. That agreement is set to expire on August 30, 2026. AMO assists the VPU Natural Gas Division staff with various operational needs. These include establishing new customer connections, providing technical engineering, designing projects, conducting pipeline safety assessments, ensuring compliance with current and upcoming regulations, and addressing potential repairs related to system leaks and/or mechanical failures.

As per Vernon Municipal Code (VMC) 3.32.090, on May 28, 2026, staff issued a Request for Proposals (RFP) for Natural Gas Project Design, Construction, and Repair Services. The RFP was advertised on the City's Planet Bids platform. The RFP identified required services, including welding of steel gas pipe, fusion of polyethylene (PE) distribution lines, pressure testing of steel and PE pipe, excavation and installation of steel or PE pipe, shoring of trenches and pits above gas lines, technical and maintenance support of regulator stations, pipeline damage repair, and emergency support services.

Proposal packages were received from seven companies by the July 1, 2026 deadline. A ...

qualified panel of City staff from multiple departments thoroughly examined the proposals based on professional qualifications (45%), demonstrated competence (45%), and responsiveness to the RFP (10%). Based on the evaluation process, the proposal submitted by 1155 Infrastructure Solutions, LLC (1155 Infrastructure Solutions) demonstrated the strongest combination of expertise and a comprehensive approach, best suited to fulfill the scope of services outlined in the RFP. The proposal submitted by 1155 Infrastructure Solutions received the highest score following the evaluation process and was, therefore, deemed the most qualified.

Accordingly, VPU staff recommends that the City Council approve a Services Agreement with 1155 Infrastructure Solutions for a total amount not-to-exceed $600,000 to provide natural gas project design, construction, and repair services. Pursuant to VMC Section 3.32.030(A), City Council approval is required for the proposed agreement, as the total value of the contract exceeds $100,000.

The proposed Services Agreement has been reviewed and approved as to form by the City Attorney’s Office.

Strategic Plan Goals
Goal 6: Optimize Public Utility Operations to Ensure Affordable Services Fiscal Impact
The fiscal impact is not-to-exceed $600,000. Sufficient funds are available in the Gas Fund, Repairs & Maintenance, Account No. 056-060-600-529000, Professional Services-Technical, Account No. 056-060-600-529225, and Capital Outlay, Account Number 056-060-600-660000, for the current fiscal year and will be budgeted in subsequent years.

Submitted by: Adriana Ramos, Principal Management Analyst Subject
Purchase Contract with Sulzer Pump Services (US) Inc.

Recommendation
A. Find that the proposed action is categorically exempt from California Environmental Quality Act (CEQA) review, in accordance with CEQA Guidelines Section 15301, because the project consists of the maintenance, repair or minor alteration of existing equipment and involves negligible or no expansion of an existing or former use; B. Approve and authorize the issuance of a Purchase Contract with Sulzer Pump Services (US) Inc. for the complete overhaul and refurbishment of a Sulzer boiler feed water pump, for an amount not-to-exceed $142,217.61; and
C. Authorize a contingency amount of 10% (or $14,221.76) in the event of unforeseen expenses that might arise during the overhaul process, and grant authority to the City Administrator to approve and execute change orders up to the contingency amount, if necessary.

Background
The Malburg Generating Station (MGS) is equipped with two (2) high-pressure boiler feed pumps, each operating at 100 percent. These pumps are critical components of the steam generation process, supplying feedwater from the deaerator to the heat recovery steam generators (HRSGs). The pumps deliver water at a pressure sufficient to overcome the boiler's operating pressure and any system losses. The continuous supply of feedwater is crucial for steam production, which drives the steam turbine and generates electricity.

On July 7, 2026, plant personnel identified a thrust bearing failure on one of the high-pressure boiler feed pumps. The failure raised concerns about potential damage to the pump shaft and other critical internal components. As a precaution, the pump was taken out of service and sent to Sulzer Pump Services (US) Inc. (Sulzer), the original equipment manufacturer (OEM), for a comprehensive inspection and evaluation.

Sulzer inspected the pump and determined that a complete overhaul is necessary to restore it to a safe and reliable operating condition. During the inspection, Sulzer confirmed that the pump sustained damage to its shaft and other essential internal components. The recommended scope of work includes replacing worn and damaged components, restoring critical tolerances to OEM specifications, reassembling the pump, conducting performance testing, and final certification.

