Fiscal Impact:
There is no fiscal impact associated with this item.
Strategic Plan Goal:
This item aligns with “Goal E - Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects, as they are essential in meeting the community’s needs.
Background:
Tract Map No. 16792 is a residential subdivision of 337 single-family lots, located at the southwest corner of Dos Palmas Road and Monte Vista Road, please see Attachment A, Vicinity Map. In November of 2005, after recording the final map, Sorrento Hills, LLC entered into a Subdivision Improvement Agreement (SIA) and partially developed the tract prior to the Great Recession. In 2010, Desert-Candle, LP, also known as Pacific 4 1
5 5
Communities, acquired the tract and is the current owner of all 184 undeveloped lots in Tract 16792.
Discussion:
As a result of this purchase, Pacific Communities is required to enter into a Subdivision Improvement Agreement (SIA) and provide substitute securities in accordance with Victorville Municipal Code §17.64.060. Upon receipt of the new securities, the existing Subdivision Improvement Agreement and Utility Surety Agreement can be released. A new SIA and securities are required for the outstanding public improvements which include the following:
•Completion of water and sewer laterals to the undeveloped lots •Landscaping and irrigation (LMAD) improvements along Dos Palmas Road •Street improvements for the tract interior
•Monumentation
Upon City Council approval, Pacific Communities will immediately begin development of the Tract, which includes all 184 undeveloped lots.
Staff is available for any questions Council may have.

I am incredibly proud of the continued dedication and professionalism shown by the Victorville Professional Firefighters. As the second busiest city in the county, our team consistently delivers top-tier service. We currently have eight firefighters in the background phase with a projected academy start in early summer.
Congratulations to those who passed the Acting Engineer evaluations—an outstanding achievement. The new paramedic squads are near completion; special thanks to Firefighter Aivazi for managing this project. Our infrastructure projects continue to move forward, with Station 313 in the conceptual design phase, and Station 311 set to begin remodeling soon.
We’ve successfully completed RT-130 training making us more prepared for fire season deployments, kudos to Engineer Blas and his cadre. We hosted our first Truck Academy with cooperators, led by Chief Sprague.
Apparatus rebranding is nearing completion. Cal-OES Engine 335 will be replaced on June 9, with Chief Espinoza and Captain Torres handling delivery. Our budget is on track for June approval; thank you, Deputy Chief Roach and Karem Ostrom, for your hard work. We’ve scheduled firefighter wellness physicals to include comprehensive cancer screening. With the Victorville CARE Team now fully operational, we will continue to prioritize firefighter health and wellness. The future of our department remains strong and steadily progressing thanks to the commitment of our entire staff and the support of our city.

Subject:
Benefits Resolution No. 25-039 and the Employee Salary Schedule Recommendation:
That the Honorable City Council adopt Benefits Resolution No. 25-039, revising the Employee Salary Schedule and amending Fringe Benefits, effective July 1, 2025.
Fiscal Impact:
The fiscal impact associated with the COLA increase to the Employee Salary Schedule, the net additional positions and the increase to the employee benefits is included in the Fiscal Year 2025-2026 Budget.
Strategic Plan Goal:
This item is consistent with Strategic Plan Goal G - Organizational Effectiveness and Sustainability in that the organizational structure must be reviewed and evaluated regularly, and revised accordingly, to maximize organizational effectiveness and sustainability.
Discussion:
Annually, the City Council adopts a resolution establishing the Employee Salary Schedule, fixing compensation rates, and establishing fringe benefits for employees. For Fiscal Year 2025-2026, the following changes are proposed to the Employee Salary Schedule and Benefits Resolution:
Cost-of-Living Adjustment (COLA)
The 2025 March-to-March Consumer Price Index (CPI) for Riverside-San Bernardino- Ontario, CA was 2.5%. Based on this report and taking into consideration the current City financials, the City Manager is recommending a Cost-of-Living Adjustment of 3.0%. The Fiscal Year 2025-2026 Employee Salary Schedule reflects the increase for all non- represented positions.

Based on Article 4.1 of the Memorandum of Understanding (MOU) between the City of Victorville and the Victorville Professional Firefighters, as modified by Side Letters #1 and #2, beginning the first full pay period in July 2023, and continuing to 2024, 2025, and 2026, base salaries at all steps for Fire Captains, Fire Engineer, Firefighter Paramedic, and Firefighter EMT shall increase by 3.0%.
Changes to Personnel
The total authorized full-time positions increased from 553 to 570, reflecting a net increase of 17 positions. The Employee Salary Schedule includes the 18 added positions, one (1) deleted position, two (2) positions with a range change, 13 positions with title changes, and 15 positions with a title and range change (please see Attachment B – Summary of Changes to the Salary Schedule).
Additionally, there are two organizational changes in Fiscal Year 2025-2026, effective July 1, 2025:
•The Traffic Maintenance division will be reassigned from the Engineering department to the Public Works & Water department. There will be a total of fourteen (14) positions reassigned.
•The City Manager’s Office of Economic Development will be expanded to include Homelessness Solutions and Housing. With this expansion, four (4) positions will be reassigned from the Planning department.
Changes to Benefits
•Fringe – The amount of $950 per month will increase to $1,000 per month. This amount is provided by the City for health, dental, and vision coverage for all full- time employees, Council Members, and retirees.
•Fringe Subsidy – The 50% subsidy provided to full-time employees who enroll in medical, dental, and vision plans and are paying out of pocket will be increased from a maximum of $800 per month to a maximum of $1,000 per month. This subsidy does not apply to Council Members or retirees.
•Safety Shoe Allowance – The safety shoe allowance will increase from $225 to $325 per fiscal year for non-safety personnel. Employees may purchase multiple pairs of safety shoes so long as the allowance is not exceeded. •Differential Weekend/Alternate Shift Pay – In addition to non-exempt, non- represented full-time and part-time employees who are scheduled to work on a Saturday or Sunday as part of their regular schedule, Differential Pay will now also apply to non-exempt, non-represented full-time employees who are required to work an alternate shift on a temporary or seasonal basis, subject to written approval by the City Manager.
4 1
5 1
•Mandatory Rest Period – Non-exempt, non-safety, and non-represented full-time employees are not to work more than 18 hours within a 24-hour period without a Mandatory Rest Period. The Mandatory Rest Period will equal eight (8) consecutive hours off duty. If the Mandatory Rest Period conflicts with any hours of the employee’s regularly work schedule, those hours will be compensated at the employee’s regular hourly rate of pay and will count as hours worked for the purpose of calculating overtime.