The overhaul is expected to extend the service life of the critical boiler feed pump and maintain the reliable operation of MGS.

The proposed Purchase Contract is exempt from competitive bidding and competitive selection pursuant to Vernon Municipal Code (VMC) Sections 3.32.110(A)(2) and 3.32.110(B)(1), respectively, because Sulzer is the OEM and maintains the proprietary engineering specifications, specialized tooling, and technical expertise required to perform the overhaul and certify the pump to its original performance specifications.

VPU staff recommends that City Council approve the issuance of a Purchase Contract with ...

Sulzer for the complete overhaul and refurbishment of the high-pressure boiler feed pump at MGS, for a total amount not-to-exceed $142,217.61. Additionally, VPU staff recommends a contingency amount of ten percent (10%), or $14,221.76, in the event of unforeseen expenses that might arise during the overhaul process. Pursuant to VMC Section 3.32.030(A), City Council approval is required for the proposed contract, as the total value of the contract exceeds $100,000.

The Sulzer Quote has been reviewed and approved as to form by the City Attorney’s Office.

Strategic Plan Goals
Goal 6: Optimize Public Utility Operations to Ensure Affordable Services Fiscal Impact
The fiscal impact is not-to-exceed $156,439.37. Sufficient funds are available in the Electric Fund, Malburg Generating Station, Repairs & Maintenance, Account No. 055-050-586-529000.

SECTION 1: SCOPE OF WORK

INCOMING INSPECTION & TEARDOWN
— Gather all components, complete the required inspection forms, and lay out the job; record the asfound condition with photographs. — Issue an as-found dimensional report of all rotating and stationary parts (teardown and inspection already completed at LASC).

SHAFT & ROTOR
— Supply and install a new OEM shaft; the existing thrust-end shaft is spent and welded to its mating parts (thrust bearing and Inpro seal sleeve) and cannot be reused — addresses the reported thrustbearing failure and heat damage. Inspect the new shaft prior to build. — Supply and install a new balance drum (piston); the existing drum is galled, bent and pitted in the bore. Verify OD running clearance to the liner (.012 confirmed good). — Build the rotor and perform a hydraulic-nut check; record before-and-after T.I.R. — Grinding all seven (7) impeller hub and eye rings and stone/granding the impeller bore faces to restore OEM fits; address the cavitation indications found on the No. 1 impeller inlet vanes.

DIFFUSERS & COVERS
— Polish the diffuser wear rings and stone the sealing faces and vanes as required (six (6) diffusers). — Verify diffuser-to-cover fits (.0005–.001 tight) and the cover-to-cover / cover-to-head metal-to-metal fits (confirmed good).

HEADS & STUFFING BOXES
— Sandblast the suction and discharge heads; chase and tap all threaded holes, hand-hone/stone all critical sealing faces, and polish the head wear rings. — Sandblast and stone the T.E. and D.E. stuffing-box faces.

BEARING HOUSINGS

City Council Agenda Report

From: Brian Saeki, City Administrator
Department: City Administration
Submitted by: Lilia Hernandez, Deputy City Administrator Subject
Regular Vernon City Council Meeting Times
Recommendation
Discuss meeting times for regular meetings of the City Council and provide direction to staff regarding potential changes.

Background
Chapter 3.10 of Article III of the Vernon City Charter dictates that the City Council shall hold regular meetings at least once a month, and that the Council has the authority to establish the time, frequency, and place of City Council meetings. The City Council is required to make such determinations by Ordinance which are then codified into the Vernon Municipal Code (VMC). As indicated in VMC Section 2.04.010, currently, regular meetings of the City Council are held on the first and third Tuesday of each month at 9:00am.

Council Meeting times have changed several times over the years. The chart below provides a summary of past meeting date/time changes for the regular meetings of the Vernon City Council.

History of Vernon City Council Regular Meeting Times
Year Ordinance
No.

Day Meeting Time
1992 1006 First and third Tuesday 5:00pm
2001 1081 First and third Wednesday 5:00pm
2007 1128 First and third Monday 10:00am
2008 1149 Every Monday 10:00am
2009 1158 Every Monday 9:00am
2010 1168 First and third Monday 8:00am (L&P) & 9:00am (City) 2011 1180 First and third Tuesday 8:00am (L&P) & 9:00am (City) 2012 1193 First and third Tuesday 9:00am
At their meeting on July 7, 2026, the City Council adopted the City-wide Strategic Plan which included Task No. 5.2 to discuss regular Council meeting times considering efforts to increase public engagement and improve the efficiency of meetings. With regards to increased public engagement, it would be prudent for regular meetings of the City Council to occur at a time of day that provides the greatest opportunity for in-person participation by the City’s various stakeholders including residents, visitors, the business community, and any members of the public that wish to attend. With respect to efficiency, consideration should be given to the amount of time that would be available for staff to prepare for the meetings, especially in light of new legislative requirements (Senate Bill 707).

Potential Modifications to Meeting Schedule
The City Council may make modifications to its meeting schedule as it pertains to time, frequency, and place as long as the Council holds a regular meeting at least once a month.

Potential modifications for consideration include:

Potential Changes Considerations
Frequency:

Consolidate regular meetings to
once a month (e.g. First Tuesday
at 9:00am)
• Meetings may last longer as the number of City
business items for each agenda will increase
• Special meetings may be required in between
regular meetings to address pressing matters –
certain items cannot be considered at a Special
meeting (e.g. compensation and benefits, regular
ordinances, etc.)
• Opportunity for general public comment would be
limited to single regular meeting
• May be more conducive to regular in-person
participation from the public
Time:

Move regular meetings to an
earlier start time (e.g. First and
third Tuesday at 8:00am)
• May increase in-person participation by the public
if meetings are held at the beginning of the day
• Will decrease the amount of time staff will have to
prepare for the meeting
Time:

Move regular meetings to late
afternoon or evenings (e.g. First
and third Tuesday at 4:30pm or
5:00pm)
• Would provide opportunity for maximum in-person
participation and better representation of the public
as it may capture a broader demographic of the
community
• Will allow additional time for staff to prepare for the meetings and help ensure compliance with new
legislative requirements
• May have a fiscal impact for staff support
Community Outreach
At the recent Town Hall meetings held during the month of July, the City’s residents were informed that City Council would be discussing potential Council Meeting time changes and that there would be an opportunity to provide feedback. Staff have also broached the subject with the Vernon Chamber of Commerce. Should City Council provide direction regarding a potential time change for consideration, staff can gather feedback from residents and the business community via an online survey.

Timeline to Implement Changes
Changes to the schedule for regular meetings of the City Council need to be made by Ordinance pursuant to Chapter 3.10 of Article III of the Vernon City Charter. An Ordinance for this purpose would require a first and second reading and become effective 30 days following adoption. At the earliest, an Ordinance could be presented for consideration at the September 15, 2026 Council Meeting. If a second reading and adoption occur at the subsequent meeting on October 6, 2026, the changes would become effective as early as mid-November, depending on Council direction.

Staff are requesting direction from Council on any desired changes to the regular meeting schedule of the City Council, including modifications to time and frequency. ...

Zoning: Permitted Use Cross-Reference Matrix
Recommendation
A. Receive and file the Permitted Use Cross-Reference Matrix; and B. Provide direction to staff on any desired amendments to Title 17 of the Vernon Municipal Code to reclassify certain land uses currently allowed by-right to require a higher level of discretionary review through Conditional Use Permits or Development Agreements.

Background
In light of ongoing national dialogue and concerns expressed by community members, City staff have been analyzing whether certain land uses currently permitted “by-right” in the Vernon Municipal Code (VMC) should instead be subject to a higher level of discretionary review, implementing processes to include a Conditional Use Permit (CUP) or a Development Agreement (DA).