Submitted By:
James Murawski, Airport Director
Subject:
Approve payment of US Customs and Border Protection invoices #530017367 and #580076578
Recommendation:
That the Southern California Logistics Airport Authority Board of Directors approve payment of US Customs and Border Protection invoice #530017367 in the amount of $44,260.48, and invoice #580076578 in the amount of $5,241.25.
Fiscal Impact:
Approval of these invoices for payment will result in the expenditure of budgeted airport operations funds from Airport account 4501013A-52300 in the amount not to exceed $49,501.73. Budgeted US Customs Contract Services funds are sufficient to accommodate the aggregate expenditure.
Current Budget
Balance
4501013A-52300 US Customs Contract Services $146,351.00 Strategic Plan Goal:
Goal A. Financial Sustainability: Payment of these invoices provides for the ongoing services of US Customs and Border Protection (“US Customs”) at the Southern California Logistics Airport (“SCLA”), allowing tenants to reach international markets.
Background:
Since approximately the year 2000, the Southern California Logistics Airport Authority (“SCLAA”) has utilized US Customs to provide customs clearance services at the SCLA.
The presence of US Customs at the SCLA enables our facility to function as a Port of 4 1
6 6
Entry with Foreign Trade Zone status, which allows for direct international flights and international commerce to take place at the SCLA. Port of Entry status reduces costs for the flying public and those who visit the SCLA for maintenance services by allowing international flights to land directly at the SCLA without the need to stop at another Airport to process pilots, cabin crew, passengers, or cargo for entry into the United States. In addition, international cargo departing from the SCLA can be processed by US Customs, thus making their services essential to SCLA tenants. Furthermore, the ability to accommodate international flights increases traffic counts and fuel flowage, which directly benefits the SCLA.
The designation as a Foreign Trade Zone allows for reduced customs duties on domestic businesses conducting both domestic and foreign transactions through the SCLA.
Importers and exporters can defer or eliminate US Customs duties altogether in some situations which adds to the global appeal of the SCLA.
By facilitating onsite US Customs services, the SCLA is positioned to support existing tenants and to attract future tenants from the international aviation and logistics markets.
For labor and overhead fees, US Customs issues invoices based on estimated costs for the upcoming federal fiscal quarter. After the quarter ends, the actual costs are reconciled against costs that were actually incurred, resulting in a credit to a future invoice or a supplemental invoice to pay.
Preliminary US Customs Quarter 2 invoice #530015981, was issued to the SCLA on November 20, 2024, and paid in full on January 15, 2025. However, this invoice was an estimate of expected future costs, whereas the actual costs have since been determined by US Customs to be higher than the amount initially paid. As a result, the supplemental invoice #530017367 reflects the actual labor and overhead costs associated with the second quarter.
In addition to labor and overhead costs, the SCLA is responsible for the costs related to communication and technology services that US Customs utilizes to facilitate their work at the Airport.
Discussion:
Attached is invoice #530017367, requesting payment for the second federal quarter for standard services from January 1, 2025, through April 05, 2025, in the amount of $44,260.48 due to adjusted payroll and overhead expenses. This invoice is based on reconciled expenses that were incurred by US Customs during the specified period.
Attached is invoice #580076578 for $5,241.25, requesting payment for communication and technology services for the month of April 2025.
To date, the SCLAA has paid $113,649.00 for US Customs services in fiscal year 2024- 2025. The aggregate total of invoices #530017367 and #580076578 is $49,501.73, which if paid as requested will cause the dollar amount spent with US Customs in the current 4 1
6 6
fiscal year to exceed the Executive Director’s authority of $125,000, as stated in City Municipal Code 2.28.060.
In future years Staff will include a Purchase Order with US Customs for approval with the annual agreements that are presented to the SCLAA Board. This future action will prevent similar items from US Customs being brought to the SCLAA Board.
Therefore, staff requests and recommends that the Southern California Logistics Airport Authority Board of Directors approve the payment of US Customs invoices #530017367 and #580076578 in the aggregate amount not to exceed $49,501.73.
Staff remains available for any questions or comments you may have.