To support the City Council's evaluation of this issue, staff prepared a comprehensive Permitted Use Cross-Reference Matrix (Attachment 1), which summarizes every use classification in Title 17 and identifies its level of review in each zoning district. The matrix organizes uses into four categories, each defined in VMC Chapter 17.16 (Definitions):
• By-Right: A use permitted outright in a zoning district, subject only to compliance with applicable development standards. No discretionary approval is required. By-right uses are listed in each zone's "Permitted Uses" section (e.g., VMC § 17.22.020 for the General Industry Zone).
• Minor Conditional Use Permit (Minor CUP): A discretionary permit granted by the Director of Public Works for uses not permitted by-right because they require special review and may be subject to special conditions. Minor CUPs are processed at the staff level under VMC Chapter 17.76 (Minor Conditional Use Permit), with the Director retaining discretion to refer an application to the City Council (VMC § 17.76.060). • Conditional Use Permit (CUP): A discretionary permit granted by the City Council for uses not permitted by-right because they require special review and may be subject to special conditions. All CUPs are heard and decided by the City Council following a public hearing, under VMC Chapter 17.72 (Conditional Use Permit), and are subject to CEQA review. Conditions of approval and administrative exactions must have a nexus to the impacts directly created by the proposed land-use.
• Development Agreement: A contract, duly executed and legally binding, between the City and a developer, authorized under Government Code § 65864 et seq. and governed by VMC Chapter 17.84 (Development Agreement). Development Agreements are adopted by ordinance following a City Council public hearing, are subject to CEQA review, and allow for negotiated, project-specific terms, such as community benefit fees. DA terms are negotiated versus unilaterally imposed, the fees and terms are not legally bound by strict nexus requirements.

It should be noted that one of the conditions of a CUP could be a Development Agreement. The CUP component allows the City Council to apply standard findings and conditions addressing compatibility, operations, and mitigation. The Development Agreement component allows the City to vest development rights and negotiate site-specific public benefits, such as infrastructure improvements, local hiring commitments, or community benefit contributions, over a defined term. This approach provides the City Council with the strongest level of discretion available under the zoning code: the compatibility safeguards of a CUP paired with the negotiating leverage of a Development Agreement. The City Council would consider both at a single hearing, approving the CUP by resolution and adopting the Development Agreement by ordinance.

It is recommended that City Council deliberate and provide staff with direction on its desired reclassification of certain land uses (if any) to require CUPs or DAs for approval. Staff would return with any proposed amendment(s) to the VMC’s Title 17 at a subsequent meeting for Council’s review and approval.

City Council Agenda Report
Meeting Date: August 18, 2026
From: Brian Saeki, City Administrator
Department: City Administration
Submitted by: Lilia Hernandez, Deputy City Administrator Subject
Emergency Donations to Nonprofit Organizations Responding to the Palos Warehouse Fire Recommendation
A. Find that providing financial support to nonprofit organizations responding to the Palos Warehouse Fire serves a public purpose and benefits Vernon area communities; and B. Approve and authorize emergency donations in the amount of $10,000 each ($30,000 in total) to 1) InnerCity Struggle; 2) Labor Community Services Los Angeles; and 3) Proyecto Pastoral at Dolores Mission, nonprofit organizations that have provided aid to families and individuals affected by the Palos Warehouse Fire, and authorize the City Administrator to execute any related documentation to facilitate the donations.

Background
The structural fire at the Lineage, Inc., cold storage facility in Boyle Heights on June 17, 2026 (Palos Warehouse Fire) had significant immediate impacts on the residents and businesses in the area. On June 20, 2026, Governor Newsom proclaimed a state of emergency to exist in Los Angeles County due to the Palos Warehouse Fire.

Given the proximity of the Lineage facility to Vernon, effective June 20, 2026, Mayor Melissa Ybarra, acting as the Chief Executive Officer of the Vernon Disaster Council, also issued a Proclamation of Local Emergency declaring the existence of an emergency in the City of Vernon.

The proclamation was ratified by the Vernon City Council via Resolution No. 2026-034 on June 23, 2026 and subsequently renewed on July 21, 2026 due to the persisting impacts of the Palos Warehouse Fire on the local community.

The aftermath of the fire incident continues to burden nearby communities nearly two months later. Because of the smoke released by the fire over several days, the millions of pounds of decomposing food inside the facility, and the increase in vermin and flies, concerns about air quality, environmental hazards, and public health remain prevalent today. Accordingly, the City Council will again consider renewing the Proclamation of Local Emergency (via Resolution No. 2026-034) at its meeting on August 18, 2026.

To address the many urgent needs of the impacted community, government agencies and nonprofit organizations have mobilized to support relief efforts. The City has received emergency funding requests from several nonprofit organizations that are directly engaged with residents and businesses facing significant hardship, and providing aid to those most affected by the Palos Warehouse Fire. InnerCity Struggle, Labor Community Services Los Angeles, and Proyecto Pastoral at Dolores Mission are seeking donations from the City to supplement their ongoing work. Additional funding will help mitigate the Palos Warehouse Fire’s impacts in Boyle Heights and throughout the broader region of southeast Los Angeles (SELA) and will expedite the provision of services and goods during this challenging time. ...

InnerCity Struggle
InnerCity Struggle (ICS) is a 32-year-old non-profit organization based in Boyle Heights. Located less than a mile from the Lineage facility, the site of the Palos Warehouse Fire, ICS was one of the first community-based organizations to respond to the crisis and support the impacted area.

ICS has focused on Personal Protective Equipment (PPE) distribution, mutual aid distribution, organizing, access to health services, and advocacy, taking a frontline role in protecting residents as odors, respiratory distress, and pest infestations continue to affect nearby households.

Additionally, the organization has helped shape small business stabilization and long-term environmental justice reforms, uplifting community voices to drive recovery decisions.

Labor Community Services Los Angeles
Labor Community Services (LCS) is a nonprofit organization with a long history of responding to emergencies and disasters throughout Southern California. LCS has consistently worked alongside public agencies, labor organizations, community-based partners, and elected officials to provide timely and effective relief to families and workers in need. The organization has been committed to reinforcing the collective Palos Warehouse Fire response, activating its worker-relief and emergency-assistance infrastructure to provide food assistance for over 800 families and a full pallet of N95 face masks to impacted community members. LCS’ current activities fall into two major categories: Emergency food and essential supply distribution and worker support and resource navigation.

Proyecto Pastoral at Dolores Mission
Proyecto Pastoral (Proyecto) is a nonprofit organization that has served the Boyle Heights community for more than 40 years providing programs in education, youth development, leadership, housing, and workforce development. In response to the Palos Warehouse Fire, Proyecto has focused on immediate, family-level assistance, especially for vulnerable residents, establishing a Fire Relief Fund to provide direct financial aid to those impacted by the incident.

Assistance is available for rent and temporary lodging, healthcare expenses, and other essential needs – Proyecto has received nearly 200 applications from families. The nonprofit’s role centers on direct service, family stabilization, and community resilience and Proyecto has mobilized its existing programs to connect residents to medical and social services, and is advocating for housing, food support, and environmental testing and accountability.

To evaluate the requests for support and vet the aforementioned nonprofit organizations, staff consulted with Jemmott Rollins Group, Inc. (JRG), a firm with extensive experience in grant administration and considerable knowledge of community-based nonprofit organizations serving the region. In summary, JRG’s assessment of the collective organizations’ support for the Palos Warehouse Fire emergency response is that their work has been timely, effective, and impactful.

Together, ICS, LCS, and Proyecto help:
• Sustain a unified, communitywide response that integrates advocacy, emergency assistance, and direct family support
• Coordinate efforts with Eastside and Boyle Heights partners to ensure critical resources reach the most impacted populations
• Disperse accurate information to residents to allow their participation in shaping the community’s recovery
• Offer trusted leadership to advocate for environmental justice, worker protection, and family stabilization
All three of the nonprofit organizations noted above rapidly mobilized after the fire and were critical to the urgent provision of aid and resources for the community. These nonprofits were ...

able to leverage their existing partner networks within the affected areas to immediately and efficiently address the spike in community need, augmenting the response efforts of local government agencies. Providing financial support to ICS, LCS, and Proyecto would serve a public purpose, as the organizations would be equipped to further effectuate long-term recovery in the Vernon area communities impacted by the Palos Warehouse Fire.

Staff proposes donation amounts of $10,000 for each of the organizations; however, City Council has full discretion to determine the donation value (if any). Based on feedback from ICS, LCS, Proyecto, and JRG, a $10,000 donation would provide significant funds to administer food assistance, essential supplies, and specialized services to hundreds of residents and workers.

Any donation from the City would extend relief efforts for additional days or weeks and enable opportunities for recovery.

If donations to the organizations are approved by City Council, the City Administrator would be authorized to take actions to facilitate the distribution of funds, including the execution of related agreements or Memoranda of Understanding (MOUs) that would formalize the City’s financial support and the organizations’ use of funds to support families in need. Any such agreement would be subject to review and approval as-to-form by the City Attorney.
